European Cooperation on Storm Naming Evelyn Cusack Deputy Head of Forecasting, Met Éireann, Dublin WGCEF, October, 2017
NMS’s Mission ……ensure the protection and safety of life and property by issuing public weather forecasts and warnings.
Storm Naming • Reach, engagement and influence for warnings • Authoritative Voice • Single name • Communication: ‘hashtag culture’ • Collaboration with adjoining NMS’s • Useful post-event for reference
Storm Naming - TASKS 1) Agree on a set of rules for each group (or a broadly common set to include individual preferences). 2) Finalize the groups. 3) Decide how to get the names and how to implement a naming scheme especially for inclusion in Meteoalarm 2019. 4) Decide on ‘local’ group meetings…cost? 5) Agree on a mid-year meeting specifically for Storm Naming in May/June 2018……..cost?
Storm Naming Rules • Storm depression (definition) • Based on Warnings in the Meteoalarm framework (AMBER/ORANGE or above……impact-based and/or thresholds) • NMS which first issues the warning names the Storm in consultation with other partners. • Names picked by NMS’s (public suggestions etc) • If a barotropic storm is a post tropical storm, it keeps its named given by NHC Miami preceded by ex. • Chiefly a wind storm, but other extremes such as rain/snow?

Adopt a Vortex! Rates for Highs and Lows are different because Highs normally last longer than Lows and so they stay on the weather charts longer. On average we expect to name 50 to 60 Highs and about 150 Lows in one year. You can adopt a vortex for: High…299Euro Low…..199Euro

A Case of Mistaken Identity 28th October 2013 • St Jude (Weather Channel) • Christian (FU Berlin) • Allan (DMI) • Simone (SMHI) • Carmen (European Windstorms Centre)
Results – What’s in a Name? • 55% of people surveyed changed their behaviour upon hearing about a named storm (Year 1) • Storm Doris surveys (Year 2): – 89% awareness – 94% of those found the warning useful – 82% of those who took action felt that they we right to do so.
Principles of naming • Depression will be named only if at least orange vigilance is expected for wind speed. Agreement to follow the color of vigilance and not the criteria of wind speed that might be different according countries or regions. The problem of forecast ranges of vigilance (up to 72h for AEMET and up to 48h for IPMA/MF) is also not take into account for naming. • Area : Atlantic Ocean (for the Mediterranean Sea, further investigation is needed in coordination with the Task Team on Storm Naming)
Communication between forecast centers • Meteo France – Contact Point : Chief Forecaster, Toulouse phone number +33561078220 – Mail : chef_previ_national@meteo.fr • IPMA – divmv.vigilancia@ipma.pt AEMET – Contact Point : Chief Forecaster, Madrid phone number +34915819748 – Mail : cnpjt@aemet.es
Interaction between our regional group and the UK/Ireland system • Proposal : if a storm alreaday named by one group moves to the other group, it keeps the same name • Meteo France can ensure the connection with Met Office
Interaction between our regional group and post tropical storm (named by NHC Miami) • If a barotropic storm is a post tropical storm, it keeps its named given by NHC Miami preceded by ex.
List of names • AEMET/IPMA/MF prefer a common list • More convenient to manage
List of Met Office/ Met Eireann • Aileen, Brian, Caroline, Dylan, Eleanor, Fionn, Georgina, Hector, • Iona, James, Karen, Larry, Maeve, Niall, Octavia, Paul, • Rebecca, Simon, Tall, Victor, Winifred (Aileen has been already used)
