Oak Bay Orcas Summer Swimming Club Facility Swim Plan September 17, 2021 Locations: Crystal Pool & Fitness Centre and Oak Bay Recreation Centre Overview Swimming pools in the Greater Victoria Region operate under new and evolving policies and guidelines based upon Provincial and Municipal COVID-19 regulations and Public Health Orders (PHO). To keep our swimmers and coaches safe during our pool time at the Crystal Pool & Fitness Centre and the Oak Bay Recreation Centre, the Oak Bay Orcas Board developed this plan to guide swimming activities. This is a living document and will be updated as necessary. This document will be available to all coaches, swimmers and parents/guardians before the start of the 2021 – 2022 Winter Season (September 20, 2021 to April 30, 2022) and will be updated as required. In fact, once all families are provided with a link to this document, and all future updates, it is expected that every swimmer, parent, guardian and other family members will abide by the procedures set out in this document. Health Checks Coaches and swimmers must not attend swimming activities if they: 1. are sick or feel unwell (such as a sore throat, headache, cough, cold, fever); 2. have symptoms of COVID-19 (if symptomatic, please use the Province of BC’s Self- Assessment Tool at https://bc.thrive.health); 3. have been told to self-isolate by Public Health; or, 4. have had close contact with an individual with a confirmed case of COVID-19 in the past 14 days. Parents/guardians: 1. are not to remain with their swimmers or enter the facility if the parents/guardian are sick; 2. are not to walk out onto the pool deck; and, Page 1 of 6
3. are to follow the facility and Orcas requirements as set out below. Our key messages to swimmers are: 1. Do not attend practice if you are sick. 2. Wear a mask to practice, keep it on until showering or on the pool deck or on the Indoor Sports Field (at the OBRC), and put it back on immediately after leaving the ISF or leaving the pool deck. 3. Show up on time. If you are not on time, you will impact the practice by disrupting or distracting swimmers and Coaches. 4. Follow the Oak Bay Orcas Facility Swim Plan. Before Going to the Pool • Coaches, swimmers and families of swimmers will remain up-to-date with local and Provincial developments related to COVID-19. • Parents/guardians and swimmers agree to follow this Plan. Pertinent facility swim plan information will be posted to the Oak Bay Orcas website. • Parents/guardians agree that their swimmers will not attend practice or other Orcas events if their swimmers are not healthy. • Swimmers will: o bring their own water bottle because sharing will not be permitted o bring and are responsible for their own swimming equipment. o bring a bag to carry all their personal belongings to and from the pool. Crystal Pool & Fitness Centre Parents and guardians are permitted to watch practice sessions from the designated viewing area. Proof of Vaccination: • Prior to entering the facility each time, everyone (irrespective of whether a spectator or participant) aged 23 and over must show: o proof of vaccination; and, o government-issued identification. • Vaccination requirement: o As of Monday September 13, 2021: one dose Page 2 of 6
o As of Sunday October 24, 2021: two doses • The facility has retained security personnel who will be outside the front door checking documents (the proof of vaccination and id) before everyone aged 23 and over enter the building. Upon entry, parents and/or swimmers are to let the front desk know that they are attending the Orcas swim practice. Swimmers go to the change rooms or the pool deck (via the upstairs viewing area which has stairs down to the pool deck. Parents/guardians go to the viewing area to spectate. Masks: • Spectators: are required to wear masks prior to entering the facility and must wear masks at all times while in the facility. • Swimmers: can remove masks once they enter a wet space, such as showers or the pool deck. If swimmers shower in the change room before walking onto the pool deck, the swimmers do not need to re-mask until after they have showered after leaving the pool deck. • Swimmers: are to wear masks when doing dryland or any sort of gathering on the pool deck (as opposed to just going straight in to swim). • Coaches: will wear masks during all swimming practices. Facility Entrance: • Swimmers and spectators (parents/guardians) enter through the main entrance fronting Quadra Street. During Practice: • Everyone attending practices should try to avoid close greetings like hugs or handshakes and, instead, use physically-distant greetings such as “air fives” and waves. • Swimmers may keep their gear bags on deck and are not required to store them in lockers in the change rooms. • Coaching staff are responsible for maintaining accurate attendance and sign-in records for each practice session. • Participants are not permitted to share personal items, equipment or water bottles. • Coaches will provide basic first aid under guidance and supervision