Facilitate energy efficiencies in Local Authority Public Lighting v13.00.00 Cutover Approach Update • ESBN estimates that cutover for the v13.00.00 Market Release will require 10-11 days • The cutover is made up of two parts: 1. A system outage of 3-4 days on the Retail Market Systems to deploy v13.00.00 Schema 2. Syncing the Smart Meter data between the Retail Market and AMI Systems, estimated to require 6-7 days • Smart Meter data sync (part 2), which is specific to the ROI jurisdiction only, can be carried out while the Retail Market Systems are operational, with the following caveat: • Smart Data Services (SDS) should not be requested before: • the 4th Jan 2021 (in line with agreed Industry Positions), and • until after the Smart Meter data sync is complete • From the time that v13.00.00 Schema is deployed until the Smart Meter data sync has completed, there are a number of Market Messages that will be rejected if they are submitted with SDS populated (see appendix for details). • As part of v13.00.00 testing and dress rehearsals, ESBN is in the process of validating these scenarios and timings. 13 Rmdservice.com rmdservice.com

System outage commences COB Friday 18th December 2020 • System outage expected to finish at latest on Monday 21st December • v13.00.00 operational post system outage as per v13.00.00 Cutover Approach • Smart Meter data sync expected to finish by 31st December 2. System outage commences Saturday 26th December 2020 • System outage expected to finish at latest on Tuesday 29th December • v13.00.00 operational post system outage as per v13.00.00 Cutover Approach • Smart Meter data sync expected to finish by w/e 8th January 2021 • ESBN are minded towards option 1: System outage commences COB Friday 18th December 2020. • ESBN will also consult with other stakeholders such as MRSO & NIE Networks. • ESBN are seeking feedback from Market Participants on the above options to ReMCoDS by COB Friday 7th May 2020. 14 Rmdservice.com rmdservice.com

These Market Messages will be accepted between Go-Live of v13.00.00 Schema and completion of the Smart Meter data sync, once they are not submitted with a request for Smart Data Services. Access Agreement Approach • The existing Extranet Access Agreement requires updating to ensure GDPR compliance. • A similar Access Agreement is required for the existing Secure File Transfer Service (SFTS), and for the new MPRN Enquiry Web Service. • To meet the above requirements, ESB Networks will draft a general Access Agreement containing three Schedules to cover the access mechanisms: • RMP Extranet • Secure File Transfer Service (SFTS). • MPRN Enquiry Web Service • This general Access Agreement will supersede the existing Extranet Access Agreement. • The Access Agreement will need to be approved and signed by Market Participants in advance of the v13.00.00 Market Release. • The Access Agreement document will be communicated and shared with Market Participants as per the timeline outlined on the next slide. 16 Rmdservice.com rmdservice.com

Re-Energise with CoLE for v13.00.00 • Proposed v13.00.00 market design states that for Non-Interval sites: • When a site is re-energised, MM307 billing message is issued to the registered Supplier (MPD10) • When a CoLE is processed, MM300 billing message is issued to the registered Supplier (MPD25) • BAU operation is that where a Re-Energisation with CoLE takes place, both are processed separately and MM307 and MM300 billing messages are issued to the registered Supplier. This is not specifically called out in either MPD10 or MPD25. • This will continue to be the case from Go-Live of v13.00.00 for Non-Smart sites. • For Smart sites post v13.00.00 release, where a Re-Energisation with CoLE is requested, as per proposed design the CoLE will be processed once the Re- Energisation is complete. ESB Networks will update it owns Embedded Generator application process to include details on how a commercial storage unit applies for and agrees a house load MIC with ESB Networks. ESB Networks will contact commercial storage customers who have already made a connection application and will discuss MIC requirements with those customers.
