Dear Friends of the Pennsylvania National Horse Show, On behalf of the Board of Directors of the Pennsylvania National Horse Show Foundation, it is my honor to welcome you to the 75th anniversary of the Pennsylvania National Horse Show. To say 2020 was a challenge is quite an understatement. A big thank you to Tryon International Equestrian Center for allowing us to host the Dover Saddlery/USEF Medal Finals and Neue Schule/USEF Junior Jumper National Championships at their wonderful facility. We came away from this experience realizing we need to provide the proper setting for the National Championships we host. With changes in management, Pat Boyle was brought on as Show Manager. Welcome to the team Pat! His vision and attention to detail will be evident throughout the 10 days of competition. As you may know, we have added a second competition ring AND a second schooling ring. Our vendors will all be together in our new “Vendor Village.” When you pull into the parking lot of the Farm Show Complex, you will immediately see the beginning of the $21 million in capital improvements completed during the pandemic. Wait until you see the new lunging area! Thank you, Sharon Myers and Farm Show Complex staff for your hard work and efforts in updating our “home.” I would like to thank all of our sponsors for supporting this iconic event. RULES, REGULATIONS AND PROCEDURES ENTRIES: CLOSING DATE: Entries must be received before Midnight EDT, as follows: Hunter and Jumper.......................................................Tuesday, August 31, 2021 Equitation, Side Saddle.................................................Tuesday, September 7, 2021 Pennsylvania National Horse Show limits the number of competitors in each section and your entry is an application to compete subject to the qualifying criteria published in this prize list. Your application must be paid, submitted, and received by the closing date or your entry will automatically be waitlisted because it can’t be included in the data submitted to USEF for ranking. All applications (entries) must be submitted electronically through the Show Management SystemTM Platform: https://entries.showmanagementsystem.com which will separately collect a $5 entry processing fee in addition to the mandatory $150 qualifying and office fee. SHOW MANAGEMENT SYSTEM™ HORSE SHOW ENTRY PLATFORM You need a free Show Management System™ account to use this application. CREATE ACCOUNT entries.showmanagementsystem.com All communications related to the qualification process will be handled through the e-mail ad- dress of the user submitting the entry. If your application is accepted, you will receive a summary of the entry fees due, the steps necessary to accept your invitation to compete, and a link to pay for your balance. If your acceptance isn’t received within the timeframe specified in the acceptance e-mail your spot may be given to a waitlisted entry. All entries must complete the W9 request for taxpayer identification as part of the entry process or any prize monies due will be withheld. Your e-mailed acceptance packet will contain final details on arrival procedures and health requirements for the 2021 event. QUALIFYING ENTRY PROCEDURE for HUNTERS & JUMPERS (exceptions) - Side Saddle & Medal Finals - for which all fees must accompany entry form Any horse applying for acceptance in a section must have shown in that section within the qualifying period. The Pennsylvania National Horse Show reserves the right to accept additional horses in the original round of acceptances to account for possible declines/scratches. If the qualifying lists are exhausted and spaces are still available in accordance with the quotas listed be- low, the Pennsylvania National Horse Show reserves the right to establish a waiting list and accept late entries in the order of receipt for all qualifying sections. If any section does not achieve the desired number of horses, then another section may be adjusted accordingly to reach the desired number of entries. If the qualifying list is exhausted and spaces are still available in a section, en- tries received after September 8 will be considered on a first-come-first-served basis. Additional entries may be accepted only if time allows. Division entries will be considered final 5pm the night before the first class. Hunter Sections restricting entries will be based on USEF GR 915.2(b) with points earned by horses/ponies at their best 15 shows starting on or after August 17, 2020 through shows end- ing on or before August 15, 2021. Point totals will be verified with USEF. Exception 3’ and 3’3” green hunters. Amateur/Amateur Owner Jumpers: Amateur/Amateur Owners may claim only money won in 1.30m - 1.35 Amateur/Amateur Owner classes. Open Jumpers: will qualify based USEF GR915.3(b2) based on prize money won at shows starting on or after August 17, 2020 through shows ending on or before August 15, 2021. Plus - Open Jumpers may only claim money won from their sections: the 1.30m horses from all 1.30-1.35 divisions; the 1.45m horses from all 1.40-1.55 divisions. 18