of Lifeguards. Lifeguards will handle all other emergency incidents. • Swimmers must follow directions from coaching staff and facility staff at all times. • Swimmers will be placed in groups by coaches, and as recommended by our Registrar, with consideration to age and physical ability. • Coaches will prepare, use and maintain their own equipment including stopwatches, water bottles, notes, electronic devices and other necessary items. Facility Exit: • Swimmers may leave the pool deck via the stairs to the viewing area or proceed to the change rooms. • Swimmers exit the facility through the main entrance (fronting Quadra Street). Oak Bay Recreation Centre Parents and guardians are permitted to watch practice sessions from the designated viewing area. Proof of Vaccination: • No proof of vaccination or government-issued identification is required upon entry to the facility. Masks: • Spectators: are required to wear masks prior to entering the facility and must wear masks at all times while in the facility. • Swimmers: o Can remove masks once they are on the Indoor Sports Field (for dryland), but must wear masks when walking from the Indoor Sports Field to the pool change rooms or pool deck. o Can remove masks once they enter a wet space, such as showers or the pool. If swimmers shower in the change room before walking onto the pool deck, the swimmers do not need to re-mask until after they have showered after leaving the pool deck. • Coaches: masks are optional while on the pool deck, but are mandatory while in the facility but not on the pool deck. Facility Entrance: • Swimmers and spectators (parents/guardians) enter through the main entrance fronting Bee Street. • Once they enter: Page 4 of 6
o Parents proceed to the viewing area. o Minipods proceed to the pool deck. o Juniors proceed to the Indoor Sport Field for dryland. During Practice: • Everyone attending practices should try to avoid close greetings like hugs or handshakes and, instead, use physically-distant greetings such as “air fives” and waves. • Swimmers may keep their gear bags on deck and are not required to store them in lockers in the change rooms. • Coaches will require lifeguard permission to enter the equipment room to gather equipment at all times. Swimmers are not permitted into the equipment room for any reason. • Coaching staff are responsible for maintaining accurate attendance and sign-in records for each practice session. • Participants are not permitted to share personal items, equipment or water bottles. • Coaches will provide basic first aid under guidance and supervision of Lifeguards. Lifeguards will handle all other emergency incidents. • Swimmers must follow directions from coaching staff and facility staff at all times. • Swimmers will be placed in groups by coaches, and as recommended by our Registrar, with consideration to age and physical ability. • Coaches will prepare, use and maintain their own equipment including stopwatches, water bottles, notes, electronic devices and other necessary items. Facility Exit: • Swimmers may leave the pool deck via the pool deck viewing area or proceed to the change rooms. • Swimmers exit the facility through the main entrance (fronting Quadra Street). Rapid Response Plan All Coaches will have all swimmers’ emergency contact information accessible at every practice. If a swimmer develops symptoms of being unwell while at the pool, this swimmer must immediately advise a Coach. The swimmer will be isolated away from other swimmers, the parent/guardian will be notified to come and pick up the swimmer. Coaches will wear a mask during all interactions with swimmers who are unwell and will avoid contact with the swimmer’s respiratory secretions. Coaches will wash their hands with alcohol- based hand sanitizer with a minimum of 60% alcohol before donning a mask and before and Page 5 of 6
after removing the mask, and before and after touching any items used by the swimmer. If a Coach develops an illness while at the pool, the Coach will immediately remove themselves from any contact with others, notify another member of the coaching staff, and go home or make arrangements to be picked-up. All items used by the individual while isolated will be cleaned and disinfected as soon as the swimmer has been picked up. Coaches will immediately advise the Orcas President of any instances in which a swimmer or Coach leaves the pool deck due to being unwell. In the event of a suspected outbreak of COVID-19-like-illness, we will immediately report and discuss the outbreak with the Medical Health Officer (or delegate) at our local health authority. If our organization is contacted by a Medical Health Officer in the course of contact tracing, we will cooperate with local health authorities. Summary In summary, this plan is intended to provide guidance for the Oak Bay Orcas swimming activities at the Crystal Pool & Fitness Centre and Oak Bay Recreation Centre. It is a living document and will be updated as facility, municipal, provincial or BCSSA guidelines change.
