Background Joint Technical Committee 1 (JTC 1) is an internationally JTC 1 recognised Standards developer for Information, Communications and Technology JTC 1 sits under the International Standards Organisation (ISO) and International Electrotechnical Commission (IEC) JTC 1 has a network of the national standards bodies of 92 countries (one member/one vote per country) Currently there are 34 Participating countries and 58 Observing countries Australia is a P-member 2
Background JTC 1 has 19 Sub-Committees, 5 Special Working Groups, JTC 1 and 1 Working Group. (Each Sub-Committee has a number of WGs) 3
JTC 1 Plenary 28th ISO/IEC JTC 1 2013 Plenary Meeting in meeting Perros-Guirec France on behalf of AFNOR (Association française de normalisation) 126 representatives from ISO/IEC National Bodies (23 in attendance) and liaison organisations Chaired by Karen Higginbottom (Chair since November, 2008 and Director of Standards Initiatives at Hewlett-Packard, USA) Next ISO/IEC JTC 1 Plenary meeting will take place in Abu Dhabi, United Arab Emirates, on 15- 20 November 2014. Future meetings are scheduled to take place in October/November 2015 (China) and October/November 2016 (Norway). 4
Key outcomes New JTC 1 Subcommittee (Resolution 21) Approval of a new SC 40 IT Service Management and IT Governance which is the integration of WG 8, SC 7 WG 25 and WG 27. Australia will serve as Secretariat (Jenny Mance) and John Sheridan has been appointed as the Chair from the 1 December 2013. Call for participation for SC 40 membership closes on 22 January 2014 5
Key outcomes Establishment of a Study group on Smart Cities (Resolution 3) Approval of the establishment of a SG on Smart cities Ms Yuan Yuan, Convener from China and SAC will provide secretariat support Call for participation in the Study Group is open until 22 January 2014 6
Key outcomes Dissolution of SWG on Smart Grid (Resolution 7) Future work on Smart Grid has been transferred to IEC System Evaluation Group (SEG) Primary responsibility for the development of a framework that includes protocols and model standards to achieve interoperability of smart grid devices and systems JTC 1 representative to the IEC SEG on Smart Grid is Ronald Ambrosio (former Convenor of the ISO/IEC JTC 1 Special Working Group on Smart Grid Standards Australia will discuss the participation strategy for SEG on Smart Grid with its IEC National Committee to identify interest and potential involvement going forward 7
Key outcomes Revised Terms of Reference for the SWG on Internet of Things (IoT) (Resolution 9) JTC 1 approves the revised Terms of Reference for the Special Working Group IoT Membership is open for this SWG on IoT This area is at a very early stage of development The SWG has been asked to provide a draft reference architecture /framework which will be considered in full at the 2014 plenary meeting in Abu Dhabi, UAE. 8
Key outcomes Endorsement of continuation of the Joint Ad Hoc group JAhG for SC 24 and SC 29 (Resolution 12) SC 24 and SC 29 to continue development of a Mixed and Augmented Reality Reference Model (RM) that will be the RM used by both SCs. JTC 1 SWG Management (SWG-M) to recommend that a more permanent structure and robust process is needed to address joint work between JTC 1 entities. SC 24 and SC 29 to provide information on their experiences to the SWG on Management and for a recommendation by 10 October 2014 for consideration at the 2014 JTC 1 Plenary meeting. Standards Australia will be consulting with both our mirror committees to seek their advice to input into SWG-M 9
Reports JTC 1 Plenary received reports from representatives of its Liaison Organisations including: ITU-T (Telecommunications Standardization Sector), IEC TC 100: Audio, video and multimedia systems and equipment, ISO TC 215: Health informatics Ecma International PAS (Publicly Available Specifications) submitters (DMTF, OGC, OMG, The Open Group, SNIA, UPnP and W3C) Industry consortia are collaborating closely with JTC 1 SCs which has led to seven more PAS being approved this year as JTC1/ISO/IEC International Standards from these submitters. 10
Reports The Open Group, Object Management Group and ESTI provide documents that are freely available on publication. This highlights the significant challenge that NSBs are now facing in the ICT sector as industry based consortia respond to growing market demands for freely available standards. 11
SC Chairs Chairs of SC’s also reported on their respective presentations areas of activity. Copies of these presentations where available have been circulated to all our JTC 1 National Mirror Committees and JTC 1 SAC. 12
Observations/ In terms of country participation at JTC 1, the Conclusions USA, China, Korea, Japan, Canada, Germany and the United Kingdom are the leading players. Australia, the Netherlands and South Africa can be categorised as ‘second tier’ in terms of involvement across all of JTC 1’s SCs and SWG Management and Directives. Notwithstanding this, Australia is held in high regard and its contribution in areas such as Governance of IT, Biometrics and its recent involvement in Cloud Computing is appreciated by JTC 1 members. Australia’s Head of Delegation and Chair of Standards Australia’s JTC 1 Strategic Advisory Committee, John Sheridan on behalf of IT-030 and WG 8 navigated challenging issues in relation to achieving the establishment of a new SC 13
Observations/ JTC 1 and its SCs are widely recognised as the Conclusions leading standards development entity for many areas related to ICT. It is also well known as a vehicle for the fast track processing of Publically Available Specifications (PAS) and internationally recognised for ‘keystone’ standards such as the JTC1/ISO/IEC 27000 series in IT security. Feedback from industry liaison organisations / industry consortia and PAS submitters is that there is an on-going need for a ‘new JTC 1 product’ that permits broader participation options, invites less formality in the standards development process, is faster to market i.e. 12 to 18 months, and is a baseline document to an international standard once the technological and related issues have been worked out. 14
Observations/ SA will continue to keep abreast of developments Conclusions taking place within JTC 1 and plays an active role at the governance level to help shape and influence the current and future direction. JTC 1 has significant challenges if it is to remain market relevant and outcomes focused. Notwithstanding the significant role played by ICT majors including, Microsoft, Hewlett-Packard, Intel, CISCO and Samsung in JTC 1’s activities, there is always a shortfall between the demands placed on JTC 1 and its SCs, SWG’s and the finite resources available. China has in recent years also expanded its involvement in key areas of strategic interest including cloud computing and IT Security. SA has been involved in SWG-M and SWG-D over the last 2 years but it is now even more of a strategic and operational imperative to continue to do so. 15
JTC 1 Strategic Joint Technical Committee 1 – Strategic Advisory Advisory Committee (JTC1 SAC) was established by SA in Committee: 2011 Scope It is convened by SA to operate at a strategic level to provide guidance to support Australia’s interface with JTC1 Involvement in JTC 1 SAC enhances information sharing and communication and provides an opportunity to address ICT standardization issues and challenges on behalf of Australia The ongoing challenges and opportunities surrounding such critical areas as accessibility, governance of IT, big data, energy efficiency, ICT sustainability, security, and cloud computing ensures that JTC 1 SAC has a key advisory role to play 16
