Communication Guidelines
District leaders will ensure consistent communication with stakeholders through PowerSchool
Messenger, our local Consolidated Channel 93, our local news media, and our school website.

District Philosophy
In the event of a pandemic / epidemic that significantly impacts how we are able to provide
educational services, Mott/Regent Public School will uphold our mission and vision and will
address the following practices and processes to achieve our desired outcomes.

District Mission:
Mott/Regent Public School will inspire lifelong learning for all students and staff creating a safe,
positive, and caring atmosphere.

 5
Vision Statement:
The Mott/Regent School district empowers all students to achieve their maximum potential. We
engage students by providing a challenging environment that inspires them to take pride in their
education and be lifelong learners.

School Motto:
Every Student. Every Moment. Every Day.

Health & Safety:
Health and safety of our students, staff, and community are paramount during a widespread
health emergency. All actions Mott/Regent Public School takes will be balanced with guidance
from local health officials, the North Dakota Department of Health, and community
leaders. Ensuring safety may impact the intensity, location, and duration of services we provide.

Continuation of Educational Services
Mott/Regent Public School will continue to provide educational services to students who
participate in distance learning during normal operations and to all students in the event of an
extended closure.

Ensuring Quality & Equitable Educational Opportunities for Students
In accordance with Mott/Regent’s district mission, vision and values, students will be able to
access grade-level and subject-matter content through distance learning. Instructional support
will be provided, including assessment and evaluation of work. Measurable progress is
expected.
Ensuring Internet Access and Devices for Students and Staff
 All teachers (K-12) have been assigned a laptop for use at school and at home. All
teachers currently have access to internet services from a distance.
 Teachers and specialists will be available for support as needed.
 Mott/Regent will work with local internet providers to provide internet services for all
teachers, academic support staff, students, and families who do not currently have
 internet at home.
 Mott/Regent will provide a laptop or iPad for home use for all students who do not
currently have a device in the home. The Administration and/or the Technology
Coordinator will contact those students needing a device and make arrangements for
 delivery or pickup.

Student Attendance & Engagement
Attendance policies will transition during a pandemic/epidemic event. The CDC provides
guidance for schools on when to alter attendance practices and/or close schools.
Student Attendance Policy Considerations During Normal Operations
 For students in Grades K-6, attendance is expected each school day during instruction.
Students need to be prepared and present online via Microsoft Teams. Attendance for
 K-6 will be taken twice a day at 9:00 a.m. and 2:00 p.m.
 For students in Grades 7-12, attendance is expected for the duration of each class
period. Students need to be prepared and present online via Microsoft Teams for the
entire class period, or they will be counted absent. Students who join the Teams call
late, but within the first ten minutes, will be counted tardy. If they join the call after the
first ten minutes, they will be counted absent.
 6
 Symptomatic students are required to stay home.
 Attendance incentives/testing requirements will be suspended as needed to discourage
 sick students from attending school.
Attendance During Extended Closure
During an extended closure student engagement in learning opportunities is critical to a
student’s continued academic growth. Attendance shall still be monitored by teachers through
student logins and assignment completion in asynchronous learning experiences and
participation in synchronous learning experiences. Any student demonstrating prolonged
absence or disengagement is a cause for concern. Teachers shall contact that student’s
guardian to seek input and assist them as needed to ensure student participation.

