Union de la sécurité: le système d'information Schengen renouvelé entre en service
Aujourd'hui, le système d'information Schengen (SIS) mis à jour entre en service. Le SIS est
le plus grand système de partage d'informations pour la sécurité et la gestion des frontières en
Europe. Il fournit des informations sur les personnes recherchées ou disparues, les ressortissants de
pays tiers qui n'ont pas le droit légal de séjourner dans l'Union et sur les objets perdus ou volés (par
exemple, les voitures, les armes à feu, les bateaux et les documents d'identité).
Le SIS renouvelé sera le fondement du système de gestion des frontières le plus avancé au monde
avec le système d'entrée/de sortie (EES) et le système européen d'information et d'autorisation
concernant les voyages (ETIAS).
Les caractéristiques mises à jour sont les suivantes: renforcement de l'échange d'informations et de
la coopération; de nouvelles possibilités de localiser et d'identifier les personnes recherchées et de
renforcer les contrôles aux frontières extérieures; des outils supplémentaires pour lutter contre la
criminalité et le terrorisme; des outils supplémentaires pour protéger les personnes disparues et
vulnérables; des outils supplémentaires pour prévenir et décourager la migration irrégulière;
l'utilisation accrue du SIS par les agences de l'UE.

EU-UN cooperation: EU announces support to the UN reform for more efficiency in partner
countries *
Today, at the UN Conference on Least developed countries (LDCs) in Doha, the EU announced
its renewed support to the UN Resident Coordinator System, a key pillar of the UN development
system reform, with a contribution of €17 million for 2022 and 2023. The UN Resident
Coordinator System aims to improve the efficiency and effectiveness of UN actions at country level
through dedicated UN Resident Coordinators. They act as key interlocutor for partners and
international donors, including the EU, thus ensuring more effective and efficient coordination.
Commissioner for International Partnerships, Jutta Urpilainen, said: “The EU is a steadfast supporter
of the UN Development reform. In this time of multiple global challenges, the most effective way to
deliver results on the ground for the LDCs and our other partners is multilateral cooperation and
coordination. We champion renewed and more effective multilateralism.”
The EU's support will benefit the cooperation and dialogue between the EU and UN when building
programmes with and in partner countries, in the framework of the EU's Global Gateway strategy,
and in line with the Sustainable Development Goals. Better coordination and dialogue between the
EU and the UN also enables to show to third country partners the strength of a coordinated and
democratic offer.
The present contribution confirms the EU's longstanding support to the UN reform process, expressed
both politically and financially through contributions to the UN Residents Coordinator System and the
UN Joint SDG Fund with a total of €74 million since 2019.

European Education Area: 16 new Erasmus+ Teacher Academies will promote excellence in
teacher education*
Today, the Commission presents 16 new Erasmus+ Teacher Academies, which will provide teachers
at all stages of their careers with learning opportunities that include mobility, learning
platforms and professional communities. These Erasmus+ Teacher Academies will benefit from
close to €22.5 million from the Erasmus+ budget over three years. The 16 new Academies,
together with the 11 already funded under the first call for proposals last year, will embrace
multilingualism, language awareness and cultural diversity, as they develop teacher education in line
with the EU's priorities in education policy and contribute to the achievement of the European
Education Area, the EU's vision for the education and training sector.
Vice-President for Promoting our European Way of Life, Margaritis Schinas said: “A teacher who
keeps learning will pass on the newly acquired knowledge to his/her students. With the new learning
opportunities we are providing today, we are enriching both teachers and learners; yet another
concrete step towards the European Education Area.”
At the Education, Youth, Culture and Sport Council this morning, the Commissioner for Innovation,
Research, Culture, Education and Youth, Mariya Gabriel, said: “The shortage of teachers is an EU-
wide challenge to be addressed at EU level. Therefore, we are putting in place comprehensive
initiatives to make the profession more attractive. Erasmus+ Teacher Academies will support our
efforts to ensure high-quality initial education and continuous professional development for all
teachers, educators and school leaders. We had set ourselves the goal of establishing 25 such
academies by 2025. Today, we are already at 27. The success speaks for itself!”
Erasmus+ Teacher Academies are partnerships between teacher training providers and teacher
education institutions that will develop a European and international outlook in teacher education.
The topics covered by the projects include skills related to science, technology, engineering, arts and
mathematics, creativity, inclusion, and environmental sustainability. As part of the 2022 call for
proposals, the selected projects include 313 organisations, among which 136 associated partners,
from 30 countries (EU Member States and countries associated to Erasmus+). Among the
participating organisations there are initial teacher education providers, continuing professional
development providers, practice training schools, and other organisations with relevant expertise.

