Jobcentre Plus Travel Discount Card
Introduction
1. On behalf of the rail network, the Association of Train Operating
Companies (ATOC) entered into a new agreement with Jobcentre Plus to
replace the New Deal Reduced Rail Fare Scheme. This will now be called the
Jobcentre Plus Travel Discount Card, and will continue the provision of
reduced rail fares in England and Wales for JSA claimants over 6 months
unemployed who have not been referred to the Work Programme.

Non JSA Claimants will have access to the card if they are actively engaged
with a personal adviser in getting back to employment. This agreement is now
open-ended and will continue until either ATOC or Jobcentre Plus wish to end
it. (An agreement between Office for Scotland and Scot Rail is already in
operation and is also being reviewed).

2. The agreement has the following eligibility criteria:

      JSA 18 to 24 year old claimants from 6 to 9 months unemployed
      JSA 25 year old and over from 6 to 12 months unemployed
      IB/ESA/IS claimants actively engaged with an adviser in returning to
       employment

3. Transport for London will also continue to offer reduced fares for Jobcentre
Plus Travel Discount Card holders on London Underground and Transport for
London buses. There are also other discount schemes in London operated via
the Mayor for London.

4. As well as the agreement between Jobcentre Plus and ATOC, this
guidance details how the reduced rail fares agreement is to be administered
including arrangements regarding the security procedures for handling forms
and cards and how to order the relevant stationery.

5. This guidance has been updated to reflect the changes to this agreement
but the current administration and management of the reduced rail fares
scheme is unchanged.

Background
6. ATOC was set up in April 1994 by its member train operating companies to
support new rail operators emerging from the Governments programme. One
of its key objectives is to ‘communicate and negotiate on behalf of members
with any government department or public or other authority’. The Association
administers and develops a number of schemes that govern Railcard
arrangements made between member train operating companies eg: Network
card, HM Forces Railcard and the Family Railcard. The Employment Minister
agreed that it would be appropriate for the then Employment Service to enter
into negotiations with ATOC regarding a national agreement. Jobcentre Plus
has continued to be party to this agreement.

7. In November 1997, Ministers invited rail transport companies to consider
offering reduced rail fares for New Deal for Young People participants. This
led to the first Memorandum of Understanding between the Employment
Service and ATOC. Because the existing arrangement has been in place with
claimants, train operators, ATOC and Jobcentre Plus, agreement has been
reached that this arrangement should continue indefinitely.

The Agreement
8. Continuation of this agreement between Jobcentre Plus and ATOC is
effective from Tuesday 1st of November 2011 and will remain operative until
either party wish to end the agreement.

9. Appendix 1 contains a copy of the Agreement for information only.

10. Appendix 2 details, by ticket type, the ticket discounts available. It also
shows the types of rail tickets, which attract no discount. Please note that this
list is not exhaustive and is subject to change.

11. The rail fare reductions can be made available (upon Advisers discretion,
subject to certain conditions) to all claimants who satisfy the eligibility criteria
at para 2 whilst travelling in England and Wales (a list of the participating rail
companies is at Appendix 3) throughout their time within the eligibility criteria,
(eg 25+ from 6 to 12 months) and on all trains participating in the scheme.

In addition to travel reductions whilst on benefits, ATOC have agreed to
provide further reductions for the first 3 months of rail travel once a participant
has left benefits for employment. In this instance, all travel tickets must be
bought while still in the possession of a valid Jobcentre Plus Travel Discount
Card.

Example: A clamant secures a full-time job and will start the job in a week’s
time. They decide that rail travel will be necessary to get to and from work.
Whilst on their last week of benefits, they are issued with a Jobcentre Plus
Travel Discount Card with up to 3 months validity. Discounted tickets can then
be purchased throughout the cards validity.

Administration of the Agreement
12. Jobcentre Plus will administer the Travel Discount Scheme on behalf of
ATOC and its member train operating companies listed in Appendix 3. This
also applies where services are contracted out and will involve local offices:

      issuing the ATOC Fact Sheet (Appendix 4) which describes the Travel
       Discount Scheme and the application process;
   offering and issuing an Application form and Conditions of Use
       (Appendix 5);
      processing the application and issuing/authorising/retrieving
       Photocards;
      maintaining security and audit arrangements;
      ordering the required stationery items (see section ‘Ordering Process’),
       ensuring that each office has adequate stock levels.

