2 EDITOR’S NOTE DIRECTOR THABO SEMATLE COMMUNICATION SERVICES 2020 COMMENCES WITH DOUBLE COMMENDATIONS—Congrats!!!!! Christmas and year-end celebrations came early for the North West province as two North West South African Police Service members who were nominated for the SAPS Excellence Awards walked away with top honours during the Annual National Service Excel- lence Awards ceremony, hosted by the Minister of Police, General Bheki Cele and the National Commissioner: General Kehla Sitole in Port Elizabeth, Eastern Cape. Congratulatory gestures and expressions of gratitude went to Administration Clerk, Mr Els, from Hartbeespoortdam Police Station who was the winner in the category: Admin Employee of the year (level 5-7). Another award went to Lt Col Pretorius from Provincial Operational Response Service who came second in the category of Visible Policing (Vispol) Employee (level 8 – 12). Meanwhile the department held a two-day 2020-2025 Strategic Plans and 2020/21 Annual Per- formance Plan (APP) review session at Season Wedding and Conference Centre in Dihatshwane Village, Mahikeng. This review process was an exercise of polishing the document as advised by DPM&E assessment report as well as aligning the document to the District Development Model, introduced by President Ramaphosa in the last quarter of 2019. The North West Province came fourth in terms of road crashes and fatal accident reduction compared to other provinces. We are standing at 16% following Western Cape that had 19%, Mpumalanga with 23% and Free State with 35%.. The Province recorded 18 deaths less than 2018/19 which stood at 104 fatalities. The plan for this financial year's Easter and Festive holidays is to have significant reductions in crashes and fatalities, which will take the province to position two (2) or three (3). Since February was Safety Month, for 2020, and as part of an initiative to create a safe, secure and crime free environment; the Department embarked on an intensified series of crime prevention campaigns, engaging communities to fight crime in an integrated approach. MEC Sello Lehari has applauded traffic officers for their steadfast in the application of law on our roads. The tensions and conflicts by motorists, taxis and hikers was becoming unbear- able as illegal taxi operations occurred at hiking spots. JAWS Unit, National Traffic Police, Munici- pal and Provincial traffic were deployed to clean up and a, '24/7 Wayawaya' sting operation took root. 3 LEARNER SAFETY A PRIORITY Departmental officers and stakeholders re-painting pedestrian crossings at schools As the New Year sets in and schools are about to open, the Road Safety directorate is in full swing on ensuring the safety of learners on the road. It initiated their Back-To-School campaign which focuses on safety around the schools and on the roads and the painting of faded pedestrian crossings. The program kicked off in Ngaka Modiri Molema, Mahikeng and went on to take place in other districts; specifically in Potchefstroom, Taung and Tlhabane. In collaboration with Public Works and the municipalities, the pedestrian crossings around the schools were repainted in order for them to be more visible to motorists and to en- courage the learners to use them for their own safety, instead of walking freely on the road. The campaign is continuous and will run throughout the year, as it leads to February which is deemed Safety Month. It also makes way for the scholar patrol unit that will be employed in schools and will be given patrol uniform, signage and tools.
4 A COMMUNITY BASED APPROACH TO CRIME ERADICATION AT LEFARAGATLHA Mr Handrick Letlape from Crime Prevention Unit in the department explaining how the safety gadg- et works The department handed over 16 innovative safety gadget called “Memeza” recently at Lefaragatlhe in Bojanala district. The event took place in a form of community engagement ses- sion focusing on restoring relation between SAPS and community. The safety gadgets were installed at identified schools and households which were vulnerable such as identified victims of rape, gender based violence, elderly and the disabled people. Mr Handrick Letlape explained the significance of the gadget by saying “Memeza empowers the most vulnerable communities. It promotes community safety through an integrated approach en- suring participation and cohesion by mobilising communities in times of security need”. The system involves an intelligent pre-paid GSM based alarm system which has a unique sound, siren and strobe light. When an individual unlawfully enters the home, the system gets triggered and the alarms system will generate an SMS’s to the local police station, CPF and other persons nominated by the owner. Simultaneously the alarms red light will flash enabling SMS recipients and passers-by to easily identify the house where help is needed. Various stakeholders graced the event such as South African Police Service officials, Community Policing Forum members, Somali Community Forum, Youth Desk, Bambanani Elders Forum and Royal Bafokeng protective services who all emphasised social cohesion in fighting crime.
