PCKC Vision About Porirua Canoe Kayak Club – PCKC Ko PCKC Te Matangi O Nga Pore e a PCKC of the 4 winds, Turou Turou Turou Oro Mai, Nau Mai Haere Mai, Welcome Welcome Welcome “IE KO KO!” Porirua Canoe Kayak Club Incorporated (PCKC) was established in 1976 with Whitewater Kayaking and began operating as a waka ama club in 1996. It is therefore one of the oldest clubs in the Wellington region. The club was originally established to ‘provide the necessary organisation and equipment that enables and encourages participation by persons in New Zealand of all ages, gender and race to take part in a variety of safe canoeing and kayaking activities, both competitive and recreational.’ (Constitution of the PCKC, 1980) Our club therefore supports and caters for a number of different paddling sports. We encourage our members to branch out and challenge themselves in multiple disciplines, as we believe this only enhances their paddling knowledge and skills. PCKC Clubrooms PCKC is very fortunate to have a special agreement with Titahi Bay Boating Club (TBBC) that allows us to share TBBC Clubrooms and facilities and to keep our W6 waka by the clubrooms. The clubrooms are situated at the end of the carpark by the corner of Onepoto Road and Gloaming Hill in Titahi Bay. It is important that all club members respect the facilities and nurture this relationship with TBBC. PCKC Colors PCKC colours are blue, white and black. We encourage club members to wear appropriate clothing for training and racing and to wear their PCKC uniform with pride when representing the club at events . PCKC Core Values 1. PCKC is very much a whānau‐focused club. We believe that waka ama is not simply a sport but a lifestyle; a way of living and being. We encourage participation at all levels of the whānau; from our babies, right through to our kaumātua. 2. Special emphasis is placed on: ensuring that individuals who demonstrate enthusiasm and commitment are not prevented from participating through lack of finance expecting that all members develop appropriate skills to their full individual potential and pass on their knowledge, skills and experience to other members ensuring that all club activities be undertaken in a spirit of whanaungatanga and that cultural differences are appreciated ensuring that all club activities be undertaken in a manner that enables and encourages participation by both gender. Our club also takes pride in being proactive to identify needs and gaps for our paddling communities, and finding solutions to address these gaps. PCKC Vision PCKC Code of Conduct Everyone needs to abide by the rules set out in the Code of Conduct so it is imperative that paddlers, supporters and parents of junior paddlers read this policy I agree to: paddle hard, paddle with pride and to paddle fair respect my crew mates on and off the water respect our coach, our manager, our fellow club members and supporters respect the rules set down by race organisers when I go to events and regattas and the volunteers that help run these events respect paddlers from other clubs and their supporters be a gracious winner and a dignified loser maintain self-control at all times represent PCKC with pride I understand that at the coach’s discretion, paddlers may be sent home (at parent’s additional expense for junior paddlers) if their behaviour is regarded as serious misconduct, especially if the behaviour relates to drugs, drinking or illegal activities. Love for my crew Love for my waka Love for the water PCKC Policy on Behavior of Club Members This policy applies to PCKC members and non-members who participate in PCKC activities. The intention of this policy is to ensure that the reputation of our club that has been earned by its members over previous years is upheld, while allowing our members the freedom to participate in reasonable social activities that respect the rights of others. 1. The law regarding the consumption and supply of liquor to under age persons will be observed. 2. The rules and regulations set by the owners of venues we use will be adhered to. Suspension and Expulsion Members shall always be subject to the rules of the club and to decisions of the committee. Any refusal, or neglect of a member, to comply with the rules of the club or any regulation made by the committee; or any conduct considered by the committee to be disgraceful or detrimental to the general interests of the sport of canoeing, shall render the member concerned liable to suspension or expulsion from the club on the passing of a resolution to that effect by a two thirds majority at a committee meeting. PCKC Vision PCKC Waka & Equipment Rules Mahimahi W6 guidelines booking online W6 bookings will be revised monthly. W6 bookings for the following month will be accepted in the last week of the present month. Notifications are to be done by coaches/captains via email to PCKC waka coordinator PCKC.WakaBooking@gmail.com If there are no overlaps or conflicting booking requests, then the present months booking list can be carried over automatically. The preferred method of waka allocation will be communication between coaches/captains before requesting a time slot to the waka coordinator. All attempts will be made by the waka coordinator to ensure a fair allocation and a good