13. The administration process is described in more detail below.

Issuing of fact sheet, application form and
conditions of use
14. The Personal Adviser (PA) is responsible for ensuring that all eligible
claimants are aware of the travel discount scheme in England and Wales and
must issue, where relevant the:

      ATOC Fact Sheet (Appendix 4)
      Application Form
      Terms and Conditions (Appendix 5)

15. The PA will wish to bring to the attention of the claimant that two passport-
sized photographs, each bearing a reasonable likeness of the applicant, will
need to be submitted with the completed application form. One of the
photographs must be signed on the reverse with the participant’s usual
signature. The PA should make clear the duration of the Photocard (see
paragraph 18 below) which may be valid for up to 3 calendar months and
once expired, a repeat application may be made.

16. The cost of the photographs should be borne by the participant - this
shows their level of commitment to the scheme on offer. However, other types
of funding overlap with this and, under extreme circumstances, consideration
could be given to the Flexible Support Fund. Applicants must be encouraged
to apply for reduced rail fares before consideration is given to issuing Travel
Warrants.

Processing the application form and issuing the
Photocard
17. The PA is responsible for processing and authorising the application form
whilst the issuing officer is responsible for issuing the Photocard. The issuing
officer should be a nominated officer but not the PA who authorised the
application form. The Business Manager will need to ensure that there are
adequate security arrangements in place (see section ‘ Security
Arrangements and Audit Control’).

18. PAs should use the application form from Ion. (In the event of stock issues
please contact the JCPTDC policy team who will advise on solutions)
19. On receipt of the application form the PA must check the following:

      the applicant is eligible;
      the applicant’s details are fully completed and are correct (i.e. same as
       those on LMS);
      the application form has been signed and dated by the applicant;
      the applicant has read, understood and retained a copy of the Terms
       and Conditions; and
      the applicant has provided two passport photographs which resemble
       the applicant and the applicant’s signature is on the reverse of one of
       the photographs.

20. Once the PA is satisfied that the application has been completed correctly,
the PA must complete the authorisation section on the application form,
stating the duration of the Photocard. The PA is to decide whether the card
should be valid for 1,2 or 3 months, taking into consideration the job readiness
of the participant and how likely it is that they will gain unsubsidised
employment in the near future.

21. Once the issuing officer is satisfied with the above, the Photocard (which,
as a secure item contains individual serial numbers) needs to be completed
by the issuing officer (unless stated otherwise) in the following order:

      in capitals, clearly write the applicants title, initials, surname and the
       name of the issuing office;
      the applicant to sign, in the presence of the issuing officer, the reverse
       of the Photocard (which states that they agree to the conditions of use);
      check the applicants signature on the Photocard with that shown on the
       application form and of one of the photographs;
      Use the local office date stamp to stamp the expiry date in the box
       provided (the expiry date must be no longer than 3 months from the
       date of issue and is at the discretion of the PA/authorising officer) NB:
       Only this stamp should be used - no other stamp or hand written dates
       will be accepted by the transport operators under any circumstances.
       See Annex 10 regarding the expiry of NDRRF stamps and temporary
       workaround;
      Check all the Photocard details are correct;
      place the unsigned photograph in the space provided on the
       Photocard;
      seal the photocard by peeling off the backing paper from the
       transparent cover and pressing firmly on the Photocard;

22. The issuing officer then completes the bottom of the application form,
attaching to it securely the signed photograph and stamping the form with the
office ‘address stamp’.

23. For ease of reference, issuing officers should note the date of
issue/renewal of the Photocard on LMS conversations and/or annotate the
Labour Market Unit (this may help to identify possible duplicate issues etc)
24. Place the Photocard and Terms and Conditions slip in the wallet supplied
(see section ‘Ordering Process’ and note that wallets will eventually be
phased out once the current stock has exhausted) and hand it to the
participant. The participant must sign the bottom of the application form to
show that they have received the Photocard.

25. The control sheet should be completed by the cashier with the relevant
details. These control sheets need to be available for scrutiny by the Business
manager and Internal Audit (see security arrangements).

26. A copy of the application form must be retained and filed (with the
cashier). Please note that it is no longer necessary to send a copy of the
application form to ATOC in Liverpool. Copies of application forms should only
be retained at the local office where the photocard was issued.

