In the wo rld o f he ritage c o nse rvatio n, tho se o f us who wo rk in the fie ld, o r suppo rt he ritage , c an o fte n get hung with the label “they don’t like change.” In this ne wsle tte r we are go ing to fe ature two wo nde rful e xample s o f histo ric buildings that de bunk that myth. One , a lo c al e xample , the Harve y Ho use in Ke lo wna and o ne that ne arly the e ntire wo rld has he ard o f, the White Ho use . Ye s that White Ho use , the o ne at 1 6 0 0 Pe nnsylvania Ave nue , Washingto n DC. President’s House - Exe c utive Mansio n - White Ho use : Co nstruc tio n o n the White Ho use be gan in 1 7 9 2 . It was built in the Ne o c lassic al Palladian style using sandsto ne fro m ne arby Aquia Cre e k, Virginia. A c o mbinatio n o f labo ure rs and artisans fro m Euro pe , Ire land and Sc o tland as we ll as Virginia and Maryland wo rke d alo ng with slave s, hire d fro m the ir maste rs. The White Ho use was c o mple te d in 1 8 0 0 and we lc o me d its first Pre side nt, Jo hn Adams and First Lady Abigail Adams that No ve mbe r. The White Ho use is a unique private ye t mo st public o f plac e s. He re is a sampling o f what the building has unde rgo ne in the last 2 2 8 ye ars: In 1801, newly elected President Thomas Jefferson wrote that the White House was a “pleasant country residence” and promptly undertook its first expansion. In 1814 the White House was set ablaze by British troops in retaliation for what the American’s had do ne in To ro nto , during the War o f 1 8 1 2 . The building’s name was changed from the Executive Mansion to the White House. During 1 9 2 7 , unde r Pre side nt Co o lidge , the third flo o r attic was transfo rme d into the living quarte rs. 1 9 4 7 saw a White Ho use bo wling alle y built as a birthday gift fo r Pre side nt Truman, in the lo c atio n o f the pre se nt day Situatio n Ro o m. (The bo wling alle y was mo ve d to its pre se nt lo c atio n by Pre side nt Ric hard Nixo n). The White Ho use also we nt thro ugh a c o mple te o ve rhaul, kno wn as the Truman Re c o nstruc tio n, the pro je c t that save d the White ho use fro m c o llapse . Afte r a c e ntury and a half o f war time de struc tio n, hasty re no vatio ns, ne w advanc e s in lighting, c o mmunic atio ns, plumbing and he ating the building was in a so rry state . Early in 1 9 4 8 , The Public Buildings Administratio n inve stigate d the c o nditio n o f the White Ho use . The lo ad be aring walls we re c lo se to failure . The y discovered split and gouged out beams. The report states” that the beams are staying up there from force of habit only.” That June, things got worse when First Lady Margaret Truman’s piano leg went through the floor boards and into the c e iling o f the dining ro o m be lo w. By Oc to be r the East ro o m c e iling was c o llapsing and the main stair case was crumbling. The President’s bathtub had begun to sink into the floorboards. Upo n re turning to the White Ho use in No ve mbe r, the day afte r winning his se c o nd te rm, Pre side nt Truman was info rme d by the Public Wo rks Age nc y that he and Margare t ne e de d to vac ate the White Ho use . The Trumans mo ve d into the White Ho use - gue st ho use , just ac ro ss Pe nnsylvania Ave nue . Thre e o ptio ns we re c o nside re d fo r what to do with the White Ho use in its c urre nt c o nditio n: De mo lish and re build the inte rio r, ke e ping the e xte rio r intac t. In 1949 Co ngre ss autho rize d the spe nding o f 5 .4 millio n ($ 5 7 .6 millio n to day) to re c o nstruc t the White Ho use inte rio r while ke e ping the e xte rio r walls in plac e . The inte rio r ro o ms we re c o mple te ly de mo lishe d. A ne w inte rnal lo ad be aring ste e l frame was built inside