THE ORGANIZATION BC ASSESSMENT BC Assessment (BCA) is a provincial Crown Corporation created in 1974 with a mandate to establish and maintain real property assessments that are uniform in the whole of British Columbia. BCA produces an annual Assessment Roll that contains fair, equitable, independent and trusted property assessments for over two million properties in the Province. These assessments play a vital role in the property tax system that generates more than $7.5 billion annually to support services that people count on in BC communities, such as schools, libraries, emergency services, infrastructure, parks and recreation and roads. While carrying out this mandate over 44 years, BCA has developed the single-most comprehensive source of property data in the province, and deep expertise in the real estate market. BCA leverages these assets to provide valuable services to a variety of customers that include local governments, First Nations, property owners, academics and researchers, private businesses, and the provincial government. THE OPPORTUNITY GENERAL COUNSEL AND CORPORATE SECRETARY The General Counsel is a trusted legal advisor, accountable for the provision of strategic legal services on a broad range of governance, finance, procurement and corporate/commercial related matters to ensure BC Assessment is in compliance with the law. Reporting to the President and Chief Executive Officer, the position is involved with risk mitigation and works closely with the executive staff and the senior leadership team to identify and leverage strategic business opportunities. The Corporate Secretary provides strategic legal support to BC Assessment’s Board of Directors (Board) and its Committees. Reporting to the Board Chair, the position also establishes and oversees the governance frame- work and provides advice on governance requirements and issues. This is an great opportunity to impact one of BC’s most critical organizations in its next stage of evolution, providing sage advice to the Board and senior leaders, ensuring sound decisions are made and risks mitigated. Specific Accountabilities and Deliverables • Provides on-going legal advice and interpretation to executive staff and senior leadership team on a broad range of business issues; • Performs legal research and interprets Canadian federal and provincial legislation and regulations relevant to the business of BC Assessment; • Reviews, advises, and drafts complex commercial agreements including: business development arrange- ments, insurance provisions, service contracts, partnership agreements, public procurement documenta- tion, and other corporate agreements; • Participates in complex commercial negotiations; develops long-term, sustainable business agreements; • Provides legal advice on information technology business transactions such as IT licenses, contracts, technology transfers, and data sharing agreements; BC Assessment - General Counsel and Corporate Secretary - Opportunity Profile 2 | Page

THE PERSON The ideal candidate should bring discretion, advice, and strong legal skills to BCA’s collaborative, fast-moving environment. Equally comfortable serving as a sounding board for Board Directors or the CEO, the General Counsel and Corporate Secretary should keep momentum in a results-oriented culture.
