2022 Tim Myers Memorial Long Course Senior Championships Important Facts About the Meet • The qualification period for this event is June 1, 2021, through the entry deadline. • Entry deadline is Wednesday July 6, 2022, 12:00 PM EST • OME will be used for all entries, including relays. • All swimmers entered in 1500M Freestyle and 800M Freestyle Relay Events must positively check-in prior to the scratch deadline to compete in the event. On Sunday, swimmers must declare their intent to swim at Finals by positively checking-in before the scratch deadline to compete in said events. The check-in procedure will help ensure all heats and lanes are filled at Sunday finals. If you do not check-in for Finals on Sunday, you will NOT be seeded to swim in events you qualified for, regardless of the times achieved during preliminaries. • At the discretion of the Meet Referee, the preliminary sessions may be conducted using ‘flyover’ starts and/or in an A/B flighted format. Details of any changes to normal meet operations protocol will be announced at the Technical Meeting. • There will be a C (Bonus 1), B (Consolation) and A (Championship) final in each individual event. • There will also be a “D” Bonus final in all events 200 yards and below for 16 & under swimmers who do not qualify for the A (Championship), B (Consolation) or C (Bonus 1) Finals. • Unless otherwise noted, all events will be prelim / final. • The scratch deadline for Thursday events shall be at the start of the Technical Meeting (Wed July 13 at 7:00 PM EST) • The scratch deadline for Friday’s preliminaries shall be thirty (30) minutes after the start of Thursday’s Timed Finals Session. • Coaches who cannot attend the Technical Meeting are encouraged to email their scratches to the Administrative Referee (seniormeetreferee@swimohio.com) before these deadlines. • Note scratch procedures and deadlines on page 8 of this meet information book. • Medals will be awarded to the Top 3 in each event (including relays). Top 3 athletes are asked to immediately report to the awards stand following their race. • The Meet will be scored thru 16th place. The “C” and “D” (16 & under) Final will not be eligible for scoring. • Time trial participants must provide their own timers. • There is no Admission Charge for Ohio Championship Meets. • Swimmers’ and Coaches’ Responsibility – It shall be the swimmers’ and coaches’ responsibility to acquaint themselves with all of the information contained in this meet information book and any information or changes announced at the Technical Meeting. Organization Regulations USA Swimming Rules • At a sanctioned competitive event, all USA Swimming athletes must be under the supervision of a USA Swimming member coach. Arrangements for coach supervision must be made in advance of the meet. • Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water without the use of the backstroke ledge. When unaccompanied by a member-coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. • The use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms. • Use of cameras, cell phones or any other recording device is not permitted immediately behind the starting blocks at either end of the racing course(s) during race starts, competition and warm-ups. Please refer to the Safe Sport section of the Ohio Swimming, Inc. policies and procedures for further information regarding the use of visual recording devices. • Deck changes are prohibited. • Operation of a drone, or any other flying apparatus, is prohibited over the venue (pools, athlete/coach areas, spectator areas and open ceiling locker rooms) any time athletes, coaches, officials and/or spectators are present. • Flash photography is not permitted at the start of any race. • All applicable adults participating in or associated with this meet acknowledge that they are subject to the provisions of the USA Swimming Minor Athlete Abuse Prevention Policy (MAAPP) and that they understand that compliance with the MAAPP policy is a condition of participation in the conduct of this competition. Safe Sport 360 • The USA Swimming Safe Sport program is USA Swimming’s comprehensive abuse prevention program dedicated to creating a healthy and positive environment free from abuse for all its members. Components of the program include, but are not limited to, providing education and training, enforcing policies (such as the Minor Athlete Abuse Prevention Policy), rules and best practice guidelines, promoting healthy boundaries and mandatory reporting of violations. • The Minor Athlete Abuse Prevention Policy (MAAPP) prohibits Applicable Adults (as defined) from having one-on-one interactions with minor athletes which are not within an observable and interruptible distance from another adult. Applicable Adults are required to abide by this policy in full during this meet. • Pursuant to USA Swimming Rules and Regulations and federal law, it is every member’s responsibility to immediately (i.e., within 24 hours) report any incident of child abuse, including physical or sexual abuse, to law enforcement and the U.S. Center for SafeSport. Reporting must occur when an individual has firsthand knowledge of misconduct or where specific and credible information has been received from a victim or knowledgeable third party. A report to the U.S. Center for SafeSport may be made via telephone at 720-531- 0340 or online at www.uscenterforsafesport.org/report-a-concern. Various state laws may also require reporting to law enforcement