Welcome Ruggers Hello and welcome to the 44th Annual Cape Fear 7s. In rugby, every year is different, this year, the US will be hosting its 1st ever Rugby World Cup 7s. In 2 weeks, the world of rugby will travel to compete in San Francisco, and we have a real shot! The Eagles men won in Vegas, so if things go right, they could do very well. The women will also be com- peting in San Fran. They’ve been looking better and better. So, on the heels of the men's 15s Eagles beating Scotland, and home court advantage, we've got our fingers crossed. This year, the 4th of July lands on a Wednesday, this splits the Independence Day cele- brations into 2 weekends. That is good for us in the regard that hotels and restaurants are not quite as mobbed as usual. But the beaches will be as crowded as ever. We are giving back to the community by partnering with NourishNC. 1 in 4 children in New Hanover County struggle with hunger. NourishNC is a 501 (c)(3) nonprofit whose mission is to “Provide healthy food to hungry children, empowering them to succeed in the class- room and in their community.” Please donate to this essential cause. The Women's Elite Division is the strongest we've ever had. ARPTC, SCION and NOVA should all be in contention for the cup. Many USA Eagles women come out of these pro- grams. This year, we have a surprise entrant from the West Coast, competing for the hard- ware and cash. I'd like to give a special welcome to the Berkeley All Blues, California. The women continue to show a strong presence with the Women's Social Division being the largest in the tournament (20 teams). 2 years ago we got the High School boys established at Cape Fear. Now, we've gotten a 4 team HS Girls Division started. We're proud to have the future generations of players, young men and women participating in this tournament. I’d like to thank Karen Aversano, AB Bryant, Fyniss Nixon and Erik Saxon for making this competition happen during sum- mer vacation. Moseley, of Birmingham, England, is making their return to Wilmington. I think they feel a little stung from last year. Their goal is to unseat 2 time FEAR7s Champion, Old Toe DeRosa. USARugby's Club Nationals Playoff system is not doing us any favors. The South Qualifying tournaments in Nashville and Atlanta have siphoned off the Elite Men teams. Also, USARugby arbitrarily designated a US Club Open Qualifier to a made-up tournament in Virginia, one week before Fear. Well, uncharacteristically, I'm not going to say how I really feel about this. US Rugby is making another foray into professional rugby. The MLR is up and playing with 7 teams, and more are to be added next year. On Saturday, during the tournament, the MLR Final will broadcast, 9pm EDT, from San Diego, CA. We will have a special airing at Jimmy's at Red Dogs, down in Wrightsville Beach. Mike Baker and Event Webcasting will LiveStream the FEAR7s Finals on Sunday, the video will be accessible after the event. We will replay all the Finals @ Waterline Brewery (721 Surry St, under the bridge, down- town) on Sunday evening. So, stay hydrated, use plenty of sunscreen, and enjoy your weekend at the beach. Tournament Rules 1. Teams must sign into the Tournament, either Friday, Juy7th between 6:00 & 10:00pm or Saturday, July 8 prior to 8:00 am at the tournament venue. Registration is completed upon submitting a roster/2018 CIPP re- lease form and complete payment of all tournament fees. 2. The 2018 Cape Fear 7s Rugby Tournament will award a total of $8000 in prize money to the Finalists of the Elite Divisions. The Champion will receive $2500 and the runnerup will receive $1000. The prize money will be equally distributed between the Men's and Women's Divisions, only if both Divisions are filled with 8 teams, otherwise the tournament reserves the right to scale back the award. No play, no pay. The defending Men's Elite and Women's Elite teams will have their entry fee waived for following year's Cape Fear 7s. 3. All USARFU participants must: - Be CIPP registered for 2018, wear matching, USARFU directed kit (rugby jerseys, rugby shorts and socks) - Play for only one team during the tournament - Appear at the scheduled time of match with 7 players, and compete in a 14 minute rugby match. - Not do any- thing that would jeopard- ize the continuation of this tournament at this location on an annual basis. 