CROSS ENTRIES: Penn National Adult Hunter Finals: Horse/Rider combination may not compete in any other hunter classes where fences exceed 3’. Rider may not compete in any other hunter class at this Show where fences are set above 3’6”. Horse may, with a different rider, compete in any other class for which it is eligible and qualified, except AO Hunter. Riders may, if qualified, show one other horse in each AO Section. Penn National Children’s Hunter Finals: Horse/Rider combination may not compete in any other class at this Show, except USEF Hunter Seat Medal Final and/or Equitation Training Session. Rider may not compete in any other hunter class at this Show where fences are set at 3’3” or higher, except USEF Medal Final and Equitation Training Session. Horse may, with a different rider, compete in any other class for which it is eligible and qualified. Dogs on the Farm Show property MUST be kept caged or on a leash. Dogs in violation of either of these rules will be collected by the Humane Society and held for the owner, who will be fined $100.00. If you do not intend to abide by these rules, DO NOT bring your dog(s) to the Pennsylvania National Horse Show. 19

GENERAL REGULATIONS EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICA- TIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN AC- CORDANCE THEREWITH. 1) Pennsylvania National will adhere to USEF guidelines with regard to the minimum number of entries required to maintain a class. 2) The Organizer reserves the right of declining to receive any entry and to return any entry fee and/or stable charges before or during the Show, without being liable for compensation. 3) The Show will not be responsible for any accident which may occur to any rider, driver, groom or at- tendant, animal or equipment at the Show. 4) Non-transferable admission badges will be given to all exhibitors, grooms and attendants. 5) All attendants coming in charge of horses will be subject to the order of The Organizer and must have their horses ready to enter the Show Ring at least 30 minutes before the time for showing them. 6) Numbers will be provided at the Show and must appear on the entry while competing in the Show Ring. 7) No person will be allowed in the Show Ring during the time of judging except the exhibitor and those having official or requested duties to perform. 8) Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, driver or groom, shall disqualify the horse, and the owner shall forfeit his entry fee and other fees. 9) The Organizer reserves the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the Show without being liable for compensation. 10) No horse will be allowed in the Show Ring except at such hours as are announced. 11) Should any questions or disputes arise that are not provided for in the foregoing rules, the same shall be referred to The Organizer whose decision shall be final. 12) It is the tradition of the Show that riders and handlers be correctly attired for the class in question, that attendants be neatly dressed and the horses properly presented. Riders in all classes must wear headgear in accordance with GR801. The Organizer may in its discretion bar any person from entering the ring if not suitably presented to appear before an audience and must bar riders without protective headgear from classes in which it is required. 13) All exhibitors must present current proof of membership with USEF and USHJA, or pay the $30 per organization show pass fee. 14) All exhibitors in the Pony and Junior Hunter Sections must present proof of current USEF measure- ment before numbers can be picked up. 15) In all Hunter and Equitation classes The Organizer reserves the right to limit the courtesy circle with the use of a dotted line. 16) Courses for all hunter classes will be over fences consisting of brush, aiken, post and rail, in and out, stone wall, coop and white gate and will be posted 30 minues prior to classes. 17) A rotating jump order will be used in all classes over fences. 18) Championships will be awarded in all Hunter and Jumper Sections according to USEF rules unless otherwise noted. 19) All horses showing in the equitation, hunter or jumper divisions must present current USHJA Horse Registration and microchip. USEF Horse Recording is required for any horse showing in any jumper class where prize money is $25,000 or greater. 20) The Organizer may fine exhibitors up to $100.00 for improper disposal of needles or other sharp disposable instruments. 21) PRIZE MONEY CHECKS/REFUNDS NOT CASHED WITHIN 90 DAYS WILL BE CONSID- ERED A DONATION TO THE PNHS FOUNDATION. 21