Student Development
Students will utilize Microsoft Tools, including Microsoft Teams, during regular instruction in
order to be better prepared for a sudden closure. Students in grades K-12 will receive various
levels of training and assistance to use K-12 e-mail accounts and Office 365 tools in a regular
school setting.
Online Platforms/Devices
Mott/Regent Public School can provide virtual training to our educators, quality instruction to our
students, and support the unique health & wellness needs to both groups through various
district platforms including Microsoft Teams and other Microsoft Office applications.
 Through direct communication, Mott/Regent can identify any students in need of internet
or laptops. Mott/Regent will work with local internet providers to ensure all students
have access to internet and we will provide a laptop or iPad in the home for the duration
 of a school closure.
 One-on-one or small group PD for staff will be provided in order to prepare teachers to
use a common online platform. The district will utilize the district Tech Coordinator, and
other key staff members who are currently adept in the use of the adopted platforms
 (Microsoft Teams, Microsoft Office applications).
 Students will be invited to learning opportunities that are easily accessible in order to
guide students through the use of Microsoft Teams, Microsoft Office applications, and
 Zoom.
High-Quality, Effective, Standards-Based Education
Academic programming during a closure due to a pandemic/epidemic shall continue to deliver
instruction aligned to our district’s guaranteed and viable curriculum. Mott/Regent Public School
continually works to evaluate and monitor the effectiveness of our instruction, resources, and
supplemental materials.
During a closure it is our intent to deliver high-quality, grade-level appropriate learning
opportunities that align with North Dakota Standards https://www.nd.gov/dpi/districtsschools/k-
12-education-content-standards
Teachers will prepare standards-based learning packets that will complement online learning
opportunities to enhance the students’ educational experience. These learning packets, as well
as online learning opportunities, will be differentiated to meet the needs of all students. To
develop these standards-based learning packets, teachers will continue to utilize our districts’
guaranteed and viable curriculum. Some examples of our curriculum include: Step Up to
Writing, Journeys, Pathways to Reading, Pearson Realize, Go Math, Saxon Math, Houghton
Mifflin Harcourt History, and other curriculum materials approved for instruction by our District’s
Curriculum Committee.
 7
Learning packets will be delivered to rural students via regular bus routes and picked up by
town students every Wednesday. Completed print assignments will also be collected and
returned on Wednesdays. Students are expected to complete packet assignments throughout
the week according to the teachers’ instructions and recommended timeline (Distance
Education Schedule, teacher provided assignment sheet, or Planbook).

Teachers will assess packet and digital assignments and provide feedback to students and
parents on a regular basis. Communication between teachers and families will continue through
Microsoft Teams, Zoom, Facebook, phone calls, text messages, and email. Teachers will give
special attention to parents and students if work has not been submitted, is incomplete, or is
done incorrectly.

Models of Instruction
Learning Expectations for Each Grade Level Band
Normal Operations
Mott/Regent Public School will be providing face-to-face instruction in the normal classroom
setting and a distance learning option for those who are uncomfortable with face-to-face
instruction. With the distance learning option, students and parents must commit to a full
semester at a time. Student expectations will reflect the same expectations for those in face-to-
face instruction. Grades K-6 daily attendance will be taken. Grade 7-12 attendance will be taken
each class period. Parents must provide internet access and a quiet study space. Students
must be aware they will be accessed and graded consistently with face-to-face instruction. Daily
participation and engagement in all courses will be expected.
Extended Closure
Daily learning expectations will vary based on grade level. Kindergarten students will be
engaged for approximately 45 minutes. For Grades 1-2, students will be engaged for
approximately 60 minutes. For Grades 3-6, students will be engaged for approximately 90-120
minutes. For Grades 7-8, students will be engaged for approximately 120 minutes (50 min for
ELA/Social Studies, 50 min for Math/Science, and 20 min for Electives). For Grades 9-12,
students will be engaged for approximately 150 minutes (55 min for ELA/Social Studies, 50 min
for Math/Science, 45 min for Electives).
K-6 teachers will send individual instructions regarding learning expectations for each grade
level to parents. They will continue to provide a weekly lesson plan through Planbook, Microsoft
Teams, and/or a print assignment sheet. Microsoft Teams and other Microsoft Office
applications will be used to virtually interact and to address essential learning targets in an
online learning environment. Standards-based skills and content learning packets will be sent
home weekly to provide additional learning opportunities tied to the North Dakota standards.
These weekly plans will be approved and monitored by administrators.
Grade 7-12 teachers’ weekly lesson plans will include learning expectations for each class.
Plans will be available to students, parents, and administrators through Planbook, Microsoft
Teams, and/or a print assignment sheet sent home in learning packets. These weekly plans will
be approved and monitored by administrators. Administrators and teachers developed the
attached Distance Education Schedule to comply with student engagement expectations (see
attachment). Students and teachers will use the Distance Education Schedule with the following
message: This distance education schedule is a guideline or a check list to help students stay
 8
on track with course work and to assist teachers as they design lessons. An approximate
amount of work time has been given for each subject every school day, but these times are
flexible. All work should be turned in according to due dates set by individual teachers. It is
recommended that students continue to use their school planners to track due dates for
assignments, projects, class chats, etc.
Microsoft Teams and other Microsoft Office applications will be used to virtually interact and to
address essential learning targets in an online learning environment. Standards-based skills
and content learning packets will be sent home weekly to provide additional learning
opportunities tied to the North Dakota standards.
CTE and Lab Science courses require hands on learning opportunities that will now be
addressed with the use of video lessons, virtual fieldtrips and experiences, and real-world
projects that can be completed at home. Mott/Regent uses a science curriculum that has a
completely online presence (https://www.pearsonrealize.com/index.html#/). This curriculum has
embedded labs using materials that can be found in the home. Lessons will address essential
learning targets that are tied to the North Dakota state standards in an online environment.
Materials needed to complete this project-based learning will be sent home in learning packets
to ensure equity.

