By Shukry Rashid and Jonathan Tan W ith an eye on the changing work landscape, the Ministry of Manpower has introduced a number of initiatives to help workers and businesses get themselves future-ready. On the workers front, older workers and professionals, managers and executives (PMEs) can look forward to enhancements in assistance schemes such as the Career Support Progamme and the Professional Conversion Programme. For older workers, the upping of the re-employment age from 65 to 67 will help alleviate their worries about working longer, should they wish to. In light of future manpower shortages, small and medium-sized enterprises (SMEs) stand to get more support from the Government agencies as they adapt their operations to be manpower-lean through the Lean Enterprise Development (LED) Scheme. In our cover feature, we zoom in on three workers and a business owner who have benefitted from current schemes, with bigger things in store for them and other workers. With workers at the heart of everything the Labour Movement does, included here are some places and addresses to help workers of all ages across the employment landscape. NTUC This Week 17 APRIL 2016 BUDGET DEBATE 5 New Regulations for Private Hire Car Drivers A new licencing requirement for private hire care drivers will see increased safety for commuters. However, the National Taxi Association (NTA) feels more can be done. By Ryan Chan I n response to the Ministry of Transport’s announcement that private hire car drivers will now have to apply for a vocational licence, NTA said in a statement that “bolder steps were required.” The licencing requirement announcement was made by Senior Minister of State for Transport Ng Chee Meng during the Committee of Supply debate on 12 April 2016. The Private Hire Car Driver’s Vocational Licence (PDVL), which will kick in during the first half of 2017, means that drivers will now have to undergo safety training sessions and background screenings. They will also be subjected to a demerit point system for errant conduct, such as touting and soliciting street- hail jobs. They must also have been holding a Class 3/3A driving licence for at least two years prior to applying for the PDVL. Private hire car drivers also have to register their vehicles with the Land Transport Authority (LTA), where a decal has to be distinctly displayed on the window or windscreen of the vehicle. The decal has a tamper-evident feature, where any removal or attempt to tamper will make it non-reusable. NTA REACTION The new regulations are in line with some of the recommendations that NTA had called for in November last year in the interests of commuters’ safety. 10 EVENTS NTUC This Week 17 APRIL 2016 May Day 2016 To celebrate the spirit of the Labour Movement, NTUC will be commemorating May Day this year together with 25,000 members and partners across five NTUC May Day events in the month of May. Care, Fair and Grow – these are the three key thrusts of Labour Movement 2019 and they will also form the theme of this year’s celebrations.
