This is the WA Governments transition to living with the COVID-19. Although most restrictions have been removed certain rules still apply. Masks • Masks are required for people aged 12 years and older in the following settings: • Hospitals and health care settings • Aged care facilities, residential care facilities including disability service facilities and mental health residential facilities 12 OCM Papers Relating 17.05.2022
•Public and passenger transport, including taxis and rideshare vehicles, tour buses and school buses • Correctional facilities. The usual exemptions from mask requirements apply. Masks are encouraged where physical distancing is not possible Proof of vaccination • Showing proof of vaccination is not required when entering venues and businesses. • Showing proof of vaccination is required to enter visit hospitals and residential aged care facilities. Hospitals Visitors to hospitals are limited to the following: Essential visitors An ‘essential visitor’ includes someone who is: • a parent or guardian of a child • a parent or guardian of a person with complex needs or a person with a disability • a carer • a birthing partner • otherwise present for compassionate or other reasons approved by the hospital. Other visitors Non-essential visitors are limited to two people per patient per day during visitor hours and are in addition to an essential visitor. All visitors are required to show proof of vaccination and wear a mask (unless an exception applies) Residential aged and disability care facilities • Two visitors are permitted per resident per day • Masks must be worn by staff and visitors indoors and outdoors (unless an exception applies). • Proof of vaccination applies to enter residential aged care facilities. Travel to WA Travel into WA from interstate and international travel is permitted, however there are additional requirements for: • travel restrictions to enter remote Aboriginal communities in WA • COVID-19 vaccination requirements for international travellers 13 OCM Papers Relating 17.05.2022
• how to manage COVID-19, including what to do if you test positive to COVID-19 or are a close contact. Shire of Dundas COVID Safety Plan The Shire continues to have responsibilities in managing COVID-19 risk for residents, visitors to our Shire, and staff. Corporate & Community Services staff are now revising the Shire’s COVID safety processes and procedures to update them to the new baseline settings. Whilst COVID Safety Plans are not mandatory they continue to be an important part of risk management for businesses operations. This is especially relevant to local governments as they operate in a variety of community, planning, business and industry areas. Small Tourism Grant Projects The Shire has been able to secure project coordinator for the Small Tourism Grants projects. Councillors may recall ass part of the election campaign Ali Kent MLA promised funding for some small tourism projects. The commence of the projects once the election was won, and the grants approved has been delayed due to the pandemic and staffing workload. The Shire has secured Donna Malec to assist with the projects which will formally commence in June. As the former coordinator of GEMS WA Dona has worked extensively with the Shire of Dundas and has a good understanding of the tourism assists, and gaps. Heritage Walk & Drive Trail - $45,000 • Curate existing Norseman Town heritage installations and facilities to form a heritage drive trail. Provides opportunity for additional installations. • Work with the Norseman Historical Society and local photographer Lynn Webb ( the photographer of the image panels) to link existing heritage photo installations in Norseman Town Centre with interpretation signage. • Review and revamp the Old Dundas Coach Road Heritage Trail . Art Installations & Mural Walk Trail Guide - $20,000 Create a Norseman Arts and Mural trail guide that links existing art installations • Woodlands Mural, • Smoking Ceremony mural, • Thorny Devil, • Railway Hotel mural, 14 OCM Papers Relating 17.05.2022
• Norseman Horse mural • Norseman the Horse statue • Norseman Historical Society mining heritage cut out installations • Woodlands installations • Norseman Town Centre heritage panels Language on Country - dual naming project phase 1-$25,000 The Manager of Corporate and Community Services will work with Ngadju Native Title Aboriginal Corporation (NNTAC) to identify sites to have co-naming in Ngadju language. Vandalism There is an increase in vandalism at our public toilets and in our parks. This has required a number of repairs, and opening and closing times of the facilities reintroduced for a period. Officers are investigated a number of solutions to address the vandalism, including increased CCTV, community support activities, and education. 2022 Showcase in Pixels Competition The SHOWCASE IN PIXELS Competition (formally Banners on the Terrace) is an annual exhibition of artwork from Local Governments displayed on the 45-metre high digital tower in the centre of Yagan Square in Perth City. The new digital format of display means participants are no longer restricted to PVC canvas and creativity is encouraged. The Showcase in Pixels is WA’s largest ongoing community arts projects and allows artists and communities from across WA to promote their Shires in a dynamic way in the City. The Shire will commence advertising the competition first week of may and look to build a variety of artwork that can be used for local banners in the Norseman Town Centre. • Community group(s) / Non-Professional Professional / Digital (including video). 