8 – INTRODUCTION This document outlines the procedures to be used by Wrestling Canada Lutte (WCL) for selecting the athletes, coaches, and support staff that will be nominated to Commonwealth Sport Canada (CSC) to represent Canada at the 2022 Commonwealth Games in Birmingham, England. WCL is carefully following the evolution of the coronavirus on the global and domestic level and how it may impact obtaining domestic nomination of athletes for the 2022 Commonwealth Games. Unless otherwise required by exceptional and unforeseen circumstances related to the impact of the coronavirus, WCL will respect these published Internal Nomination Procedures as written. However, situations related to the coronavirus pandemic may arise that require this Internal Nomination Procedure to be modified. Any modifications will be made promptly and as often as required following developments that directly impact the Internal Nomination Procedure. In such circumstances, any modifications will be communicated to all affected individuals as soon as possible. Further, situations may arise that do not allow this Internal Nomination Procedure to be modified or applied as written due to time constraints or other exceptional and unforeseen circumstances. In such situations, any decision, including nomination decisions, will be made by the individual(s) with decision- making authority, as stated in this Internal Nomination Procedure, in consultation with the relevant individual(s) or committee(s) (as applicable), and in accordance with the stated performance objectives and selection philosophy and approach as stated herein. Should it be necessary to make any decision in this manner, WCL will communicate with all affected individuals as soon as possible. For questions or clarifications on the contents of this document, please contact the High Performance Director (HPD): cwoodcroft@wrestling.ca. 2 – DECISION-MAKING AUTHORITY The High Performance Director (HPD) is responsible for the development and implementation of a selection process that is fair and equitable for all candidates. Oversight was provided by the High Performance Advisory Committee (HPAC), comprised of athletes and coaches. Final approval of the policy was made by the Board of Directors. During the competition period onsite at the 2022 Commonwealth Games, all final decision-making authority will reside with the HPD, or their designate. = – PERTINENT DOCUMENTS The following documents are relevant and may be applied during the team selection process and/or after athletes are selected to the Commonwealth Games Team. • CSC Athlete Agreement; • WCL Code of Conduct & Ethics; • National Team YTP; • WCL Discipline & Complaints Policy; • WCL Appeal Policy; • WCL Interim Vaccine Mandate. > – QUOTA SPOTS The 2022 Commonwealth Games will be run using the six (6) Olympic weight categories in Women’s and Men’s Freestyle: • Women (WW): 50 kg, 53 kg, 57 kg, 62 kg, 68 kg, 76 kg • Men’s Freestyle (FS): 57 kg, 65 kg, 74 kg, 86 kg, 97 kg, 125 kg The current team size quota allocation, which is subject to change by the CSC, is as follows: • Women (WW): six (6) quota spots; one per weight class • Men’s Freestyle (FS): six (6) quota spots; one per weight class @ – ATHLETE ELIGIBILITY In order to be considered by WCL for nomination to the 2022 Commonwealth Games team, all athletes must meet the following requirements at the time of qualification and nomination, and maintain these requirements through the completion of the 2022 Commonwealth Games: • Be a Canadian citizen; • Hold a valid Canadian passport that does not expire on or before December 31, 2022; • Be in compliance with all relevant United World Wrestling (UWW), Commonwealth Sport Canada (CGC), Commonwealth Games Federation (CGF), and WCL requirements for eligibility, including: o CSC’s COVID-19 Policy, which includes vaccination and testing requirements; o All applicable COVID-19 protocols and guidelines, including government, health authority and industry protocols and guidelines; • Sign, submit an comply with the CSC Athlete Agreement; • Remain a member in good standing of WCL, which includes respecting the following conditions: o Must not be under suspension, or other sanction, for any doping or doping-related offense; o Must not be under suspension, or any sanction for any WCL Code of Conduct & Ethics or Discipline & Complaints Policy offense or any other relevant WCL policy; o Must sign and comply with the Athlete Agreement as required by WCL and/or Sport Canada; o Must not have any outstanding invoices with WCL; • Alternate Athletes selected must also comply with all of the obligations and requirements indicated in this document and must ensure that all administrative and financial obligations are fulfilled within 24 hours of notification of their pending team nomination; • Athletes named to compete in the 2022 Commonwealth Games team will be required to comply with the dress code regulations of the WCL Team and CSC. A – FUNDING All athletes and the allocated support team will be fully funded for the Games by CSC and/or WCL. B – QUALIFICATION PROCEDURES The 2022 Canadian Commonwealth Games Team will be qualified in two stages: Stage 1: 2022 Senior Canadian Wrestling Trials Stage 2: Commonwealth Games training, competition, and administration obligations Stage 1: 2022 Senior Canadian Wrestling Trials The number 1 ranked athlete from the 2022 Senior Canadian Wrestling Trials in each Olympic weight class*, will be nominated to the 2022 Commonwealth Games Team. • Women (WW): 50 kg, 53 kg, 57 kg, 62 kg, 