1. INTRODUCTION AND DEFINITIONS 1.1 Purpose The purpose of accreditation is to identify people and their roles and to allow them the necessary access to perform their functions. These Rules are valid for all FIG Gymnastics for All (GfA) events, FIG World Championships (Senior and Junior), FIG World Age Group Competitions, FIG World Cup and FIG World Challenge Cup Series events, FIG international approved competitions and in principle for all other multi-sport Games. They also apply to the FIG Council and Congress. Accreditation is not an external sign of a privileged status but a necessary working tool to manage the large numbers of people participating in official FIG events and to facilitate their movements in a flexible way and with full security. By accepting the accreditation, the holder confirms having read and understood the FIG Statutes, the FIG and IOC Code of Ethics, the FIG Code of Conduct, the FIG Technical Regulations, the FIG License Rules, the FIG Anti-Doping Rules, the World Anti-Doping Code including the International Standards, the Code of Points, the FIG Accreditation Rules, and all other FIG Rules and Regulations and their amendments, and agrees to comply with and to be bound by them. An accreditation: – ensures that only the appropriate qualified and eligible people are entitled to participate in or perform official functions at official FIG events – limits participants’ access to areas they need to go to perform their official function and keeps unauthorized people out of secure zones – ensures that participants reach these areas in a safe and orderly manner Whatever the case, accreditations shall not be given in lieu of a “pass” or “event ticket”. 1.2 Specifications of the card The accreditation is a card displaying several elements of information about its holder on its front and back sides Dimension: 10 cm x 15 cm Language: English Front side a) Compulsory elements (for Media, refer to 1.4.6): – Event identification (title, place and dates) – FIG logo – FIG or NF code (3 letters) and corresponding flag – Recent (6 months max.) colour headshot of the holder. If possible, digital or hard copy photo, size 45 mm x 35 mm (not valid for the World Gymnaestrada and the World Gym for Life Challenge) – Last name and First name of the accreditation holder – Function of the accreditation holder with the appropriate background colour category – Number(s) determining the access zones – Codes determining access to transportation system – A personal identity number, corresponding to the individual’s accreditation application form number and/or reference to the electronic data base FIG ACCREDITATION RULES 2021 3 202108_ACCREDITATION RULES_V7.1_E.DOCX
b) Optional elements: – Logo of the event – Logo of the organising member federation – FIG discipline specific logo – Electronic code – Codes or pictograms determining the holder’s rights (meals, accommodation, etc.) Back side a) Compulsory elements: – Emergency and other important phone numbers – Zones, transport and categories definitions – For GfA only: performance info – FIG sponsors’ logos – International Medical and Security Assistance (for FIG accredited persons, gymnasts and judges only for competitive disciplines), – Text about the right of use of the holder’s identity and name: For all competitions except GfA events “The Identity Accreditation card remains the property of the FIG and can be withdrawn with immediate effect, at the FIG’s sole discretion. By accepting the accreditation, I confirm having read and understood the FIG Statutes, the FIG and IOC Code of Ethics, the FIG Code of Conduct, the FIG Technical Regulations, the FIG License Rules, the FIG Anti-Doping Rules, the World Anti-Doping Code including the International Standards, the Code of Points, the FIG Accreditation Rules, and all other FIG Rules and Regulations and their amendments and agree to comply with and to be bound by them. I declare that I agree to be filmed, televised, photographed, identified and otherwise recorded during the event under the conditions and for the purposes now or hereafter authorized by the FIG in relation with the promotion of the event. 1.3 Persons and functions 1.3.1 Accompanying persons of EC- / TC- / PK-C members and NF Presidents (this paragraph does not apply to the FIG Council and Congress) The members of the FIG Executive Committee (EC), the FIG GfA Committee and the Technical Committee (TCs), the PK-Commission, and the Presidents of the FIG NF, accredited either as Head of Delegation or Guest, are entitled to one accompanying person at their discretion. The accompanying person is only entitled to an accreditation if the person who has the right to invite (host) attends the event, and only for the period during which the “host” is present. The members of the EC are entitled to a free accreditation for their accompanying person. The Local Organising Committee may charge CHF 200.- for the accreditations of accompanying persons of the FIG TC/GfA-C (plus VIP upgrade if needed). The LOC may also charge CHF 200 for the accompanying person of the Presidents of the NF (plus VIP upgrade if needed). Requests for accreditations for accompanying persons and VIP upgrades must be submitted to the FIG Office in writing at the time of the definitive registrations. 