PbR & Commissioning Manager London-based charity Resurgo Trust is looking for a highly talented manager with superb people and analytical skills to develop its outcomes-based commissioning capabilities in order to implement a crucial part of its strategic plan.
Introduction Resurgo’s vision is to increase the scale, impact and visibility of the church community at the forefront of innovative and effective social transformation in the UK and beyond. As part of this, Resurgo Ventures seeks to become a leader in the emerging fields of Social Investment, Impact Measurement and Payment-by-Results (PbR) delivery; by working closely with church-linked ventures, statutory commissioners and prospective investors to increase their readiness and capability to source, negotiate, manage and exit outcomes-based contracts successfully. The PbR & Commissioning Manager will play a critical role in helping Resurgo achieve this vision by collaborating with commissioners to create innovative PbR contracts for Resurgo’s transformative work with disadvantaged young people through the Spear programme. In addition, the PbR & Commissioning Manager will play a key role within the Resurgo Ventures team as it identifies and supports the investment readiness and performance of church-linked initiatives run by other organisations. This newly restructured and exciting role will work with departments across Resurgo to liaise with diverse social organisations, investors and government agencies (such as the Department of Work & Pensions, the Cabinet Office, the Department for Education and the Department of Business, Innovation and Skills as well as Local Authorities) in order to manage and build Resurgo’s embrace of emerging opportunities. In working towards challenging income generation targets, the PbR & Commissioning Manager will be responsible for generating new statutory contracts and designing and embedding reporting mechanisms to successfully manage the delivery of these contracts in the future. Resurgo is already demonstrating leadership within the UK voluntary sector as it develops enhanced impact measurements systems in partnership with Impetus-PEF and world-leading experts. The PbR & Commissioning Manager will have an exceptional opportunity to play a critical role at the vanguard of this new area by helping create new intellectual property and developing Resurgo’s success in collaboration with other senior leaders on the team.
Job Description Job Title: PbR & Commissioning Manager Responsible to: Director of Ventures Liaises with: CEO, Managing Director, Director of Impact, Director of Partnerships, Finance Manager, Spear Development Manager, SpearHead Director of Business Engagement, and Spear Centre Managers. The leadership style of the PbR & Commissioning Manager will be in keeping with Resurgo’s mission to be an expression of the Christian life and faith. Key Responsibilities 1) Developing and Managing Commissioning & PbR Opportunities for Core Resurgo Projects (notably Spear) Working closely with the Director of Ventures, CEO, Director of Impact and Finance Manager to ensure the effective delivery of Resurgo KPIs through: a) Development of strategic commissioning partnerships - Oversee and strengthen strategic partnerships with statutory funders and PbR Commissioners, working with the CEO, Finance Manager, the Director of Partnerships and the Director of Impact to ensure a coordinated approach. - Actively seek opportunities to engage and build new PbR and other commissioning partnerships, to ensure a good pipeline for the future. - Oversee the PbR and Commissioning workflow to ensure targets and deadlines are met. - Liaise with Director of Partnerships and Finance Manager regarding the broader organisational fundraising strategy. b) Feasibility study and piloting of new educational funding opportunities - Carry out a six-month feasibility study and scoping exercise on educational and skills funding options available to Resurgo, identifying potential opportunities and limitations.
- Research and negotiate the piloting of a new statutory funding model to underpin qualifications attained by Spear students, in liaison with City & Guilds, Department for Education and Skills Funding Agency. - Liaise with Resurgo colleagues in order to prepare Resurgo for potential Ofsted requirements. c) Performance Management - Work alongside the Director of Impact to develop and enhance systems for monitoring and evidencing performance against outcomes-based PbR targets. - Ensure that statutory partners and commissioners are appropriately updated on performance. d) Income Monitoring and Reporting - Responsibility for progress against KPI targets including preparation of monthly reports to the Finance Manager, CEO and Board of Trustees. 2) Working towards the broader objectives of the Resurgo Ventures team - Working within the Resurgo Ventures team to support the development of a pipeline of deals with other church-linked social ventures. The PbR & Commissioning Manager will play a key role in informing and helping to build Resurgo’s capacity in relation to church-linked social investment readiness and opportunities for the future. 3) Active participation in Resurgo’s team and support for Resurgo’s mission - To help build and develop Resurgo’s ethos and Christian life as a team member including leading and contributing to daily collective and personal prayer meetings as an integral part of Resurgo’s operation and for the success of its mission. Person Specification - Excellent research skills, attention to detail and ability to summarise complex information into accessible briefing papers. - Strong verbal and written communication skills. - Suitable experience of organisational structures and processes.
- Ability to review, analyse and challenge data and to work with Excel. - Outstanding people skills, capable of quickly winning the trust and confidence of colleagues and partners. - Self-starting - capable of identifying what needs to be done, how to do it and work to tight deadlines. - A flexible approach to working and willingness to adapt to changes in a fast-changing environment. - Ability to personally represent the Christian values of Resurgo. Working Requirements - Full time. - Resurgo working hours are 9.30am - 5.30pm. - Occasional charity or team building events outside of hours for which time in lieu can be taken. - 25 days annual leave and time off between Christmas and New Year. - Participating in the wider staff team including taking an active part in weekly staff and prayer meetings and key events such as the staff conference.