rotation of time slots is made available to all club members. However, in the event of a high demand for a time slot on the same waka, the order of waka booking priority is, Crews/paddlers training for a specific event will have preference up until the conclusion of that event. This will not mean an automatic roll over booking at the end of a revision date. A further booking for the new period will still have to take place. Failure to do so may mean a loss of that time slot. Fair rotation of time slot. A crew or paddler cannot reserve the same day/time/waka for an extended period. Crews/paddlers that are club members. Non-club member paddlers. W1 guidelines before use In addition to this, PCKC owns 13 highly competitive W1’s which are for two “V1 Fai”, four “V1 Are”, and four “W1 Nelo”. Due to their special construction and high cost, this waka is only to be used by experienced PCKC members who are confident W1 paddlers in offshore conditions. W1 Bookings will be revised on a weekly basis they are for the Tavake, Vetea, the two Surf-rigger’s, Aito, Seahorse, and the two W2’s ruddered. Developing paddlers who are seeking to compete in W1 for PCKC or National selection. In this case, the student paddler must be under the direct supervision of a PCKC experienced paddler or coach paddling/support boat alongside before paddling any W1’s. Due to the lack of a formal qualification, we would expect an experienced paddler to be someone w ho has competed W1 in at least three open water marathons, and/or approval from head coach. Paddlers who fit these criteria and want to book the waka will follow the above guidelines. A time slot may be forfeited if ALL members of a W6 crew are not present at the car park 15 minutes after the start of their time slot. After this period and if there are no further presence of late arriving crew members, the waka will be available any awaiting PCKC crews. Be on time to be fair to other members. PCKC Vision General Rules Please remember to be responsible to your crew and fellow club members. And always respect the ocean. 1. Lifejackets For each paddler must be onboard the waka either worn or stowed under seat. Lifejackets are to be worn always for novice, midgets and intermediate paddlers. 2. Lights When paddling at night or low light, a white light must be visible from 360 degrees onboard the waka. 3. Beaching Waka Once the waka is on the water, it is not to be run up on dry land. Tires or suitable padding must be used when beaching the waka. 4. Capsize Procedures Ensure everyone is aware of the capsize procedures. 5. Notify someone Tell someone where you are going and for how long. 6. Hitting Waka Avoid hitting the waka with your paddle, especially the expensive W1’s. Paddle control is key. 7. Clothing/ Thermal Protection Clean Footwear is optional, however clean bare-feet is recommendation, avoid wearing cotton fabric on the waka, especially during cold and windy conditions. This fabric can increase the risk of hypothermia and can restrict movement when wet. 8. Winter/ Cold Conditions Minimum Polypro top and bottoms Light windproof paddle jacket 9. Summer/ Warm Conditions Light breathable clothing made from a Dry fast fabric for wicking sweat away from your body and protection from sunburn. Sunhat/Sunglasses 10. Water/Systems Ensure that you have a drink system or a water bottle with attachment to stop bottle rolling around on the floor of the waka. Page 8 of 16 Version 2 September 2017

EIO (Expression of Interest to Paddle Races) PCKC submit to NKOA for races, each race will be place on the website for club members interested to race. 14. Refunds Your fees will be refunded if you are not selected for a team. Other refunds will be considered on a case by case basis and at the discretion of your management team 15. Crew Names Decided by each crew in consultation with coach or committee. The name must be respectful or fun, or of important events, links and cultural connections all teams will be starting with PCKC at nationals and international levels. 16. Loading and Unloading gear for races To ensure the gear has been loaded correctly please ensure there is a level of knowledge to tie down all the equipment on the trailer, and to help load the trailer on to the van. If you have been races it is always first priority to load and unload after races. Keep in contact with your Manager or Captain. Please also notify the driver if you have any skills in loading to help manage the team. 17. Uniform Uniform Ordering is done by ordering through the website under uniform ordering. PCKC have travel uniform and racing tops to select from, other options that have been unique for PCKC is the Island travelling dress and men’s Island shirts. Ramp Clean September 2017 a survey to the club to engage on the application of a biodegradable product wet and forget to be applied and out of 33% of responses this has been confirmed by all to use moving forward. The application to apply will be rostered to each senior member of the club every 6 months during low tide. The roster will be to include moving rocks for the bottom of the ramp and cleaning the site . Page 9 of 16 Version 2 September 2017
