Backg ound
In 2014, the Ce tification Management Team (i.e.
ANAC, EASA, FAA, TCCA) ag eed to g eate
collabo ation between autho ities...
„to mo e efficiently and effectively develop and
implement egulato y and policy solutions to
common ce tification issues”

autho ities
Maximum use of the BASA and full ecognition of
ce tificating autho ities‘ capabilities a e essential to

2Backg ound
In 2015, the U.S.- EU Bilate al Ove sight Boa d (BOB)
di ected Ce tification Ove sight Boa d (COB) to
develop Validation Imp ovement Roadmap (VIR)
Objective: By 2022, educe validation effo t (time and costs)
to a level of 20% compa ed to fi st TIP implementation in
2011
COB developed VIR in sync with the CMT objectives
COB VIR app oved on 29 Feb ua y 2016
COB will annually eview VIR implementation and
adjust as necessa y
VIR issue 3 signed on 24 August 2018

Optimize implementation of the BASA by
enhancing acceptance of ce tificating autho ity
(CA) approvals and findings of compliance
Objective, unde a isk-based app oach, is to
maximize acceptance by the validating
autho ity (VA), without any technical
assessment o issuance of a validation app oval
VIR applies isk-based validation p inciples to
educe level of technical involvement in
validation

Th ee new avenues fo app ovals between FAA and EASA:
Recip ocal Acceptance of Ce tificates and App ovals
An app oval by the CA constitutes a valid app oval in the VA’s system
without any technical involvement o app oval by the VA

An app oval by the CA leads to an app oval being issued by the VA
without any technical involvement
Validation Wo k-Plan
Level of involvement by the VA is established based on isk based
p inciples athe than a comp ehensive eview of compliance findings
made by the CA
A wo k-plan is used fo each p oject equi ing active management
ove sight to ensu e common p inciples and p ocedu es a e applied to
maximize eliance on the CA’s findings
