Outcome and Actions Ref Item Update/Action Raised Completion Responsibility 1a Competition Law Members were reminded of the need to observe Competition Law requirements, and N/A N/A N/A were advised that if Polaris believed issues were being discussed that would breach this law they would need to bring the meeting to an immediate end. 1b Draft Minutes and The minutes of the last meeting were agreed. The only matter arising not dealt with N/A N/A N/A Matters Arising from under the main agenda related to whether stakeholders were interested in receiving 11th March meeting a presentation from Tassa. As there was no support at the current time Tassa would be contacted, with a view to obtaining an updated stakeholder view at the end of the year 1c PL Quote Standards The new travel standard is still awaiting feedback, once finalised this will be 10/7/2019 Outstanding Polaris Project Initiation published with a summary of FCA requirements introduced, which require providers to signpost details of specialist providers, where customers have pre-existing medical conditions. 1d Business Process This is still ongoing, due to the extent of changes that are required. A further update Models will be provided at the next meeting 1e Shared Use Responses received to the request for feedback on implementation suggests there 11/03/2020 Closed N/A Specification are no imminent stakeholder plans to do so. As the specification is now finalised it was agreed this should be considered as concluded. 2a Coronavirus Issues BIBA reported that they have issued a 19 point guide to their members, following consultation with government. This appears to have addressed many brokers’ concerns as the issues raised with them by their members have been mainly limited to claims. BIBA agreed to provide a copy of the guide to Polaris to share with PL ETPG members. ACTION: BIBA to provide copy of Coronavirus guide to Polaris to circulate to 20/05/2020 29/05/2020 BIBA/Polaris PL ETPG members. One SWH reported that their customers had raised two main issues, the first relating DOCS # 23650 – PL ETPG Outcome Page 2 of 6 RESTRICTED TO PL ETPG MEMBERS
RESTRICTED TO PL ETPG MEMBERS Ref Item Update/Action Raised Completion Responsibility to making remote credit card functionality available, and the other to telematics products that require the installation of a box in the vehicle. These issues had been resolved. Polaris had been involved in an issue relating to a query regarding extending the timeline for auto-lapsing and its impact on sanctions for late MID notification. As a result of MID removing these sanctions for a limited time, insurers may have elected to ask SWHs to extend their current auto-lapse timescales. This would be a decision for individual insurers. No other issues were reported but members were invited to contact Polaris if issues arise where Polaris coordination of responses would be beneficial. 3a Green Cards Post-Brexit BIBA reported that black and white green cards will be permissible from 1st July, and that the current back page would be optional. However, although these changes have been agreed, it will need enactment in law, and there is therefore no guarantee that it will take effect from this date. An update will be provided when available. BIBA also reported that DfT are considering allowing visitors to the UK to provide a digital copy of a green card rather than a physical one, and allowing countries that are not part of the EU (Serbia, Andorra etc) to show alternative evidence. However, if this were to be introduced it would be a UK initiative, with EU countries still requiring physical evidence. Proposals have been documented and shared with a number of interested parties including BIBA, with feedback required by June 10th. If the proposals are implemented they would probably not take effect until 2021. BIBA agreed to provide a copy of the proposals with the proposed timelines for implementation, and will also share their response to DfT once submitted. ACTION: BIBA to provide copy of DfT proposals and timelines, and to share their response to the proposals once submitted. 20/05/2020 19/06/2020 BIBA Finally, ERS suggested that if SWHs are to provide a solution for green card production they would need to be ready to do so by 1st January 2021. ACTION: SWHs are asked to consider how they might support production of green cards including unique green card referencing, and the timescales that 20/05/2020 N/A BIBA would be involved. 3b Motor Insurance BIBA reported that nothing further had arisen on the MID REFIT, but a consultation Ongoing Ongoing N/A Directive (MID) REFIT is underway regarding micro-mobility (electric scooters etc) and how they will sit within the regulation. Currently, such vehicles cannot be used legally on either roads or pavements, but there are suggestions that permitting their use could help to enable people to return to work during the current pandemic, without the use of public transport. If their use was permitted they would need to drive in cycle paths or on the road. An update will be provided when available. 3c FCA General Insurance It was agreed that no further action would be taken until FCA rules have been 13/11/2019 Ongoing ALL Pricing Practices finalised. 4a/b Equality Act Issues (a) BIBA reported that they have been unsuccessful in getting any guidance from the Equality Commission on collection and use of data that might be considered to be discriminatory. However they offered, if to try to get an 08/01/2020 Ongoing BIBA informal view from a lawyer. Polaris suggested that they investigate internally first whether it would be possible to obtain a formal legal opinion. (b) Members had been asked to what extent they had implemented changes required to support gender neutrality (i.e. Mx as a title, Unspecified for gender, and the gender-neutral occupation code changes). It was reported that most responses received suggested that these changes have already been made or are in the pipeline. However a number said that they are now supporting both gender-neutral and gender-specific occupations as comparison websites are continuing to use gender specific values. It was agreed that stakeholders would be asked to confirm via Polaris whether they are now supporting the gender-neutral values, Polaris to share this information with PCWs so that they can determine whether it is possible to expire the gender-specific values. ACTION: Insurers and SWHs are asked to provide feedback on 20/05/2020 19/06/2020 ALL whether they have implemented gender-neutral occupation codes, which will then be shared with PCWs. (c) MSM raised a question on Houseperson, which was causing difficulties for them, it was agreed that they would provide details to Polaris so that any anomaly could be addressed. 4c Open Finance It was agreed that as the closing date for responses had passed this issue should be 08/01/2020 Closed N/A removed from the agenda until an FCA update becomes available. 5a Thatcham Update Thatcham reported that the switch off date for the Code List 44 file of 31/3/2020 had 20/05/2020 19/06/2020 N/A been delayed until 31st May but would take place on this date. 1st Central raised questions on the body types and fuel types in the enhanced data set, as they include values that are not supported in the Polaris equivalent lists. Thatcham explained that they would be engaging with Polaris to agree sets of consistent values. ACTION: Polaris and Thatcham to agree the set of values to be supported for body and fuel types so that the Polaris lists can be updated. 5b Code List 20 (Driving It was agreed as no one had requested production of a free text specification to 08/01/2020 Closed N/A Licence) support identification of Full UK Automatic licences, this item would be closed. 5c Occupation Code List Members were asked to provide feedback on whether specific HM Forces values should be supported, or whether generic values would be preferred. It was agreed that Polaris would make the other proposed changes immediately (for publication in the June POD update), but would await feedback from members on whether generic or specific values for HM Forces were required (assuming sufficient responses for a majority view to be formed are received these will also take effect from the June POD update)|. ACTION: Feedback required from stakeholders on whether generic or specific 11/03/2020 12/06/2020 ALL HM Forces are required 6a Dates of 2020 Meetings The next meetings will take place on 8th July, 9th September and 11th November. N/A N/A N/A 6b Any Other Business Polaris reported the website log in changes had been implemented, and any issues N/A N/A N/A resolved. It was also reported that the change to POD to show the last change date for a code list was now being tested, and it was anticipated that this would go live in June. A further change, to restrict code lists to those an organisation was licensed for (either PL or CL) was in the pipeline and will take effect as soon as possible. At this point organisations that subscribe to both PL and CL standards will see no change, but others will see a smaller set of code lists.