or to a designated child protection agency. • All athletes aged 18 and older must complete Athlete Protection Training in order to be a USA Swimming registered member in good standing. Any athlete who turns 18 on or after October 22, 2021, who has not completed Athlete Protection Training by the first day of competition, will be prohibited from participating in the competition until such time as all membership requirements are completed. Times achieved by an athlete who turns age 18 on or after October 22, 2021, who competes in this USA Swimming sanctioned event without completing this membership requirement, will NOT count for qualification or recognition. This includes participation as a member of a relay. Ohio State Laws that are • Ohio’s Return to Play Law (ORC 3313.539 and ORC 3314.03) requires that coaches and referees either (1) applicable to Ohio complete a free online training once every three (3) years in recognizing the symptoms of concussion or (2) Swimming sanctioned hold a pupil-activity program permit from the Ohio State Board of Education. Free online concussion training events is offered through the National Federation of State High School Association and Centers of Disease Control. Training links can be found at www.swimohio.com under Safe Sport>Concussion. • There will be the required number of certified lifeguard(s) on duty at all times at this meet per Ohio Administrative Code 3701-31-04-E-4 Page | 5
Organization Regulations Waiver/Release • By entering this meet, you are granting permission for the names of any or all of your team’s swimmers to be published on the internet in the form of Psych Sheets, Meet Results, or any other documents associated with the running of this meet. • All participants agree to be filmed and photographed by the host club approved photographer(s) and videographers and to allow the right to use names and pictures before, during, or after the meet such as in public psych sheets, heat sheets, and results or featured on the host club or OSI website or social media or in public broadcast of the event via television or webcast. Parents and guardians of minor swimmers who do not wish their swimmers to participate in interviews or have individual pictures featured on any media should inform their team’s head coach and the Meet Director prior to the meet. Deck Access • The Meet Director and Meet Referee at each site reserve the right to limit deck access in the event of overcrowding, inappropriate behavior or for any reason concerning the safety of the efficient operation of the meet. USA Swimming Rules of Conduct will be strictly enforced. • Non–Athlete Registration cards do NOT grant access to the pool deck at any time. • Only Volunteers, Coaches and Officials signed up to work/attend the event will be permitted on deck. Code of Conduct Any individual who exhibits a behavior of a threatening, abusive, or derogatory manner toward an official or member of meet operations is subject to immediate removal and further expulsion from the meet. Coaches will be notified of the actions of their respective teams. Facility Information Facility Address Mason Municipal Aquatic Center 6249 Mason Montgomery Road Mason, OH 45040 Pool Information The Mason Municipal Aquatic Center competition pool is a 50-meter x 25-yard pool. Pool depths range from 7’ – 7’6”. Omega Timing System used for competition. The competition course has been certified in accordance with 104.2.2C(4). The copy of such certification is on file with USA Swimming. Handicap Access Accommodations for persons with disabilities may be arranged with advance notice. Information/Lost & For Information or Lost & Found see the Aquatic Office. Found Medical Assistance Medical assistance will be provided at the facility. See the Lifeguard room just off the pool deck. Facility Information No food or drink will be allowed in the stands or deck. Spectators are not allowed on deck. Locker Rooms Please observe signage for locker rooms. Directions to the Pool The Mason Municipal Aquatic Center is located behind Mason High School in Corwin Nixon Park. Parking Parking in the MMAC lot may be restricted to outdoor pool patrons only. The high school parking lot and Corwin Nixon parking lot are available. VIP parking may be available for an additional donation to A Matter of 50 Meters.. Hospitality Coaches’ and Officials’ hospitality will be available in the middle meeting room under the bleachers just off the pool deck. Concessions Concessions will be available at the meet. Vendor SwimOutlet will have minimal items available on site during the meet. Page | 6
Entering the Meet Eligibility • All contestants must be currently registered athletes of USA Swimming. USA-S registrations will not be accepted at this meet. • All adult athletes must hold current Athlete Protection Training certification. • The philosophy of the Ohio Senior Championship is to promote excellence within the ranks of Ohio Swimming. The purpose is not only to provide a venue for those Senior swimmers aspiring to attain Sectional and National qualifying times, but also to give all Senior swimmers within Ohio the opportunity to participate in a high-quality competitive meet. This competition is open to all swimmers who meet the following criteria: - High school athletes who are in or beyond their freshman year and eligible to compete in a high school swim meet during that academic year; - Collegiate or Master’s athletes who are current members of Ohio Swimming; - Disabled