4. All matches will be played under the USA Rugby Sevens variation Laws. All teams may carry a tournament roster of 12 players. 5 “exchanges” can be used per match. A twelve person roster must be declared in writing, handed to the referee, prior to each match. “Exchanges” must be done during stoppages and with referee per- mission . “Rolling, or tactical exchanges” will be allowed. If a player is “exchanged” for, and returns to the match, that counts as 2 of the 5 allotted “exchanges”. In addition to which players may return to play when re- placing: a player with a blood injury in accordance with Law 3.10. Any player deemed unable to continue, in the referee’s judgment, or Tournament Medical Staff judgment is ineligible to participate again that day. 5. Players registered in the Elite Division can not play in any other division for any other team. If a team uses an Elite player, that match is automatically forfeit and the offending team is ineligible to advance to the cham- pionship round. NO PLAYING DOWN. ELIMINATED ELITE PLAYERS CANNOT PLAY IN LOWER DIVI- SIONS, THE LOWER DIVISION TEAM WILL BE DISQUALIFIED FROM CHAMPIONSHIP PLAY. THE TOURNAMENT CANNOT POLICE EVERY DIVISION. IF A TEAM CAN PRODUCE PHOTOGRAPRHIC, OR MULITPLE WITNESS EVIDENCE, THE TOURNAMENT WILL FORFEIT THE OFFENDING TEAM. 6. Match play begins both days at 9:00 am. Schedules will be strictly kept. Both teams must be at the halfway of the correct field for the coin toss at the half time of the prior match. If a team is not there for the coin toss, then the team that is present gets to choose both field and kick off. A Forfeit will be awarded after three min- utes of tardiness from the scheduled match start time. Advancing from pool play: If it is clear, a distinct 1st, 2nd, 3rd and 4th then the following shall occur: - Winner of Pool A vs Fourth Place Pool B - Second place Pool A vs Third place Pool B - Third place Pool A vs Second place Pool B - Fourth place Pool A vs Winner of Pool B (Ceding is setup so that pool teams face different teams in knockout play) The Winner is defined as: the team with the most wins concluding pool play. If there are tied records within pools then: • the 1st tiebreak is result of head-to-head competition • the 2nd is largest overall point differential (total points scored minus total points scored upon) in pool play • Then most goals (converted tries) scored in pool play • -Then most tries scored in pool play Rules Contunued... Tournament Rules continued 7. All knockout bracketing, as necessary, will be filled using the same method for ceding and advancing. Un- even divisions will have a different, (see website), means of advancing. 8. For all conversion kicks, the kicking team must have a receiver to catch the kick. That receiver must be a player who is currently playing. No fans, coaches or touch judges. Failure to use a correct receiver or a re- ceiver will result in a free kick at midfield to the non-kicking team. Conversion kicks may be taken from in goal onto the field of play. The tournament will provide RookieRugby ball retrievers for all Finals matches. 9. Each club must furnish a touch judge for their pool and championship qualifying matches. ARs are provided for all Finals matches. 10. Tie matches will stand in Saturday round robin play. Tie matches in elimination play on Sunday will be de- cided by a succession of 5 minute sudden death periods. 11. Two yellow cards received in consecutive matches by the same player will result in disqualification of that player for the remainder of the tournament. Three yellow cards during the weekend by the same player will re- sult in disqualification of that player for the remainder of the tournament. Any player disqualified from a match is automatically prohibited from participating in the remainder of the tournament. The offending player’s name will be submitted to the Carolinas Geographical Union and their home union. A disqualification may be ap- pealed to a committee of the Head Referee, the USARugbyRefCoach and the Tournament Director. 12. All Tournament Matches will consist of 2 seven (7) minute halves, with a 1 minute halftime break. 13. There will be no sale of any items on the tournament grounds unless authorized by the tournament com- mittee. 