ESHB 2421 (Tarleton) – Even Year Funding } State reimburse counties for prorated state and federal share of primary and general elections in even-numbered years. } Counties will be required to produce of a local voter's pamphlet before each primary, general, or special election. } Budget included $4.8 million to counties for pre-paid postage ESB 6313 (Liias) – Youth Voting } Allows 17 year olds to vote if 18 by the general election. } Requires that DOL provide an automated process for 16 and 17 year olds to sign up to register to vote. } Requires certainty public universities, and any public university if requested by the student government, open student engagement hubs to provide ballots. } Provides that OSPI and other entities make civics resources and materials available for high school civics courses.
ESHB 2588 (Pollet)– Special Purpose Districts Accountability } Requires state auditor to report unauditable special purpose districts to the county/counties within which the special purpose district is located. } Requires counties to withhold funding from these districts, with exceptions to ensure continuity of district services. } Allows a county legislative authority to dissolve an unauditable district after a public hearing and the passage of ordinance. } Allows counties to assume responsibilities of the district and impose an additional levy. HB 1520 (Morgan)– Election Date on Ballot Envelopes } County auditors must “prominently display” the date of the election on the envelope in which a voter receives a ballot and other election materials.
HB 2405 (Duerr) – Commercial Property Assessed Clean Energy and Resiliency financing program } Establishes a tax increment financing program financed by capital providers and administered by counties or the Department of Commerce, for energy and resiliency efficiency retrofits and new energy efficient construction. } Establishes that a C-PACER lien, with the consent of other lien holders, superior to any other non-tax lien. } Governor veto – removed Commerce ESSB 6028 (Pedersen) - Uniform Electronic Transactions Act (UETA) } Adopts the Uniform Electronic Transactions Act (UETA). } Requires electronic records and signatures be given the same legal effect as ink signatures and paper records. } Updates provisions throughout the code to be consistent with UETA.
HB 2261 / SB 6184 ( Leavitt)/Randall)- Concerning marriage licensing and solemnization by County Auditors } Eliminates 3-day waiting period and allows Auditors to solemnize. EHB 2008 (Hudgins) – Alternate Methods of Ballot Security } Pilot a one-piece ballot security sleeve and return envelope. HB 2664 (Lovick) – Sheriff’s Office Qualifications } Requires candidates for sheriff to show evidence of completion of training when filing. Would have required a filing fee and created some questions about intention as screening.
SSB 6183 (Hunt) – Allowing Service and Overseas Voters to Use the Common Access Card as a Digital Signature on Election Material } SOS would develop rules ESHB 6238 (Hunt) – Requiring Local Ballot Measure Statement Members be Registered Voters in the Jurisdiction } Would require that the committees that develop the statements for and against ballot measures that are included in local voters’ pamphlets must be composed of registered voters in that jurisdiction. ESSB 6156 (Takko/DOL) – Modifying the Requirements for Collector Vehicle Registrations } Increased the fee and establishes 5 year renewal.

What happens if officiant hasn’t filed the certificate, and a presentation copy isn’t available. How to prove marriage? } Elimination of Torrens Election Committee } Nothing Proposed
