Each week the District shares a "This Week in Pictures" video on social media. Here is the most recent video featuring: Aldo, Baird, Beaumont, Chappell, Danz, Elmore, Howe, Kennedy, Lombardi, Preble, Southwest and Washington. Superintendent's Corner As Spring draws near, it is a busy time for Green Bay Area Public Schools (GBAPS). We have been collecting feedback from the community regarding the use of ESSER III funding, and seeking input to assist ATSR Planners, Architects and Engineers in developing a 10-year facilities master plan. In addition, during the next few months the District begins its planning for the 2022-23 school year. As we embark on the process of developing the budget for 2022-23, it is important to understand that there are several factors creating additional complexities for next school year. ESSER funding (otherwise known as CARES funds or COVID-19 stimulus funds) is one time funding, which must be spent by September 30, 2024. The $73 million of ESSER funding amounts to approximately $1,000 per student for each of the four years that ESSER funding is available. As one-time funding, it is important that the funds are not spent in ways that create legacy costs. The District maintains a COVID-19 Expenditures Dashboard to provide the public information regarding how the ESSER funds are being spent. The 2021-23 state budget provided no additional per pupil funding or increase in the revenue limits for public education for two years. Since 1993, there have been few exceptions when school districts did not receive a per pupil increase. The purpose of the per pupil increase was in part to address inflation, since the revenue caps limit the amount a school district can collect in taxes. In addition, the Legislature had been allowing low spending school districts to slowly increase their revenue limit in order to close the gap between them and the state average revenue limit. For the next two years, that gap will continue to exist. Please see the graphic created by the Wisconsin Association for Equity in Funding, which depicts the differences in revenue limits between school districts. GBAPS falls in the lowest category, which is red. GBAPS is also impacted by inflation, whether it is the cost of consumable items (toilet paper, fuel, utilities, construction materials, etc.), or for services received from vendors.
The following chart illustrates the gap in funds between the District’s actual revenue and what the District would have received with an inflationary increase. The actual revenue amount in 2021-22 and 2022-23 reflects declining enrollment. As we plan for the 2022-23 school year and beyond, it is important that parents/guardians and community members continue to engage with the Board of Education and District administration regarding the future we envision for Green Bay Area Public Schools. It will also be critical that we engage with our elected officials on how we can work together to ensure that our school district can provide the opportunities for students that our community values. ELEMENTARY SCHOOL Session 1: June 20 - July 15, 2022 (week of July 4th off) Session 2: July 18 - August 5, 2022 MIDDLE SCHOOL Session 1: June 20 - July 15, 2022 (week of July 4th off) Session 2: July 18 - August 5, 2022 HIGH SCHOOL Session 1: June 20 - July 22, 2022 (week of July 4th off) Session 2: July 25 - August 19, 2022 Calendar Update On March 14, the Board of Education approved making modifications to the 2021-22 calendar, which resulted in the April 1 and May 20 Early Release Days becoming No School/Recess Days. The calendar change is an acknowledgement of the challenges created by the pandemic for students and staff. Mental health during the pandemic has been a concern brought forward by many of our students, families, and staff during these past two years. With the relatively mild winter, the District has not had to use its two snow days this year. This provides an opportunity for the Board to grant some additional time off for students, and to offer staff dedicated time to develop high quality instruction and add flexibility to their work day. Similar to other No School/Recess Days, there will be no Food Service meal distribution on those days. Scheduled co-curricular activities will proceed as normal. Due to this change, should the District have an inclement weather day, May 6th will be the make-up day. If we have no inclement weather days, May 6th will continue to be a scheduled Recess Day.
