June 2022 Councillor Stroud’s Update Mayor and Council will be in Conklin for a special Council meeting on June 27, 2022. The meeting will be held at the Conklin Multiplex, on 244 Northland Drive and will begin at 3:00 p.m.. Administration is bringing forward an amendment to Bylaw No. 22/008 to allow for smaller residential lots in Conklin. A required Public Hearing will be held. Council is in the draft stage for the Regional Municipality of Wood Buffalo 2022-2025 Strategic Plan. This road map to the future outlines the steps the Municipality will take during this time, as well as the key performance indicators that will measure success. Mayor Bowman and myself met with Willow Lake Métis Nation near the end of April. We also met with the Willow Lake Community Association in May. We had good discussions with both organizations. The Minister of Advanced Education, Demetrios Nicolaides, announced funding for programs which include health care aide training, practical nursing and animal health technology. In northeastern Alberta, the targeted enrolment expansion program will invest in seven programs, supporting more than 400 new seats over three years at three post-secondary institutions, which include: • Keyano College: $1.3 M • Lakeland College: $990 K • Portage College: $1.7 M “Enthusiastic students will be able to pursue fulfilling careers in health care, animal health and more to the benefit of their communities.” commented Minister Nicolaides. I attended the Traditional Ceremony of Achievement in May for Indigenous Graduates in our region. I congratulated the students on behalf of Mayor Bowman and Council. I also attended the Fort McMurray Public School Division 2022 Employee Recognition Awards as Deputy Mayor. They were both very enjoyable events. Residents are invited to attend a special TELUS PureFibre media launch event for the Regional Municipality of Wood Buffalo on Thursday, June 9, 2022. “With the number one internet technology for speed and reliability, this network infrastructure will enable communities to bridge geographic and socio-economic divides and connect residents to the resources and information that enrich their lives.” Residents must register by Friday, June 3, 2022 at https://telusrmwb.eventbrite.ca. Attendees at the event have an opportunity to receive great TELUS giveaways and can ENTER TO WIN a brand new 64GB IPAD! Light refreshments and snacks will be served. Chard Métis are in the process of leasing office space in the Janvier Municipal building. The office will be used mainly for meetings and programming. I am a member of the Emergency Advisory Committee and receive regular updates. Wildfire season has started. All burning in the Forest Protection Area, with the exception of campfires, require a fire permit. June 2022 Join the It’s Time to Read as the book club commemorates National Indigenous History Month by exploring 21 Things You May Not Know About the Indian Act by Bob Joseph. Since its creation in 1876, the Indian Act has shaped, controlled, and constrained the lives and opportunities of Indigenous Peoples, and is at the root of many enduring stereotypes. Bob Joseph’s book comes at a key time in the reconciliation process. This essential guide is written by a leading cultural sensitivity trainer and is key to understanding the legal document and its cruel, enduring impact on generations of Indigenous Peoples in Canada. June 2022 Check your mail - property tax notices are out The Municipality mailed out about 35,000 property tax notices on May 18, 2022. It is the responsibility of property owners to contact the municipality if they do not receive their notice. Late payment penalties will be applied to any outstanding balance of property taxes after June 30. There are several convenient payment options such as the monthly Tax Instalment Payment Plan. Rural non-residential small business property sub-class Don’t forget: Business owners that meet the criteria outlined in the provincial regulation can apply to receive a 25 per cent reduction from the rural non-residential municipal tax rate. June 2022 The Canada Day Parade returns to Franklin Avenue 10:30 a. m. July 1 Family, friends and neighbours are invited to line the sidewalks of Franklin Avenue with red, white and orange to enjoy the Canada Day Parade. As we come together, let’s take time to reflect on Canada’s shared history and the future we want to build together. However you plan to observe this day, take the time to gather with friends, family, and those you love. Float registration Businesses, organizations and community groups are encouraged to join the parade and register a float or walking group before the June 17 deadline. Parade details The Canada Day Parade will start on July 1 at 10:30 a.m. at Riedel Street and proceed north on Franklin Avenue ending at the corner of Main Street and Clearwater Drive. Those looking for a calmer, sensory friendly parade experience are invited to watch the parade on Main Street. Once floats turn off Franklin Avenue and on to Main Street, the volume will be turned down and sirens will stop, as they continue quietly to end the parade at Clearwater Drive. The parade isn’t the only event happening on Canada Day. Keep an eye out for updates from MacDonald Island Park and other organizations on community events happening July 1. Fundraising opportunity available for community organizations and groups The parade organizing team is seeking support from community organizations and groups to assist. There are three separate opportunities available, and the Municipality will provide a fee for service to successful applicants. The VPR was developed to assist vulnerable persons in the Region during emergency evacuations and fire dispatched 9-1-1 calls. The program is available to residents who experience any of the following: • Mobility issues • Visual or hearing impairments • Developmental or cognitive impairments • Challenges related to mental health • Residents who require electricity for life-sustaining equipment such as life support, oxygen, dialysis, etc. • Short term assistance (due to illness or recovery from surgery) If you know someone who could benefit from the VPR program, visit rmwb.ca/vpr for more information. 7

