About the NSW Public Policy Institute: With a generous endowment from the NSW Government and matched funding from a group of NSW universities, the Institute was incorporated as an independent organisation in early 2021. Our founders have set up an independent, enduring institute that will transform how governments and universities harness world-leading research capability through collaborative projects to address key public policy challenges. The purpose of the Institute is to support governments to deliver pragmatic and smart policy solutions, informed by leading academic research, that will have far reaching benefits for the people of NSW and beyond. Through our partnership model, we bring government, universities, industry and communities together to deliver practical and relevant public policy outcomes through a process of codesign, codelivery and collaboration that will harness leading academic research capability. The role: We are looking someone who will work closely alongside the Director of Research and Policy to build firm foundations through developing, delivering and managing an ongoing program of collaborative research, policy engagement and joint projects with government, academics and wider stakeholders. The Institute is looking for a smart, analytical thinker with excellent project management and report writing experience. The ideal candidate will have experience in structured thinking and problem-solving, complex stakeholder management and collaborative working / co-design. They will have strong academic credentials with some experience of working with government, university or policy context. In a small, start-up organisation, this person will be highly adaptable, motivated and systematic in their approach – helping to build smart methods, approaches and processes that will establish firm foundations for the Institute. Title: Policy and Projects Manager Reports to: Director of Research and Policy Roles reporting to this one: n/a About the NSW Public Policy Institute The NSW Public Policy Institute (the Institute) has been established as an enduring and independent organisation, working with the government to improve policy outcomes through the application of rigorous public policy research. The Institute will achieve this through a unique partnership model based on advanced collaboration methods; we undertake research with government, not for government. We provide a neutral space to bring government and interdisciplinary academic teams together to engage in joint projects. We are policy-agnostic, providing expertise in applying a method of collective engagement and joint working. The Institute will seek to transform the relationship between government and universities, in turn generating far-reaching benefits to communities; and will develop a national profile through the impact of its policy solutions and research translation, as well as its unique independent, collaborative model. We are an independent, non-partisan organisation delivering public good. We provide a neutral space for collaboration to address complex issues. The Institute was established with an endowment from the NSW Government alongside funding from a group of NSW universities – the University of Sydney, Western Sydney University and UTS. Summary The Policy and Projects Manager will develop, deliver and manage ongoing series of collaborative policy projects between government, universities and other stakeholders, developing unique IP for the Institute based on our method. They will provide highly effective program and process management; supporting the Director of Research and Policy, and the CEO, to establish and grow an enduring and independent public policy institute for NSW and beyond. This is an exciting, wide-ranging role in a small, start-up organisation and so requires someone who is highly adaptable, collaborative and pragmatic and will be able to develop the scale and capability of these functions as the Institute matures. Our unique method and collaborative approach to joint research and policy projects will define our reputation and, as such, this is a meaningful and significant opportunity to help deliver this unique and impactful vision for the benefit of NSW and beyond. Key functions Manage ongoing series of collaborative policy projects Support the delivery of regular, collaborative projects in response to government policy priorities, ensuring a co-design and co-delivery process. Coordinate and, where necessary, co-author high quality, persuasive reports & external content in a range of formats. Develop and deliver internal project management, codesign and codelivery capability in support of the Institute Projects. Identify and build the Institute’s IP in relation to our unique method of advanced collaboration. External and stakeholder engagement Represent the Institute whenever required, including with senior government, university and industry partners and stakeholders. Engage in the delivery a planned series of regular engagement across government(s) and wider stakeholders. Work closely with the Research Stream Leads, University Key Contacts and other experts from across our member universities, and the Institute’s Research Advisory Group members, as appropriate. Key functions cont. Support Research Communications and Engagement Stream Support the Director of Communications and External Engagement to deliver an innovative program of research communication, across multiple forms of output, and a broad range of engagement events and channels, including helping to identify and deliver content from a wide range of academic experts. Ensure the consistent application of the editorial guidance for all Institute publications, as developed by the Director of Communications and External Engagement. Support the Institute’s rapid response mechanism and capacity building activity alongside the Director of Research and Policy Provide flexible support – both leadership and ‘hands on’ as needed - across the Institute in this development phase. Any other responsibilities or tasks as requested by the Director of Research and Policy or the CEO, in line with the broader function and purpose of this role. Selection Criteria | Qualifications & Experience ESSENTIAL Masters level qualification or equivalent experience in a policy, analyst, or research role. Minimum 2 years’ experience in a policy or consultancy role that has involved working with government and/or universities. Outstanding project management capability and experience of managing large, complex projects. Proven experience of applying structured thinking and problem-solving in a professional context. Some experience or exposure to collaborative and innovative project methods such as co- design, co-delivery, design-led thinking etc. Proven success in fast-pace, high performing work environment, including tight deadlines. Experience of working in a highly innovative work environment, SME or start-up. Experience in developing and embedding new systems of working (e.g. project or program frameworks) to deliver high quality, effective and efficient processes. High-level digital capability in all elements of work, including presentation of outputs. Strong analytical capability. An outstanding communicator of complex information into accessible and engaging formats. Highly professional standards of presentation, representing an organisation. Experience in working well and adapting across a wide range of small project teams over time. Demonstrated ability to work in a highly flexible manner as the Institute develops. Can demonstrate alignment with the values of the Institute and will help to build a positive and engaging work environment and culture. PREFERRED PhD level qualification or equivalent experience in a related role. Experience of managing collaborative projects using codesign and codelivery methods.
