Matters Requiring Approval of the Massachusetts State Lottery Commission VOTE (1): For the reasons set forth in the attached memorandum dated June 15, 2021, the Executive Director is authorized to provide the requested technical and program support for the VaxMillions Giveaway recently announced by the Governor’s Office, which includes but may not be limited to, setting up the secure infrastructure and registration portal, conducting the official drawings, and implementing other services and functions as requested and required for the effectuation of the program. VOTE (2): For the reasons set forth in the attached memorandum dated June 15, 2021, the Executive Director is authorized to increase the Heroku services it receives, through Carahsoft Technology Corporation, from Salesforce.com, Inc. pursuant to statewide contract ITS60: Cloud Solutions to ensure a secure infrastructure and registration portal for the VaxMillions Giveaway. The total maximum obligation of the Heroku services for the Vax Millions Giveaway shall not exceed one hundred thousand dollars ($100,000.00). VOTE (3): For the reasons set forth in the attached memorandum dated June 15, 2021, the Executive Director is authorized to enter into a temporary emergency contract to procure services for the identification and removal of duplicate records of entries into the VaxMillions Giveaway with: Experian Information Services, Inc. 475 Anton Blvd. Costa Mesa, CA 92626

MEMORANDUM TO: Massachusetts State Lottery Commission FROM: Michael Sweeney, Executive Director, Massachusetts State Lottery Commission RE: VaxMillions Giveaway – Technical and Other Support Provided by Lottery DATE: June 15, 2021 The Massachusetts Governor’s Office has recently announced the Massachusetts VaxMillions Giveaway that aims to increase awareness of the availability and efficacy of the COVID-19 vaccines, and encourage residents to get vaccinated and to be safe. Eligible residents will be able to submit an entry into the VaxMillions Giveaway beginning on July 1, 2021. There will be five weekly statewide drawings, with participants being eligible to win the prizes below: • Massachusetts residents 18 years of age and older, who have received both doses of the Pfizer or Moderna vaccines, or one dose of the Johnson & Johnson vaccine, will have a chance to win one of five, $1 million cash prizes. • Massachusetts residents between 12 and 17 years of age who have received both doses of the Pfizer COVID-19 vaccination may have a chance to win one of five $300,000 scholarship grants, which can be applied to cover tuition, room and board, and related expenses at any college, university, or technical or trade school or other post-secondary educational institution of the winner’s choice. Winners with a qualifying disability may instead elect to receive an equivalent financial contribution to a special needs trust or Federally qualified ABLE account to cover qualified expenses. All expenses associated with this request, including prize money, will be funded via the Coronavirus State Fiscal Recovery Fund provided by the American Rescue Plan Act and the Department of Public Health will confirm that a potential winner has received all required vaccination doses. The Massachusetts State Lottery Commission has been asked to provide technical and other support for the VaxMillions Giveaway. The requested assistance has been characterized by the Executive Office of Technology Services & Security as immediate and urgent. It is requested that the Massachusetts State Lottery Commission authorize the Executive Director to provide the requested technical and program support for the VaxMillions Giveaway, which includes but may not be limited to, setting up the secure infrastructure and registration portal, conducting the official drawings, and implementing other services and functions as requested and required for the effectuation of the program. In June 2020, the Massachusetts state Lottery utilized statewide contract ITS60: Cloud Solutions to procure, through Carahsoft Technology Corporation, Heroku infrastructure/development services from Salesforce.com, Inc. Per the terms of ITS60, the Lottery utilized Heroku infrastructure/development services after receiving a two-year quote from Carahsoft Technology Corporation and Salesforce.com, Inc. of one hundred sixty-nine thousand, sixty-one dollars ($169,061.23). In order to provide the immediate and urgent services requested for the VaxMillions Giveaway, the Lottery needs to procure Heroku infrastructure/development services for the program’s infrastructure and registration portal. These Heroku services include, but may not be limited to, Page 1 of 2
Dyno Units, Add-On Credits, and Private Space. These services are necessary to stand up a secure website and accommodate a robust response to the VaxMillions Giveaway. It is requested that the Massachusetts State Lottery Commission authorize the Executive Director to increase the Heroku services it receives pursuant to ITS60 to ensure a secure infrastructure and registration portal for the VaxMillions Giveaway. The total maximum obligation of the Heroku services for the VaxMillions Giveaway shall not exceed one hundred thousand dollars ($100,000.00). Page 2 of 2

In light of the exigent need of the applicable services and important and time-sensitive nature of the encouraging residents to get vaccinated, it is requested that the Massachusetts State Lottery Commission authorize the Executive Director to enter into a temporary emergency contract with Experian Information Services, Inc. to procure services for the identification and removal of duplicate records of entries into the VaxMillions Giveaway. The total maximum obligation of this contract shall not exceed two hundred thousand dollars ($200,000.00). Experian Information Solutions, Inc. is currently under contract with the Massachusetts State Lottery Commission to provide ID Verification services. Page 1 of 1
