Project Scope: Hertfordshire County Council has been working in partnership with Broxbourne Borough Council and Hertfordshire Local Enterprise Partnership to build a new access road and bridge over the New River. The scheme will deliver improved access to and from Hoddesdon Business Park for all vehicles, pedestrians and cyclists. • New access road • Bridge over New River • New links for pedestrians and cyclists. • Improved access into Business Park. • Toucan crossings for improved safety
Project Programme: • Construction started in January 2020 • Completion planned for Spring 2021 • Most of the works are offline and will result in low impact to traffic. High Leigh Development In November, the Council’s Planning and Regulatory Committee refused the first submission of a design code for the first phase of development. This code is currently being revised. A planning application for the first phase of housing development along Lord Street has been submitted. There are 100 dwellings in that application. The County Council has recently approved a two form of entry primary school which will sit at the heart of the development. That school is proposed to house the relocated Westfield Primary School.
Lowewood Museum After several months of searching for possible solutions to continue the museum service at Lowewood Museum, the Council, in conjunction with the Friends of Lowewood Museum, has identified a viable solution to keep the facility up and running. It was announced in December 2019 that the Council could not commit to the additional funding required to run Lowewood Museum, and that the museum would close in June 2020. However, following a search for an alternative solution, the Council has entered into negotiations to establish a trust which will enable a team of volunteers to run a service. The trust will be established with the support of the Friends of Lowewood Museum. The work of volunteers will be an invaluable and crucial element to the running of the service, as has been the case in the past. Members of the public can contact enquiry@broxbourne.gov.uk should they be interested in supporting Lowewood Museum through volunteering.
Public Space Protection Order (PSPO) A PSPO is an order designed to stop anti-social behaviour being committed in a public place. The PSPO for Hoddesdon will center on the Pound Close playing fields. It is hoped that the Hoddesdon PSPO will tackle persistent problems of street drinkers using the area in question by prohibiting consumption of alcohol in the area 24 hours a day. In line with other Borough PSPO’s, dog fouling will also be covered. Once the order is in place it is effective 24 hours a day for the set period until review and or renewal. Enforcement action is dealt with by Police, Parkguard and other authorised officers. These enforcers cannot be present at all times but will have the extra powers afforded by the order when they visit the park. The enforcers will also be able to exercise discretion in the application of the order.

Love Hoddesdon BID • Love Hoddesdon BID established in January 2018 for initial 5 years. • Generates an annual income of £100k from local businesses to invest in the town • Current events/initiatives include – Brown tourist attraction signs on key routes (A10) to be installed shortly – ‘Shop Local’ campaign – Publicly accessible defibrillator to be on outside of Library – Enhanced town centre events programme

New Council Website The Council has launched the first phase of its new website. Customers can now do a number of things online not previously available including: - report a fly-tip and pinpointing the location without having to key in all the address details - requesting business advice via an online form - search for waste and recycling collection dates - find housing advice tailored to individual circumstances - report a missed bin The new website can easily be accessed from a mobile device or tablet as well as on a personal computer or laptop. To complement the new website, the Council’s new reception is now open to the public enabling a self-serve service for those customers that do not have access to the internet at home and assisted self-serve for those that need assistance to use the new digital services

New Council Corporate Priorities In 2017 the Council produced a Corporate Plan which set out three main priorities. These focused on: A thriving economy Enhancing the quality of life An effective and enabling Council The Corporate Plan is due for renewal this year and the Council is planning to review its priorities to respond to changing circumstances and today’s issues. The Council is considering changing its priorities to focus on the following: • Maintaining the emphasis on economic development so that local residents have an opportunity to access high skilled, high paid jobs locally without having to travel • Shifting the emphasis of its priorities towards environmental sustainability given the climate change issues and air quality problems which have become more prominent recently • Focussing on the needs of our customers, striving for excellent service and making it as easy and convenient as possible for people to communicate with the Council The Council would like your views about whether this change in emphasis feels right or whether there are other issues which you think should be addressed.
Register to Vote – Borough Council and Police and Crime Commissioner Elections The Borough Council election as well as the Police and Crime Commissioner election will be taking place on Thursday 7 May 2020 Polling hours 7am to 10pm • Last date to register- Tuesday 21 April • Deadline for postal vote applications- Wednesday 22 April 5pm • Deadline for proxy applications- Wednesday 29 April 5pm The successful candidate in the Hertfordshire Police and Crime Commissioner election will oversee how the county is policed, set the police budget and decide the amount of council tax that is charged for the police.

St George’s Fun Day The Council’s annual St George’s Day celebration will be held at Grundy Park on Saturday 18 April - 12pm to 5pm. Resident Items • Grass verges on the pavements in surrounding areas of The Drive ,Dorchester Avenue - The verges are the responsibility of Herts County Council and we maintain them on their behalf. Despite the Council having limited resources to tackle this problem, measures such as raised kerbs and tarmac have been used to protect the verges The authority are also looking at adopting enforcement options to issue Fixed Penalty Notices for offenders. • Rubbish at Bridge of Rye House- The Borough boundary stops before the bridge. Waste from canal boats is the responsibility of the Canal and River Trust and there will usually be collection points along the tow path. We will from time to time contact them if it is obvious this is where the waste has originated. Upon inspection, it did turn out to be the barge waste collection point, which was cleared prior to the inspection. • Pothole/road surface the width of the bridge at Rye House – This is the responsibility of Herts County Council. Resident Items • Parking around Rye House Station - This area is patrolled between the hours of 8-10am and 4-6pm as this is when the restrictions are. There are a lot of areas with no restriction. The roads with restricted parking are Bosanquet Rd, Salisbury Rd and Cecil Rd. Rye Road only has restrictions on the corners of Bosanquet and Cecil Road. There are bays in Plumpton Rd. Any request for new, extended or a review of parking restrictions needs to be endorsed by one of the local ward Councillors before it is added to the works programme. The Councillor can request an evidence pack to document the parking problem.Information can be found here: https://ex.broxbourne.gov.uk/resident-environment-parking/requests- new-or-extended-parking-restrictions-including-controlled • Parking issues with the "New Build/Re development" at present in Rye Park - The application for seven houses was presented to Committee in February where the Committee deferred the application. The scheme currently would provide 14 spaces at two spaces per house having been revised up from 10. The Council sets out its parking guidelines in Supplementary Planning Guidance where 2.5 spaces are sought for each three bed dwelling. This total can have a discretionary reduction of 25% in the vicinity of transport corridors and hubs [such as railway stations]. This would indicate that the parking levels proposed on this scheme sit within or close to Council guidelines.