1.3.2 Guests of Honor FIG and former FIT and IFSA Honorary members FIG and former FIT and IFSA Honorary members are entitled to a free accreditation. They are also entitled to receive a free accreditation for an “Accompanying person” for events other than FIG Council and/or FIG Congress. The accompanying person is only entitled to an accreditation if the person who has the right to invite (host) attends the event, and only for the period during which the “host” is present. Written requests must be made to the FIG at the time of the definitive registrations. Former Olympic and World Champions At World Championships only, former Olympic and World Champions are entitled to a free accreditation in their respective discipline, provided that a written request is made to the FIG Office at the time of the definitive registrations. Does not apply to YOG and JWCH. 1.3.3 Delegation Guests (this paragraph does not apply to the FIG Council and Congress) Each participating NF has the right to Guest accreditation(s), e.g. for sponsors, important federation’s officials, etc. as per the number mentioned under the different disciplines (see point 5). The Local Organising Committee (LOC) is entitled to charge the following costs for Guests accreditations: – “Guests” who have their accommodation booked through the LOC have access to the delegation seats and transport system (T3) and are invited to the Banquet. The LOC may charge the equivalence of CHF 200.- per card. – “Guests” who do not have their accommodation booked through the LOC have access only to the delegations seats (no transportation system and no Banquet). The LOC may charge the equivalence of CHF 200.- per card. – Upon request of the NF, “Guests” may be accredited as VIP which also gives them access to VIP seating and the VIP lounge. The price (subject to FIG approval) for this upgrade is fixed by the LOC. 1.3.4 Other FIG Guests For the FIG, 20 Guest accreditations with VIP access must be provided by the LOC at no cost. These 20 Guests accreditations come in addition to those mentioned under 1.3.1, 1.3.2, 1.3.5 and to FIG Partners and Sponsors. Furthermore, the FIG President is given 20 prime category tickets free of charge for each session of the event (not applicable to GfA events as the quota of free tickets is mentioned in the contract). 1.3.5 Secretary Generals and TC/PK Commission Presidents of the Continental Unions At World Championships only, Secretary Generals and TC Presidents of the Continental Unions are entitled to a free accreditation in their respective discipline, provided that they have made a written request to the FIG Office at the time of the definitive registrations. They shall receive accreditations as FIG Guests with equal access rights (see 6.2.1 Table FIG Officials and Staff, Zones). 1.3.6 Presidents of affiliated Federations (this paragraph does not apply to the FIG Council and Congress) The Presidents of NF in the function of Head of Delegation shall be accredited as “Head of Delegation”. Their function shall be described as “Head of Delegation and NF President”. Presidents of NF who are not in the function of Head of Delegation shall be accredited in the “DEL” category with Guest Function and VIP access. Their function shall be described as “NF President”. The LOC may charge the equivalence of CHF 200.- for this “additional” accreditation (plus VIP upgrade). 1.3.7 Observers (this paragraph does not apply to the FIG Council and Congress) An accreditation as observer may be delivered to delegations representing organisers of future multiple sport games, GfA events, World and Continental Championships (Sr. or Jr.) held in the discipline concerned, provided the respective event is assigned or a candidature (including bidding file) is duly received. The FIG and LOC shall organise a guided tour through the various departments. Accreditations as observers must be approved by the FIG Secretary General. Observers of the next Gymnastics for All event / World Championships (Sr. or Jr.) in the discipline concerned, shall be accredited free of charge, including 2 VIP accreditations, up to a maximum of 6 persons, representing the following key functions (as applicable): President, Secretary General, Technical Director, Media Director, Head of accommodation and transport. The LOC may charge the equivalence of CHF 200.- per additional accreditation as observer. For all other observers, the LOC may charge the equivalence of CHF 200.-. Observers may obtain a VIP upgrade at the same conditions as guests (see 1.3.3). 1.3.8 Council Members At World Championships (Seniors and Juniors) only, Council Members are entitled to a free accreditation, provided that a written request is made to the FIG Office at the time of the definitive registrations. 1.3.9 Council / Congress Subject to FIG approval, the LOC may provide exhibitors (e.g. apparatus manufacturers) with surfaces or stands. Accreditations for “exhibitors” are specifically provided for. Any and all accreditations issued for the Council or the Congress shall require FIG prior approval. 1.3.10 Security To be determined on a case-by-case basis for each event between the LOC and the FIG Secretary General. 1.4 Media 1.4.1 Media Rules The FIG Media Rules, consisting of Part 1 that addresses media professionals and Part 2 that is composed of media operation guidelines for event organisers, are applicable at any official FIG event. By requesting credentials, media accreditation applicants accept the terms and conditions as outlined in the Media Rules and agree to respect them during the entire event. Upon violation of any of the conditions stated in the Media Rules or upon non-compliance with instructions given onsite, the FIG reserves the right to withdraw accreditation, with or without prior warning as well as deny accreditation to future FIG events. 