27. The photograph on the application form (which is consistent with normal
procedure for application for other similar rail fare offers) is required in case
there is a police investigation due to possible fraud.

Replacement, lost or stolen, illegible or torn
photocards
28. Claimants should be advised that replacement Photocards are not
generally available except in special circumstances (as outlined in the Terms
and Conditions).

29. However a Photocard can be replaced if the authorising officer feels that it
is warranted i.e. if the claimant can demonstrate to the authorising officer’s
satisfaction that the Photocard has been lost, stolen or destroyed.

30. If the participant claims that their Photocard has been stolen, they must
produce a crime number (given to them by the police) before the authorising
officer can consider issuing a replacement.

31. Only one replacement Photocard may be issued during the life of the
existing Photocard (i.e. only one replacement up to each current Photocard’s
expiry date).

32. If for any reason a replacement Photocard is issued, the ‘Form of
Undertaking’ (see Appendix 6) needs to be completed and filed with the
cashier. For ease of reference, issuing officers should note the date of
issue/renewal of the Photocard on LMS conversations and annotate the
Labour Market Unit. This may help to identify possible duplicate issues.

33. A replacement Photocard should only be issued up to the current expiry
date of the Photocard which is being replaced.
34. In addition, if the original Photocard is lost, the ‘Replacement Photocard
Record’ form (see Appendix 7) needs to be completed. A simple record as in
Appendix 7 should be kept.

35. Note: Details of the lost photocard should be notified to the Jobcentre Plus
Travel Discount Policy team by e-mail (taken from the Guidance information
owner page on the Intranet). This will enable Jobcentre Plus to inform ATOC
of the loss and prevent the possibility of fraud.

Spoiled, duplicate and returned Photocards
36. If a Photocard is spoiled during the issuing procedure, i.e. if a mistake is
made, ensure the Photocard is marked ‘CANCELLED’ and attach it to a copy
of the relevant application form. DO NOT issue Photocards with mistakes or
crossing out marks as this will cause the Photocard to be withdrawn by
transport companies. The cancelled Photocards should be kept in an
envelope and kept securely by the cashier for 18 months following the end of
the financial year.

37. If a duplicate Photocard is found to have been issued, the duplicate
Photocard should be torn, placed in an envelope and kept securely by the
cashier for 18 months following the end of the financial year.

38. If a Photocard is returned to an office, the Photocard should be torn,
placed in an envelope and kept securely by the cashier for 18 months
following the end of the financial year. If a claimant returns the Photocard they
should be issued with a receipt (ACS 10) and the details should be recorded
on LMS conversations and on the Labour Market Unit.

Fraudulent activity
39. The Photocard is issued subject to the terms and conditions in Appendix
5. Train Operating Companies have the ability to prosecute for the fraudulent
use of rail cards, fraudulent use could include:

      Using a card that had been altered;
      Using a card when not entitled to do so;
      Transferring/selling a card to a third party.

(This list is not exhaustive).

40. Where any fraudulent activity relating to Photocards is suspected please
contact the guidance owner at the bottom of this page with relevant details.

Management Information
41. Most of the management information required by ATOC can be obtained
from the application forms.
42. The only other possible requirement is a breakdown of the number of
Photocards issued, of which:

      those replaced due to a card being illegible;
      those replaced due to a card being lost;
      those replaced due to a card being stolen;
      those replaced for other reasons (eg torn card).

43. Offices should keep a running total of the above figures as well as the
total number of Photocards issued.

Security arrangements and audit control
44. The Payment Guide should be read in conjunction with this section.

45. The Photocards, which are serial numbered, are security items. An
application form becomes a security item from the moment it is signed by the
claimant to confirm receipt of the Photocard.

46. The Photocard is the identification required to obtain reduced rail fare.

47. As detailed in the Payment Guide the cashier is personally responsible for
the receipt, safe custody, control and issue of valuables. This includes the
ATOC Photocards.

48. This means the cashier will have the personal responsibility for:

      signing and receiving the Photocards;
      recording the necessary details (eg: Photocard serial number) in the
       correspondence register on receipt; (see appendix 9)
      ensuring the items are immediately put into a safe or a secure locked
       steel cabinet upon receipt and are held securely;
      ensuring the control sheets are completed and stored securely and are
       available for scrutiny by the Business Manager and Internal Audit;
      ensuring all completed application forms, retrieved, soiled, duplicate
       and returned cards are held securely for 18 months following the end of
       the financial year;
      booking Photocards out and in to the Issuing Officer on a weekly basis.

