1. Scope and purpose of document This document will be used as the core tool for internal and external communication of the policy, strategies and activities that will be adopted and undertaken by KB Event Ltd (KB) leading up to and during the London Olympic Games and Paralympics which will be held in London during August 2012. The document includes the: • Policy statement • Impact assessment • Impact reduction strategy • Operational management framework • Organisational readiness status This document will be updated and amended as information and data is released. 2. Executive summary During the games, the event industry will need to continue to operate and to rely on suppliers such as KB to reduce the impact on its event logistics throughout the period of the games Specific actions that are being taken are: • A project manager has been appointed to monitor for, and obtain, data and information • An Operational Team has been formed to assess impacts and identify impact reduction strategies • An operational plan has been developed to address issues from a perspective of: Planning - Pro activity - Responsiveness • An overall assessment of Organisation Readiness is being maintained. This plan is a working document that will be regularly reviewed and amended as further and more definitive information and data is released by LOCOG and TfL. 4 KB Event Ltd Operational Plan London Olympics and Paralympics 2012
3. Policy statement KB will make it a priority that all measures will be taken to ensure the smooth delivery of client equipment to and from their events. An operational team is formed to develop, and regularly review, a cogent, practical and effective plan that will ensure that KB’s customers enjoy the best possible service during what will be a period of significant disruption to London’s road network. 5 KB Event Ltd Operational Plan London Olympics and Paralympics 2012
4. Introduction Referring to the Olympic Games and Paralympics the Mayor has observed that ‘the city will never have staged an event on this scale’. Further it is estimated that three million additional journeys will take place each day. It is against this background that the event industry will need to continue to operate and to rely on their suppliers such as KB to reduce the impact on their logistics. The Olympic Games take place from 27th July -12th August 2012 and the Paralympics from 29th August – 9th September 2012. It is estimated that the set up period for the road network will take two weeks, there will be a two week gap between the Olympics and Paralympics during which period many restrictions will stay in place and close down will take a further week. In addition to games events local authorities are planning local events during the games. The outcome will be an eight week period of varying levels of disruption, some of which will be significant, to London’s road network. In addition to the Olympic Route Network (ORN) and the Paralympics Route Network (PRN) traffic signals will be modified, junctions altered, turns restricted, side roads closed and temporary games lanes introduced. In addition traffic in the vicinity of venues will be subject to diversions and other restrictions may be necessary. Experience from previous Olympics have shown that road traffic reduces significantly during the duration of the games (Sydney 2000 traffic reduced by 20%, Athens 2004 traffic reduced by 30%, Vancouver 2010 [Winter Olympics] traffic reduced by 30%). It is also noted that in London during August traffic volumes are generally lower than at other times of the year. As well as the impact on traffic of the ONR and diversions there will also be street events such as the Marathon. In addition to core routes i.e. routes from Central London to and from the Olympic Park, venue specific routes will operate on the days that events are being held. A review of the available literature indicates that planning continues and some specifics are yet to be made available. It is therefore necessary for KB to implement a methodical approach to monitoring information and data sources, analysing and assessing the impact, and further developing the impact reduction strategy. These activities will continue up to and during the Olympic events. 6. Impact reduction strategy The strategy to reduce the impact of traffic disruption caused by the Olympic Games and Paralympics will be: 6.1 Planning • Liaison with customers specifically impacted by ORN/PRN routes • Route usage analysis • Volumes • Information gathering and analysis 6.2 Pro-activity • Holiday restrictions for key staff • Encouragement to maximise driver availability • Driver training/advice re traffic hotspots and alternative routes • System parameter changes to provide realistic travel time estimates and warnings to customers • 6.3 Responsiveness • Dynamic updates to drivers based on ‘on the road reports’ • Specific journey advice to customers based on ‘on the road reports’ • Central information and journey analysis team to plan, monitor and advise customers, • Daily operational meetings to review and address issues 9 KB Event Ltd Operational Plan London Olympics and Paralympics 2012
7. Operational management framework The operational management of the impact of the Olympic Games and Paralympics will be key to reducing the effects on KB’s service. A methodical approach of monitoring information, assessing the impact, identifying solutions and mitigating actions within the framework of the Impact Reduction Strategy will be essential. 7.1 Operational Management Team The operational management team will consist of; • Andy Bell General Manager -Operations • Ken Francis Operations Manager • Steve Parks – Olympics route management 7.2 Operational Team Meeting Schedule The operational team will meet in accordance with the schedule below: Monthly until June 2012 Weekly until July 2012 Daily for the duration of the July, August and September 7.3 Standard Operational Team Meeting Format The operational team meeting will adopt the following agenda: Minutes and Actions of the Previous Meeting Update on Data and Information Presentation of an assessment of the impact of any changes/new information Presentation of proposed solutions and mitigating actions Proposals for changes to the Impact Reduction Strategy Project Manager’s Report Any Other Business 10 KB Event Ltd Operational Plan London Olympics and Paralympics 2012
7.4 Ad Hoc Meetings Ad hoc meetings will be called as required in response to sudden or unexpected changes in TfL, Local Authority of LOCOG Policies. 7.5 Data and Information Collection In order to methodically collect data and information • The project manager will act as the central information point o set up a Centralised Library of Information o ensure KB is on all Olympic/Paralympic circulation lists • A summary of data and information received will be circulated each month during 2010 and 2011.