68 kg, 76 kg • Men’s Freestyle (FS): 57 kg, 65 kg, 74 kg, 86 kg, 97 kg, 125 kg If the top ranked athlete from the 2022 Senior Canadian Wrestling Trials declines their nomination for team selection, the alternate will be selected based on the criteria outlined in Section 8. *NOTE: given the timing of team nomination to CSC, wrestle-off provisions will NOT be in consideration. Stage 2: Performance Readiness and Injuries Nominated team members and alternates will be required to demonstrate a commitment to the HPD (or designate) approved training and competition program, leading into and throughout the 2022 Commonwealth Games, as defined by the National Team YTP and any additionally communicated events by the HPD. National Team training camps and scheduled competitions are a necessary part of an athlete’s preparation program and are, therefore, mandatory. All nominated athletes will have their injury / health status assessed by the approved Integrated Support Team (IST) after nomination and during lead up to the Games, to ensure a proper approach to their health management. In addition to programs identified, the personal coach and HPD will identify specific competitive and training program requirements for each Team member. These requirements will be based upon each athletes’ individual needs. The athlete is expected to undergo regular monitoring against the WCL Gold Medal Profile (GMP) and programming will be based on the identified gaps. All nominated athletes shall have their injury/health status assessed by WCL medical staff at each GMP camp and WCL event as directed. Both athletes and personal coaches must communicate with the HPD and where appropriate, the National IST leads, in order to collaborate on best practices and ensure optimal preparation for the 2022 Commonwealth Games. A detailed Yearly Training Plan should be submitted to the HPD by the personal coach before June 30, 2022. Regular monthly updates from the personal coach on progress will follow. Once nominated to the 2022 Commonwealth Games Team, athletes who do not remain competitive ready because of lack of fitness, injury or illness may be removed from the Team at any time. Athletes are required to immediately report any injury, illness, or change in training that could affect their ability to compete at their highest level at the 2022 Commonwealth Games. Notification must be sent to the HPD, or their designate. Athletes may be added or removed from the team roster depending on technical changes imposed by UWW, performance-based criteria, the athletes’ yearly training and competition plan, competition readiness, injury, as well as the athletes’ compliance and fulfilment of the requirements outlined in the signed Athlete Agreement. Prior to Team Nomination to CSC, the HPD will have the final authority over dismissal of any athlete from the Team. Following nomination, any such removals are subject to the approval of the CSC Team Selection Committee. V – ALTERNATES The Alternate will be chosen based on final ranking order from the 2022 Senior Canadian Wrestling Trials, following the completion of any true second matches (where applicable). Ranking is weight class specific: 1. True Second Place 2. Third Place 3. HPD discretion Alternates may compete as members of the Team if one of the following situations occurs: • A nominated athlete declines their nomination; • A nominated athlete who becomes injured or subject to an illness so that he or she is unable to compete at the Games; • A nominated athlete does not meet the Eligibility Criteria; • A nominated athlete is disqualified for behaviour inconsistent with WCL Code of Conduct and Ethics; • A nominated athlete is disqualified, if he/she is found to be in violation of any anti-doping policy or procedure as outlined by WCL, World Anti-Doping Agency (WADA), and the Canadian Centre for Ethics in Sport (CCES). W – DECLARATION DEADLINE Athletes are required to declare their interest to participate by completing the Declaration of Participation form no later than June 3rd, 2022. Failure to complete declaration by the deadline will render the athlete ineligible for nomination. Internal Nominating Procedures: 2022 Commonwealth Games 6
83 – INDIVIDUAL PROGRAMS FOR NOMINATED TEAM MEMBERS & ALTERNATES Nominated team members and alternates will be required to demonstrate a commitment to an approved training and competition program, leading into and throughout the 2022 Commonwealth Games. These requirements will be based upon the athletes’ individual needs. Both athletes and personal coaches must be in constant communication with the HPD and WCL staff in order to collaborate on best practices and the optimal preparation and execution of the athletes training and competition program to ensure competition readiness. An updated/’live’ YTP must be in place for the athlete in question and provided to the HPD. 88 – REMOVAL OF AN ATHLETE ONCE SELECTED The HPD, or their designate reserves the right to withdraw an athlete from nomination: • If the athlete has not fulfilled his/her responsibilities with respect to mandatory training camps, testing, and competitions; • If the athlete has not fulfilled his/her responsibilities as identified in the WCL Athlete Agreement, including vaccination status; • If the athlete is found to be in breach of the WCL Code of Conduct by a duly appointed disciplinary panel in accordance with the WCL Discipline Policy; • If the athlete has be found to have committed an anti-doping rule violation by an Anti-Doping Organization with jurisdiction over the athlete. For the avoidance of doubt, this could include the CCES, UWW, the IOC, or a National Anti-Doping Organization from the country in which the athlete is located and is subject to doping control; • If the athlete is unable to perform due to injury, illness, or other medical reasons as supported by the WCL Chief Medical Officer (CMO). Following nomination to CSC, any such removals are subject to approval by the CSC Team Selection Committee. Once nominated, any substitutions are also subject to the Commonwealth Games Federation - Late Athlete Replacement Policy. 