14. Any questions regarding these rules will be decided by the tournament director or his designee. 15. Failure to read and understand the tournament rules does not excuse the consequences of not following them. 16. Finalists must wear matching jerseys and shorts in all divisions. Failure to do so will result in a forfeit and the championship of that Division will not take place. 17. FAILURE TO ADHERE TO TOURNAMENT RULES RESULTS IN DISQUALIFICATION OF SAID TEAM FROM THE CHAMPIONSHIP ROUNDS. The Tournament Committee reserves the right to amend the rules due to unforeseen circumstances, and or due to a change of perspective. Tournament History The 1st Annual Cape Fear Seven-player-a-side Rugby Tournament was held on July 4th weekend, 1975. The Cape Fear RFC, barely a season old, hosted the tournament that would celebrate the 4th of July, the Carolina coast and this beautiful game of rugby. The original tournament saw 16 teams compete in single elimination, with the champion needing to win twice on Saturday and twice again on Sunday. The University of Virginia won that first Fear tournament by defeating Norfolk Old Blue, Fear7s continued in a 16- team format until 1980, when the tourney field was increased and round-robin play began. Virginia sides have dominated Cape Fear. In the early years Roanoke displayed near per- fect rugby with flawless possession tactics to win 3 Fear7s titles in 4 years, retiring the original trophy in 1980. Then came the Duck Brothers of the NOVA RFC, vying to win an unprecedented 3 straight titles before being upset in 1984. Cape Fear 7s has showcased sides from England, Wales, Canada, Trinidad and Tobago, Hog Kong and from both coasts of the United States, to name a few. In 1984 Bristol Eng- land RFC, led by fly half Steward Barnes, took the tournament championship off shore for the first time with the Duck Brothers reclaiming it in 1985. 1986 saw the London Harle- quins, led by England's 7s coach, Les Cusworth, to take the Fear7s championship back to England. However the Duck Brothers brought it stateside again in 1987 where it remained until Bedford, England took the title back across the Atlantic in 1991. Hello, Northern Virginia. 1995 to 2002 perennial Fear 7s powerhouse, NOVA, won the men’s open championship 7 out of 8 years, with unprecedented 6 straight titles. In 2003 the Charlotte Olde Originals kept the Cape Fear 7s trophy in North Carolina for the first time in tournament history by defeating a gutsy Washington Widgets side. 2004 saw the trophy go back to Virginia after the 03 runner up, Washington, defeated a strong OMBAC side in one of the closest finals in tournament history. OMBAC came back to Fear from San Diego to defeat NOVA in the men’s final to take the Fear 7s trophy to the west coast of the United States for the very first time. 2016 saw big changes for FEAR7s. We gave $7000 in cash to the Elite Men's and Women's Champions. Billy DeRosa's Old Toe Rugby came from out of nowhere to defeat Atlanta Old White and claim $2500 in cash, Atlanta got a cool grand. On the Women's side Academy Rugby dominated with Laura Carbrera's Am Rugby Pro Training Ctr besting (19-5)Scion Academy (DC area). They won $2500 and $1000 in cash respectively. The Love Rugby High School Division was a big hit. The Academies were strong there as well, with Erik Saxon's Charlotte Junior Rugby Academy taking home a complete set of jerseys, beating(19-0) Northern Virginia Nomads in the final. The Cape Fear Flytraps dis- tinguished themselves, reaching the semi finals, going down to the eventual champs. 2017 was the best FEAR7s to date. We had 70 teams and complete brackets for the Elites, HS, Club and Masters Divisions. Moseley Rugby Club, of Birmingham, England was the odds on favorite to win the Men’s Elite. Their efforts fell short, and they vowed to bring a more competitive team in 2018. Old Toe de Rosa repeated as the Men’s Elite Champs beating their brothers from Charlotte 24-17. In the Women’s Elite Division, NOVA, 7 time previous Cape Fear Women’s Champ, knocked off defending Champ Amer- ican Rugby Pro Training Center in a semi, but went down to Joanne Liu’s Scion Rugby Academy in the final 19-12. Thomas Clark brought down the Mystic Gulls, from Mystic River, MASS to dominate the HS Division and win a set of jerseys from Chilly Kirkwood’s Love Rugby. The 44th Annual Cape Fear 7s