athletes who meet the eligibility criteria that are required of other meet participants. • Ohio LSC registered senior athletes (non-collegiate) will have priority entry to the meet. In the event that entries have exceeded facility capacity, teams will be accepted on a first-come-first served basis based on OME timestamp. Entry Procedures • Entry Deadline is July 6, 2022, 12:00 PM EST • All entries must be made online using OME. • Only times found in the SWIMS database are used for seeding in this meet. • OSI will provide an events file on the host web site and at the time of the distribution of the Meet Packet to the club contacts. The event file can be used to assist you in completing your entries in the OME. • BEFORE CHECKING OUT OF OME: Coaches can update entry times in OME until the entry deadline. Coaches can maintain flexibility in removing or updating swimmers or events or making changes before checking out. Once you check out of OME you cannot delete or change existing entries in OME, however, you can continue to update times for existing athletes, and add new swimmers and events only up until the close of the OME entry period. • You must check out of OME prior to the entry deadline to have your entries placed in the meet. Once times are entered in OME for athletes, they do not automatically update if an improved time was achieved from when you started the entry process. The team entry person must manually update any improved times in OME in order for the updated time to officially record in the entry. All times updates must be done before the entry deadline. • Once you have completed your online entry, you will immediately receive an email confirmation. If you do not receive a confirmation from OME contact the Entry Chair. Please keep ALL electronic correspondence and bring them with you to the meet. • RELAY ONLY SWIMMERS: Must be included in the OME roster to verify membership and account for adequate space for warm-ups. • Coaches must use OME to apply for credentials in order to plan for personnel on deck. • Checks should be made payable to the host team listed in Appendix A. • All fees must be paid by the start of the meet. Teams will not be permitted to compete until all fees are paid in full. A check or copy of proof of payment (i.e., copy of check request) can be emailed to the entry chair. • Please let the entry chair know in advance if you are entering any Outreach athletes and indicate them on the entry summary. • Late entries or changes: Please see the Late entry/changes to existing entry procedure below. Entry Procedure • Entry Procedures: for Para- Swimmers 1. Enter the USA-S swimmers with a disability electronically via email to the entry chair. 2. Provide the grouping the swimmer is identified under (P1, P2, P3) and any necessary accommodations. 3. List in the email with the electronic entry (or on the paper entry) the swimmer’s name, entry times, based on grouping (P1, P2, P3) strokes/distances and days/sessions. • Please inform the Meet Referee, of any swimmers needing additional accommodations prior to the start of each session • Para –Grouping Descriptions are listed in the OSI Policies and Procedures document posted on the Ohio Swimming website under Governance>OSI Policies & Procedures Late Entries • Late entries and changes to existing entries must be submitted through the Online Meet Entry System (OME), late Changes to entry period. Existing Entries • These entries must be received no later than 11:59 PM EST on Tues, July 12, 2022. • The team or athlete must pay a one-time processing fee of $150 and pay entry fees of $16 per individual and $24 per relay event. Entering the Meet Relay Events • A club may enter no more than two (2) relay teams in each relay event. Entry Limits • Swimmers may enter an unlimited number of events but may only swim a maximum of six (6) individual events Entry Fees (excluding time trials) plus relays for the meet. • Swimmers may only swim three (3) individual events per day (including time trials) • $8 per individual event • $12 per relay event • Time Trial fees are double the entry fees. Championship Procedures Rules USA Swimming Rules and Regulations will govern the conduct of these Championships and will serve as the official guide for technical and procedural rules except as modified specifically herein. Membership All meet directors, coaches and officials serving in an official capacity at a sanctioned event must be current members of Requirement USA Swimming and should be prepared to show a current USA Swimming membership card. All persons acting in any coaching capacity in a sanctioned event must be currently certified coach members of USA Swimming. Competition • All events are Prelim/Final except the 1500 Freestyle and the Relays. Guidelines & Meet Format • The 1500M Freestyle will be swum in fastest to slowest, alternating women and men. • All relays will be swum as timed finals. The 400 Free Relay will be contested in Prelims only. • Relays will follow the same scratch procedures as the individual events. • Eight (8) lanes will be used for all heats in preliminaries and finals. • Fly-over starts may be used in preliminary session events at the discretion of the Meet Referee. Check-In • Coaches are responsible for all business conducted at the Technical Meeting. If, for any reason, you cannot attend the meeting, be sure to find out what occurred. • All swimmers entered in the 1500M Freestyle and 800M Freestyle Relay events must be