GENERAL REGULATIONS cont’d 22) Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 23) The unsafe use of personal electronic transport devices, as determined by the competition officials and The Organizer in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. 24) No Smoking is permitted in any buildings. Per USEF Rule 1301.8 25) No dogs are permitted on the main concourse or in the seating sections. Dogs will not be permitted anywhere else on the premises unless restrained on a leash. See page 36 for dog policy. 26) Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Event- ing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR231) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 27) SAFE SPORT POLICY: All USEF Life and Senior Active members, as well as participants who have regular contact with minor athletes, are required to comply with the U.S. Center for SafeSport training requirement to be eligible to participate in the competition. All participants must adhere to the U.S. Center for SafeSport Code, USEF Safe Sport Policy, and the Minor Athlete Abuse Prevention Policies. More information about these can be found at www.usef.org. 28) The Show committee requires that all horses and ponies stabled on the grounds must remain on the grounds from midnight prior to the start of the first class in their respective section until the conclusion of that section. (Exception: US Medal Final where more restrictive rules apply). Anyone found in violation will be barred from participation in any classes on the day of the infraction. ALL HORSES ON THE GROUNDS MUST COMPLY WITH AND PROVIDE PROOF OF VACCINATIONS PER USEF GR845. Any additonal Health Requirements will be sent with acceptance emails. To expedite processing upon your arrival at the show, please send a copy with your entry blank or acknowledgment. NO NUMBERS WILL BE RELEASED FROM OFFICE WITHOUT COGGINS OR VACCINATION PROOF. 22
GENERAL REGULATIONS cont’d 29) PROTECTIVE HEADGEAR - (Excerpt from USEF Rule GR801) It is compulsory for all persons at Federation licensed hunter, jumper, or hunter/jumper competitions when mounted anywhere on the com- petition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. Exception: In Hunter or Jumper classes, adults may be allowed to remove their headgear while accepting prizes and during the playing of the National Anthem only; they must refasten their headgear prior to the lap of honor. A Show Committee, Competition Management, and Licensed Officials must bar riders without protective headgear from entering the ring for classes in which protective headgear is required and may bar any entry or person from entering the ring if not suitably presented to appear before an audience. Except as may otherwise be mandated by local law, all sub-junior exhibitors in the Paso Fino division, while riding or driving or while in the driving cart anywhere on the competition grounds, must wear properly fitting protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. Harness must be secured and properly fitted. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. For all exhibitors competing in the hunter, jumper, or hunter/jumping seat equitation section, if a rider’s chin strap becomes unfastened, the rider may stop, re-fasten the chin strap and continue his/her round without penalty or elimina- tion. A judge may,but is not required to stop a rider and ask them to refasten a chin strap which has become unfastened, again without penalty to the rider. Members of the Armed Services or the Police may wear the Service Dress Uniform. Any exhibitor may wear protective headgear (ASTM/SEI) and/or a protective vest either body protecting or inflatable, specifically designed for use in equestrian sport in any division or class without penalty from the judge. The Federation recommends that the vest pass or surpass the current ASTM standard F1937 or be certified by the Safety Equipment Institute. For Eventing, inflatable vests are permitted only when worn over a body protecting vest. FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of The Pennsylvania National Horse Show. I agree to be bound by the Bylaws and Rules of the Federation and of the com- petition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensa- tion, invasion of privacy, right of publicity, or to misappropriation. Junior Weekend - Judged Friday, Oct. 15th Senior Week - Judged Wednesday, Oct. 20th CAMPER PARKING: Limited camper parking available with Water & 20, 30 or 50amp Electric. Order on entry blank. First come first served. Junior Weekend - $500.00 Senior Week - $500.00 Camper reservations received after October 1st will incur an additional charge of $150 per week. Campers that do not reserve a space with the show office prior to arrival at the show will be charged twice the normal rate. Absolutely no dumping of grey water is permitted anywhere on the grounds. A fine of $150 per occurrence will be added to show bill. STABLING INFORMATION No stall will be assigned unless pre-paid in full. Stall fees are non-refundable. No stall will be allotted without a completed entry blank and office fee paid. Stall fees: Box stalls are temporary vinyl, with doors, 9’ x 9’; housed in permanent buildings. Exhibitors are responsible for any damage to stalls. No bedding provided. Visiting veterinarians and farriers are also welcome; however, they must register with the Horse Show veterinarian or farrier respectively upon arrival where they will be given a designated parking pass and directed to authorized service areas.