1.4.2 Media accreditation procedure Media accreditation requests for FIG events as published on the FIG website must be completed and submitted online via https://media.gymnastics.sport within the indicated deadlines. After the registration deadline, all applicants will receive an automatic notification email informing them whether their application for media accreditation was successful or not. The success or failure of all applications is entirely at the discretion of the FIG and the Local Organising Committee. For WAGC and World Cup and World Challenge Cups, the LOC will handle media registrations while respecting the applicable FIG rules. 1.4.3 Accepted media representatives Individuals can be granted media credentials to cover FIG events provided they belong to one of the following groups: – Professional full-time employees of a media outlet that has the business of news gathering as its primary source of revenue. – Freelance photographers or writers providing an assignment letter on company letterhead that details the actual assignment from the assigning editor. – Editors or photographers of websites and blogs that are reporting for news purposes and fulfil certain criteria. – Representatives of FIG affiliated or associated national federations or continental unions acting as media for their press and communication activities and / or press attachés. – Rights-holding broadcasters. – Approved non-rights holders. Not accepted are: – Those who sell photos or images. – Those involved in commercial ventures, sponsor representatives or agents. – Personal page publishers, discussion boards/chat rooms, subscription-based sites and Gymnastics clubs sites. – Double accreditation requests (i.e. press and delegation member). – Any person who has a prior violation of any FIG Rules and Regulations and/or disregarded instructions given by FIG officials at events. 1.4.4 Quota for media representatives per organisation The quota for media representatives per organisation is as follows: – Written Press (newspaper, magazine, news websites, agencies and national federations): max. two (2) professionals per organisation; – Photographer: max. one (1) professional per organisation (including national federations and with the exception of agencies); – Gymnastics websites and blogs: max. one (1) EE and one (1) EEP per organisation; – Radio: max. two (2) professionals per organisation; – Broadcaster (non-rights holder ENR): max. three (3) professionals per organisation 1.4.5 Media categories See Table under point 3.3 1.4.6 Media accreditation cards The media accreditation cards issued by the LOC shall clearly mention the following additional information: – POSITION (journalist - photographer - cameraman); – TITLE (agency - newspaper - network) and – MEDIA CATEGORY (E - EP - EF - ENR etc.) 1.4.7 Mixed Zone cards Press attachés are entitled to escort gymnasts from their federation on the athletes’ lane of the mixed zone. A special Mixed Zone Card will be issued for this purpose. This card is transferable, but only valid if the cardholders are also wearing their personal ID & accreditation cards. 1.4.8 Media FIG Council and Congress Any request whatsoever must be approved by the Secretary General. 1.5 Transferable access cards (TAC) for warm-up hall and competition hall A number of transferable access cards are allocated to the NF. Such cards may only be used by persons already accredited and must always be used in conjunction with the primary accreditation card. They are only transferable within the NF’s official delegation and appropriate function. 1.6 Other transferable access cards, upgrade cards and day passes For FIG and LOC operational reasons, other transferable access cards, upgrade cards and day passes may be issued upon authorisation by the FIG Secretary General. The FIG has the right to receive open and transferable accreditations, upgrade cards and day passes as needed. They are not nominative and shall bear the FIG logo instead of the picture. The LOC shall prepare 25 transferable access cards to give access to the Doping Control Zone. These cards are given to the athletes and accompanying persons, if any, at the time when individuals are officially notified that they have been drawn for an anti-doping control. 1.7 Additional accreditations The cost for additional accreditations for coaches and paramedical staff (as per the number for the different disciplines under point 5) shall be borne by the member Federations. The LOC may charge the equivalence of CHF 200.- per card. 1.8 Rule on replacements, substitutions and multiple roles An individual is entitled to one accreditation card only. If an individual has several valid “accreditable” functions, the highest function is normally selected and the access zones of the functions are cumulated. No substitute may benefit from unused accreditations. Special cases are decided by the FIG Secretary General. The function of judge may not be combined with any other function. The function of gymnast may not be combined with any other function except for Head of delegation (not applicable for GfA). It is forbidden to make a change of function after the nominative entry deadline except in case of special authorisation by the FIG Secretary General or his representative. However, it is forbidden for someone with an accreditation to substitute his/her function with the function of gymnast. 