Controlling international passenger flights
Notice on Controlling International Passenger Flights during the Epidemic Prevention and Control Period

     1. The number of flights operated by each airline on each route shall not be increased compared to the
        Information on International Flight Plans (Phase Five) published on the official website of the CAAC on
        March 12. See below
     2. Changes to flight plans (including readjustment & reduction of flight plans and changes of flight
        numbers, dates, aircraft types etc.) shall be filed no later than 15:00 of each Wednesday, and one week
        prior to the expected week of execution, via email (for domestic airlines, to guojichu@caac.gov.cn ; and
        for foreign airlines, to intl@caac.gov.cn ). No filing by the above-mentioned time limit shall be deemed
        as no change.
     3. Approval of international passenger flight plans shall be published and updated on the official website
        of CAAC on every Thursday.
     4. Airlines shall, based on the information released as reference to paragraph 3 of this Notice, apply for
        Pre-Flight Plan to the Operation Supervisory Center of CAAC.
     5. This Notice shall take effect on the date of its issuance and the expiration date shall be notified
        separately (20 March)

Information on International Flight Plans (Phase Five)
March 12, 2020
According to the flight plans submitted by Chinese and foreign airlines, in the coming week (March 16-22), 102
overseas points in 52 countries out of the 75 countries which operate flights to/from China will maintain
scheduled flight operations to/from the points in China (excluding those in Hong Kong SAR of China, Macao
SAR of China and Taiwan Province of China, same below), operating a weekly total of 2,072 round-trip flights,
including 1,165 passenger flights to/from 61 overseas points in 37 countries and 907 all cargo flights to/from
67 points in 30 countries. Chinese airlines will operate 1,140 flights, including 807 passenger flights and 333 all
cargo flights, while foreign airlines will operate 932 flights, including 358 passenger flights and 574 all cargo
flights.

1) Among the above passenger flights, flights to the following 27 countries will be performed solely by the
        Chinese airlines: Egypt, Austria, Australia, Pakistan, Belarus, Belgium, Poland, Denmark, Germany,
        France, Philippines, Finland, Netherlands, Canada, United States, South Africa, Nepal, Portugal, Sweden,
        Spain, Greece, New Zealand, India, United Kingdom, Hungary, Cuba and Brazil.
     2) Austria and Denmark will restore their air services after suspension, respectively from Vienna and
        Copenhagen.

According to the flight plans submitted by Chinese and foreign airlines, in the coming week (March 23-29), 101
overseas points in 52 countries out of the 75 countries which operate flights to/from China will maintain
scheduled flight operations to/from the points in China (excluding those in Hong Kong SAR of China, Macao
SAR of China and Taiwan Province of China, same below), operating a weekly total of 2,003 round-trip flights,
including 1,073 passenger flights to/from 59 overseas points in 39 countries and 930 all cargo flights to/from
68 points in 30 countries. Chinese airlines will operate 1,147 flights, including 796 passenger flights and 351 all
cargo flights, while foreign airlines will operate 856 flights, including 277 passenger flights and 579 all cargo
flights.
The above passenger flights, flights to the following 27 countries will be performed solely by the Chinese
airlines: Egypt, Austria, Australia, Pakistan, Belarus, Belgium, Poland, Denmark, Germany, France, Philippines,

CAAC Publishes Designated First Points of Entry into China for International Flights
Bound for Beijing on 22th March
On March 22, CAAC, Ministry of Foreign Affairs, National Health Commission, General Administration of
Customs, and National Immigration Administration jointly issued the Notice on Diverting International Flights
Bound for Beijing to Designated First Points of Entry into China (No. 2), announcing that starting from 00:00 of
March 23 Beijing time, all international passenger flights bound for Beijing will be diverted to the designated
first points of entry. The designated first points of entry determined by CAAC are now published as follows.
Airlines should develop their flight schedules based on this arrangement and publish them on their official
websites and should provide effective notifications to passengers. Timely adjustment to the designated first
points of entry and relevant measures will be made based on the epidemic development.

In accordance with relevant provisions of the Frontier Health and Quarantine Law of the People’s Republic of
China and the Civil Aviation Law of the People’s Republic of China, it is decided that all international passenger
flights bound for Beijing will be diverted to designated first points of entry into China. It is hereby announced as
follows:
     1. Starting from 00:00 of March 23 Beijing Time, all international passenger flights bound for Beijing will be
         diverted to the following twelve (12) designated first points of entry: Tianjin, Shijiazhuang, Taiyuan,
         Hohhot, Shanghai Pudong, Jinan, Qingdao, Nanjing, Shenyang, Dalian, Zhengzhou and Xi’an. The
         designated first points of entry for the specific flights operated by airlines can be found on the official
         website of CAAC and the websites of airlines.
     2. Passengers on the international flights shall go through quarantine inspection and customs clearance
         formalities and claim baggage at the first points of entry. Passengers who passed quarantine
         inspection can fly to Beijing on the original flight. Customs clearance for belly-held cargo shall be
         conducted in Beijing.
     3. Timely adjustment to the designated first points of entry for international flights bound for Beijing and
         relevant measures will be made based on the epidemic development.