Daily Distance Learning Structure for Teachers
For distance learning days, K-12 teachers may utilize the following work schedule which
coincides with our current school schedule:
 7:45 – 8:30 am – Teacher preparation and collaboration time with building principals
 within Microsoft Teams
 8:30 am - 12:00 pm – Distance learning opportunities for student engagement,
instruction, supervision, monitoring, and support to students as needed
  12:00 - 1:00 - Duty Free

supervision, monitoring, and support to students as needed
  3:00 - 3:45 - Verification/assessment of student work/engagement
 *Alternate hours can be arranged as requested by individual parents and students if
 needed

Progress Monitoring
Teachers will monitor student progress through formative and summative assessments aligned
to identify essential learning and will provide feedback to students.
Staff will continue to meet to monitor student progress and address learning gaps that are
recognized. If students are not making adequate progress, staff will contact students and their
guardians to offer any assistance needed for the success of that student. Staff will have access
to specialists to assist them in providing resources and supports to students demonstrating
academic needs.
Grading
Mott/Regent School District will continue to follow our assessment policies, practices, and
grading structure during normal, face-to-face school operations or extended closure.

 9
Staff/Professional Development

led training in distance learning tools such as Microsoft Office 365 and IXL. Additional
professional development will be arranged as needed.

Counseling and Student Support Services
Mott/Regent Public Schools will continue to offer school guidance counseling utilizing Microsoft
Teams, direct phone calls, K-12 email and Telehealth. The Guidance Counselor will continue
emotional learning curriculum with all students either virtually or through learning packets.

event of a crisis providing families with available resources and supports within the community
(701-824-2795, ext. 1049).
Services Assurances to Needy Populations
Ensuring high-quality, age appropriate instruction for all students is always our goal, including
during a pandemic/epidemic closure. Special considerations shall be made for needy and
unique populations.
Building principals, 504 case managers and/or SPED case managers shall connect with
students and families concerning continuation of services. This communication should be done
in a way that ensures access by all parties normally part of the student’s team.

Special Education/504 Services/At-Risk Title I Students/EL Students
If a parent opts for Distance Education during normal operations, the student’s current plan will
need to be revised to meet their unique learning needs. In the event of extended closure,
special populations may continue receiving some scheduled services in the school building
provided health and safety protocols can be in place. Students will be in the building only by
invitation for assessments, interventions, and/or instruction.

Special Education
Special Education students currently receive services through the Southwest Special Education
Unit. Southwest Special Education Unit will create a plan for those students’ learning needs.
Special Education Case Managers, using guidance from the unit director, will create an
individualized contingency learning plan based on each students’ unique learning needs.

504 Services
Students receiving services under section 504 will continue receiving services based on needs
as determined on a case-by-case basis.

At-Risk Title I Students
At-Risk Title I students are defined as students who received individualized services during the
school year. During normal operations and extended closure, school-wide Title I services

 10
remain available to all identified students. To ensure equitable services to these students during
distance education, Title I teachers should communicate with classroom teachers to provide
additional supports as needed to support general education courses. These supports could be:

 Learning materials – take home bags
  Books
 Assisting parents in supporting their students while at home.
 Parenting tips and online resources

English Language Learners
EL students and the services they receive are unique during a closure. EL staff shall will
continue to communicate with each EL student’s family to address individual supports
necessary. In addition, services shall be provided to EL families. Mott/Regent Public School
will continue to work with our local REA (Roughrider Education Services Program) who provides
our EL Coordinator/Teacher for our District. We will also follow the ILP through teacher
communications with the EL Coordinator.
