COVID-19 Updates West Yorkshire and Harrogate Health and Care Partnership Vaccination Bulletin The latest vaccination bulletin from West Yorkshire and Harrogate Health and Care Partnership can be found below. Vaccination Bulletin – 7th April 2021 Pandemic Delivery Service for CEV Patients Ended on 31st March 2021 The Pandemic Delivery Service for Clinically Extremely Vulnerable (CEV) patients ended on 31st March 2021. Community pharmacy contractors are therefore reminded that no further deliveries should be made to these patients, under this service. The end of the service follows advice from the Government that from 1st April 2021, CEV patients are no longer required to shield; all CEV patients should have received a letter notifying them of this. Claims for the Pandemic Delivery Service for CEV patients needed to be submitted by 5th April 2021. Claims made after that date will not be processed. Contractors are reminded that the Pandemic Delivery Service for people who have been notified of the need to self-isolate by NHS Test and Trace is still ‘live’ and is commissioned until 30th June 2021. Post Payment Verification Checks NHSE&I has previously carried out post payment verification checks for the NHS Pandemic Delivery Service. Community Pharmacy West Yorkshire urge all contractors to ensure you have clear records of deliveries claimed and rationale for each delivery. This is a requirement of the service specification and will be essential evidence should you be asked to verify your claims. Find out more about the Pandemic Delivery Service. Vaccination Programme in Calderdale Firstly, thank you for all the continued hard work and support you provide to the Vaccination Programme in Calderdale. The CCG and PCN leads met on Thursday 25th March 2021 and agreed the following position for LVS sites & practices to support Cohorts 1-9 to access vaccine appointments at the current time; 1. Frontline Health and Social Care workers and Calderdale taxi drivers (live or work) are eligible to be vaccinated by their GP practice. These individuals will be asked to bring proof of employment* as a health or social care worker such as one of the following: • A recent letter from their employer (within the last three months). • A staff ID badge or notice of eligibility from a Local Authority. • A recent (last 3 months) payslip which shows their employer. *Practices can use their discretion should an individual present without ID.
2. Please continue to vaccinate any new carers that contact the practice directly, as previously agreed. 3. Second doses – all second doses should occur at the site where a first dose was administered (exceptional circumstances covered in the attached FAQ). We have been notified of some instances where other sites are telling people, who they administered a first dose too, to contact their GP practice for a second dose. This is not in line with the guidance. Therefore, if you are experiencing this problem please send the details to ccg.serviceimprovementccg@nhs.net the full details and we will pick this up with the site in question. Medicines Management Key Prescribing Messages for 2021/22 Please see a copy of the Calderdale CCG medicines management action plan for 2021/22 and key prescribing messages for prescribers and patients which have been sent to all GP practices in Calderdale. The action plan will be implemented by the member practices with the support of the external medicines optimisation team. Please contact Rachel Bastow if you have any queries about this or any other medicines management issues at calccg.medicinesmanagement@nhs.net. COVID-19 Related Fraud Newsletter Please see here for the latest COVID-19 Fraud Alert Newsletter from Rosie Dickinson our Local Counter Fraud Specialist. Please feel free to contact Rosie by tel: 07825 228 175 or by email: rosie.dickinson1@nhs.net. Our dedicated COVID-19 email covid-19@cpwy.org is still available for contractors to flag any concerns or issues or to request advice or assistance. Services Information Community Pharmacy West Yorkshire has a Services Checklist to help contractors with the different services offered, where to claim and when to claim by. The Services Checklist has been recently updated for April 2021 and can be found on our website here. C-19 Lateral Flow Device Distribution Service (Pharmacy Collect) - HAVE YOU SIGNED UP YET? A reminder that contractors can claim an early sign-up fee of £200 + VAT for signing up to provide this new Advanced service by 18th April 2021. This new service, (which commenced on 29th March 2021), involves the distribution of Lateral Flow Device (LFD) test kits to the public and aims to improve access to asymptomatic COVID-19 testing. The service, which will be advertised to the public as Pharmacy Collect, is part of the NHS Test and Trace offering to the public to allow asymptomatic people to collect LFD test kits free of charge from community pharmacies so they can undertake regular testing as part of the Government’s COVID-19 roadmap plan. Pharmacy Collect was highlighted in Monday’s Number 10 press conference when Prime Minister Boris Johnson revealed that everyone in England is to be given access to two free tests a week and that the tests would be available for free from pharmacies from Friday 9th April 2021. Contractors may therefore see an increase in requests for this new Advanced service and are encouraged to sign up as soon as possible to enable them to meet demand. 2
Contractors signing up to provide the service by 18th April 2021 will receive £450 + VAT in up-front payments for the service, which includes the early sign-up fee. Please read the service specification before deciding whether to provide the service. See the PSNC C-19 lateral flow device distribution service webpage for full details on the service. Virtual Outcomes has also released an e-Learning module to support community pharmacy contractors with this new service. See here. NHS Flu Advanced Service – Updated NHSE&I Letter on Flu Vaccines for 2021/22 NHSE&I has now published an updated flu reimbursement letter (1st April 2021). The updated letter provides information on the flu vaccines which will be reimbursable under the 2021/22 Community Pharmacy Advanced Flu Service for the three cohorts (65 years and over, 50-64s and at-risk adults aged 18-64). This includes the addition of another vaccine to those which will be reimbursable – QIVr (Supemtek, Sanofi Pasteur). It is important that all contractors that provide the Flu Vaccination Service review the contents of the letter and use the information contained within to inform their ordering of flu vaccine for the season ahead. • Read the updated NHSE&I letter on flu vaccines for the 2021/22 season here. • Learn more about ordering flu vaccines for 2021/22 here. Bradford Stop Smoking Service – New Service Commenced (from 1st April 2021) The new Bradford Living Well Stop Smoking Service commenced from 1st April 2021, however, due to a delay in training on the new data collection tool and E-Voucher system (Quit Manager), providers are being advised to record their 4-week outcomes via the Pharmacy Monitoring Form Spreadsheet for the first quarter (see here) It is anticipated that all providers will be trained to use Quit Manager in time to start using from July 1st 2021. Please refer to the communication sent out by Bradford Council here for further information. Any pharmacies that were delivering the previous Stop Smoking service, who have not signed up to deliver the new Living Well service, must not take on any new clients from 1st April 2021. Please make sure any outstanding claims are entered onto PharmOutcomes as soon as possible. The Council will shortly be running the next tender round for this service (expected to be published 28th April 2021). If your pharmacy is interested in providing this service, it is important that you register as a supplier on the YORtender Portal before the service is advertised: https://www.yortender.co.uk. You will then receive notification of tender opportunities when advertised. Information for Pharmacies across West Yorkshire Kirklees CCGs Merged on 1st April 2021 Two clinical commissioning groups (CCGs) in Kirklees have merged to become a new statutory body. NHS Kirklees CCG was formally established on Thursday 1st April 2021. This change does not impact community pharmacy, but Kirklees contractors should note that they are now in Kirklees CCG. 3