2022 Entry Schedule Expression of Interest: Thursday, 30 June Artwork deadline: COB Thursday, 25 August Displayed in Yagan Square: Monday, 19 September – Sunday, 9 October* at 12:00pm each day (*subjected to change) Announcement of Winners: Monday, 3 October, at the Convention ANZAC Day Dawn Service Congratulations to the President for leading an excellent Dawn Service, it was fantastic to see such a strong turnout from residents and workers with well over 150 people in attendance. The speakers were all excellent and provided fitting atmosphere for one of Australia’s most important days Thank you to the Norseman Police who cordoned off the roads for the duration of the services we will now make this part of each year’s service, ad will review with police the potential to have this occur at the Remembrance Day service also. I would also like to acknowledge the efforts of the events team who provide a delicious breakfast for attendees. National Reconciliation Week National Reconciliation Week—27 May to 3 June—is a time for all Australians to learn about our shared histories, cultures, and achievements, and to explore how each of us can contribute to achieving reconciliation in Australia. The 2022 theme, “Be Brave. Make Change.” is a challenge to all Australians— individuals, families, communities, organisations and 16 OCM Papers Relating 17.05.2022
government—to Be Brave and tackle the unfinished business of reconciliation so there can be benefit of all Australians. The Event Officer and CRC are working on a number of small events to support the week. Dundas Images Photographic Competition The Woodlands Centre is preparing for the annual photographic competition with entries now being called for with entries closing on the 11th July. Making Memories, the theme for this year, will see Shire of Dundas residents and rate payers share the images that connect them to their home Dundas. Last years competition was extremely popular, and the display at the Woodlands centre was appreciated by residents and tourists. • All photographers must be residents or rate payers of the Shire of Dundas. • A maximum of 3 entries only per photographer is permitted. • Entries and Entry Forms must be received by 11 July 2022. No late entries will be accepted after this date. • Submission of images: Digital images only will be accepted and must be emailed to events@dundas.wa.gov.au. Alternatively, images can be submitted on thumb drive by 4pm, 11 July 2022 to the Woodlands Centre. • The competition displays all images in an A3 print, with matte black border. Display will not be negotiated. • Entries must be the original work of the photographer. • The Shire of Dundas reserves the right to refuse any entry it deems unsuitable for the competition. Photographers will be given feedback as to why their images are not accepted. The Shire’s decision is final. • Insurance of entries is the sole responsibility of the entrant. The Shire of Dundas will take all reasonable care with entries however no liability for images submitted will be accepted. 17 OCM Papers Relating 17.05.2022
• All entries (or images of) may be used in promotion, advertising and media pieces relating to Shire of Dundas; and may be featured in the Shire Calendar. Item 10.4.2 AREA: Tourism and Events Services OFFICER: Margaret McEwan PERIOD OF REPORTING: April - May Woodlands Centre Patronage From the 11th of April – 2nd May a total of six hundred and twenty-six patrons have been through the Woodlands Centre (inclusive of CRC customers). RV Park spend for the month of April $8408.57. Tourism Update Vote for Golden Outback towns in the GWN7 Top Tourism Town Awards are now open! These awards have been running for more that 30 years it recognises cities and towns across Western Australia for their commitment to tourism and the innovative experiences and facilities each town has to offer. There are three categories for the Top Tourism Towns, Small Tourism Towns and Tiny Tourism Town. From Australia’s Golden Outback region Kalgoorlie & Esperance have been selected for the Top Tourism Towns award and Coolgardie has been selected for the Tiny Tourism Town award. By voting you can go into the draw to win a $5000 WA travel voucher or $550 to spend at any RAC park or resort, voting closes 5pm, 24th May 2022. Tourism WA has engaged TRC Tourism and DTM Tourism to create destination management plans for Australia’s Coral Coast and Australia’s Golden Outback. These plans will include regional tourism development strategies and sub regional action plans. We would love to hear your thoughts and ideas on the future of tourism in your region so we can build a plan to guide the development of a resilient, exciting and world-leading tourism industry. Regional workshops have already taken place, thank you to all who were able to attend. We had a great turn out across the region with some great discussions and ideas.