1.9 Training hall / Warm-up hall (not applicable for GfA) Are considered as training halls, the halls used by the gymnasts for free training and scheduled training as per the schedule prior to the competitions and during the competition days. If the tribunes of the training halls are separated from the training zones and if the hall has also a separated entry, the seats are considered as delegation seating as in the competition hall and access rights are identical (zone 6). Is considered as warm-up hall, the hall used by the gymnasts before their competition, on competition days (free or scheduled warm-up). Access is strictly limited. Podium training shall be considered as a training, therefore the access rights are the same as for training halls. 1.10 Lost or stolen accreditation cards In case of lost or stolen accreditation cards, the LOC and the FIG must be informed immediately in order to block them. Lost or stolen cards may be replaced at the expense of the card holder (at the equivalence of CHF 200). Lost or stolen transferable access cards shall not be replaced. 1.11 Immediate administrative measures during an event The FIG Secretary General or his representative shall take administrative measures for all types of misuse of an accreditation (such as zone, time, transfer, etc.). Any misuse of accreditation shall lead to the immediate withdrawal of the accreditation and to a fine of CHF 2’500.- per case to the respective federation. Further steps are possible (e. g. case to be submitted to the Disciplinary Commission). The decisions of the FIG Secretary General concerning administrative measures (withdrawal, fines and others) shall be notified in writing to the individual and the NF concerned. They have the right to appeal to the Jury of Appeal as indicated in the decision of the FIG Secretary General. The appeal shall not suspend the effect of the decision of the FIG Secretary General. The FIG Jury of Appeal shall investigate the case as soon as possible. The decision of the FIG Jury of Appeal is final. FIG ACCREDITATION RULES 2021 9 202108_ACCREDITATION RULES_V7.1_E.DOCX
2. TRANSPORTATION All accredited individuals (except those who did not book accommodation through the LOC; this exception is not valid for GfA.) shall be entitled to use the transportation system according to their access right. T1 = Dedicated cars T2 = Car pool (respectively 1 mini-bus each for the TCs, FIG Staff, the official scorer and FIG TV Production) T3 = Shuttle buses or other official transportation system TM = Media Shuttle (if available) Higher transport level always includes the right defined in the lower transport level. 3. INDIVIDUALS AND FUNCTIONS If need be, the FIG may adjust the functions (more detailed or combined) in view of the circumstances of the event. 3.1 Delegations’ Officials and their Functions 3.1.1 MAG, WAG, RG, TRA, ACRO, AER and PK events Cat. Any medical doctor diploma must be approved by the FIG. DEL Paramedical Staff Paramedical Staff and additional Paramedical Staff Physiotherapist, psychologist and additional paramedical staff. Individuals may be accredited as Paramedical staff provided that they hold the respective professional qualification. Any paramedical diploma must be approved by the FIG. 3.3 Media Cat. 4. PROCEDURES AND COMMITMENTS OF THE LOCAL ORGANISING COMMITTEE (LOC) The LOC shall strictly respect the provisions and requirements mentioned in these FIG Rules for Accreditation. The LOC shall provide a computerised electronic accreditation system which is able to inform at any time about the: – National Federation – Name – Function – Category – Access zone of each accredited person, sortable by his/her name, function, accreditation number, National federation and category. The LOC may issue accreditations for its own members only. To be accredited, any persons (including LOC members who are not citizens of the organising federation) shall require the FIG written approval (not applicable to GfA). The data of all other persons to be accredited (delegations, FIG, etc.) will be communicated by the FIG in due time. For the competitive disciplines, a PDF copy of the passport of all accredited gymnasts has to be made in advance of arrival according to the LOC deadline. For events where registration is not made electronically through FIG, the LOC shall check the licence validity and the age of the gymnasts as described in the Technical Regulations (not applicable to GfA). The LOC shall also check that gymnasts have the passport (nationality) of the delegation in which they have been registered (not applicable to GfA). The model of the accreditation as well as the zone access plan shall be sent to the FIG for written approval. Media representatives shall all be accredited via the FIG Press Officer. In case of infringement of these Rules by the LOC, the FIG may withdraw the accreditations concerned and pronounce further financial sanctions (appropriate deduction from the deposit paid by the organising member federation to the FIG). Members from a suspended Federation are not entitled to any accreditation. This rule shall not apply to the Council and to the Congress. This does not apply to FIG Authority members either. 5. MAXIMUM SIZE OF DELEGATIONS 5.1 Gymnastics for All Will be determined between FIG and the LOC in due time depending on every events specificities.