positively checked-in prior to the scratch deadline in order to compete in the event. Seeding • For these Championships, the seeding order is Long Course Meters (L) then Short Course Meters (S) then Short Course Yards (Y). Warm-Up and • The meet host will provide a complete schedule of warm-up procedures to include lane assignments and times, which Safety Guidelines must be adhered to by all participants. This information will be distributed at registration, posted throughout the venue, announced on a regular basis before and during the meet, and monitored jointly by the Meet Director and Meet Referee (or their special designees). Flagrant violation of these procedures may result in a disqualification from the meet for unsportsmanlike activity. Encourage your swimmers to cooperate with marshals. • Warm-up procedures may, at the discretion of the host team, be modified based on number of swimmers in the meet and other safety and logistical concerns. Scratch • Scratches for Thursday and Friday events must be emailed to the Administrative Referee by the scratch deadlines Procedures listed below: seniormeetreferee@swimohio.com. • For Saturday and Sunday events, the scratch box will be located with the Clerk of Course during the meet. Scratch deadlines listed below. • Sunday Finals: A swimmer must declare their intent to participate in Sunday Finals within thirty (30) minutes after announcement of qualifiers for that event. They may still declare that they may not intend to compete and must further declare their final intentions within thirty (30) minutes following their last individual preliminary event. Qualifying swimmers who fail to declare their intent to swim in Finals on Sunday will not be seeded for Finals. The scratch-in procedure will help ensure all heats and lanes filled at Sunday Finals. Scratch Deadlines • The scratch deadline for Thursday’s events shall be at the start of the Technical Meeting (Wed @ 7:00 PM EST). • The scratch deadline for Friday’s preliminaries shall be thirty (30) minutes after the start of Thursday’s Timed Finals Session. • The scratch deadlines for Saturday’s and Sunday’s preliminaries shall be thirty (30) minutes after the time established for the start of the previous evening’s finals session. Championship Procedures • Relays will follow the same scratch procedures as the individual events. Scratches are due prior to the scratch deadline for that day’s events. Each coach shall pick up relay entry forms from the Clerk of Course on which he/she shall list the competing relay swimmers, their first and last names and order of swimming for each entered relay. Relay forms shall be returned to the Clerk of Course for tabulation by the deadline. However, relay order may be changed up to the time of the swim. • This event will follow the scratch rules as defined in section 207.11.6 of the USA Swimming Rules and Regulations with the exception of scratches from Finals on Sunday. As provided in this section, Ohio Swimming has established that the penalty for failure to compete in an individual preliminary and/or finals heat in which such swimmer is entered and has not been scratched will be one of the following: ➢ Being barred from all further events of that day as prescribed in section 207.11.6; ➢ Or payment of a fine of $200 which will be assessed to the team. Finals Session • There will be a C (Bonus 1), B (Consolation) and A (Championship) final in each individual event. Event Order • There will also be a “D” Bonus final in each individual event 200 yards and below for 16 & under swimmers who do not qualify for the A (Championship), B (Consolation) or C (Bonus 1) Finals. • The order of the final events shall be C, B, A and D (bonus 1, consolation, championship, bonus 2) • The 1500 Freestyle will be timed finals and have only the fastest heat swimming at Finals. Meet Scoring • The Meet will be scored thru 16th place. • The “C” and “D” (16 & under) Final will not be eligible for scoring. Awards • Medals will be awarded to the Top 3 in each event (including relays). Top 3 athletes are asked to immediately report to the awards stand following their race • Team Trophies will be awarded for women’s, men’s and combined high point, both large and small team. Large/small team categories will be determined using the same formula as Ohio Age Group Championships, using the number of 14 & over athletes in the calculation. • There will be individual awards for women and men high point for the top 15-16-year-old and 17-18-year-old swimmers. Time Trials • Time Trials will be conducted for all swimmers who are entered in the meet provided there is sufficient time between the end of the preliminary session and the start of warm-ups for the final session. • Time Trial entries will only be taken on-site at the Clerk of Course. • A swimmer is limited to a maximum of two (2) time trials during the course of the Championships. • The Time Trial entry deadline shall be one hour prior to the estimated/published conclusion of that day’s preliminary session. • The order for Times Trials shall be events from that current day, followed by remaining events in the meet, followed by the previous day’s events. Events may be re-ordered or combined at the discretion of the Meet Referee. • Distance freestyle events will typically be offered on only one day of the meet as determined by the Meet Referee and announced at the Technical Meeting. • Entry fees for Time trials are double the entry fees for the Championship Meet.
