LCR | TFGM - GREATER MANCHESTER STATION ALLIANCE 3 INTRODUCTION In late 2017, the Secretary of State, responding to the Devolution agenda, endorsed an Alliance approach for rail stations in Greater Manchester (GM). This included a focus on fostering a ‘one team’ approach at rail stations to achieve the broad range of improvements required to meet the needs of a 21st century railway, under the Greater Manchester Stations Alliance (the Alliance). In response, the Alliance members worked together to define a new framework for working at rail stations. This work culminated in the signing of the Alliance Agreement on 4th April 2019. The parties also agreed terms of an agreement covering specific activities in the field of Regeneration and Development; Community; and Accessibility. We will work together to drive enhanced customer satisfaction at rail stations. LCR | TFGM - GREATER MANCHESTER STATION ALLIANCE 44 £ GROWTH IN PASSENGER ORIGINS, AIM REVENUE & OBJECTIVES IMPROVED CUSTOMER SATISFACTION IMPROVED Greater Manchester (GM) places transport TRAIN/STATION at the core of its growth agenda. Excellent PERFORMANCE transport connectivity is fundamental to our people, businesses and communities, fulfilling their potential at the heart of a globalised and sustainable Northern Powerhouse economy. GM is growing, the economy is expanding, and new jobs are being created, contributing to our aim for GM to become a financially self-sustaining city-region, closing the gap between the tax generated through growth and £ the cost of delivering public services. This aim for self- sufficiency is the backdrop to the GM Agreement 2014. MULTI MODAL GREATER COST To achieve this aim and ensure sustained economic growth OPERATIONS TRANSPARENCY for the city-region, in 2014, HMG and the GM local authorities signed a ground-breaking devolution deal. Through the GM Agreement 2014, a GM mayor was elected on the 4th May 2017 and new powers are now devolved to the city-region. In this context, GM has become the leading focus for devolution by English cities, with the devolution of billions of pounds of spending decisions to GM away from Whitehall. As part of this agreement, it contained provision to explore opportunities to increase responsibilities for the ownership and management of rail stations across the city-region as part of a package of transport measures designed to help support the overall strategic objectives of HMG. LCR | TFGM - GREATER MANCHESTER STATION ALLIANCE 6 ALLIANCE MEMBERS PARTNER RESPONSIBILITIES Transport for Greater Manchester (TfGM) is a not-for-profit organisation that acts as the TFGM delivery arm of the Greater Manchester Combined Authority (GMCA) with regard to transport. NETWORK TfGM coordinates networks across the region, decides where to invest funding, and owns RAIL Horwich Parkway rail station, as well as owning and overseeing the Metrolink tram service. Transport authority, strategic support & champion Network Rail Limited is the owner of and responsible for the rail infrastructure in England, Rail industry regulatory Scotland and Wales, including London North Western (LNW) route. Network Rail aim to run a approvals safe, reliable, efficient and growing railway connecting people with jobs, goods with markets and stimulating economic growth across the country. LCR London Continental Railways is a UK government owned Property Company whose remit is to support the delivery of homes, jobs and economic growth through facilitating development and regeneration at and around stations and other government assets. Development manager & funding (DfT owned) TRANSPENNIE EXPRESS Arriva Rail North Limited (operating under the trading name “Northern”) are a franchised passenger rail company who manage 91 railway stations across the Greater Manchester estate. Northern began operating the franchise on 1 April 2016, marking the start of a nine year franchise. Station Facility Owner and GMCA customer champion First Transpennine Express are a franchised passenger rail company owned by First Group who run regional and intercity rail services between the major cities of Northern England and Scotland. Within Greater Manchester, First Transpennine Express manage 2 stations. Transpennine Express began operating the franchise on 1 April 2016, marking the start of a Strategic support & liaison NORTHERN seven year franchise. with GM Local Authorities

LCR | TFGM - GREATER MANCHESTER STATION ALLIANCE 9 PARTNER PROFILES & EXAMPLES TRAFFORD MBC Our work with Trafford MBC focusses on two stations in vibrant suburban settings which will provide around 150 homes, retail, community uses, station improvements and £2m of public value STOCKPORT MBC In Stockport our work with the Council is initially focussed on four suburban stations which will deliver around 550 homes, station improvements and a focus on new and repurposed community facility, overall deriving £9m of public value. Trafford & Stockport Station Portfolio Have worked through a series of steps to de-risk and establish our ‘investable opportunities’ - the Alliance will commence in Q1 2021 a focused campaign to select a developer who matches our ambition and shares our ethos to deliver this exciting portfolio as a long term partner - 700 homes & £11m of public value. LCR | TFGM - GREATER MANCHESTER STATION ALLIANCE 10 PARTNER PROFILES & EXAMPLES ROCHDALE MBC Rochdale Station Rochdale Station masterplan is an ambitious regeneration proposal seeking to transform the station environment, creating a high-quality station gateway worthy of the town. Initial masterplan proposals indicate potential to deliver up to 500 homes alongside commercial space and 2 new public squares at both station entrances. Calder Valley Line - Castleton, Littleborough, Mills Hill & Smithy Bridge The remaining stations in Rochdale are also being explored for potential development opportunity. Feasibility studies were completed for the stations in October 2020 which have a combined potential to deliver around 700-800 homes. ROCHDALE TOWN CENTRE GMCA Having initially facilitated the introductions and working arrangement with the Local Authorities, the housing delivery and investment functions of the CA are now supporting the Alliance to explore funding and delivery models.