49. Ideally, the issuing officer (who processes the application forms and
issues Photocards) will be the cashier (or relief cashier). If it is not
operationally possible for the cashier to be the issuing officer then the
standard procedures outlined in the Payment Guide, regarding the transfer of
valuables from one officer to another must be followed. It should be noted that
the issuing officer is not a Personal Adviser, for security and audit reasons.

50. As a minimum, the security checks for the Photocards should be:

      a quarterly stock check as per Finance Managers Guide;
   on a monthly basis, a verification (ideally conducted by the Finance
       supervisor) of Photocards issued; and
      a random stock check of security documents completed as per Finance
       Managers Guide .

Ordering Process
51. The scheme will be administered in exactly the same way as the previous
agreement with each local office maintaining their own stocks of:

      ATOC Fact Sheet;
      Conditions of use forms;
      Application forms;
      Photocards;
      Local office date stamp;
      Plastic wallets (to insert the Photocard and Conditions of Use slip);
      Internal security forms (as described in ‘Security Arrangements and
       Audit Control’).

52. Stocks of the above items will continue to be held in iON and ordered in
the usual way using the RM system.

Note: When ordering Application forms (RSP60001), this item is to be ordered
in batches of 50, for example, 50=1, 100=2, 150=3 and 200 (maximum
quantity) = 4.

Note: The photocard (RSP24909) must be ordered by completing form EF190
secure form ordering procedure.

53. Appendix 8 contains details of the stock items (and iON re-ordering
codes), initial stock quantity and the maximum re-order levels.

54. The Photocards are secure items and must be received and signed for by
the cashier (or nominated officer) and placed immediately into the safe upon
receipt (see Security Arrangements).

55. In the event of a discrepancy the Finance Manager (or deputy) must follow
the instructions as outlined in paragraph 309 of the Payment Guide. It is
imperative that the New Deal policy team are notified immediately of any
missing photo cards in order that ATOC can be informed and an alert issued
by ATOC to their operational staff to reduce the incidence of fraudulent use.

Photocard use by other companies
56. The Photocard may also be used by other local transport companies to
identify eligible claimants to give reduced fares. This is subject to local
agreement with the transport companies regarding the
reduction/administration and Jobcentre Plus agreeing with ATOC that the
relevant company can use the card. This agreement must be reached before
the Photocard is used with another company.

Changes to Travel in London
57. With effect from 1st of November 2011, the Jobcentre Plus Travel Discount
card will be applied to the travel discounts offered by Transport for London
(TfL)

58.Transport for London operates the Oyster Card for travel within London.

59. Below is a list of key facts to be aware of:

      To get an Oyster card with Jobcentre Plus Travel Discount entitlement,
       applicants should take their photocard to any Tube station, Oyster
       Ticket Stop or London Travel Information Centre.
      If the applicant already has an Oyster card, they should take this with
       them also – the discount can be added to a card they already possess
      If only buying a 7 Day Travelcard or Bus Pass or only putting value on
       the card for Oyster single fares, a £3 deposit will be applied when the
       card is first issued.
      It will be mandatory for the applicant to complete a registration form.

Appendix 1 - Memorandum of Understanding
The parties have entered into a Memorandum of Understanding for reduced
rail fares dated 2002.

This document is the Memorandum of Understanding made between the
Secretary of State for Work and Pensions (acting through Jobcentre Plus) and
ATOC (together referred to as ‘the Parties’)

This memorandum of Understanding made on the 31st. day of .October.2011

Between
ATOC Limited of 40 Bernard Street, London, WC1N 1BY (as agent for and
behalf of the rail company members as listed in Annex A

and

The Secretary of State for Work and Pensions (acting through Jobcentre Plus)

NOW THEREFORE THE PARTIES HEREBY AGREE TO THE
MEMORANDUM IN CONSIDERATION OF THE TERMS ATTACHED

   1. This Memorandum of Understanding (MoU) will commence on 1
      November 2011 and will continue unless terminated by either party
      giving to the other notice in writing of not less than 4 calendar months.
   2. Without prejudice to the above provision, Jobcentre Plus and ATOC
      will give all due consideration to entering into a new MoU for the
      provision of reduced fares to holders of Photocards should the existing
      scheme be terminated. Nothing in this agreement shall commit either
      party to such a new MoU

