DOWNTOWN DUNDALK ACCESSIBILITY, STREETSCAPE & COMMUNITY SPACE PROJECT CONSULTATION & INTRODUCTION OF SOUTHGATE’S NEW CIP May 18, 2021 Public Consultation Meeting Presentation
GOALS OF THIS MEETING 1. Review of Southgate’s Community Action Plan (CAP) Goals 2. Provide progress on our CAP Downtown Dundalk projects 3. Report on the Dundalk Downtown Parking Lot Projects & Future Plans 4. Discuss a Funding opportunity to invest in Downtown Dundalk 5. Share and discuss ideas to improve Building Accessibility on Proton Street 6. Report and discuss Streetscape and Open Space Improvements 7. Receive survey feedback and ideas for Downtown Dundalk Improvements 8. Introduce the New Southgate Community Improvement Plan and the Financial Incentives available to support local businesses.

COMMUNITY ACTION PLAN GOALS & COMMITMENTS FOR DOWNTOWN DUNDALK Goal 2 - Revitalizing Downtown Dundalk Action 2: The residents and businesses of Southgate envision our largest town once again becoming a source of community pride and a hotbed of community activity, with a much- improved appearance and a broader range of business opportunity. Strategic Initiatives 2-A (2019-2023): The County and the Township will have reconstructed Main Street. Main Street East completed; and Main Street West planned for 2026. Strategic Initiatives 2-B (2019-2023): The Township will have developed, adopted and implemented Community Improvement Plans for settlement areas, including incentives for downtown redevelopment and re-use. CIP approved by Southgate Council and we will introduce later in the meeting.
COMMUNITY ACTION PLAN GOALS & COMMITMENTS FOR DOWNTOWN DUNDALK Goal 2 - Revitalizing Downtown Dundalk Action 2: The residents and businesses of Southgate envision our largest town once again becoming a source of community pride and a hotbed of community activity, with a much- improved appearance and a broader range of business opportunity. Strategic Initiatives 2-C (2019-2023): The Township will have modified the vacant commercial premises tax rebate program, in order to remove disincentives to restoration and re-use. Vacancy Tax Rebate program cancelled by Council effective July 1st, 2021. Strategic Initiatives 2-D (2019-2023): The Township will have taken aggressive action to enforce compliance by downtown buildings with property standards Building Code, and Fire Code regulations. The Township has hired a Fire Prevention Officer and is conducting some inspections and will be more active after COVID is behind us.

Strategic Initiatives 2-E (2019-2023): The Township will increase its support for, and promotion of, community events, festivals, parades, library activities, and other events that attract people to the downtown area. What we want to talk about tonight and to make Downtown Dundalk a “Place” that will attract people to events in the Business section of Town. Strategic Initiatives 2-F (2019-2023): The Township will appoint and work with a Downtown Revitalization Advisory Committee, involving community organizations, businesses, landlords and tenants, and other stakeholders. Another topic for discussion to restart a Chamber or Business Association lead by our new Economic Development Officer.

Strategic Initiatives 2-G (2019-2023): The Township will have installed prominent signage to direct visitors to downtown attractions and businesses. RED funding project for signage, banners and downtown furniture. Strategic Initiatives 2-H (2019-2023): The Township will support the renewal of the downtown murals. Meeting discussion and Chamber discussion.

Strategic Initiatives 2-E (2019-2023): The Township will increase its support for, and promotion of, community events, festivals, parades, library activities, and other events that attract people to the downtown area. What do we need to consider to achieve this specific initiative? Make buildings accessible Improve the appearance of the streetscape with boardwalk areas for outdoor commerce with trees, banners, benches for rest areas, etc. Create outdoor space for community events and develop a mall effect. One-way traffic and reduced parking on Proton Street to allow for other spaces. Increase downtown parking lot capacity in a growing community.