5 ANIMAL DRAWN CARTS A SIGH OF RELIEF TO ECONOMICALLY CHALLENGED AREAS Morwawakwena family during the handing over of the animal drawn carts The implementation of the non-motorist transport programme in the North West Province’s most rural economies has gone a long way to eradicate challenges faced by people living in rural villag- es. To this end, the North West Department of Community Safety and Transport Management has spent about R1 million in the past two years, towards the rollout of animal drawn carts which are allocated to deserving families within disadvantaged areas. The programme also benefits young people who take advantage of business opportunities that come with it. An 8 kilometre walk to the community water pump in a remote area, in often times during harsh weather conditions, is no longer a reality for 63-year old Kedilatile Morwawakwena who is blind. Morwawakwena resides in Madibe- a- Makgabana, which is a largely scattered, poverty stricken village outside Mafikeng in the North West Province. She also take care of her ill 86-year-old mother, who depends solely on her for amongst other things the collection of medication at the local clinic. The family’s dire situation changed as a result of intervention by the Department of Community Safety and Transport Management’s Non Motorised Transport flagship programme. Through this initiative the department aims to ease the burden of people living in deep rural areas by handing over newly manufactured animal drawn carts in order to help them with carrying out their daily chores with ease. “The donkey cart handed to me by the department came at the right time as I have been strug- gling to go to the clinic for my monthly high blood check- ups. We have been using the neigh- bour’s cart and if I don’t have money to pay the neighbours it means I have to skip a month with- out medication”, said the grateful Kedilatile Morwawakwena.
6 NORTH WEST RECORDS A DECLINE OF 16% IN ROAD DEATHS MEC Sello Lehari flanked by two Chief Director’s Mr Molefi Morule and Ms Mmaserame Dyale The North West Province has landed on the fourth position in the country in terms of reducing fa- talities on the road during the 2019 festive season. A total of 104 lives were lost, significantly re- ducing the number by 18 as compared to the previous year. This was announced by the MEC for Community Safety and Transport Management Sello Lehari at a media briefing which took place recently in Mahikeng. According to Lehari the decline is attributed to a lot of planning and preparation ahead of the De- cember holidays to sensitize road users and encourage them to be vigilant at all times. “Three months ago, as a department we made a decision to gear up and intensify our efforts dur- ing the holiday period. To achieve this, we deployed our traffic officers on all major routes in the province day and night. “We have spent quality time and resources on campaigns such as Arrive Alive which have been moderately successful, it is time we add onto that with concerted year long visibility”, said MEC Lehari as he outlined the festive season statistics. Out of all four districts Bojanala experienced the highest number of fatalities with 39, followed by Ngaka Modiri Molema with 27 as well as Dr Ruth Mogomotsi Mompati with 23 and Dr Kenneth Ka- unda recording the least number with 13. The Easter holidays are approaching, the department intends to intensify efforts and measures to ensure safety is upheld in all roads within the prov- ince.
7 MEC MET SANSBOC TO RESOLVE LEARNER TRANSPORT CHALLENGES Departmental Heads addressing SANSBOC MEMBERS The MEC for the Department of Community Safety and Transport Management, Sello Lehari convened the meeting with bus operators’ umbrella body to resolve learner transport challeng- es. The meeting which was attended by Department’s senior management comprising, Head of the Department, Ms Botlhale Mofokeng and Transport Operations Chief Directorate was held in Schweizer-Reneke.The South African National Small Bus Operators Council (SANSBOC) delegates included their Provincial chairperson, Mr Final Kgodumo, Provincial Secretary and the executive. There had been reports that some learners have not been attending schools as a result of not being transported. The department has been engaging all relevant governmental stakeholders including the Treasury to ensure operators who have been owed since last year are being paid. In a meeting chaired by MEC Lehari, the department once more reiterated that all operators owed from April to July 2019 will be paid as all processes are almost completed. The formula for payment as agreed with SANSBOC will be by old rates on verified kilometres. The payments from January 2020 will be calculated on new rates per capacity of the vehicle.
8 DCSTM CONCLUDED A TWO DAY 2020-2025 STRATEGIC PLANNING AND APP 2020/21 REVIEW SESSIONS HoD Botlhale Mofokeng and senior managers during the strategic planning session The departmental two-day 2020-2025 Strategic Planning and APP 2020/21 kickstarted on the 23rd -24th February 2020, at Seasons Conference & Wedding Centre in Dihatshwane. The planning session was led by HoD Mme Botlhale Mofokeng. Mme Botlhale Mofokeng tabled expectations of the session and polished the packaged document which was produced. Out of the 12 North West Departments, Community Safety and Transport Management Strategic Plan and APP has been rated among the top three (3) in the Province in terms of quality content and adherence to the guidelines. She further alluded that, hard work and time were put together in the initial three day Strategic Planning and APP session that took place in late November 2019. She thanked the MEC as he saw it necessary to allow the Department such space and time to complete the tedious exercise. The oversight bodies, stakeholders from Northwest Transport Investment (NTI), NW Provincial Internal Audit (PIA), traffic Stations and Section 100 (1) (b) Intervention Team, District Municipalities, Premier's Office, SAPS, CPF and Department of Education attended the two day Planning Session. The department used the opportunity to reflect on the interventions that will be implemented in district municipalities as required for the District Development Model. The outputs shall contribute towards the achievement of the outcomes in the Strategic Plan. "We have now strengthen, correct and close the issues raised above to ensure that the plans achieve the priorities of government and improve governance and service delivery. The Depart- ment is set and ready to roll out implementation of a clear, unambiguous, aligned and SMART 2020 to 2025 Strategic Plans and 2020/21 APP. The Theory Of Change principles, values and approach is the path that guides us for the next five (5) years", concluded HoD Mofokeng.
