ABOUT THE CONFERENCE Here to stay… the hundreds of people now building and living their lives in their own home as part of a community. Here to stay… the 27 local authorities branching out Housing First with local partners to meet local demand. Here to stay… the national framework for Housing First laying the track, with quarterly data and an annual check-up to keep us on track. Housing First is here to stay. Firmly established as national policy in 2018, by this spring 27 local authorities will have embedded Housing First locally and over 1000 tenancies will have been started. And over the last 3 years, Scotland’s Housing First Pathfinder has achieved results in line with international best practice, with most of that delivered during a pandemic. Here to Stay will mark the end of the extraordinary Pathfinder in Scotland, and explore what we now know – and need – for the long-haul. The conference will also explore some of the pressing questions ahead, including: • From sprint to stamina: what is needed to reach the pace and scale of demand estimates for Housing First across Scotland? • How can people with most to benefit be a bigger part of putting Housing First in Scotland? • How do we collectively ensure frontline workers feel supported, inspired and enabled? • How can health and social care step up to this challenge – as joint planners, commissioners and providers? We are so looking forward to coming together again in person and at such an important junction for Housing First in Scotland. Followed by a sofa session exploring the importance of home, of belonging and the role of Housing First in helping people put down roots as part of a community. BREAKOUT SESSIONS 1. A New Deal for Tenants Lennox 3 Suite Yvonne Gavan, Scottish Government & Ruth Whatling, Homeless Network Scotland Housing to 2040 sets out a vision for homes and communities across Scotland where homes are affordable, standards the same across tenures, there is access to green space and essential services. Where homelessness, child poverty and fuel poverty have been eradicated. This session will explore the contribution of the rented sector to realising this vision through discussion of the New Deal for Tenants consultation with Yvonne Gavan, Better Homes Policy Lead at Scottish Government. 2. Endings in Housing First Lammermuir Suite 1 Alex Smith, Homeless Link and Housing First England & David Kidd, Homeless Network Scotland The workshop will explore the point in people’s journeys through Housing First services where intensive support is reduced, ended, or changed into a different offer. 3. Breaking the Cycle Lammermuir Suite 2 Liz Cooper, Scottish Prison Service & David Ramsay, Homeless Network Scotland Alongside a recurring experience of homelessness, people who benefit most from Housing First often also have a recurring experience of the criminal justice system. Join Liz Cooper, Policy Manager (Housing & Welfare) at Scottish Prison Service, to learn more about how Housing First can help break the cycle of homelessness and prison. 4. Women and Housing First Menteith Room Pam Hunter, Say Women & Ginny Cooper, Homeless Network Scotland Homelessness has been seen, and continues to be seen as a predominantly male issue. This has resulted in approaches and responses to the issue often overlooking women's needs. Routes into homelessness, the vulnerabilities encountered while homeless, and the services available, can differ depending on gender. This workshop will build participants' understanding and awareness of the ways in which homelessness is experienced by women and articulate how specialist tenancy sustainment for survivors' service can ensure women's needs are taken into account within responses to housing instability and homelessness. 5. Housing First – the Help! Lowther Room Kevin Wilkie, Scottish Government & Claire Frew, Homeless Network Scotland Four pillars support Housing First to branch out across the country, provided by Homeless Network Scotland in partnership with the Scottish Government. Housing First Connect, Check-Up, Know-How and Academy from Turning Point Scotland are for anyone involved in starting and scaling up Housing First.
