1. Introduction Overview 1.1. This report describes the findings of a Stage 1 Road Safety Audit carried out on the Proposed Residential Development to be located on the Lands at Glenamuck, Kiltiernan, Dublin 18 on behalf of Declan Taite and Anne O’Dwyer, Joint Statutory Receivers to Certain Assets of Michael Doran and Martin Doran. 1.2. The site inspection was carried out on the 11th December 2017. 1.3. During the site inspection, weather conditions were cold and dry, road surfaces were dry. 1.4. The existing speed limit for the Enniskerry Road is 50kph. The existing speed limit for the Glenamuck Road is 50kph. The Team 1.5. This Road Safety Audit has been carried out in accordance with the procedures and scope set out in TII publication number GE-STY-01024 - Road Safety Audit. 5
Audit Scope 1.8. As part of the road safety audit process, the Audit Team have examined only those issues within the design which relate directly to road safety. 1.9. The road safety audit process is not a design check, therefore verification or compliance with design standards or any other criteria have not formed part of the audit process. 1.10. All of the problems described in this report are considered by the Audit Team to require action in order to improve the safety of the scheme and minimise the risk of collision occurrence. 6
2. Road Safety Issues Identified 2.1. Problem: Provision for Cyclists on Enniskerry Road Location: Enniskerry Road, to North and South of junction with Glenamuck Road Provision for cyclists is made in the proposed layout of Glenamuck Road, however it is unclear how cyclists will be facilitated at the tie-ins to Enniskerry Road. Inadequate tie-ins between proposed and existing infrastructure could serve to increase the risk of conflict between pedestrians, cyclists and vehicles at these locations. The proposed development, and those adjacent, may increase the number of cyclists at this section of the Enniskerry Road. This could also serve to increase the risk of conflict between vehicles and cyclists, where suitable facilities are not provided. Recommendation The Design Team should ensure that cycleways transition between each of the proposed sections of carriageway in a consistent and safe manner. Consideration should be given to the provision of cycle facilities on the section of Enniskerry Road within the proposed scheme. 2.2. Problem: Inadequate Visibility at Junction Location: Junction 1, Enniskerry Road Junction 1 onto Enniskerry Road is located on the inside of a horizontal curve. Visibility is blocked for traffic exiting the junction by an existing wall and trees/vegetation. Visibility to the junction is also obscured for traffic travelling southbound on Enniskerry Road due to these same constraints. Poor visibility could result in side-on or rear end type collisions. Recommendation The Design Team should ensure that road users approaching the junction have sufficient forward visibility and that road users exiting the junction have sufficient sightlines to approaching traffic. 2.3. Problem: Lack of Turning Provision Location: Homezone areas MC10 and MC40 Turning heads have been provided for homezone areas MC20 and MC50 but have not been provided for homezone areas MC10 and MC40. Lack of turning facilities could result in vehicles reversing into/out of the home zones (particularly larger vehicles such as refuse lorries / fire tenders). This could lead to collisions between general traffic and cyclists / pedestrians walking in the carriageway. Recommendation The Design Team should include provision for vehicles to turn around safely. 2.4. Problem: Abrupt Transition to Cycle Lane Location: Glenamuck Road The cycle lane / track along the Glenamuck Road Westbound commences abruptly and with a sharp transition to the ramp. The trafficked lane is shifted to the right in order to facilitate this cycle track provision. Vehicles travelling Westbound along Glenamuck Road may fail to anticipate this 7
change in lane alignment. This could cause vehicles to collide with the kerb or mount the cycle track, which could result in collisions between vehicles and cyclists. Recommendation The Design Team should ensure that a smooth taper is provided approaching the cycle track and that a consistent trafficked lane width is maintained by means of road markings. 2.5. Problem: Access Provision to Kilternan Abbey / Reservoir Location: Golden Ball Junction A dropped kerb is provided at the existing entrance gates to Kilternan Abbey / Kilternan Reservoir. Drawing 5157801/HTR/DR/0102 notes that “entrance gates to former Kilternan Abbey not impacted by scheme”, however there is a signalised pedestrian crossing proposed to be located in front of these gates. The lack of formal access provision could result in vehicles mounting the kerb and traversing the tactile in order to gain access to the entrance, which may increase the risk of conflict between vehicles, cyclists and pedestrians. Recommendation The Design Team should ensure that access provision is maintained to these entrance gates. 2.6. Problem: Lack of Tactile Paving Location: Pedestrian Crossing at Golden Ball Car Park Access No tactile paving is shown to be provided at the pedestrian crossing across the access to the Golden Ball car park. This could result in visually impaired pedestrians inadvertently stepping onto the carriageway, which could lead to collisions with other road users. Recommendation The Design Team should ensure that tactile paving is provided at all pedestrian crossings. 2.7. Problem: Junction Radii Location: Glenamuck Road to Enniskerry Road Southbound The radius from Glenamuck Road to Enniskerry Road Southbound appears to be quite small. This could create difficulty for long wheelbase vehicles such as double decker buses in navigating the turn. This could result in conflict with other road users, particularly those waiting to turn right from Enniskerry Road. Recommendation The Design Team should ensure that the radius provided is sufficient for a double decker bus to complete the turn from Glenamuck Road to Enniskerry Road Southbound without conflicting with other road users on Enniskerry Road. 8
2.8. Problem: Existing Bus Stop Facilities Location: Glenamuck Road, opposite Cromlech Close An existing bus stop is positioned at the location of the proposed cycle lane / grassed area. The proposals do not detail the amendments to be made to this bus stop. The lack of provision of a formal bus stop here could result in in-formal stopping of buses, which could result in rear-end collisions by unsuspecting motorists following. Additionally, alighting bus passengers at an informal bus stop could be struck by passing vehicles where there are insufficient facilities. Recommendation The Design Team should make provision for the inclusion / relocation of this bus stop as part of the proposed scheme. 2.9. Problem: Vertical Transitions to/from Cycle Track Location: Glenamuck Road The vertical transitions from cycle lane to cycle track (and vice versa) are located too close to both the entrance to Cromlech Close, and the left turning lane on Glenamuck Road. This might increase the risk of vehicles failing to anticipate cyclists who are transitioning from the cycle track to the cycle lane. Recommendation The Design Team should ensure that the vertical transitions to and from the cycle track are designed in accordance with the guidance outlined in the National Cycle Manual. 9
3. Audit Team Statement 3.1. We certify that we have examined the drawings and documents listed in Chapter 1 of this Report. 3.2. The Road Safety Audit has been carried out with the sole purpose of identifying any features of the design which could be removed or modified in order to improve the road safety aspects of the scheme. 3.3. The problems identified herein have been noted in the Report together with their associated recommendations for road safety improvements. We (the Audit Team) propose that these recommendations should be studied with a view to implementation. 3.4. No one on the Audit Team has been otherwise involved with the design of the measures audited. 4. Designers Response 4.1. The Designer should prepare an Audit Response for each of the recommendations using the Road Safety Audit Feedback Form attached in Appendix A. 4.2. When completed, this form should be signed by the Designer and returned to the Audit Team. 4.3. Where the Designer and the Audit Team cannot agree on an appropriate means of addressing an underlying safety issue identified as part of the audit process, an Exception Report must be prepared by the Designer on each disputed item in the audit report. 11