PCKC Vision PCKC Guidelines when Travelling and Staying Away These guidelines have been created to help coaches, whānau and club members understand the responsibilities involved in taking paddlers away. These guidelines should be used alongside the club’s core values and code of conduct (see p.5 and p.6). Parents expect their children to be cared for safely and sensibly. PCKC wants to ensure that all club members are provided with a safe and secure environment when travelling away with the club. To this end, all adults including coaches, managers, whānau and volunteers who participate in any PCKC trips are expected to take the role of a responsible parent when travelling away with younger club members. It is vital that a responsible adult acknowledge the significance of his or her role and abstain from drinking alcohol whilst in charge of younger club members. The organiser and team manager should be aware of any medical conditions the paddlers may have, including allergies. It is advisable for the team manager to ensure that medical consent forms are completed for each paddler in advance of any trip so that in the event of a medical emergency, treatment may be administered. If an emergency or incident occurs during a trip, the following steps should be taken: establish the nature of the emergency or incident as quickly as possible ensure that the group are safe and supervised establish the names of any casualties or persons involved and get them immediate medical attention if required ensure that any group members who need to know are made aware of the incident and that if necessary, all group members are following correct emergency procedures ensure that a responsible adult accompanies any casualties to hospital and that the rest of the group are adequately supervised (and kept together) always as soon as it is safe and sensible to do so, write down all relevant facts and any witness details, as accurately as you can to preserve evidence keep a written account of all events, times and contacts after the incident complete an incident/accident report as soon as possible – a copy of this should be provided to the Club Captain as soon as possible those in charge of a trip have a duty of care to people under the age of 18. They also have a common law duty to act as any reasonably prudent parent would. You should not hesitate to act in an emergency and to take life‐saving action in an extreme situation the parent or guardian of the child concerned should be contacted immediately If an alleged breach of the club’s code of conduct has occurred, or there are concerns that a club member has brought the club in to disrepute, this should be reported in writing as soon as possible to the Club Captain and Committee. If necessary, the Committee will consider the matter and advise the involved parties of any measures to be taken. Page 10 of 16 Version 2 September 2017
PCKC Vision Fundraising All fundraising in the name of the Porirua Canoe Kayak Club (the club) or associated to the club must be approved through the PCKC Committee (the Committee). The club permits and encourages fundraising for equipment and expenses for groups/teams/ sections or individuals of the club but with the following conditions: The Committee must approve any use of the club name or logo in advance. All proceeds must be used for club/waka/kayaking purposes. It would be advantageous to notify others in the club to avoid double bookings of venues. All fundraising and the disbursement of funds will be carried out within the rules and regulations stipulated by Inland Revenue Department, Internal Affairs Charities and the Companies Act that are stated in the club constitution. Any club members or whānau wishing to run a fundraising event or activity must complete a PCKC Fundraising Application Form (available on our club website) and submit it to the nominated committee member for approval. Approval from the nominated committee member must be gained before the fundraising activity takes place, and before the club name or logo is used in any advertising or marketing for the event. The PCKC Fundraising Application Form - the online form located here, specifically asks to: Name the crew or group on whose behalf the application is submitted Name the fundraising event Provide a description of the fundraising event Advise the date and time of the fundraising event Advise the location of the event State the purpose of the fundraising event, i.e., what the money will be used for (e.g. accommodation costs, travel, uniforms, etc.) Advise who/which group or groups will be the recipients of the fundraising event Identify a Project Leader who will be responsible for the fundraising event. The person identified as the Project Leader on the application form will be responsible for: The organisation of the event and collection of funds Ensuring that all people taking part in the event are aware (before the event) of what the proceeds will be used for, how the proceeds will be shared and who will benefit Ensuring that all club members participating in the fundraising event act in a manner consistent with the club’s values and code of conduct Ensuring that the rules of the event provider are met (hygiene regulations, set up and clean up, etc.) Ensuring that an income and expenditure report be completed and submitted to the Club Treasurer within 1 month of the fundraising