the e xisting e xte rio r walls. The Mansio n was mo de rnize d. In 1 9 6 4 Pre side nt Lyndo n Jo hnso n e stablishe d the Pre se rvatio n o f the White Ho use Adviso ry Co mmitte e , who se me mbe rs are appo inte d by the Pre side nt and are made up o f pe o ple with e xpe rtize in de c o rative arts, arc hite c ture and histo ric pre se rvatio n. To day the White Ho use has sto o d the te st o f time . The additio ns, re no vatio ns, and re habilitatio n that the building has unde rgo ne , have adde d laye rs o f histo ric value , to this 5 5 ,0 0 0 square fo o t building. In 2007 The American Institute of Architects created a list of America’s top 150 Favorite Buildings. The White Ho use ranke d se c o nd o nly be hind the Empire State Building. F A L L 2 0 2 0 P a g e 5 The Harvey House -71 5 Sutherland Avenue The Charle s Harve y Ho use is a lo c al e xample o f a building that has unde rgo ne tre me ndo us c hange s o ve r the ye ars, ye t has re taine d muc h o f its histo ric value . The large bric k ho me was built in 1 9 0 8 fo r Charle s Harve y, a Land Surve yo r, by pro mine nt lo c al c o ntrac to r H.W. Raymer who also served as Kelowna’s first mayor. As a side line , Charle s Harve y inve ste d in Ke lo wna Bric k Wo rks, lo c ate d at the fo o t o f Kno x Mo untain. It is that bric k that pro vide d the mate rial fo r the Harve y Ho use . Built in a hybrid, Fo ursquare and Que e n Anne style , this 2 .5 sto re y ho me o riginally sat o n five ac re s, c o mple te with a c irc ular drive way to the we st. Charle s Harve y fe ll ill while do wn e ast afte r e nlisting in WW1 . In 1 9 2 0 the ho use was so ld to his bro the r Ge o rge , who mo ve d to Ke lo wna fro m Saskatc he wan with his wife Be rtha and the ir se ve n c hildre n. Thre e mo re children were born in Kelowna with the siblings affectionately called “The Harvey Ten.” In 1 9 4 2 the ho use was purc hase d by the Anglic an parish to se rve as the manse fo r St. Mic hae l and All Ange ls Churc h. In 1 9 5 5 a ne w re c to ry was built ne xt to the c hurc h and the ho use was subse que ntly so ld. Mr. Cram, the ne w o wne r, transfo rme d the Harve y Ho use into a ro o ming ho use with nine suite s c alle d Suthe rland Apartme nts. The adaptive re use o f the building sho ws the c hange s in family size . Suc h large ho me s we re no lo nge r viable as single family dwe llings. The Harve y Ho use c hange d hands a numbe r o f time s be twe e n 1 9 7 4 and De c e mbe r o f 1 9 9 9 . Dan Spelliscy had admired the house for many years. “ I would drop my children off at Central School, and drive do wn the lane to wards the Harve y Ho use . I had always lo ve d he ritage ho use s, partic ularly re d bric k o ne s. I had actually taken photos of it long before I bought it” states Dan. When realtor/owner Doug Clark put the house up for sale in 1999, an accompanying sign read “suitable as a B&B or home office.” Dan, a lawyer looking for home office space, contacted his realtor, put in an offer and the re st, as the y say, is histo ry. Dan and Che ryl we re marrie d in 2 0 0 5 and Che ryl jo ine d Dan in c aring fo r the 1 0 0 + ye ar o ld ho me . The y have unde rtake n se ve n majo r pro je c ts in the last twe nty ye ars. The plan lo o ks at the c hange s to the building o ve r the ye ars and make s re c o mme ndatio ns fo r ho w to c are fo r the building and its mate rials. The Re sto ratio n Plan was he lpful whe n the Spe llisc ys aske d Ke lo wna City Co unc il to pro te c t the Harve y Ho use thro ugh a Munic ipal He ritage Site De signatio n by-law. The by-law was passe d and pro te c ts the Harve y House from a number of future possibilities. The list includes: alter the building’s exterior; make