Initial Analysis of Socio-Demographic Indicators for COVID-19 Cases Sharlene Sedgwick Walsh and Dr. Hsiu-Li Wang Committee of the Whole Meeting November 17, 2020
Key Messages • Our local findings show a significant disproportionate impact of COVID-19 on individuals who identify as a visible minority, as black, who have a before tax income of less than $50,000 and whose first language is not English or French • These findings are in line with what has been seen in other jurisdictions such as Toronto, Ottawa, and Hamilton
Key Messages • These findings underscore the need for a greater collective, community response for groups and neighbourhoods disproportionately impacted. • To aid in the collective response, Public Health will be playing an active role in bringing together community, health care and governmental partners to work alongside impacted communities on equity, the determinants of health and access to supports for COVID infection.
Data Collection & Limitations • This analysis is based on data from 682 Waterloo Region COVID- 19 cases reported between July 17-October 21, 2020 (socio- demographic data was not collected from cases prior to July 17) • Many cases are missing data on these socio-demographic risk factors, which significantly limits the reliability and generalizability of the results Missing information occurs for a variety of reasons. Further work is being done to improve the collection of this information

Key Learnings • COVID-19 affects more: people of colour people living with low income people living in larger households people whose first language is not English or French • Addressing the social determinants of health, that underlie the increased risk of COVID, is not under the control of a single organization. The need for a greater collective, community response is imperative. • This is an initial analysis of the data. Public Health will continue to improve our data collection processes and will provide an update early in 2021 that will include a sample size of approximately six months
Next Steps • Current demographic questions do not ask people if they identify as Indigenous, Metis or Inuit Have initiated a conversation to seek permission to include this in future data collection • Initiating work on application to PHAC Safe Voluntary Isolation Site Program • Meeting with Community Leaders Identify key priorities to help prevent further spread of COVID-19 • Connecting with Waterloo Region Peer Program Sites are in operation and have identified needs in their communities that we will work to help them address