China, it is decided that starting from 00:00 of March 20 midnight, the following international flights bound for
Beijing will be diverted to designated first points of entry into China. It is hereby announced as follows:
      1. Adjustment will be made to some international passenger flights which will be diverted to the
           designated first points of entry into China. The designated first point of entry for the following flights
           shall be Tianjin: Air China Flight CA910 from Moscow to Beijing, arriving on March 20 Beijing Time (BJT)
           and Air China Flight CA934 from Paris to Beijing, arriving on March 22 BJT. The designated first point of
           entry for Air China Flight CA926 from Tokyo to Beijing, arriving on March 20 to 22 BJT, shall be Hohhot.
           The designated first point of entry for Hainan Airlines’ Flight HU7976 from Toronto to Beijing, arriving on
           March 21 and 22 BJT, shall be Taiyuan.
      2. Passengers on the above-mentioned international flights shall go through quarantine inspection and
           customs clearance formalities and claim baggage at the first points of entry. Passengers who passed
           quarantine inspection can fly to Beijing on the original flight. Customs clearance for belly-held cargo
           shall be conducted in Beijing.
      3. Timely adjustment to the designated first points of entry for international flights bound for Beijing and

Notice of CAAC on Policies Supporting Active Response to COVID-19
Outbreak
                                                                                                    March 9, 2020
To All CAAC Regional Administrations, Transport (General Aviation) Airlines, Aviation Fuel Companies,
TravelSky, Airport Companies and Subordinate Entities of CAAC:
In order to implement the decisions and deployments of the CPC Central Committee and the State Council,
actively respond to the impact of the COVID-19 outbreak on civil aviation industry in accordance with the work
requirements of “ensuring operation safety, emergency transport, risks under control and measures taken
precisely”, effectively alleviate and address difficulties facing civil aviation enterprises development and
promote orderly resumption of work and production with targeted measures, policies supporting stable
development of the civil aviation industry are hereby make public as follows:
I. Proactive Financial and Economic Policies
      1. Implementing favorable policies including exemption of civil aviation development fund paid by airlines
          for the landing, and ensuring preferential measures effectively implemented in the civil aviation
          industry.
      2. Implementing policies of financial support from the central government treasury during the COVID-19
          outbreak to international scheduled passenger flights and major transport flight missions deployed by
          the Joint Prevention and Control Mechanism of the State Council.
      3. Incentive support for the epidemic containment missions carried out by general aviation enterprises by
          fully leveraging on existing subsidy policies.
II. Fee Reductions and Burden Alleviation
      4. Airport authorities should exempt airlines from charges associated with operation of air transport
          services and ground handling for major transport flight missions deployed by the Joint Prevention and
          Control Mechanism of the State Council; and air traffic control entities shall exempt airlines from
          approach command charges and route navigation services charges.
      5. Reducing charges for airports and air navigation services on domestic and foreign airlines and airlines
          from Hong Kong, Macao and Taiwan regions. Reducing benchmark for landing charges at CAT I and II
          airports by 10%, and waiving parking charges; reducing route air navigation services charges (over-
          flight excluded) by 10%; and reducing benchmark of difference between purchase and sales of jet fuel
          for domestic flights of domestic airlines by 8%. The aforementioned charge reduction policies shall be
          effective since January 23, 2020, till further notice which depends on epidemic development.
      6. Information service providers and subordinate public entities and companies of CAAC are encouraged
          to reduce current charges as appropriate.
III. Infrastructure Investment Expansion
      7. Airport authorities, relevant operation support entities and civil aviation medicine research institutions
          may apply for subsidies of civil aviation development fund on urgent procurements or R&D of
          dedicated fixed facilities and equipment for epidemic containment purposes. Details of applications will
          be reviewed by CAAC or its regional administrations before approval of subsidies.
      8. Supporting orderly start and resumption of major construction projects in a scientific manner. Online
          channels are available for project applications to facilitate acceleration of pre-project formalities and