   3. The main purpose if this MoU is to help benefit claimants into
       employment. To enable this, the rail company members of ATOC listed
       in Annex A (‘ATOC Members’) have agreed to provide reduced rail
       fares to benefit claimant’s s on production of a Jobcentre Plus Travel
       Discount Photocard. Details of these reduced fares are set out in
       Annex B of this MoU;
   4. For the purposes of this MoU the following definitions shall apply:
   5. ‘ATOC’ means ATOC Limited
   6. ‘Photocards’ means photocards in the form set out as in Appendix E;
       ‘Photocard’ shall be construed accordingly.
   7. ‘Claimant’ means those persons who are identified by Jobcentre Plus
       as likely to benefit from use of a Photocard.
   8. ‘Authorising Officer’ means such person or persons within Jobcentre
       Plus as authorised to issue Photocards.
   9. ‘Issuing Officer’ means such person or persons within Jobcentre Plus
       as authorised to issue Photocards to Claimants.
   10. This MoU may be extended by written agreement between Jobcentre
       Plus and ATOC for other benefit claimants.
   11. It has been agreed between ATOC and Jobcentre Plus that members
       of ATOC not currently participating in the reduced rail fares agreement
       may do so at a later date by giving notice in writing of the commitment
       of this MoU from such effective date.
   12. It is agreed that the Photocard may be used by other travel
       organisations for the purpose of providing discounted fares to
       claimants. It is also agreed that both parties may contact other travel
       companies to encourage them to offer discounted fares to Photocard
       holders. Any discussions between these travel organisations and
Jobcentre Plus will take place at a local level. Jobcentre Plus agrees to
    notify ATOC at the beginning of each calendar month of such travel
    organisations who will offer discounted fares.
13. No charge shall be levied against Jobcentre Plus in relation to the
    discounted fares provided by ATOC members.
14. To ensure eligible claimants receive discounted rail fares, they must
    show a valid Photocard at the point of purchasing tickets. In return for
    the discounted fares offered by ATOC Members, Jobcentre Plus has
    agreed to fund the production costs of the Jobcentre Plus Travel
    Discount Photocards.
15. Annex B of this MoU sets out the fare discounts that Photocard holders
    will be offered by ATOC members. It is agreed that these discounts are
    to be offered during the period of this MoU but may be subject to
    revision and in some cases withdrawn. It is also agreed that where any
    change to the discount is proposed, Jobcentre Plus will be given a
    minimum notice period of 4 calendar months prior to implementation of
    this change.
16. To facilitate this arrangement Jobcentre Plus has agreed to:

          • identify claimants who would benefit from the Jobcentre Plus
          Travel Discount Photocard arrangement;

          • bring the offer of discounted fares to the attention of claimants;

          • issue the Photocard application forms to claimants who want to
          take advantage of the arrangement.