CURRENT FUNDING OPPORTUNITY TO INVEST IN DOWNTOWN DUNDALK Canada Healthy Communities Initiative Grant Funding: Eligible for up to $250,000 of eligible project costs Applications for funding are due June 25th, 2021 @ 5 pm Project must be completed by June 30th, 2022. Southgate’s application would seek funding for the intake to improved mobility options to increase physical distancing, increase safe social connectivity, walkability and pedestrian safety.
TO SOLVE BUILDING ACCESSIBILITY CHALLENGES ON PROTON STREET Consideration for changes to deal with this issue will need to: Increase sidewalk area for building access, open space for social events and to provide for outdoor commerce areas Close Proton Street to one-way traffic flow Reduce parking spaces on Proton Street and allow for disability parking and pickup area spaces for goods & people Increase parking lot spaces behind businesses Consider and develop business access from rear of businesses on a go forward basis as the Township develops future parking options behind buildings

ACCESSIBILITY, STREETSCAPE AND OPEN SPACE IMPROVEMENTS Sidewalk elevation changes to provide on-grade entrance to businesses on the west side of Proton Street to property line or the front of buildings. Open space sidewalk area for outdoor commerce and street attractions/events/festivals. Community events like the Fireman Frolic, Farmers Market, Christmas, Halloween, Easter and Outdoor Music events, etc. to promote downtown as a “Place” to increase consumer attraction.

SOUTHGATE’S COMMUNITY IMPROVEMENT PLAN 1. Tax Increment Equivalent Grant: To encourage desirable and attractive infill development & redevelopment in Downtown Dundalk & Holstein. To also support new commercial and industrial development in the urban and rural areas of the Township to create jobs and business growth where the proper zoning uses are in place. > The municipal portion of the property tax that results from the increase to the property assessment as a result of the improvements. The new municipal property taxation is transitioned in over 10 years. 2. Buildings & Land Improvement Grant: To encourage the rehabilitation, repair and/or improvement of existing buildings & lands for commercial, office, industrial, agriculture investments in value added processing to support on farm retail or mixed-use spaces. >Maximum $50,000 or 50% of eligible costs (whichever is less) 3. Façade & Building Improvement Grant: To encourage the rehabilitation, repair and/or improvement of existing buildings & façades. >Maximum $5,000 or 50% of eligible costs (whichever is less)

Signage Improvement Grant: To encourage the improvement of present signage on buildings and the installation of pedestrian-scaled, attractive signage. >Maximum $2,500 or 50% of eligible costs (whichever is less) 5. Property, Landscaping & Parking Area Improvement Grant: To encourage improvement of landscapes, parking areas, pedestrian connections, sidewalks cafes/patios on private business properties. >Maximum $3,500 or 50% of eligible costs (whichever is less) 6. Accessibility and Public Health & Safety Improvement Grant: To promote improvement of business properties including access ramps, entryway widening, levelling or repairs to pathways and stairs. To facilitate improvements to a property as a result of a declared emergency such as plexiglass, patios and decks. >Maximum $3,500 or 50% of eligible costs (whichever is less)

Destination Infrastructure Grant: To encourage local stakeholders, community organizations and municipalities to upgrade and invest in destination infrastructure. >Maximum $5,000 or $2,500 or 50% of eligible costs (whichever is less) 8. Planning Fee Grant : To encourage sensitive, attractive and desirable infill of new development and redevelopment for changes of use. >Maximum $2,500 or 50% of eligible costs (whichever is less) 9. Building Permit Fee Grant To encourage sensitive, attractive and desirable infill development and redevelopment of existing buildings. >Maximum $2,500 or 50% of eligible costs (whichever is less) 10. Development Charges Grant: To assist property owners with financing the cost of the development process. > Equal to 100% of the municipality’s portion of the development charges to a maximum of $10,000.

Housing Rehabilitation and Conversion Grant: To assist with the rehabilitation of a previous multi-residential units or the conversion of upper floor commercial/residential/mixed-use building space into affordable residential units. >Maximum $50,000 or 50% of eligible costs (whichever is less) 12. Startup Space Leasehold Improvement Grant: To assist new businesses and startup companies to set up shop by providing grants for the financing of non-temporary interior leasehold and accessibility improvements. >Maximum $5,000 or 50% of eligible costs (whichever is less) 13. Environment Study Grant: 50% of the cost to complete the study to a maximum of $5,000 per property. >Maximum $5,000 or 50% of eligible costs (whichever is less)

Brownfield Property Tax Assistance: To encourage the cleanup and redevelopment of these properties. > The municipality may defer or cancel all or a portion of municipal property taxes during the period of site remediation. The municipality may apply to the Minister of Finance on behalf of the property owner to defer or cancel the education portion of the property taxes. 15. Surplus Lands & Buildings: Township lands and buildings that are deemed to be surplus to the needs of the municipality will be offered through a Request for Proposal (RFP) process. > Subject to the specific project.
