SCOTLAND’S AI STRATEGY
Scotland’s AI Strategy launched on 22 March 2021 with the vision for Scotland to
become a world leader in the development and use of trustworthy, ethical and
inclusive AI. By achieving this vision, AI will be enabled to contribute to making
Scotland fairer, greener, more prosperous and outward looking.

The strategy will be delivered under the leadership of the Scottish AI Alliance, an
open-to-all stakeholder group convened with representation across society. The
Alliance comprises of a Leadership Circle board and a Support Circle team, and
wider Delivery and Community Circles comprising of people and organisations
convened as and when required.

Announced in the strategy was the development of a Scottish AI Playbook, an
open and practical guide to how we do AI in Scotland, introduces our vision, our
principles and the practices we will adopt to realise our vision.

The strategy commits to 38 actions across three timelines (First 100 days, Year 1,
Year 2 and beyond) across three tracks:
   • Track 1 – Establish collective leadership through the Scottish AI Alliance
   • Track 2 – Create the foundations for success
   • Track 3 – Build an AI Powerhouse

The 38 actions of the Strategy have been divided into 10 progammes of work.

THE ROLE OF THE DATA LAB

The Support Circle (the executive function) of the Scottish AI Alliance is a
partnership between the Scottish Government (SG) and The Data Lab Innovation
Centre (TDL).

The Data Lab is Scotland’s Innovation Centre for Data Science and AI and its
position as a hub connecting industry, public sector, third sector and academia
across Scotland and internationally places the organisation in an ideal position to
support the government in the delivery of the Strategy. A Scottish AI Alliance
team is embedded in The Data Lab. The Data Lab is hosted administratively by the
University of Edinburgh.

THE SCOTTISH AI PLAYBOOK

The Strategy committed to the development of the Scottish AI Playbook, an open
and practical guide to how we do AI in Scotland and four strategy actions are
directly associated with the Playbook.

Action 2.1 Begin work on the Scottish Playbook for AI.

Action 3.5 Develop the AI Playbook to address challenges and pursue opportunities for
academia, industry, public and third sector to adopt AI-enabled solutions.

Action 3.11 Review and adapt the AI Playbook based on feedback and results.

After extensive stakeholder engagement and user requirements gathering
throughout 2021, a decision was made that the first iteration of the Playbook will
be created as a wiki site that will enable collaboration with the data and AI
community in Scotland.

WHAT ARE WE LOOKING FOR?
DESIGN AND DELIVERY AND INITIAL MAINTENANCE OF
A WIKI-FORMAT WEBSITE

We are looking for a company to design, develop and deliver a publicly accessible
wiki-format website which hosts the Scottish AI Playbook.

NEW WEBSITE

This will be a new wiki, however we have existing assets to be included in the wiki
as a starting off point.

We have carried out an initial assessment of existing wiki platforms and have
narrowed our options down to Foswiki, MediaWiki and Tiki Wiki CMS Groupware
on account of the need to for the wiki to be open source, with all data and
content owned by Scotland’s AI Strategy. We are however open to other options.

Due to our diverse user groups and knowledge levels, we need to work closely
with the company to ascertain the information architecture of the wiki.

Visual design of the wiki must be in keeping with current Scotland’s AI Strategy
brand guidelines.

ACCESSIBILITY

The content and design of the wiki must meet WCAG 2.1 accessibility standards.

DELIVERABLES

The desired outcome from this project is to have a functional beta MVP of the
Scottish AI Playbook wiki which can be accessed by the public, provides a
relatively streamlined flow of information through associated links, offers users
the opportunity to submit updates/reviews/new resources on review of a
moderator/administrator. This will include delivery of the following pages:

    •   Home Page
    •   Development of a future-proofed content skeleton to structure content
        for initial six key user groups
    •   Separate pages for each existing asset/resource
    •   Pages for State of AI Report 2021/2022

TONE/VOICE

Accessibility is key in Scotland’s AI Strategy. All content should be in keeping with
the Scottish Government’s content guidelines, as well as meeting aforementioned
accessibility standards. The tone of Scotland’s AI Strategy is that of the friendly,
open and approachable professional.

KEY FUNCTIONALITIES

-   Create a Page
       o Users can create a page with a title, text, images and links etc within a
           specific format. Created pages do not go live until reviewed by an
           Administrator.
       o Different page types (to be agreed with developer)
       o Ability to embed content such as videos
       o Clear version history

-   Edit a Page
    Users can edit a page's text, images or links or embedded content. Page edits
    do not go live until reviewed by an Administrator.

-   Link a Page
    Users can add links to pages, both external links (for other resources) and
    internal links (to other wiki pages). External links do not go live until reviewed
    by an Administrator.

-   Report a Page
    Users can report a page for incorrect information.
-   Full page search
-   Hierarchical page display
-   List of recently edited pages
-   Tag-based searching

MAINTENANCE AND SUPPORT FOR INITIAL 6 MONTH PERIOD POST-
DELIVERY

We would like a maintenance/support package for the first six month period post-
delivery so that we can get the site bedded in and rolled out. We expect this to be
for approximately 10 hours technical support per month for 6 months so an
hourly support cost would be appreciated.

TIMEFRAME FOR DELIVERY
We expect a functional MVP to be available by mid-March 2022 for review with
the first public version of the site to be launched on 30 March 2022.

BUDGET
The total budget for the design, development, delivery and maintenance for the
first 6 months of the wiki site is anticipated to be between £15,000-£20,000
(inclusive of VAT).

SUBMISSIONS
INFORMAL CHAT
We would like to invite interested submitters to have an informal 15 min chat via
video call before the final proposal and associated quote is submitted. This will
give you an opportunity to ask any questions and clarify any points to enable you
to prepare a proposal. Proposed dates for this informal chat are 09.30-11.30 on
Tuesday 8 February and Tuesday 15 February 2022. Please get in touch to

DETAILS REQUIRED

We ask that organisations submit proposals containing the following essential
information:

   -   Introduction to your organisation
   -   Relevant experience
   -   Examples of similar work previously undertaken
   -   Proposed plan of work identifying any key
       milestones/checkpoints/deliverables
   -   Breakdown of costs

All proposals need to be submitted through an online submissions system by 17
February 2022. Please click on this link to access the submission form.

We will notify everyone of the outcome by 24 February with the project expected
to start the week beginning 28 February 2022.

PROSPECTIVE SUPPLIER GUIDELINES
INDEPENDENT PROPOSAL/QUOTE

By submission of a proposal/quote, prospective suppliers warrant that the prices
in the proposal have been arrived at independently, without consultation,
communication, agreement or understanding for the purpose of restricting
competition, as to any matter relating to such prices, with any other potential
supplier or with any competitor.

COSTS INCURRED BY PROSPECTIVE SUPPLIERS

This document relates to an Invitation to Quote only and not a firm commitment
from The Data Lab to enter into a contractual agreement. The Data Lab will not
be held responsible for any costs associated with the production of a response to
this Invitation to Quote.

SELECTION CRITERIA

Each proposal will be assessed by four reviewers from the Scottish AI Alliance
Support Circle (two from The Data Lab and two from the Scottish Government)
The selection of the preferred supplier will be at the Support Circle’s discretion
but in making the decision, each submission will be scored against the following
criteria:

    •   Perceived value for money
    •   Relevant expertise and experience of the prospective supplier
    •   Perceived understanding of the tasks at hand