17. It is agreed that Jobcentre Plus Travel Discount Photocards are to be
    issued only by Jobcentre Plus staff and its authorised agents.
18. Jobcentre Plus will make all reasonable endeavours to ensure that its
    staff involved in the issuing of Jobcentre Plus Travel Discount
    Photocards will continue to follow formal instructions included in the
    general guidance (attached at Annex C) encompassing the following:
19. Security arrangements for the storage of all Photocard items, including
    Jobcentre Plus monitoring and checking procedures;
20. The client eligibility criteria required before a Photocard can be issued
    i.e. a bona fide claimant;
21. procedural guidance on how to correctly complete the Photocard i.e.
    correct fixing of photographs, sequencing of cards, signature and
    address checks;
22. information for Jobcentre Plus issuing officers to follow when dealing
    with complaints about lost, damaged or stolen Photocards (see also
    paragraphs 13 & 14);
23. checking application forms for completeness; and
24. issuing laminated Photocards to claimants.
25. ATOC shall use all reasonable endeavours to ensure staff employed by
    its members are fully aware of the MoU and shall implement it. ATOC
    members will have responsibility for handling complaints received from
    Jobcentre Plus Travel Discount Photocard holders in relation to non
    acceptance of the card, or any other dispute relating to the terms and
conditions. Jobcentre Plus will handle only those complaints received
       directly related to the issue, or duration of validity, of the Jobcentre
       Plus Travel Discount Photocard.
   26. To minimise the risk to ATOC and its members of any abuse of the
       arrangement, Photocards will be valid for periods of up to 3 months at
       a time. The Authorising Officer may decide that a shorter timescale is
       required on an individual basis. Claimants will hold only one Photocard
       at any given time, although they may be issued with a number of
       Photocards during their time on benefits.
   27. Examples of the application form and Photocard are set out in Annex D
       and E. No changes shall be made to these without the prior agreement
       of both ATOC and Jobcentre Plus.
   28. In carrying out this MoU, ATOC shall maintain in existence throughout
       the term of this MoU, a registration with the Data Protection Register
       appropriate to the performance of this Contract pursuant to the Data
       Protection Act 1998, and shall comply with all relevant requirements of
       the said Act.
   29. ATOC further undertakes to use any information or other material
       disclosed to it in connection with this MoU solely for the purposes for
       which such information or other material was disclosed to it.
   30. Jobcentre Plus agrees to use only those items approved by ATOC
       unless otherwise agreed by ATOC and Jobcentre Plus.
   31. It is agreed that Jobcentre Plus through its procurement supplier iON
       will commission ATOC to supply quotes for specific Jobcentre Plus
       Travel Discount card stationary, but will not be bound to procure
       exclusively through ATOC.
   32. Jobcentre Plus will hold stocks of Jobcentre Plus Travel Discount Card
       stationary within the iON warehouse system.
   33. Minimum stock levels will be set by Jobcentre Plus at iON to ensure
       consistent take up of the card.

Cardholders can also get discounts on London Underground, Docklands Light Railway
London Buses and on Tramlink When travelling around London, you must get your
discount set on an Oyster Card to get 50% discount on pay as you go adult rates,7 Day,
monthly and longer period Travelcards and Bus & Tram season tickets (maximum 3 months).

Other Operators Discounts are also available on some local area special offers:

       Metro Rover- for bus and train journeys within West Yorkshire.
       Network One Ticket – for journeys within Tyne and Wear.

Your local jobcentre will provide details of additional operators who may recognise the
photocard. Please ask your Personal Adviser for further information.

Season Tickets can save you more money

If you are regularly making the same journey a Season ticket may be the cheapest way of
travelling. A Season ticket, Travelcard, Bus and Tram Pass or Zonal PTE ticket may be the
cheapest way of travelling. These tickets are typically issued for one week (seven consecutive
days) or any period from one month up to a maximum of 3 months. No ticket will be issued
with an expiry date of later than that shown on the corresponding Jobcentre Plus Travel
Discount Card. See Terms and Conditions for further details.

What fare reductions don’t you get? The Travel Discount Card does not give any discount
on the following National Rail tickets:

       First Class tickets and accommodation, Advance tickets and special offer tickets,
        unless otherwise stated.
       Rover and Ranger Tickets.
       ScotRail Services, ScotRail Caledonian and First Great Western Sleeper services.
       Eurostar; Special Excursions and Charters.
       Rail Air Links (except between Heathrow and Reading).
       Most connecting Ship Ferry Links and Special Excursions & Charters.

About your Jobcentre Plus Travel Discount Card and how to get it- Cards are issued by
Jobcentre Plus on behalf of the transport operators. You cannot obtain Travel Discount Cards
from any station or travel agency. Your Personal Adviser will guide you through the process -
offer you an application form and arrange the issue of the card.

How long is it valid for? - Up to 3 months at any one time. They may be issued for less time
and there is no minimum time threshold. Subsequent cards may be issued, subject to not
more than one card being held at one time. The period for which your card is valid will be
decided by your Personal Adviser.

What if I lose it? -Replacement of a lost, stolen, defaced, illegible card is not available except
in special circumstances. You should consult your Personal Adviser for more information.

