Overview COVID Recovery Programme ▸ The Department for Communities programme to support the Voluntary, Community and Social Enterprise sector ▸ The aim is to reduce or remove operating deficits in eligible organisations which have arisen in the 2021/22 financial year because of the COVID pandemic. 2
Overview continued… ▸ A single funding scheme; organisations apply through the delivery partner that best reflects their primary purpose. ▸ Some may fit within more than one primary purpose, but it will be for the applicant organisation to select only one delivery partner. ▸ Organisations can only apply to one delivery partner; review partner websites for relevant guidelines and deadlines. 3
Overview continued… ▸ The Covid Recovery Programme for Organisations has been co-designed with seven sectoral bodies who will deliver the scheme and make awards of up to £50,000. ▸ Not-for-profit organisations in the culture, arts, languages, heritage, sports, charities and social enterprise sectors. 4
Delivery Partners ▸ Community Finance Ireland ▸ Arts Council 1 funding pot ▸ NI Screen distributed by 7 Delivery Partners ▸ Sport NI ▸ National Lottery Heritage Fund ▸ Glor na nGael ▸ Ulster-Scots Agency 5
Eligibility ▸ Varies depending on the delivery partner. ▹ For example: Arts Council for NI accepts applications from constituted organisations/companies and venues and evidence criteria relating to ‘Organisational Purpose’ and ‘Financial Viability’. ▸ Review partner websites for relevant guidelines and deadlines 6
Award Level ▸ The maximum amount of funding available is £50,000. ▸ Exceptionally, organisations seeking more than £50,000 may make a request. Review delivery partner websites for relevant requirements/conditions. ▸ Ulster-Scots delivery partner the maximum is £10,000 and the minimum is £1,000. 7
Essential Assessment Criteria ▸ An operating deficit is a negative difference between your income and expenditure in the period 1 April 2021 to 31 March 2022. ▸ Based on the financial calculations the organisation anticipated that it would have an operating deficit for the period 31 March 2022 and can confirm that this is COVID related. 8
Calculating Grant Amount ▸ Applicant organisations must provide the financial information necessary to underpin and inform sound decision making. ▸ Calculation of the projected deficit will require you to make projections of future income and expenditure in the period up to 31 March 2022. 9

Treatment of Reserves ▸ It is prudent for organisations to build up and maintain a level or reserves appropriate to their circumstances ▸ The grant available to your organisation will normally be limited to a maximum of six months costs. ▸ If your organisation has projected reserves on 31 March 2022 in excess of six months costs you should not expect to receive a payment under this Programme. ▸ If you believe that your organisation has a valid reason for holding reserves greater than six months costs, you must include this reason in your funding application. 11
What are reserves? ▸ Reserves are the funds that your charity has which can be freely spent on any of its charitable purposes. ▸ This definition excludes restricted income funds and endowment funds as these must be spent in a specific way. ▸ Reserves will also normally exclude tangible fixed assets held for the charity’s own use. ▸ Guidance is available at Reserves policy guidance | NICVA 12

Community Finance Ireland ▸ Completed Financial Overview Template ▸ Governing Documents ▸ Copy photo ID & Proof of Address for two Trustees/Directors and Key Contact ▸ Bank statement ▸ Management accounts for April 2021 to September 2021 ▸ Financial Projections for October 2021 to March 2022 ▸ Reserves Policy Statement ▸ Annual Accounts (Year end 2019 & Year end 2020) 13