coordinate solutions for priorities and difficult problems with project start and resumption; major and
         emergency construction projects are encouraged to use available trade centers to accelerate bidding
         process; and major infrastructure projects of hub airport building, poverty alleviation and Blue Sky
         Protection Campaign will be started or resumed as a matter of priority, aiming to complete an annual
         fixed asset investment of 100 billion yuan.
    9. Implementing current civil aviation development fund related policies to better support airlines in
         improving safety capabilities. Expanding investments in airlines’ projects of safety, security, flight
         operation quality oversight and application of satellite navigation and other new technologies.
         Supporting safety upgrade modifications of airlines’ airborne equipment, and arranging full subsidy
         from civil aviation development fund for B737NG aircraft data frame expansion projects.
    10. Supporting planning and construction of strategic infrastructure projects of air traffic control,
         information technology, fuel supply and others related to national, industrial and public interests by
         increasing government funding.
IV. Air Transport Development Facilitation
    11. Increasing policy flexibility for introducing aircraft transport capacity, encouraging and guiding airlines
         to optimize current capacity, and streamlining capacity introduction procedures.
    12. Improving approval administration of routes and flights to enable airlines to make dynamic adjustment
         to flight plans, international routes structure and traffic rights entitlement and capacity in line with
         market demands, by streamlining routes and flights approval procedures and slot coordination
         procedures, and shortening the timeline for approval on start or resumption of international route
         operation.
    13. Extending the flight schedule for the 2019 winter season till May 2, suspending evaluation of airlines
         regarding flight schedule execution rate, slot resource utilization rate and flight regularity rate. Actively
         developing slot policies for flight rescheduling taking into consideration the needs of airlines to resume
         operation, exempting domestic flights from evaluation of slot execution rate for the 2020 summer
         season, and allowing orderly circulation of slots in domestic, international and regional slot pools in
         light of changes in market demands for the 2020 summer season.
    14. Actively supporting and assisting airlines with their special operation requirements during the COVID-
         19 outbreak and traffic right and slot issues encountered in resumption of international route operation,
         and maintaining close communication and coordination with relevant national civil aviation authorities
         regarding the aforementioned issues.
V. Administrative Service Optimization
    15. Adjusting working methods of administrative approval by enabling online processing and off-site
         processing channels, optimizing approval procedures, introducing informing and committing
         mechanism to improve approval efficiency.
    16. Transforming regulation method, improving oversight performance, reducing on-site supervision and
         making full use of new regulation modes such as off-site supervision.
         Regional administrations of CAAC should strengthen supervision and inspection to ensure effective
         implementation of the policies and measures above. Airlines should enhance sense of responsibility by
         improving internal management, expanding sources of income while reducing expenditure, and tapping
         potentials and increasing performance, to contribute to the safe and stable operation of the industry.
         Supporting entities should enhance their stance by serving the big picture and be dedicated to
         providing support for the safe and stable operation of the industry.

Hong Kong SAR China announced a ban on non-resident arrivals, please
find the entry restrictions that effective from 25 March 2020 (00:00 HKT):
Effective from 25 March 2020 (00:00 HKT), non-Hong Kong residents will be denied entry into Hong Kong.
Only Hong Kong residents with following documents will be permitted to enter Hong Kong:

Latest notice from Hong Kong International Airport (HKIA) as follows:
In response to the latest situation of COVID-19, the following measures will be effective from 0000hrs on 25
March 2020, for tentatively 14 days until 2359hrs on 7 April 2020:

     1. All non-Hong Kong residents coming from overseas countries/regions by plane will be denied entry to
        Hong Kong.
     2. All non-Hong Kong residents coming from Mainland China, Macao SAR China and Chinese Taipei will be
        subject to a 14-day compulsory quarantine after entering Hong Kong, but entry will be denied if any
        non-Hong Kong resident coming from Mainland China, Macao SAR China and Chinese Taipei has been
        to any overseas countries/regions in the 14 days prior to arrival in Hong Kong SAR China.
     3. All transit/transfer services, including air transit/transfer, cross boundary land transport and cross
        boundary ferry transfer, are suspended for all passengers at Hong Kong International Airport.
     4. Macao SAR China permanent and non-permanent residents can continue to enter Hong Kong SAR
        China with prior transport arrangements with the Macao Tourism Board.

Macao SAR announced a ban on passengers’ arrivals, please find the
details below
1.     Starting from 00:00 on March 25, residents of the Mainland China, the Hong Kong SAR and the region of
       Taiwan who have been to countries/ areas outside China in the past 14 days are banned from entering the
       Macao SAR.

2.     Starting from 00:00 on March 19, all holders of non-resident worker’s identification card are banned from
       entering the Macao SAR, except holders of non-resident worker’s identification card who have resident
       status in the Mainland China, the Hong Kong SAR and the region of Taiwan.

3.     Starting from 00:00 on March 18, all non-Macao residents are banned from entering the Macao SAR,
       except residents of the Mainland China, the Hong Kong SAR and the region of Taiwan, as well as holders of

Chinese Taipei restrictions
18 March 2020: Restrictions on entry of foreign nationals to be implemented; arriving travelers to be
subject to home quarantine upon entry

The CECC announced that starting from March 19, entry of all foreign nationals will not be allowed unless
documents of granted entry are provided and that inbound travelers will be subject to a 14-day period of home
quarantine after entering Chinese Taipei.

22 March 2020: Chinese Taipei to ban airline passenger transits through the country starting March 24
until April 7

In order to stop the spread of COVID-19 through air transport, the CECC has announced that it will suspend the
transit of airline passengers through Chinese Taipei from 00:00 Taipei Standard Time (GMT+8) on March 24
(Tuesday) until April 7, to decrease the cross-border movement of people and to reduce the risk of disease
transmission.