82 – ANTI-DOPING Athletes may be requested to submit to doping control by any Anti-Doping Organization that has testing authority over them. This includes the CCES, any National Anti-Doping Organization of the country in which the athlete is located, UWW, WADA and the CGF. Athlete Support Personnel, which includes, inter alia, coaches or any other person who is working with, treating or assisting an athlete, are also subject to the anti-doping rules of relevant anti-doping organizations, such as the CCES, UWW, WADA or the CGF. Should an athlete, coach or other athlete support personnel commit an anti-doping rule violation, that individual, in addition to other sanctions, will be removed from the Commonwealth Games Team. All Commonwealth Games Team members will be required to complete the CCES e-learning course prior to competing internationally. Internal Nominating Procedures: 2022 Commonwealth Games 7
8= – STAFF SELECTION The staff will be selected on the principle of sending a team of specialists that are best capable of assisting and supporting the athletes in achieving a podium performance at the Games as well as contributing to a winning team culture. Staff selections will be based on final confirmation of CSC quota allocations. Any decisions on the distribution of accreditations falls within the authority of the HPD. Staff selections will include the following: • Team Leader (1) • Coach (3) • Medical Personnel (1) Coach Eligibility A coach will be eligible for nomination provided that he/she: • Meet the criteria outlined in the 2022 Coach Selection Policy. • Comply with all CSC and B2022 requirements. 8> – NOMINATIONS TO CSC Final athlete and staff nominations will be submitted to CSC no later than June 10th, 2022. Nominated individuals must continue to satisfy the eligibility criteria laid out above until the completion of the Games. Should a nominated athlete, at any time between the sport entry deadline and the sport technical meeting for the 2022 Commonwealth Games, decline his or her nomination or be declared unable to participate in a competitive manner or no longer meet the eligibility criteria, that athlete shall be replaced, subject to the Commonwealth Games Federation Late Athlete Replacement Policy. 8@ – PROVISIONAL TIMELINE SUMMARY May 28-29, 2022 Senior Canadian Wrestling Trials (Qualification Event) June 3, 2022 Declaration of Participation Form due June 10, 2022 Entry deadline to Commonwealth Games Canada TBD Submit signed CSC Athlete Agreement July 30, 2022 Team leaves Canada August 5-6, 2022 Competition Dates August 9, 2022 Departure of Team Internal Nominating Procedures: 2022 Commonwealth Games 8
8A – APPEALS PROCEDURE WCL nominations to CSC for the 2022 Commonwealth Games may be appealed in accordance with the procedures set out in the WCL Appeal Policy. If both parties are in agreement, the WCL Appeal Policy may be bypassed and the matter brought directly to the Sport Dispute Resolution Centre of Canada (SDRCC) who will then manage the appeal. 8B – COMMUNICATION STRATEGY This document will be circulated via email to all Provincial / Territorial Sport Organizations (PTSOs) as well as published on the WCL website. WCL respectfully requests that the PTSOs share this document to their constituents via posting on their webpage and circulating via email to their members. This document will also be presented to the athletes and coaches in online meeting (to be determined). All subsequent amendments to this document will be circulated via email to all PTSOs as well as posted on the WCL website. WCL respectfully requests that the PTSOs share updates to this document with their members via posting on their respective webpage and circulating via email to their members. Communication of the final 2022 Commonwealth Games Team athlete and staff selections will be posted on the WCL website and emailed to the athletes and selected staff. Where changes have occurred in nominations, WCL will circulate the changes via email to all PTSOs as well as posting on the WCL website. 8V – MODIFICATION OF THIS DOCUMENT In the event that circumstances beyond the control of WCL arise, including, but not limited to changes made by United World Wrestling, CSC, CGF or WCL that prevents the fair implementation of these nominating procedures as written, the HPD reserves the right to determine an appropriate course of action, which may include the right to review and change any part of the document. This clause shall not be used to justify changes after a competition or trials which formed part of this document unless it is related to an unforeseen circumstance as described immediately above. This also allows for changes to this document that may become necessary due to a typographical error or a lack of clarity in a definition or wording before it has an impact on athletes. In the event of a change to this document, WCL shall inform the membership of the changes and the reasons for those changes as soon as possible.
