Introduction
Tinder Foundation has been successful in a bid to HMRC, to provide high­quality advice
surgeries within England's most deprived areas, reaching 4,500 socially excluded people.
While the service will focus on socially excluded people, we are especially interested in
hearing from centres that specialise in one of the following groups:
   ● Black and Minority Ethnic (BME) groups and/or people for whom English is a Second
       Language (ESOL)
   ● People with disabilities, learning disabilities and difficulties and mental health issues
       and their support networks/carers
   ● People in rural communities
   ● Sole traders, micro­businesses and SMEs

Tinder Foundation​
                 will be awarding grants of up to £7,500 to between 20 and 30 centres
across England who are able to help learners or clients increase their confidence using the
following HMRC services:

      ●   Tax & National Insurance
      ●   Child tax credit
      ●   Working tax credit
      ●   Child benefit

How you will support individuals will depend on the specialist audience you are working with
and how you already work to support people to access HMRC services. Support may include:

   ● Helping an individual complete a HMRC benefit form & improving their confidence to
     do this themselves in future
   ● Providing ​guidance on how to challenge HMRC decisions
   ● Helping an individual to understand end of year forms (tax return)

This programme will run from 1 April 2015 ­ 31 Mar​ch 2016 and successful organisations
must have extensive experience of supporting people with HMRC services. This will need to
be clearly evidenced throughout the application form.

Please note, ​all​successful applicants will need to attend a full day induction event in Sheffield
on 11 March. Tinder Foundation is hosting this event to give training on how to use the data
collection tool so that all delivery can be evidenced. Part of the day will also give
organisations the opportunity to shape our thinking around the creation of digital resources to
support this project.

The Project
Successful applicants will be expected to meet the following requirements as part of the
funding programme:

 Contract Size           £7,500 (large)          £5,000 (medium)         £2,500 (small)

 Number of people        300                     200                     100
 supported

   ● Provide evidence of people supported through an online data collection tool
   ● Participate in telephone interviews with members of the Tinder research team
   ● Complete a survey at the midpoint and end of the project

Funding
There are 3 different contract options available. You will be asked in the application which
contract you would like to apply for and if you would be willing to accept a different contract
size if you are not successful with your first choice. Please be honest when answering this
question as it will help with assessment and allocation. Payments will be released in 3
stages:
    ● 25% in April 2015
    ● 50% in September 2015 ­ subject to delivery
    ● 25% in March 2016 ­ subject to delivery.

Eligibility
To apply for this funding you need to be part of the UK online centres network ­ which costs
nothing and brings a range of benefits for your organisation. We really welcome applications
from outside of our network and encourage any new organisations to complete an Expression
of Interest form to become a centre partner by clicking ​here​. Once you have submitted the
Expression of Interest, you’ll then be able to apply to be part of this programme.

4. Delivery Model

We want you to tell us in a concise way exactly what funding from Tinder Foundation will

        1­to­2 or in a group setting, if delivery will be carried out by staff or volunteers)

Although not using digital will not stand against your application, Tinder Foundation will be
creating an HMRC landing page on learnmyway.com and a “How to Guide” for HMRC
services.

    ● How you will identify and support individuals who have a basic online skills need
    ● How you will encourage them to develop their online skills so that they can find out
        more about HMRC services and supporting guidance online

5. Experience and Resources