InvestEU: up to €250 million in loans for companies in Portugal to support sustainable
investments, skills, as well as cultural and creative sectors
The European Investment Fund (EIF) and Santander Portugal have signed a guarantee agreement,
supported by the InvestEU programme, for up to €250 million in loans. The targeted financing
will benefit Portuguese businesses in the areas of i) sustainability, ii) education and iii)
culture and creative sectors.
EIF guarantee products under InvestEU signed with Santander include the Sustainability Guarantee,
the Skills and Education Guarantee, and the Cultural and Creative Sectors Guarantee. The EIF
Sustainability Guarantee supports projects that contribute to climate change mitigation and
adaptation to a more sustainable, circular and carbon-neutral economy. The EIF Skills and
Education Guarantee has been set up to finance educational, training and re-qualification projects,
in order to attract and qualify more people for the labour market. Finally, the EIF Cultural and
Creative Sectors Guarantee aims to support companies that invest in these areas (such as
restoration, libraries, press, architecture, performing arts and audiovisuals).
Paolo Gentiloni, Commissioner for the Economy, said: “Thanks to this significant agreement,
InvestEU will help businesses in Portugal to unlock up to a quarter of a billion euros in funding. This
financing will support multiple aspects of the green transition, develop skills and boost the creative
and cultural sectors. This is great news for Portuguese firms and workers as they navigate the
current challenging economic conditions.”
The InvestEU programme provides the EU with long-term funding by leveraging private and public
funds in support of EU policy priorities. As part of the programme, the InvestEU Fund is implemented
through financial partners who will invest in projects using the EU budget guarantee and thus
mobilising at least €372 billion in additional investment.

Agriculture: Record value of EU agri-food trade in November 2022
The Commission has today published the latest monthly agri-food trade report, which shows that the
monthly EU trade flows of agricultural and food products reached a new record value of
€36.9 billion in November 2022. Since the beginning of 2022, EU agri-food trade reached a total
of €369 billion, which represents a 23% increase compared to the same period in 2021 (Jan-
Nov). This can be explained by an increase of the value of both EU agri-food exports and imports,
by 17% and 34% respectively. In the same period, the EU trade balance stands at €53.5 billion.
Compared to October 2022, EU agri-food exports slightly increased compared to the previous
month, to reach €21.2 billion, a 2% increase. From January to November 2022, EU agri-food exports
reached €211 billion. When looking at specific sectors, the data confirm the higher EU exports of
wheat from January to November 2022. The two main destinations for EU products are the United
Kingdom and the United States. EU exports of pigmeat, cereals and vegetable oils to China
decreased in the same period, while EU exports to Russia declined significantly both in quantity and
value terms for a range of sectors.
EU imports of agriculture and food products remained quite stable in November 2022 compared
with the previous month. However, due to higher food prices on the global markets, the value of EU
imports increased and reached €157 billion in the 11 months of 2022. The three main origin
countries exporting agri-food products to the EU are Brazil, the UK and Ukraine. The biggest
increases over the year 2022 were recorded for imports of primary commodities, such as maize (+9
million tonnes), soya cake (+737 thousand tonnes), and rapeseed (+1.3 million tonnes).
The latest monthly agri-food trade report also features a special focus on the evolution of production
and consumption of poultry and beef from 1961 to 2019 across Europe, Central Asia, Asia-Oceania,
Africa and the Americas.