structural c hange s to the e xte rio r; mo ve the building o n the pro pe rty o r alte r, e xc avate o r build o n the pro pe rty. In 2 0 1 4 the Spe llisc ys unde rto o k the ir mo st ambitio us pro je c t. Whe n the main flo o r was take n do wn to the studs, a Struc tural Engine e r was bro ught in to inspe c t the ho use . Muc h like the White Ho use , the Spe llisc ys we re sho c ke d to he ar that the be ams we re failing. The so lutio n was to install six ho rizo ntal ste e l be ams and se ve n ste e l suppo rt struc ture s. With the he ight o f the ho use , the po sts we re e mbe dde d in the ir o wn c o nc re te pads, bo lte d in and e xte nde d 3 5 fe e t, to ho ld the ho use to ge the r. A massive unde rtaking. To the ir c re dit, Dan and Che ryl are still passio nate abo ut the ir histo ric ho me . Dan has nume ro us file s o f artic le s and pho to graphs that he has c o lle c te d o ve r the past twe nty ye ars. The ir ho me is ado rne d with histo ric pho to graphs. With the ho use be ing lo c ate d o n Suthe rland Ave nue , the y have de dic ate d a be dro o m in the house to the Sutherlands, and have incorporated the Sutherland tartan into the bedroom’s décor. The ir ne xt pro je c t, alre ady in the wo rks, is to have Pe te r Chataway fro m Fine Ho me De signs re -c re ate the original blueprints for the house. Once complete, each floor’s blueprint will be framed and put on that level o f the ho use . A time le ss re minde r o f what o nc e was. F A L L 2 0 2 0 P a g e 7 Courier Building – 1 580 Water Street Ano the r Ke lo wna building that sho ws the laye rs o f its past is the Co urie r Building at the c o rne r o f Wate r Stre e t and Lawrence Avenue in Kelowna’s downtown. The building was built in stage s fro m 1 9 0 8 to 1 9 3 9 . The o riginal single sto re y building was c o nstruc te d o n the so uth c o rne r by pro lific builde r M.J. Curts. Built in 1 9 0 8 it housed the expanding local newspaper “the Kelowna Courier and Okanagan Orchardist.” Publisher George C. Ro se mo ve d his o pe ratio ns to the ne w building fro m the ir pre vio us lo c atio n o n Be rnard Ave nue . In 1 9 2 1 the single sto re y building was e xpande d to the no rth to ac c o mmo date the gro wing ne wspape r busine ss. In 1 9 2 8 a se c o nd flo o r was adde d o ve r the o riginal blo c k and was insc ribe d with the date 1 9 2 8 in the parape t. Ro se , who had be e n living o n the main flo o r, mo ve d up to the se c o nd flo o r fre e ing up mo re spac e fo r ne wspape r o pe ratio ns. In 1 9 5 7 the Daily Co urie r mo ve d to large r pre mise s o n the c o rne r o f Ellis and Do yle . Fo r a numbe r o f ye ars the o ld Co urie r Building was use d as a printing busine ss. The Ke g Re staurant o pe rate d o ut o f the Co urie r building fo r a numbe r o f ye ars re fle c ting the tre nd in this part o f to wn fro m re tail and light c o mme rc ial to e nte rtainme nt and le isure . Afte r sitting e mpty sinc e 2 0 1 5 the Co urie r Building will ge t a new lease on life. The building which is on the City of Kelowna’s He ritage Re giste r, has re c e ive d appro val fo r a c o mpre he nsive Co urie r Building 2 0 2 0 J. He nry re de ve lo pme nt plan. The plan inc lude s the adjac e nt 1 5 7 0 Wate r Stre e t. 1 5 7 0 Wate r Stre e t also o n the He ritage Re giste r has signific ant he ritage value due to its c lo se asso c iatio n with the Chine se -Canadian community. Built in early 1910’s the building was constructed as a restaurant with the upstairs be ing use d by Chine se me n who bo arde d the re . Mo st we re marrie d but we re living as single me n unable to pay the he ad tax to bring the ir wive s and familie s fro m China. As the Chine se po pulatio