CP SCOOP – June 30th, 2021 MUNICIPAL UPDATES Message from Mayor Black on the Cancelling of Municipally-run Canada Day Activities – Canada Day this year will be a time for reflection. As we collectively mourn the loss of Indigenous lives as the National residential school tragedy continues to unfold, Carleton Place has made the decision to refrain from celebrating Canada Day in a traditional manner this year. As your Mayor, I have always been a fierce advocate of creating an inclusive community where everyone feels heard and respected. And right now, in this moment in our Country’s history, it is not a time to celebrate. It is a time to listen, a time to reflect, a time to acknowledge the pain experienced past and present by the Indigenous community and to offer support. By cancelling our scheduled Canada Day events this year in honour of those who are in deep mourning, we feel this is a step forward in that direction. I would like to take a moment to thank our Recreation and Culture Department for their efforts to create a program for the community that respected the restrictions which would keep everyone safe due to COVID-19. It is unfortunate that we are not able to see those plans through to reality this year but I truly believe that we must act on our vision of being a community that is understanding and compassionate. To ensure collection: • Please have your items at the curb no later than 7:00 a.m. on your collection day. • Please note residents are permitted one (1) unstickered bag of waste (max. 15kg) per week and any additional bags or large items must be tagged accordingly. Stickers can be purchased from the Town Hall or from Shoppers Drug Mart on McNeely Avenue. EMPLOYMENT OPPORTUNITY – Summer Experience Programmer - The Town of Carleton Place is seeking an individual to fill the position of Summer Experience Programmer. Summary: Under the direction of the Manager of Recreation and Culture, the Summer Experience Programmer will be responsible for assisting in the development and implementation of a variety of outdoor programs and activities within parks and trails in Carleton Place. This individual will work alongside the Community Programmer, and will gain hands-on experience in the development, promotion, presentation, and evaluation of community programs. This 10-week position of 22hrs/week is ideal for a student who is seeking a future career in the Recreation & Culture sector. Qualification/Experience: 1. Age restriction based on the grant credentials is 15-17. 2. Ability to comfortably lead group activities. 3. Must be able to work independently as well as part of a team. 4. Ability to maintain a professional demeanor at all times when dealing with the public and volunteers. 5. First Aid and CPR-AED certification an asset. 6. Vulnerable Sector Check. 7. Must be able to handle multiple tasks at one time. 8. Ability to work in a variety of outdoor conditions. The 2021 salary is $13.40 per hour. Carleton Place Public Library Closed for Canada Day - This Canada Day is a difficult one for Canadians as we process the news of mass graves at residential schools around our country. Issues of equity and justice are front of mind as we better understand the injustices done to indigenous people and grapple with how this fits into our national identity. Transportation Master Plan Comment Period Ending – The Town of Carleton Place held a Public Information Centre (PIC) #1 on Thursday, June 17th, 2021 to discuss the ongoing Transportation Master Plan. Your input is essential to the success of this project! The commenting period for this portion of the study will end on Tuesday, July 6th, 2021. Please complete an on-line survey to share your thoughts and concerns. You may also provide comments on the PIC #1 directly to the project managers via email at: gbourgon@carletonplace.ca and cptmp.parsons@parsons.com The PIC display boards and a recorded file of the meeting are available on the Town’s website. • PIC#1 - Display Boards • Recorded file of PIC#1 for viewing at a later date Construction Update – June 30th, 2021 - The Town of Carleton Place’s Public Works Department strives to keep our residents informed of this year’s construction activities however, schedules are subject to change due to weather conditions, changes in the provision of materials and/or availability of staff. The following activities are planned for next week: Canada Day Louis Bray and AECON will be offsite July 1st and 2nd for the long Canada Day weekend. Crews will return to their respective work sites on Monday, July 5th. Louis Bray and AECON, together with the Town of Carleton Place wish everyone a safe and happy Canada Day. Central Bridge Project – Utility Relocation The Town of Carleton Place is continuing to prepare for the replacement of the Central Bridge in 2022. Improvements to Bell Street, an additional watermain crossing, and improvements to the Gillies Bridge are well underway and will be completed this fall. Attention will now focus on the relocation of utilities currently attached to the Central Bridge. Starting next week, Bell Canada will begin the process to install a temporary overhead line across the river for telecommunications infrastructure for both Bell and Rogers. The initial work will be on the north side of river, but crews may need to complete some work on the south side to install the poles to support the overhead lines. Bell Street (Bridge Street to Mullett Street) The commissioning and disinfection process for Bell Street has now been completed and Louis Bray staff have been working on getting residents and businesses connected to the new watermain. The final connection is planned for early next week. Once the connection has been made, crews will then begin the installation of the new storm sewer at the Mullett Street portion of the project and will move westward towards Baines Street. Miguel and Santiago Streets AECON will begin removing asphalt and grading where required on both Miguel Street and Santiago Street. A portion of Miguel Street from Park Avenue to Lenore Street will not have the asphalt removed. Instead, crews will be grinding the outer edges in preparation for a top lift of asphalt. Moffatt Street Time and weather permitting, AECON will begin the excavation and laying granular material from McRostie Street to High Street. Gillies Bridge