Agriculture : la Commission approuve la « Cebolla de la Mancha » comme nouvelle
Indication géographique protégée
Aujourd'hui la Commission a approuvé les oignons « Cebolla de la Mancha » d'Espagne dans le
registre des Indications géographiques protégées (IGP).
Produite dans la région de Castille-La Manche, l'IGP « Cebolla de La Mancha » repose sur les
caractéristiques de l'oignon du type Recas, et une qualité conférée par l'aire de production et les
pratiques culturales. La demande est si forte en raison des caractéristiques propres en termes de
couleur, taille, texture et saveur que la région de Castille-La Manche est la région de production la
plus importante d'Espagne. Elle représente plus de la moitié de la récolte nationale d'oignons. Le
potassium, le magnésium et le calcium présents dans les sols la région sont à l'origine de la douceur
caractéristique de l'oignon « Cebolla de la Mancha ».
Cette nouvelle dénomination sera ajoutée à la liste des 1 610 produits agricoles déjà protégés. La

State aid: Commission approves amendment to Italian guarantee scheme, including up to
€3 billion budget increase, in context of Russia's war against Ukraine
The European Commission has approved, under EU State aid rules, an amendment to an existing
Italian guarantee scheme, including an up to €3 billion budget increase, for the reinsurance of
natural gas and electricity trade credit risk in the context of Russia's war against Ukraine.

The original scheme, approved by the Commission on 30 September 2022 (SA.103757), aims at
limiting the risks insurers are currently facing by offering trade credit insurance to customers.
Italy notified the following modifications to the existing scheme: (i) an overall budget increase by up
to €3 billion; (ii) an extension of the period in relation to which aid may be granted, until 31
December 2023; (iii) a longer deferral (i.e. 36 months) for the payment of energy bills by
customers; and (iv) the introduction of the possibility to open the scheme also to companies with
annual maximum turnover above €50 million.
The Commission concluded that the scheme, as amended, will contribute to managing the economic
impact of the current crisis in Italy. It is necessary, appropriate and proportionate to remedy a
serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and the
general principles set out in the State aid Temporary Crisis Framework, which the Commission has
applied by analogy. On this basis, the Commission approved the amendment under EU State aid
rules.

Concentrations: la Commission autorise la création d'une entreprise commune entre
Renault et Minth Group
La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, la
création d'une entreprise commune par Renault SAS, basée en France, et Minth Group Limited, basée
dans les îles Caïmans.
L'entreprise commune sera basée en France et fournira des coques pour des batteries de voitures
électriques en Belgique, France, et au Royaume Uni. Renault fabrique et commercialise des voitures
particulières et des véhicules utilitaires légers, fournit des pièces détachées ainsi que des services de
mobilité. Minth Group fabrique des pièces détachées pour des voitures.
La Commission a conclu que la concentration envisagée ne soulèverait pas de problème de
concurrence, compte tenu qu'aucune des parties ni l'entreprise commune n'exercent actuellement
d'activités commerciales sur le même marché, ou sur des marchés verticalement connectés. La
transaction a été examinée dans le cadre de la procédure simplifiée du contrôle des concentrations.

Mergers: Commission clears creation of joint venture by Magna and Minth
The European Commission has approved, under the EU Merger Regulation, the creation of a joint
venture by Magna International Inc. (‘Magna') of Canada and Minth Group Limited (‘Minth') of the
Cayman Islands.
The joint venture will be active in the design, development, manufacture and sale of front and rear
fascia assembly, plastic liftgates and liftgate systems to original equipment manufacturers (‘OEMs')
in China. Magna is mainly active in the design, engineering and manufacturing of components,
assemblies, systems, and modules for OEMs of passenger cars and light commercial vehicles. Minth
is primarily active in the research, development, production and sales of car parts.
The Commission concluded that the proposed transaction would raise no competition concerns, given
that the joint venture has no actual and foreseen activities in the European Economic Area. The
transaction was examined under the simplified merger review procedure.

Concentrations: La Commission autorise l'acquisition de Trescal par EFMS

La Commission européenne a autorisé, en vertu du règlement de l'UE sur les concentrations,
l'acquisition de Talbot International SAS (« Trescal »), basée en France par EQT Fund Management
S.à r.l. (« EFMS »), basée au Luxembourg.
Trescal fournit principalement des services d'étalonnage. Trescal fournit des services d'essai,
d'inspection et de certification à des clients de plusieurs secteurs. EFMS est un gestionnaire de fonds
qui gère des investissements dans des entreprises d'infrastructure, principalement en Europe et aux
États-Unis.
La Commission a conclu que l'acquisition envisagée ne poserait aucun problème de concurrence,
compte tenu de son incidence limitée sur le marché des services d'essais, d'inspection et de
certification et, en particulier, dans le secteur des sciences de la vie aux Pays-Bas. L'opération a été
examinée dans le cadre de la procédure simplifiée d'examen des opérations de concentration.