n in Ke lo wna dwindle d the re staurant c hange d o wne rs se ve ral time s, re fle c ting ne w patte rns in immigratio n. The ne w de ve lo pme nt will pre se rve unique fe ature s o f the two buildings. Pro je c t arc hite c t Randi Fo x, state d that “historical photos from the city archives are being used to re-c re ate the e arly appe aranc e o f the buildings. The ne w pro gram be gan afte r the Ke lo wna He ritage Fo undatio n was disso lve d. The He ritage Fo undatio n, e stablishe d in 1 9 9 1 , had be e n c re ate d to give grants fo r building c o nse rvatio n as we ll as he ritage e duc atio n and aware ne ss pro je c ts. The ne w pro gram was se t up and is still manage d by Lo rri Daunc e y, an e xpe rt in he ritage c o nse rvatio n and planning. The Co KHGP has e vo lve d o ve r the last 1 3 ye ars into a we ll-use d granting pro gram fo r buildings o n the Ke lo wna He ritage Re giste r. The pro gram also pro vide s assistanc e and advic e o n c o nse rving he ritage pro pe rtie s. He ritage grant applic atio ns are c o nside re d by a vo lunte e r c o mmitte e with e xpe rtise in re se arc h, lo c al histo ry, arc hite c ture , building c o nstruc tio n, he ritage building c o nse rvatio n and he ritage advo c ac y. This kno wle dge able c o mmitte e e valuate s e ac h applic atio n and pro vide s dire c tio n to ho me o wne rs. Ove r the ye ars the inc re ase in de mand fo r funds, c re ate d a ne e d to fo rmalize a prio rity pro c e ss fo r pro je c ts that apply. The 2 5 buildings that are pro te c te d with a He ritage De signatio n bylaw are c o nside re d first, fo llo we d by re side ntial buildings the n no n-re side ntial buildings suc h as halls, c hurc he s, barns and c o mme rc ial buildings. Pro je c ts are furthe r prio ritize d by type : ne w ro o f, stabilizatio n/ fo undatio n re pairs, pre p & paint and c o nse rvatio n o f spe c ific building e le me nts. Fo r the past se ve ral ye ars, the annual allo c atio n o f funds pro vide d by the c ity has be e n fully allo c ate d in the first half o f the ye ar. The Co KHGP has paid o ut ne arly $ 4 1 5 ,0 0 0 in grants in the past 1 3 ye ars. A range o f 7 -1 8 pro je c ts are appro ve d fo r a grant e ac h ye ar. (Curre ntly the re are $ 4 9 ,0 0 0 in grants appro ve d awaiting c o mple tio n.) Eac h building o n the He ritage Re giste r may qualify fo r a full grant e ve ry thre e ye ars. The re are many he ritage building o wne rs that have applie d fo r and re c e ive d o ne o r mo re grants. Mo st o f the grant applic atio ns have be e n fo r a ne w ro o f o r ne w paint. Example s o f o the r pro je c ts that have be e n appro ve d inc lude fro nt po rc h re pairs, stabilizatio n o f building fo undatio ns, bric k re -po inting and re pair (c himne ys and fac ade s), c o nse rvatio n o f barn c upo las and the re sto ratio n o f traditio nal single – glaze d hung windo ws and sto rms. A suc c e ssful he ritage grants pro gram he lps e nsure high quality pro je c ts in the c o mmunity. Advic e o n the use o f he ritage c o lo ur sc he me s, the installatio n o f high quality ro o fs and appro priate re se arc he d c o nse rvatio n wo rk are all e vide nc e o f the be ne fits o f the pro gram. While the funds and he ritage e xpe rtise he lp to maintain and conserve Kelowna’s heritage buildings, there is also a positive ripple effect . The public dollars invested into the se he ritage buildings e nc o urage additio nal inve st- me nt by the buildings o wne r. We ll maintaine d he ritage pro pe rtie s also e nc o urage the ir ne ighbo rs to c are fo r the ir ho me s. The se spe c ial he ritage buildings give a se nse o f plac e to the ir ne ighbo urho o ds and to the bro ade r c o mmunity.
