APPROVED JUNE 2021 BOARD MEETING RULE 17 - SEASONS 2021-22 changes for Cheer and Dance: 17-1-3 Summer Programs Summer programs must be voluntary and must be terminated by the last day of July. The IHSAA supports member schools’ involvement in voluntary summer programs. However, the IHSAA believes that students need time off during the summer and strongly recommends that member schools schedule at least ten days of non- student contact during the summer each year. a) Coaching restrictions are suspended during the summer (the day after the Spring State Tournaments through July 31st). A high school coach can coach his/her players anytime, anywhere, during this period. During this period a team can scrimmage against another team without violating the out-of-season contest requirements (renting facility etc.). Practice, competition and facility use during the summer, is not covered by IHSAA insurance (liability, catastrophic, concussion etc.). b) A high school coach who coaches a team during the summer that advances to a regional or national qualifying event can continue to coach after July 31st until the completion of the tournament/s. IHSAA must approve a written request prior to participation during August. c) Students will only be allowed to attend team camps during the summer, not during the school year. d) Member schools are prohibited from hosting athletic camps involving students from IHSAA member schools during the month of August. Coaches from member schools are prohibited from working in or hosting athletic camps involving students from IHSAA member schools during the month of August. 17-2-4 Moratoriums - The intent of IHSAA Moratoriums is to allow students and teachers/coaches quality time with their families without the pressure of losing a level playing field. Coaching Limitations a. Coaches are not allowed to coach students of the school during the following times: 1) The 7 consecutive days prior to the Fall Practice start date listed in the IHSAA calendar. 2) The 3-day, consecutive no contact period during the winter break 3) Winter and spring activity coaches may contact students after the Fall Practice start date. b. Sport specific activities lead by coaches, captains, volunteers or parents such as practices, retreats, camps, weight room and conditioning/workouts are prohibited 7 days prior to the Fall Practice start date. c. Meetings with medical professionals, parent meetings, registration, equipment handout and fundraising are allowed. These meetings shall be non-mandatory

NFHS Spirit Rules Changes - 2021-22 RULE 2 – GENERAL 2-1-21: Head coverings worn for religious reasons so as not to expose ones uncovered head may be worn and must be attached in such a way that it is unlikely to come off during performance. It must be made of non-abrasive, soft materials; must fit securely and not pose a danger to any other participant. RULE 3 – CHEER 3-2-1: Apparel/Accessories: ART. 1 … b. Hold objects in a hand that is supporting a top person. Exception: A base and top person may share a pom during a dismount from a thigh stand, shoulder sit/straddle, shoulder stand, or prep. Rationale: New exception clarifies the current interpretation (also changed for Dance) 3-3-3: Inversions: ART. 3… Braced inversions in a pyramid that do not flip or roll are permitted provided the following conditions are met: … c. The top person and at least one bracer maintains hand-to-hand/arm contact. Rationale: Requiring hand-to-hand/arm contact may put the top person in a less than ideal position by having to force a connection with an arm instead of using the same technique they would if there were no bracer. 3-3-6d: Suspended Stunts ART. 6… d. When the stunt begins in an inversion and transitions to a non-inverted position, the upper body contact may be released before the top person is no longer inverted. Rationale: No longer needed after 2020 rule changes discontinued the requirement for upper body contact. 3-5-5c: Release Stunts/Tosses ART. 5… Release transitions are permitted provided all of the following conditions are met throughout the transition: … c. The top person and at least one bracer maintain hand-to-hand/arm contact except for the following skills: 1. If the release is to a cradle position, the contact may be hand-to-foot and the bracer must be in a double-based prep with a spotter. 2 1. A non-braced top person in a vertical position at prep level or above may be released to the original bases to a stunt at any level provided the top person remains in a position where the upper body remains vertical and the legs are not in a seated/pike position. Vertical releases from an
extended position to an extended position may not perform more than a ¼ turn. 3 2. A non-braced top person in a cradle position or horizontal position at prep level or below may be released to the original bases in a loading position or stunt at any level with no more than a 1/4 turn. Rationale: Allows the hand-to-foot release to land back in a skill or other position besides a cradle. This will allow for a cleaner rule and interpretation without increasing the risk of injury. RULE 4 - DANCE 4-2-1: Apparel/Accessories: ART. 1 … b. Hold objects in a hand that is supporting a top person. Exception: A base and top person may share a pom during a dismount from a thigh stand, shoulder sit/straddle, shoulder stand, or prep. Rationale: New exception clarifies the current interpretation of 4-2-1. (also changed for Cheer) 4-2-8: Stunting Personnel ART. 8… A spotter is required for tosses to single-base prep-level stunts in which the foot/feet of the top person is/are in the hands of the base and for tosses to single-base shoulder stands. Rationale: Clarifies that a spotter is required anytime the feet of the top person are in the hands of a base or during the toss portion of a toss to shoulder stand. Mirrors language in 3-2-8.

To: All head cheer and dance team coaches From: IHSAA RE: Music Copyright Compliance Dear Coach, Please be advised that the IHSAA will continue to implement music copyright requirements for all head coaches. Please see the information, including timelines, below: 1. All NEW head coaches will be required to complete the NFHS online course “Understanding Copyright and Compliance” available at www.NFHSLearn.com. Deadline for completing the course will be November 1, 2021. Certificates of completion should be given to the school activities director. 2. All schools will be asked to update their account on the NFHS Compliance Database. Cheer and dance teams should have a “sub-account” under the school’s main account. Go to the “Resources” tab at www.nfhs.org. 3. Once the account is updated, head coaches will need to upload all music selections they will be using, along with copies of their music usage licenses, to their sub-account. 4. Competition directors will be asked to create an event on the database. 5. Schools will select which competitions they will be attending. 6. Competition directors will verify that all participating schools have the proper licensures. 7. All steps listed above will be mandatory and required for competition eligibility. NFHS Database Instructions for Copyright Compliance 1 Go to nfhs.org. 2 Select “Register” (or login if you are already in their system). 3 Once you are set up as a user, select the “Resources” dropdown and select “Copyright Compliance”. 4 Select “My Schools”. 5 Select the “Manage Schools” button and then select “Create School” if your school name is not present. 6 Once your school has been created, select “Manage Ensembles” and then select “Add Ensemble”. 7 Once your ensemble is created, select “Manage Selections”. 8 Select “Add Selection”, input the needed data and upload all verifications that are needed. Verifications should be in .pdf format and should be organized before beginning this process. Repeat this step until all selections being performed have been input. Idaho requires the following verifications: • Stock Arrangement (provide scan of first page of music that includes the copyright). • Original Composition (provide letter from composer granting you permission to duplicate and perform their work. • Public Domain (provide scan of referring webpage showing work in the public domain). • Custom Arrangement (provide .pdf of custom arrangement license or permission that has been secured from the rights holder). 9 Select “Back to Main Page” and then select “Search Events”. 10 Select {State Association} from the State dropdown and select {State Sanctioned Event}. 11 Select View/Attend for the {State Sanctioned Event}. 12 If your cheer or dance team will be attending other festivals or competitions you can select view/attend for each event you wish to attend that is using the NFHS Copyright Compliance Database.
