DEPARTMENT OF PLANNING MONITORING AND EVALUATION The Department of Planning Monitoring and Evaluation was established in 2014 through the merging of the National Planning Commission Secretariat in the Presidency with the Department of Performance Monitoring and Evaluation to form a new Department of Planning, Monitoring and Evaluation. The aim of the reorganisation is to give effect to the commitment of institutionalise long-term planning within the state. The intention is to create a seamless value -chain between planning, monitoring and evaluation to the NDP in one institution to ensure effective implementation 3
THE PLANNING BRANCH OF THE DEPARTMENT The purpose of the planning branch is to develop the country’s long term vision and national strategic plan and contribute towards better outcomes in government through better planning, better long-term plans, greater policy coherence and clear articulation of long term goals and aspirations. 4
ROLES AND RESPONSIBILITIES To institutionalise and strengthen planning in government by supporting the development of sectoral plans, To ensure coherence between plans, policies and service delivery across government, setting minimum standards for quality of national and provincial government plans; To ensure high –level priorities are fed through into plans across all spheres of government and engaging stakeholders on the output of the planning process To ensure –buy in. The branch fulfils the Departments responsibilities as the custodian of the planning function in government. It also ensures the obligations of the political principals in respect of their engagements related to planning. 5
NATIONAL DEVELOPMENT PLAN VISION 2030 South Africa’s NDP 2030 vision is to make early childhood development a top priority among the measures to improve the quality of education and long-term prospects of future generations. Dedicated resources should be channelled towards ensuring that all children are well cared for from an early age and receive appropriate emotional, cognitive and physical development stimulation. 6
NDP VISION 2030 ON UNIVERSAL ACCESS TO EARLY CHILDHOOD DEVELOPMENT The NDP 2030 acknowledges that “there will be about 4 million children under 3 nearly 2 million in the 4 -5 years age group and just under 1 million 6 year olds. The majority of these children are in urban areas, but there will be a significant number in rural areas. Plans for Early Childhood Development infrastructure and ser vices need to differentiate between the needs of urban and rural areas. ECD ser vices should be flexible and responsive to the needs of children, families and communities. Some ser vices need to be targeted at children while others provide suppor t to caregivers. It is also essential that ever ybody has access to ser vices of a consistently high standard regardless of who they and where they live. Specific consideration should be given to the most vulnerable children - those are living in pover ty at great distance from existing ser vices or with disabilities .” p 300 7
EARLY CHILDHOOD DEVELOPMENT FOCUS AREAS To support the development of sector plans and planning tools to ensure efficient delivery of ECD services. To conduct research in certain thematic areas of the ECD sector to underpin planning at the sectoral level. To provide guidance to planning structures in other spheres of government to ensure alignment of with the goals of the NDP To mobilise support , promote partnerships, in innovation of ECD initiatives through workshops, seminars, conferences and other platforms. 8
HOW DO WE ACHIEVE THIS Working with the various government departments and civil society organisations that are responsible for implementing the NDP Proposals on ECD provision. Conduct and support evidence based research in ECD that will support policy proposals. Support innovations and initiatives that advance the provision of home and community based ECD Support the implementation of the SA Integrated Programme of Action for Early Childhood Development - Moving Ahead (2013/14- 2016) approved by Cabinet on 18/09/2013 Monitor and evaluate the progress of the implementation plan and achievement of the NDP Vision 2030in ECD. 9

RECENT POLICY DEVELOPMENTS Policy developments in the last two years are providing clear direction for the scaling up of ECD provision. Government is committed to making ECD a public good and accelerating access to an essential package (of services) from conception for formal school going age. This gives impetus to ECD provisions in the NDP and the Integrated ECD Programme of Action for Moving Ahead (2013 -2018). The NDP states that as a nation we must: “Invest in training early childhood development practitioners, upgrading their qualifications and developing clear career paths. Provide governmental suppor t for training, resource and other intermediar y agencies so that they can suppor t community - based programmes.” p 301 12
BUILDING HUMAN CAPITAL/DEVELOPMENT FOR THE EARLY CHILDHOOD DEVELOPMENT SECTOR Outputs: Human resource development plan for the ECD sector Improved quality of ECD services through provisioning of skills and career pathing for people working with young children (0 - 4 years) and service providers Revised ECD qualifications on the NQF to address the training gaps and career paths of practitioners working with young children. Improved accredited provisioning and capacity of training of training providers for the ECD sector Integrated professional registration system for ECD practitioners Develop training programme for the ECD sector on the changed ECD policy. 13

OUR ROLE AS A NATION IMPLEMENTING THE NDP PROPOSALS ON EARLY CHILDHOOD DEVELOPMENT Support the development of quality programmes that are multi-dimensional with a holistic development of children, in order to amongst other things prepare them for transition to school Support NGO led programmes to train ECD practitioners and Community Development Workers to facilitate local ECD needs and services. Support the establishment of Inter-sectoral ECD agreements, partnerships, monitoring, evaluation and reporting activities, and policy advocacy and social communications. Research and innovations in Early Childhood Development. Support the Policy Development processes, Review, analyse and Comment or Policy proposals. 16
OUR ROLE AS A NATION IMPLEMENTING THE NDP PROPOSALS ON EARLY CHILDHOOD DEVELOPMENT ECD provision is a partnership - Civil society, communities, private sector, donors, government Government infrastructure provides most of health related, social assistance, ‘protection’, parenting and family support, nutrition, etc Civil society infrastructure provides other ECD services – protection, care, education, parenting and family support, etc The goals of universal access to ECD will not be achieved without civil society and the private sector. Government’s role is to create an environment and conditions for ECD provision to thrive Develop training packages that cater for the range of needs of children Need a tiered or step training system which caters for the needs of different types of early childhood workers with little or no basic education, to a mid-level training, through to tertiary level training, which will also respond to a differentiated system of ECD provision 17
