ON-SITE SAFETY PROCEDURES

Requirements for Scouts BSA campers:
        1. Ensure that all campers and adult leaders schedule and obtain Medical Record forms A & B
before their arrival to HESR
       2. Camp attendees will be provided Health Questionnaires in addition to the BSA
Health Forms that have an attestation about the current health and potential symptoms of the
attendees and will be gathered prior to arriving at camp. Participants/Staff who enter camp will have
their temperature taken and logged each day. If the health questionnaire
indicates symptoms, or the temperature is at or above 100.4, or other designated symptoms,
then the attendee will be asked to return to their home with their parent and be told to wait until the
next Lodge Service Project to participate
       3. Updated Equipment Requirements for Campers:
                a. mandatory minimum of cloth face mask
                b. individual water bottle
                c. tools and other personal program materials
                        C1. all personal tools and materials should be marked and never given to
        another unless it is cleaned before being returned to the owner
                d. disposable gloves, if applicable
        4. Units will be asked to follow distancing in their transportation plans, such as
individual family vehicles, or appropriate distancing in shared vehicles of two deep leadership
with face masks when traveling with other than family members.
       5. Upon arrival at HESR, scouts will be separated into cohorts of 10 scouts to 2 adults to 2
elangnomats to maintain reasonable distancing among attendees as well as supervision
        6. Attendees from the same troops will ideally be put into the same cohorts to keep major
interaction with other scouts to a minimum and to maintain a sense of comradery among cohorts. If
the number of scouts from the same troop exceeds 10, then the remaining attendees will be placed
with scouts from their respective chapters to meet their fellow members.
       7. At each cohort’s workplace there will be an Igloo water cooler to provide attendees with
water whenever they should need it. To prevent multiple attendees from touching the same thing,
one Adult or the Elangnomat(s) present will be designated to handle the Igloo to provide water to
attendees without having to constantly clean the Igloo cooler.
        8. All attendees under 18 will not be allowed to use gas or power tools, such as lawnmowers,
weed whackers, or leaf blowers.
        9. If a restroom visit is necessary, the scout and her/his buddy will be given permission by a
designated restroom monitor to enter. No more than two persons will be in the restroom at a time.
Restrooms will be wiped down regularly and hand sanitizing stations will be outside the restroom
area.

Requirements for Staff:
       1. On-site and OA staff will participate in general service project orientation prior to the 21st
of May to discuss planning and schedule run-down as well as answer any questions regarding the
Lodge Service Project.
            -   Additionally, OA Staff will participate in a mandatory Elangnomat training before
                arrival to camp
        2. The camp staff will be required to provide their BSA Health and Medical Record
Forms upon arrival at camp.
        3. Staff will be provided Health Questionnaires in addition to the BSA Health Forms
that have an attestation about their current health and potential symptoms and will also have
daily temperature check.
        4. Updated Equipment Requirements for Staff:
               a. mandatory minimum of cloth face mask (1+)
                b. individual water bottle
                c. tools and other personal equipment
                d. gloves, if applicable
        5. Following the Same troop/chapter, same cohort initiative, Elangomats will be placed into
        their chapter’s cohorts to introduce older members of the chapter to the attendees to work
        alongside them and supervise.

ARRIVAL AND PICK-UP(TBD) PROCESS
        1. Scout arrives at Hubert Eaton Scout Reservation and are screened for fever and other
symptoms
                a.) All arrivals must have a pre-screen checklist and at-risk statement in hand on the
                first day of arrival.
                b.) If ANY vehicle occupant has a fever >=100.4F, the vehicle will be directed to an
                area away from the line and re-tested. If still >=100.4F, the vehicle will be asked to
                leave HESR and not allowed up to Camp Big Horn property.
                c.) If all vehicle occupants are clear of fever, the vehicle will be allowed to transport
                scouts to camp and prepare for their respective service project with their cohorts.
        2. The Camp Ranger, or authorized volunteer, will be direct vehicles to park by class or as a
unit in the same area. Scouts will leave vehicle and go directly to appropriate cohort location.
Vehicles will remain in camp, unless given permission to leave. (Be aware that the pre-
screening process takes place at EVERY arrival.)

             EMERGENCY NOTIFICATION
                                  PROCEDURES
If any scout becomes ill, the parent will be notified right away, and the scout will be removed
from the area to a secluded location until transportation arrives to take the scout home or to the
nearest medical facility.

If, at any time during the program or within a 14-day period after, a visitor to HESR has
been found to have a fever and/or tested positive for COVID-19, it is important that the parent
notifies us right away. All participants that have visited camp will be notified of this case
immediately.