Louis Bray’s bridge crew is busy making preparations to commence in-water works in the coming days. Crews will be installing debris tarps on July 1st to ensure material/debris while working on the bridge does not find its way into the river. Next week, crews will be installing the coffer dams that will create the safe working areas for Louis Bray staff to begin the rehabilitation activities for the Gillies Bridge. The Town of Carleton Place would like to remind residents that for safety reasons pedestrians must use the OVRT to cross the Mississippi River. The Town of Carleton Place asks for everyone’s help in ensuring safe and efficient work zones. We encourage residents to avoid all construction zones, however, should residents be travelling within the construction zones, we urge you to proceed with caution and follow the directions provided by traffic control personnel and posted construction signage. We ask for everyone’s patience and cooperation during the construction season, however, should a member of the public have any concerns or questions of a general nature, please contact the Public Works Office at 613-257-2253. FEDERAL UPDATES The Government of Canada Launches Online Calculator to Help Businesses Apply for the New Canada Recovery Hiring Program - The Government of Canada remains committed to supporting Canadian businesses in the face of the ongoing pandemic. With the recently announced Canada Recovery Hiring Program (CRHP), hard-hit businesses will be able to hire the workers they need to recover and grow as local economies reopen. The CRHP supports payroll as businesses grow, whether as a result of hiring staff, increasing shifts, or increasing overall pay. Today, the Honourable Diane Lebouthillier, Minister of National Revenue, l aunched an online calculator to help eligible employers prepare their CRHP applications. This calculator integrates the new CRHP with the Canada Emergency Wage Subsidy (CEWS), automatically showing applicants which subsidy will provide them with more support, based on the information they enter. The CRHP and the CEWS both support the payroll of eligible employers affected by the COVID-19 pandemic. However, while the CEWS was meant to help eligible employers keep their employees on their payroll and help them rehire, the CRHP is designed to encourage businesses to (re)hire and grow as the economy recovers. The CRHP and the CEWS are both based on four-week claim periods. From June 6th, 2021 to September 25th, 2021 (claim periods 17 to 20), the subsidies overlap so that, as CEWS rates gradually decline, eligible employers would still be able to receive support through the CRHP if they hire more workers or increase workers’ hours or wages. This will make it easier for eligible employers to hire new workers and do so at a pace that works best for them as different jurisdictions reopen their economies at different paces. For the four (4) overlapping claim periods, eligible employers can apply for either subsidy, based on whichever subsidy provides the higher amount of support. An eligible employer must claim the greater of the CRHP and the CEWS for a particular claim period, but not both. The CRHP web pages launched today include detailed information about eligibility requirements, how payment periods are structured, and how the CRHP is calculated.
Eligible employers will be able to apply for the CRHP as of July 7th, 2021, when the Canada Revenue Agency (CRA) will open applications through My Business Account and Represent a Client. The CRA will begin to issue CRHP payments to eligible employers during the week of July 12th, 2021. Federal Minimum Wage of $15 Per Hour to Come Into Effect on December 29th, 2021 - In Budget 2021, the Government of Canada proposed to establish a federal minimum wage of $15 per hour, rising with inflation. Today, the Government is announcing that this important change will come into effect on December 29th, 2021, following Royal Assent to Budget Implementation Act, 2021, No. 1. The changes will affect workers in the federally regulated private sector and represent an important step towards reducing poverty and inequality. Prime Minister Announces Measures to Advance Gender Equality Worldwide - Women and girls have been disproportionately affected by the global COVID-19 pandemic, which threatens to roll back the hard-fought social and economic progress that they’ve made. The Government of Canada is committed to ensuring this doesn’t happen, both here at home and around the world, and recognizes that in order to truly build back better, we must create a Canada that works for everyone. Prime Minister Justin Trudeau today participated in the opening ceremony of the Generation Equality Forum and announced nearly $180 million to advance gender equality around the world. The Forum is a global gathering on the topic of gender equality, which has been convened by UN Women and co-hosted by the governments of Mexico and France. PROVINCIAL UPDATES Kick Summer Off with Family Free Fishing in Ontario - Ontario families can enjoy fishing province-wide without having to purchase a licence or carry an Outdoors Card, from July 3rd to 11th, 2021. Families that take part in these activities are reminded to respect the regulations under Step 2 of the Roadmap to Reopen. If you and your family are fishing during licence-free fishing periods or at other times, it’s important to help keep recreational fisheries healthy for future generations by: • Following conservation licence catch limits • Obeying size limits and sanctuaries • Following all other fishing regulations and rules. OTHER UPDATES Local COVID-19 Vaccine Status - Update for June 29th, 2021 - The vaccine status report will be updated every Tuesday. This will allow them to get a second dose and have immunity before school starts. • Youth turning 12 this summer can book an appointment for any day on or after their birthday. • We are extending our selfie contest for youth with more gifts cards as prizes. • Youth can take advantage of walk-in availability or book an appointment or go to a local pharmacy where they are offering Pfizer. Interchangeability of Vaccines • We continue to remind adults that both mRNA vaccines (Pfizer and Moderna) are interchangeable in effectiveness against COVID-19 • The best vaccine is the first one available to you Remember it is important to continue to follow precautions if you have one or even two vaccine doses.