activity Ensuring that receipts for any costs incurred for the fundraising activity are kept and submitted to the Club Treasurer for filing and that proceeds are banked in the correct club bank account Working with the Club Treasurer to action the disbursement of funds, that invoices and reimbursements are paid and to ensure that distribution records are kept. The Project Leader needs to ensure the completed application form is emailed to the nominated committee member. The committee member will action the form as necessary, advise the Project Leader whether it has been approved or declined and process the form for the next scheduled PCKC committee meeting. If an application is not approved, the Committee will respond in writing to the Project Leader stating the reason why it was not approved. Possible reasons for an application not being approved could include: A clash with another club fundraising event (rescheduling may be appropriate) The activity is not consistent with club policy, procedure or may be regarded by the Committee as inappropriate for the audience or recipients Page 11 of 16 Version 2 September 2017
PCKC Vision The club is at risk — reputation, Health and Safety, illegal, etc. Any funds raised from the event must be banked into the club bank account and will be allocated only for the initial application. Grants and Funding Applications Due to their limited availability and frequency, applications for grants and sponsorships will be undertaken by the committee or with delegation from the Committee. This includes all sources of funding such as Titahi Bay Lions Club and Gaming funds outlets. The Club Treasurer and Secretary will hold copies of all applications. The purpose of funding from such grants is for equipment/expenses that benefit the whole (or a large section) of the club membership and the selection of such equipment/expenses is decided using the club ‘wish list’ that is regularly updated and prioritised with contributions from as wide a range of membership as possible. Sponsorships may benefit a crew but only with the approval of the Committee. Some organised fundraising will be undertaken to provide the club with equipment/expenses that are on the club’s ‘wish list’. As many members, as possible are encouraged to take part in these activities as it is for the benefit of the whole (or a large section) of the club. Funds from these events will go to the club and all people taking part will understand this. These policies / rules are intended to support and encourage club members with the onerous task of fundraising, but also to ensure that fundraising is carried out in a manner that enhances the club. Misunderstandings about fundraising have the potential to destroy a club or the relationships between members of a club. PCKC Vision Naming of the Waka/Crews Arikipuia Naming the Vaka Arikipuia is one of the finest tribute we can pay Arikipuia Elma Maua who was also a great supporter of PCKC, Meaning of Takitumu our new W6 MoanaNui purchased from the late Kris Kelson 2010 Arikipuia In 2010 when we went to the Vaka Eiva on Rarotonga we agreed to take the memory of Aunty Elma with us and in a way, to celebrate her areas of passion, her family and sport. We used her traditional name Arikipuia for our team name and the colour of PCKC uniform was developed. The people on Rarotonga readily identified with the name. The open women not only won the hearts of the people they also won gold. Arikipuia is in the chiefly line of the priest Ukarau on the island of Atiu which is one of the 15 islands of the Cook Islands. This title is given to the firstborn and the duty of that first born is to invest titles on paramount chiefs on the islands of Atiu, Mauke and Mitiaro, Arikipuia, aunty Elma's grandmother was the firstborn but because she was a woman the title of Ukarau was given to her younger brother by the Ariki of the island, and the Kakepare family hold that title to this day. Takitumu On the island of Rarotonga, one of 15 islands in the Cook Islands, there are three districts; Titikaveka, Ngatangiia and Matavera. These three districts identify the land that was won by Tangiia the captain of the canoe Takitumu. He came from Tahiti in search of new land just like Captain Cook who went to Rarotonga hundreds of years after Tangiia. The story is told that Tangiia raced against a chief from Samoa by the name of Karika that name is still an Ariki title in the Avarua area on the island of Rarotonga. They raced in opposite direction around the island of Rarotonga where they left and met marked the boundary of the land they could claim as their own. Doing this meant they didn't have to fight for land and many lives were saved. The name Takitumu was given to our Vaka as a commemoration of the link that members of PCKC has with Takitumu. The story of Paikea tells how he left the island of Mauke to go fishing and never returned. His wife waited by the seashore each day for 8 years. A grave was dug for him and is still there today. Paikea was stranded on the island of Mangaia in the Cook Islands. After staying there for a while he then left for Rarotonga and stayed in the district of Takitumu before he came to Aotearoa with the whale they landed at Whangara in East coast of Aotearoa. The tekoteko