NORTHVALE BOARD OF EDUCATION REGULAR MEETING – THURSDAY SEPTEMBER 17, 2020 MEETING CALLED TO ORDER: TIME: PUBLIC PORTION OF THE MEETING BEGINS: The New Jersey Open Public Meeting Law was enacted to ensure the rights of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interest is discussed or acted upon. In accordance with the provisions of this act, the Business Administrator/Board Secretary has caused notice of this meeting to be published by having the date, time and place thereof posted on the bulletin board of the municipal building, communicated to the Record newspaper and filed with the Clerk of the Borough of Northvale. FLAG SALUTE: MEETING REGULATIONS During each regular meeting, two opportunities are provided for citizens to ask questions and to make comments. During the first opportunity, early on the agenda, the meeting is open to the public for the purpose of addressing items listed for approval on this agenda. The second opportunity occurs just prior to adjournment, when citizens may address any subject matter that is pertinent to and/or directly related to the operation of the school. Persons wishing to speak must, upon being recognized, rise, sign in, state their name, address and subject matter. Comments and questions shall be addressed to the Board President or the presiding officer and shall be limited to five minutes per person. The Board may (or may not) respond to issues raised by members of the public at the time they are raised, but will provide a response if and when appropriate. The Board asks that members of the public be courteous and mindful of the rights of other individuals when speaking. Please note that the Board will not respond to comments regarding students or board employees in light of the privacy rights held by those individuals. Moreover, the Board discourages comments about such individuals, and will not be responsible for such comments. Members of the public who choose to speak during this public session should carefully consider their comments, since they could be held personally liable for any statements they make. Finally, please note that in accordance with the District Policy the Board will not officially comment or respond to any matter mentioned unless it can confirm that the matter has first been brought to the attention of the appropriate school personnel in an attempt to resolve the issue. 2

P-1: To accept the resignation of Ashley Plescia, one-on-one aide, effective August 17, 2020. P-2: To accept the resignation of Kristine Smith, one-on-one aide, effective August 26, 2020. P-3: To approve, retroactively, Helena Bogosian, one-on-one aide for the 2020-2021 school year, start date effective September 8, 2020. NORTHVALE BOARD OF EDUCATION REGULAR MEETING – THURSDAY SEPTEMBER 17, 2020 P-9: Approve the payout of accumulated sick pay in the amount of $10,975.00 to David Herndon, teacher, who retired on July 8, 2020. The payout is based on and calculated as per Item J of the 2019-2022 Contract between the Northvale Board of Education and the Northvale Education Association. P-10: To approve the following extra-curricular and co-curricular stipend positions for the 2020- 2021 school year as per Schedule B of the 2019-2022 Contract between the Northvale Board of Education and the Northvale Education Association. NORTHVALE BOARD OF EDUCATION REGULAR MEETING – THURSDAY SEPTEMBER 17, 2020 BE IT FURTHER RESOLVED that any requests to extend Nadine McGrath leave of absence shall be made to the Northvale Board of Education as required by the Collective Negotiations Agreement, which request shall be subject to Board approval, the availability of sick days, and federal and State statutes and regulations; and BE IT FURTHER RESOLVED that the dates of said leave may be adjusted based on certification from Nadine McGrath’s physician or changes to the District’s calendar. CI-1: To approve the Districts continuing use of the Marshall Evaluation Instrument for the 2020- 2021 school year. The Marshall Evaluation Instrument is used in such a way that it meets or exceeds all regulatory requirement regarding the observations and evaluations of staff as set forth in N.J.S.A. 18A:6-123 (P.L. 2012, c.26 §17c). CI-2: To declare the week of October 5 – October 9, 2020 to be “Week of Respect”. CI-3: To declare the week of October 19 – October 23, 2020 to be “School Violence Awareness Week”. F-3: Transfer of funds between budgetary line items for August 2020 in compliance with NJS- 1701 Regulations (10% cap). F-4: Special Education tuition contract with the South Bergen Jointure Commission Receiving District at a cost of $58,950 for student ID#7731528242 from September 3, 2020 – June 30 2021. F-5: Special Education tuition contract with the Bergen County Special Services at a $62,640 for student ID#9268978140 from September 3, 2020 – June 30, 2021. NORTHVALE BOARD OF EDUCATION REGULAR MEETING – THURSDAY SEPTEMBER 17, 2020 F-8: Approval of the following Psychiatric Evaluation Providers: Dr. Leslie Nagy – Completed report - $700.00 Cancellation or No Show - $350.00 Dr. Tulika Srivastava – Completed report - $600.00 F-9: WHEREAS, the Northvale Board of Education, through the provisions of N.J.S.A. 26:3 A2-1 et seq. desires to contract for the furnishing of health services of a technical and professional nature, requires the regular services of a Bloodborne Pathogen Compliance Coordinator and Trainer; as WHEREAS, the Bergen County Department of Health Services is experience in the provision of Bloodborne Pathogen Compliance Programs; NOW, THEREFORE, BE IT RESOLVED, the Bergen County Department of Health Services is appointed and retained as Bloodborne Pathogen Compliance Coordinator and Trainer for the Northvale Board of Education for the period July 1, 2020 through June 30, 2021; and BE IT FURTHER RESOLVED, Joan Bohan, School Nurse, be appointed as the Compliance Officer for the Northvale Board of Education to serve as the designated primary Bloodborne pathogen contact; and BE IT FURTHER RESOLVED, the fee schedule is as follows, appropriated to budget account 11-000-213-300 (Purchased Professional Services – Health): All Inclusive Bloodborne Pathogen Training $20 per each trained employee Hepatitis B Vaccine, 3 does series $201 per individual F-10: To accept the increase in Federal funding from the CARES Act and the Elementary Secondary School Emergency Relief (ESSER) fund in the amount of $34,179 from $31,219 for the 2019-2020 and 2020-2021 school year.
