Why TNA ? 4 To target the correct competencies. To target the correct employees. To align the training towards institutional goals. Use correct training methodology. To identify correct skills, knowledge and attitudes. To get over our preconceived notions and biases.
How to conduct TNA ? 7 Identify from experts, what competencies are critical. Spell out the desired outcomes before the start. Knowledge. Skill. Attitude. Identify Gaps between desired competencies and performance. Adult Learning Principles – to be relied on. Feedback and Evaluation of training.
Adult Learning Theory and Workplace Training 8 Trainees learn best when they understand training programme objective. What officer / policeman is expected to do ? What is the level of acceptable performance ? Learn better when training linked to current job. Learn best when they have opportunity to practice.
Adult Learning Theory and Workplace Training. 9 Trainees need effective feedback. Focused on specific behaviours. Provided as soon as possible. Trainees learn by observing and imitating. Model’s desired behaviour or skills need to be clearly specified. Model should have characteristics (such as age or position) similar to target audience. Trainers need training programme to be properly coordinated and arranged.
How was it conducted 10 Brainstorming internally with experts. Design pre-meeting questionnaire on competencies. Pre-Meeting questionnaire collected and compiled before the TNA session with the attendees. “Democratic” interaction (in plain clothes) with the attendees in a) structured and b) informal format. Detailed minuting of all points raised.
Who were called. 11 Two officers each, at random from top 10 rankers of each batch (past 10 years) - P.S.I. and Dy. S.P. batches. Supervisors/Stake holders, Service Users, Departmental heads, Police Station I/C, Dy. S.P (SDPOs), Addl. Ss.P, Ss.P, Special branch officers, field officers etc. Members of Civil Society – Traders Association, Women, Weaker sections, Academicians, Political representatives, Social workers, Industrialists, Journalists, Vulnerable Sections, Opinion makers etc.
Outcome of TNA 12 Syllabus revised for PSI’s training. District Practical Training Handbook created. Subjects divided into “Must Know”, “ Should Know” and “ May Know”. Content division @ 1:1:2, Time division @ 2:1:1. Crime simulation, Moot Court, Online feed back, Role models, Soft skills training, Scrutiny of judgments, Public Speaking, Presentations, Book Review added. Rock Climbing, Jungle Camp, One Minute Drill added.
Course Material Designing 13 Conduct “Mini” TNA with experts from the field. Refer to the best books on the subject. Hire the best language experts for writing / compiling the subject matter. Subject Matter Experts to continuously read and suggest improvements. Assessment team to monitor quality and adequacy of material. Final draft to be sent to multiple officers for comments / remarks. Finalization of the reading material.