International Women's Day: EU takes landmark decisions, but women's rights are under
attack globally
Ahead of International Women's Day, the European Commission and the High Representative of the
Union for Foreign Affairs and Security Policy made the following statement:
“The growing oppression globally on women and girls and attacks on their human rights are
alarming. We stand by women in Iran, whose freedoms are systematically restricted; and those in
Afghanistan, where the Taliban are trying to erase women and girls' presence from public space, as
well as everywhere else in the world where women's fundamental rights and freedoms are being
threatened or denied.
We are also deeply concerned about the reports that Russian Armed Forces use sexual violence
against women and children in Ukraine as a weapon of war. These actions constitute war crimes and
the perpetrators must be brought to justice. We will continue to work with our international partners
to make Russia pay for these atrocities.
To strengthen global accountability, the EU has just adopted a package of sanctions against
perpetrators of sexual and gender-based violence.
There is also good news. The EU has taken landmark decisions to ensure that women in the EU have
the same opportunities as men. For instance, with the new EU rules on gender balance on corporate
boards or pay transparency. We also want to set EU-wide rules to combat violence against women
and domestic violence.”

La commissaire Kyriakides se félicite du vote du Conseil sur l'extension du règlement
concernant les dispositifs médicaux
Aujourd'hui, le Conseil de l'Union européenne a adopté la proposition de la Commission visant à
donner aux organismes notifiés et aux fabricants plus de temps pour certifier les dispositifs
médicaux et atténuer ainsi le risque de pénurie. Cela fait suite au vote positif du Parlement
européen le mois dernier. La proposition législative prévoit une période de transition plus longue
pour s'adapter aux nouvelles règles prévues par le règlement sur les dispositifs médicaux,
garantissant un accès continu aux dispositifs médicaux pour les patients qui en ont besoin.
Se félicitant de l'adoption par le Conseil, la commissaire à la santé et à la sécurité alimentaire, Stella

Kyriakides, a déclaré :
« Ceci est une étape importante qui contribuera à résoudre les difficultés à court terme auxquelles
les États membres sont confrontés et à garantir un accès continu aux dispositifs médicaux
nécessaires pour les patients de l'UE.
Ce calendrier révisé offrira plus de flexibilité à l'industrie pour la certification continue des dispositifs
médicaux nécessaires et réduira les risques de pénurie à court terme. Cela garantira l'accès aux
patients les plus nécessiteux sans compromettre leur sécurité.
La Commission, en collaboration avec les États membres, les organismes notifiés et l'industrie
médicale, continuera à travailler sur des mesures supplémentaires pour résoudre les problèmes
structurels et identifier des solutions à moyen et long terme. Assurer la transition vers le nouveau
règlement doit être notre priorité collective pour préserver la sécurité des patients et favoriser
l'innovation en Europe. »

Le forum industriel se réunit à nouveau pour échanger sur des questions clés relatives à la
compétitivité industrielle
La Commission accueille aujourd'hui la 6ème réunion du Forum industriel, qui fournit à la
Commission des avis d'experts sur la mise en œuvre de la politique industrielle de l'UE. La réunion
portera sur trois dimensions essentielles de la compétitivité industrielle : à savoir, la transformation
de l'industrie européenne au moyen du Plan industriel du pacte vert ; la dimension internationale, en
particulier la stratégie « Global Gateway » ; et le 30ème anniversaire du marché unique.
La vice-présidente exécutive, Margrethe Vestager, prononcera un discours d'orientation. Pour sa
part, le commissaire au marché intérieur Thierry Breton mènera un échange de haut niveau avec les
membres du forum sur la réponse politique qu'il convient d'apporter aux principaux défis auxquels
l'industrie est confrontée.
Le point de vue du forum servira de base à la poursuite de la réflexion sur les initiatives à venir de la
Commission concernant la loi sur les matières premières critiques et la loi sur l'industrie à zéro
émission nette, dans la perspective des récentes conclusions du Conseil européen et de la prochaine
réunion du 23 et du 24 mars. Les représentants de la jeunesse nommés par les membres du Forum
industriel auront également la possibilité de partager leurs idées pour façonner l'avenir industriel de
l'Europe.
Les membres du Forum industriel sont composés de représentants des États membres et de parties
prenantes de l'industrie, du monde universitaire, de la société civile, des syndicats et d'autres
organisations.
