MIDVALLEY IMPROVEMENT DISTRICT
            NOTICE OF INTENT TO ADJUST DISTRICT BOUNDARY
                    AND NOTICE OF PUBLIC HEARING
        The Midvalley Improvement District (“MID”) hereby gives notice of its intent to adjust
its boundary located at approximately 1165 East 8600 South in Sandy, Salt Lake County, Utah.

        1. On February 9, 2022, the MID Board of Trustees adopted a resolution indicating the
Board’s intent to adjust a common boundary line with two neighboring local districts – the
Cottonwood Improvement District (“Cottonwood”) and the Sandy Suburban Sanitary District
(“Sandy Suburban”). 1 MID, Cottonwood and Sandy Suburban all provide sanitary sewer
service.

        2. The affected area is shown on the Boundary Description attached as Exhibit “A,” on
the Final Local Entity Plat attached hereto as Exhibit “B” and on the aerial photograph attached
hereto as Exhibit “C.”

        3. MID will hold a public hearing to receive comment about the boundary adjustment at
12:00 noon on Wednesday, April 13, 2022. The location will be in the conference room of the
offices of MID located at 160 East 7800 South, Midvale, Utah, 84047.

        4. Additional information about the proposed boundary adjustment may be obtained by
calling MID at (801) 255-7321.

       5. The financial and service impacts of the boundary adjustment on property owners or
residents within the affected area are:

         A. The financial impact of the change will be that owners of property will pay fees and
         property taxes for sanitary sewer service at rates established by Sandy Suburban rather
         than the fees and taxes imposed by Cottonwood or MID. Details of the changes in fees
         and tax rates are set forth on Exhibit “D” attached hereto.

         B. The service impact of the change will be that sanitary sewer service will be provided
         by Sandy Suburban, and will no longer be provided by Cottonwood. 2

      6. The MID Board of Trustees may approve the adjustment of the
boundaries unless, at or before the public hearing under Subsection (3)(a)(ii),
written protests to the adjustment are filed with the board by:

         A. the owners of private real property that:

              ii. covers at least 50% of the total private land area within the
              affected area; and

              iii. is equal in assessed value to at least 50% of the assessed value
              of all private real property within the affected area; or

       B. Registered voters residing within the affected area equal in number
       to at least 50% of the votes cast in the affected area for the office of
       governor at the last regular general election before the filing of the
       protests.