on the meeting house is called Paikea. The iwi on the east coast belong to the waka Takitimu that was one of the great canoes that came to Aotearoa from the district of Takitumu. There are two spelling for the name, the Rarotonga name is spelt Takitumu and the Maori spelling is Takitimu we went with the Rarotonga spelling for our Vaka the beginning of the journey for Takitumu, Mahutonga Mahutonga is from the Wairarapa tribes and they called it Mahutonga the opening or plug that the storm winds blow through. ; The tribes of Wairarapa are made up of Ngati Kahungunu, Rangitane and Ngati Ira. ; I would like to take this opportunity to pay tribute to the Wairarapa Waka Ama Association and their kaumatua for giving us their blessing to use this beautiful name, Mahutonga, for our vaka. Mahutonga was also seen by the first Europeans who sailed into our southern waters. ; They were surprised to see these stars because they are only seen in the southern hemisphere. ; The shape of the cross as seen on our flag stars were so clear to them that they named it the Southern Cross. In the months of September to early November you can see Mahutonga or the Southern Cross on the horizon just before sunrise. Like the first Europeans and Maori - Mahutonga or the Southern Cross - guided them to this land of Aotearoa. Tokerau Tokerau north wind and the newest addition to the club W6’s fleet. PCKC Vision Background PCKC has been in existence since 1976. At its inception the club primarily focused on white water kayaking and over the years has accumulated assets, resources and recognition in this discipline. During these years, PCKC developed systems that enabled young Porirua paddlers to compete very successfully at national and international level at minimal cost. Solutions had to be found to overcome the problems of transport, equipment, catering, accommodation and all the factors that are involved in providing a safe and successful programme when working with other people’s children. In 1996 PCKC began a waka ama programme for its junior members. However, at that time it could not afford to purchase multi-person waka ama and the club worked with other local waka ama clubs to share resources. The club did purchase two single waka for use by junior paddlers and was the first and only club in the region to do so. After many years of paddling successfully under the banner of other clubs, it was decided that PCKC should become a waka ama club in its own right. In 2011 PCKC succeeded in gaining affiliation to the regional waka ama body, Hoe Tonga, and fundraised for its own waka and equipment. It was a huge effort, but with the support of several funding organisations, significant fundraising efforts, and dedicated management and administration, the club succeeded in purchasing two Mahimahi W6 waka and competing at the 2012 NZ Waka Ama Sprint Nationals. For the first time, club members could paddle at a waka ama event under the club’s name and wearing the club’s uniform. PCKC was successful with medals for many of its members in all divisions but perhaps the greatest success of all was that PCKC in its inaugural year at the nationals was awarded the prestigious Ace Cuthers Memorial Club Spirit Hoe trophy. This trophy is awarded to the club that epitomises the values of waka ama; Manaakitanga, Whanaungatanga, Hauora, Tu Tangata’ and is chosen by the event organisers and administration. As membership grew, many club members felt that the club required clubrooms for its meetings and for secure storage of equipment. The solution was to negotiate an agreement with the Titahi Bay Boat Club for facility sharing. This has worked out to be of benefit to both clubs. A third Mahimahi was required to cater for increased membership and several W1 were obtained. As well as competing successfully at the NZ sprint and long-distance nationals, 14 club members gained selection to represent NZ at the 2012 Va’a Worlds Sprint Regatta held at Calgary, Canada in August. This is the pinnacle of waka ama sprint racing internationally, so for the club to have such a large contingent in the NZ squad is recognition of the drive and passion of the club to support its paddlers in their chosen sport of waka ama. Our paddlers returned with three silver medals and three bronze medals. In 2014, seven club paddlers gained selection to represent NZ at the Worlds in Rio and in 2016, 15 club members gained selection for the worlds held at the Sunshine Coast, Australia and returned with gold medals. At present, we have several members seeking selection for the crews who will represent NZ at the World’s Long Distance in Tahiti and our chief coach of our juniors is also coach for the NZ master women’s crew. We are so fortunate to have world-class coaches and paddlers coaching our members. PCKC is now the largest waka ama club in the Hoe Tonga (Wellington) region and the sixth largest Waka club in New Zealand. Big is not necessarily better and the club is continually developing and improving its strategies and programmes to cope with the strain on resources, both of personnel and equipment. It is not the aim of PCKC to be the biggest waka ama club in New Zealand. However, it is the aim of PCKC to be the best waka ama club in New Zealand in all aspects of its activities.