9 ANTI STOCK-THEFT DIALOGUES IN FULL SWING Community members of Moretele raising their concerns about stock theft The Anti Stock Theft dialogues have officially kicked off and are being rolled out through- out the province. Targeting all four districts, the department has already implemented in Bojanala (Moretele), Ngaka Modiri Molema (Delareyville) as well as the Dr Ruth Segomotsi Mompati Districts (Pudumoe). The dialogues are a platform for stakeholders in different communities to ventilate issues around stock theft and how best to deal with the criminal elements that come with it. Stock theft is declared as a priority crime however it continues to prevail in many commu- nities and thus posing a threat to food security. As a means to intensify efforts to prevent stock theft, the department is continuing engagements with various safety structures in a series of dialogues and other activities with an end goal of creating an integrated ap- proach to combat crime. Addressing farmers at the dialogue sessions, the Director of Crime Prevention, Florence Nchoe highlighted the significance of having a multi sectoral approach and community participation to enhance the fight against stock theft, particularly in rural areas. “In line with the our mandate as a department to create safer communities, it is important that we go into different areas of our province, work hand in hand with different safety structures and mobilise communities accordingly to see how best we can achieve that”, she said. The Dr Kenneth Kaunda dialogue is scheduled to take place in Ventersdorp on the 11th of March 2020.
10 MEC LEHARI CONGRATULATES NW RECEIPIENTS OF SAPS NATIONAL EXCELLENCE AWARDS The MEC for the MEC Sello Lehari addressing attendees at SAPS Awards Department of Community Safety and Transport Management, Honourable Sello Lehari congratulates Team NW that made the Province proud at the 7th Excellence Awards of the South African Police Service. The Awards were held on Sunday evening at The Boardwalk Sun Hotel in Summerstrand, Port Elizabeth - Eastern Cape. Creditably the North West Province had eight nominations from which two won awards for outstanding and meritorious performance. MEC Lehari said it was indeed a proud mo- ment for the Province. “These Awards undoubtedly showcases an excellent work done by our Police officers in fighting crime in the Province. If you look at their meticulous investigation, patience in pur- suing criminals and professionalism with which they handle cases. This demonstrates passion, competency and deligence at its best. We should undoubtedly be proud of those who made the cut as nominees and awardees. You really put the province in the hall of fame and you names will be written in bold letters as having served the badge excellent- ly”. MEC Lehari also handed the Award for the category of SAPS Senior Administration Manager of the Year.
11 FOURTH QUARTER TRANSPORT FORUM YIELDS A SUCCESS Director of Transport Planning and Policy Development ,Julius Methikge and stakeholders during the Transport Forum The Transport Planning and Policy Development Directorate held its fourth quarter Transport Forum meeting for the 2019/20 financial year at Bojanala District in the Madibeng local municipality. The meeting was lead by Mr Julius Methikge and all Districts and Local Municipalities were represented by officials responsible for ITPs whereby they also presented their chal- lenges when it comes to implementing the ITP in their respective municipalities. The Transport Forum is a two way communication between the state and stakeholder which aims to assist and guide one another in all levels of government, in planning and implementing integrated, sustainable transports and projects. The discussions amongst other things was to give feedback report on all four Provincial District’s developments regarding issues related to and or of IPTN ( Integrated Public Transport Plan), RRT (Rustenburg Rapid Transport and ITP( Integrated Transport Plan).
12 3RD QUARTER RECORDS UNIT CHAMPION 3rd Quarter Records Unit champion Lucky Kgasu Lucky Kgasu was born at Madibogo Village. He started his tertiary education at Taletso FET studying Management Assistant. Lucky started working in the department on the 01 July 2019 as an intern under the Human Resource Directorate (Records). And he has been recognised for his hard working skills and punctuality in his work and he has shown lot of respect to his fellow colleagues, “I love my work and I am dedicated to it” he said. Lucky encourages his fellow colleagues to continue to treat other interns with courtesy, po- liteness, and kindness as well as encourage co-workers to express opinions and ideas and afford others the same opportunity he got. “I thank my team for the recognition, may we continue the good work and appreciates the efforts of employees both as a reward for exceptional performance and as a model to other employees”.
13 eNaTis USER GROUP FORUM MEETING Departmental officials during eNatis discussions The Transport Licensing and Administration lead the stakeholder engagement whereby members from Registering Authority (RA), Driving Licenses Testing Centre (DLTC) and Vehicle Testing were part of the discussions and deliberations. The forum deliberated on challenges that they’re experiencing at their respective municipalities, such as different types of forms used and the inclusion of African languages in those forms, transactions 52 and 149 and all other aspects in the Regulation Bill which sometimes gives them the difficulty in executing their duties effectively. Mr Tokelo Taiwe gave a briefing on the status of eNaTIS as well as an explanation for the problems that had occurred with the system. It was stated that due to the overload of transactions when the system commenced, capacity problems had been experienced. Interventions had been implemented and the current status of the system was stable and aside from possible power outages, the capacity of the system had been enhanced and more transactions have been taking place as expected. The eNaTIS system centralised road traffic management data, eliminated fragmented small systems. It reduced the queues due to its ability to implement online transactions, and improved system security.