June 2022 Be safe on the water – be prepared From canoeing to jet boating, boating is a popular recreational activity and mode of transportation in the RMWB. Regional Emergency Services asks all boaters to remember to be safe as they get back out on the water. *The water is cold In June, the water in our lakes and rivers is still very cold. If you fall in, hypothermia is a real threat. • Wear an approved lifejacket or PFD and layered clothing for insulation. Avoid potentially dangerous weather conditions. • Take all measures necessary to avoid capsizing your boat or falling into cold water in the first place. • Carry all required boating safety equipment, as well as drinking water and snacks, survival tools, and clothing that protects you from the sun. Alcohol and boating Every year hundreds of people die as a result of boating-related activities. Almost 65% of these deaths involve the use of alcohol. There is no safe way to mix alcohol and drugs with boating. Lifejackets, lifejackets and… lifejackets Wear lifejackets or Personal Flotation Devices (PFDs). It's the law to carry one that fits each person in the vessel, but Red Cross recommends wearing it every trip, for the whole trip. *Adapted from Canadian Red Cross information 14

June 2022 Specialized Mobility Bus Service – Conklin The Specialized Mobility Assistance Required Transportation (SMART Bus) service is available in the rural communities, including Conklin! The service is typically available in each rural community one day every week to take individuals with disabilities or seniors, who have no other means of transportation, to and from Fort McMurray. Riders are able to book trips between designated pick-up and return times. Eligible Conklin community members that would like to use the SMART Bus service need to register first, then one designated day a week for service and hours of operation will be established. How to register and book the SMART Bus Individuals with disabilities or seniors, who have no other means of transportation, can register for the service. Completed application forms must be received before booking the service. To begin the registration process, visit rmwb.ca/smartbus, contact the SMART Bus booking line at 780-743-7909 or email at smartbus@rmwb.ca . Once registered and a designated day for service is established, you may book a trip by calling 780-743-7909 between the hours of 8:00 a.m. to 4:00 p.m., Monday through Friday. Booking must be made by 12:00 p.m. the day before designated day. Clients must provide destinations for pick-up, drop-off and return. Please note the SMART Bus is a shared service and does not remain with the client for the duration of the visit to Fort McMurray. SMART Bus Fees Rural Service is $10.00 each way. One-way trips can be provided. Bookings for SMART Bus for rides in Fort McMurray, between the hours of pick-up and return, can be booked for an additional $1.50/ ride. June 2022 Conklin Garbage and Recycling Drop-off Do you know that you can drop off residential garbage and recycling, including household hazardous waste, for free at the Conklin Waste Transfer Station? All community members are encouraged to use the facility located on the Conklin West Road (Range Rd 82A). Help protect the environment and keep Conklin clean by disposing of items properly. All items are brought to the Municipal landfill for proper disposal or recycling. NEW – Seasonal Hours of Operation (Apr. 1 – Oct. 31): • Monday: 9:00 a.m. – 5:00 p.m. • Tuesday: 9:00 a.m. – 5:00 p.m. • Friday: 9:00 a.m. – 5:00 p.m. • Sunday: 9:00 a.m. – 5:00 p.m. Our extended seasonal hours help to reduce bear activity in the area and provide improved service for waste disposal in the community. With this funding in place, all parents of children zero to Kindergarten age can expect to save between $300 and $350 off the regular, pre-subsidy fee per child per month. The grant will come straight to the dayhome agency, so families do not need to apply to benefit from reduced fees. Childcare subsidy has also been expanded to include family incomes up to $180,000/year. June 2022 CEMETERY HEADSTONE PROJECT The Conklin Metis Local #193 has graciously approved to continue the project of getting a head stone for each of our dearly departed members resting at the St. Vincent Cemetery. This project will take approximately three to four years to complete as there are many steps to take to ensure information gathered is accurate. I would like to ask all family members that are interested in participating in the program to provide the following information as soon as possible: • Identify unmarked grave site(s) with name & location • Provide a copy of death certificate We will complete 20 head stones per year until the project is complete.