Appendix 5 - Terms and Conditions
1 You must sign your Jobcentre Plus Travel Discount Card before use to
show acceptance of the Terms and Conditions
listed below.
2 Your Jobcentre Plus Travel Discount Card is not transferable to anyone
else.
3 The Jobcentre Plus Travel Discount Card is not your property and if
requested must be given up to a representative of any Train Company,
Transport for London, or other transport operators or Jobcentre Plus Offices.
4 The Train Companies, Transport for London, other transport operators and
Jobcentre Plus Offices do not undertake to replace lost, stolen or damaged
cards. Your card will not be valid if it is defaced, illegible, dated beyond three
months validity or damaged.
5 When asked by transport operators staff or the Police, you must show a
valid ticket or validated Oyster card and your Jobcentre Plus Travel Discount
Card, otherwise the full fare may be payable (or the appropriate
Penalty Fare if applicable) as if no Discount Card, ticket or validated Oyster
Card with pay as you go credit were held.
6 Proof of identity may be requested.
7 Jobcentre Plus Travel Discount Cards are subject to the National Rail
Conditions of Carriage, Transport for London Conditions of Carriage, other
transport operators’ conditions and those conditions listed in this publication.
In the event of conflict, the Conditions listed here shall prevail.
8 The Conditions of Issue and use shown in this publication are for the period
of validity as shown.

Conditions of issue and use of tickets bought with a Jobcentre Plus
Travel Discount Card
1 You must show your valid Jobcentre Plus Travel Discount Card when you
purchase your discounted ticket or to get an Oyster card (where needed) with
your Jobcentre Plus travel discount.
2 If during your journey you are unable to produce a valid ticket or validated
Oyster card and Jobcentre Plus Travel Discount Card on request, you may be
 required to pay the full standard/cash single fare (or the appropriate
Penalty Fare where applicable) as if no ticket was purchased or Oyster card
held before the journey commenced. This does not apply if no ticket purchase
facilities were available at your originating station.
3 Reduced rate tickets are not valid for travel in First Class accommodation.
4 The right is reserved to revise the Conditions and availability of tickets
mentioned in this publication.
Train Companies and Transport for London will endeavour to give 3 months
notice of any changes before they are due to come
into effect. Before travelling you should enquire about current Conditions at a
staffed station or appointed agent.
5 Tickets are issued subject to the National Rail Conditions of Carriage, the
Transport for London Conditions of Carriage, other transport operators
Conditions and those Conditions listed in this publication.
In the event of conflict, the Conditions listed here shall prevail.
6 Rail Season tickets can only be purchased at a staffed National Rail station
and at selected London Underground and London Overground ticket
offices, they are not available at Travel Agency outlets or Transport for
London Oyster Ticket Stops. Season Tickets are issued for 7 Days, one
month or longer periods (maximum 3 months).
7 Tickets cannot be purchased with any Rail Travel Warrants.
8 Transport for London child rate tickets can only be used for travel with a
valid Jobcentre Plus Travel Discount card and Oyster card (where
appropriate). Child rate season tickets can only be issued on an Oyster card,
for a maximum of three months, and will expire no later than the
accompanying Jobcentre Plus Travel Discount Card.
9 All tickets bought with a Jobcentre Plus Travel Discount Card and pay as
you go on Oyster issued against a Jobcentre Plus Travel Discount Card are
not transferable.

Annex 10 Jobcentre Plus Travel Discount Card

Jobcentre Plus Travel Discount Card Date Stamps.

We are aware of the problem in relation to the expiry of Jobcentre Plus Travel
Discount date stamps. We are in the process of sourcing either new stamps /
new procedure. The Association of Train Operating Companies (ATOC) has
informed us that they are also investigating a solution whereby a normal font
office date stamp can be used on Jobcentre Plus Travel Discount Cards.
However until this solution is investigated and ATOC have given their
approval for the use of a normal font stamp, a workaround is described below.

Workaround for Jobcentre Plus Travel Discount Card date stamps where
the year entry has expired.

1. Set the day to the required day;

2. Set the month to the required month;

3. Set the year to blank so no impression will appear for the year when
stamped (some stamps have two slightly raised lines instead of a blank area
which can be used) ;

4. Stamp the Jobcentre Plus Travel Discounl Card, being careful to keep the
stamp horizontal so as to only make an impression of the day and the month.

To obtain the year - reset the stamp as follows:

5. Use the days to set the year e.g. set the days to 10 for 2010;

6. Set the month to blank;

7. Set the year to blank;
8. Stamp the Jobcentre Plus Travel Discount Card in the year space with this
number being careful to keep the stamp horizontal so as to only make an
impression of the year.
