01 OVERVIEW SITE LOCATION I N TR OD U C TION SUBJECT SITE 104 AVE NW The subject site, is intended to be rezoned to accommodate a high density mixed use development. The site is bounded by 115 Street on the west and Jasper Avenue on the north, and is bisected by a lane. The existing use is a car dealership and surface car storage. The purpose of this document is to provide an overview of the context of this site within the Oliver community as well as describe the vision and design intent for the site that will guide the more detailed regulation documents and the JASPER AVENUE next phases of development. AREA 2 The project is divided into two areas for phased 115 ST NW 114 ST NW 109 ST NW VICTORIA PARK RD NW development. AREA Area 1 is located on 10039 to 10033 115 Street 1 100 AVE NW NW and currently used for surface parking by Edmonton motors cars dealership. Area 2 is located 11445-11427 Jasper Avenue and currently occupied by Edmonton Motors car dealership. The entire property is hardscaped and does not provide visual interest or a safe pedestrian experience. The sidewalk along Jasper Avenue north of the site does not have any trees or landscaping, and it is interrupted by several vehicle entrances to the site. 02 CONTEXT ANALYSIS LAND USE AND CHARACTER S I TE HISTORY The Edmonton Motors car dealership has been operating on Jasper Avenue since 1951, after moving between various locations in downtown Edmonton since 1921. At the time, this part of Jasper Avenue had a suburban character and was surrounded by single family houses. Designed across two blocks, the dealership site was meant to enhance the storage and movement of vehicles. Over time, Jasper Avenue has developed into a designated Transit Corridor and high density residential area, and the dealership does not fit with current plans for pedestrian-oriented uses along the avenue. 02 CONTEXT ANALYSIS LAND USE AND CHARACTER NEIGHBOURHOOD CHARACTERISTICS Oliver is one of Edmonton’s oldest and most unique neighbourhoods, with a diverse mix of housing types and land uses that has evolved over time. While the majority of residential dwellings are located in low and high-rise apartment buildings, there are also single detached houses, duplexes, row houses, and 01 fourplexes throughout the neighbourhood. Primarily clustering around Jasper Avenue and 109 Street, a variety of commercial properties including shops, restaurants, offices, and other services are available to residents and visitors. Several churches and schools, a hospital, and other employment opportunities are also located in Oliver. This unique mix of uses contributes to the characteristic walkability of the area, in addition to ample wide sidewalks lined with mature trees. Sustainable transportation opportunities are enhanced by the protected 102 Avenue Bike Lane, proximity to Grandin LRT Station, and a multiple high frequency bus routes along Jasper Avenue, a designated Transit Corridor. Approximately 45% of Oliver residents walk, bike, or takes transit to work (2016 Municipal Census). Recent trends in Oliver show a shift toward mixed use developments with high density residential towers atop commercial podiums that enhance 04 the street experience. These developments are occurring primarily along major arterials such as Jasper Avenue and 104 Street, including the proposed Edmonton Motors development. Mixed Use development of this nature contributes to the pedestrian-friendly, unique character of Oliver, as well as increasing residential density to ensure alignment with mature area infill targets. 02 CONTEXT ANALYSIS LAND USE AND CHARACTER JASPER AVENUE CHARACTERISTICS As Edmonton’s main street throughout the city’s history, Jasper Avenue has evolved from a main streetcar line into the major commuter arterial and Transit Corridor it is today. With narrow sidewalks on both sides of seven lanes of traffic 01 (two of which are on-street parking that become transit-only at peak times), vehicles are clearly prioritized. Land uses along Jasper Avenue range include office towers, residential towers, street level commercial, vehicle services, parking lots, and St. Joseph’s Basilica. Two municipal government projects, Imagine Jasper Avenue and Jasper Avenue New Vision, aim to promote a shift to a pedestrian-oriented Main Street design. Imagine Jasper Avenue affects the portion from 109 Street to 124 Street, and envisions improved sidewalks and pedestrian amenities, all season design, human-scaled frontages, and development focused on high- density, mixed uses with grade level commercial space. A double row of trees, outdoor retail space, street furnishing and a legible and consistent paving treatment along Jasper Avenue provide ample space for circulation and interaction around the retail frontage. Transition space is created on the 115 STREET NORTHWEST corner of Jasper Avenue and 115 Street as retail and residential uses intersect. Elements of green landscape with custom seating 02 02 elements introduce the users to the change in program. Generously planted landscape areas are gradually incorporated along 115 Street as pedestrians walks south towards Victoria Park. The mid-block plaza east of 115 Street visually connects the two residential lobby spaces providing a public space for community events. The landscape further develops into a winding path introducing large planting beds separating pedestrians from traffic on 115 Street and providing seating opportunities.
