An Garda Síochána LIAM MILLER TRIBUTE MATCH Traffic Operation Order 1. RATONALE The Garda Traffic Management Plan is designed to attempt to address the current infrastructural deficits with the location of the Stadium. Páirc Uí Chaoimh is bounded by the river Lee on the Northern side and the Atlantic Pond which prevents vehicular access from its Eastern side. The stadium is bordered on the other two sides by residential and commercial areas. There is inadequate parking around the venue for a capacity crowd. The vast majority of the crowd is expected to approach from the City (Western) side and the remainder from Boreenmanna Road on the Southern side. The match egress will also coincide with Tuesday evening rush hour traffic. The Traffic Management Plan will depend on the successful implementation of three key media message strategies. 1. Convincing the vast majority of match goers to walk to the grounds from Cork City centre. 2. Convince members of the public to take the shuttle Bus from Lapps Quay to the grounds 3. Conveying the message to people in the City or planning to travel through Cork City to be gone by 4.45pm that Tuesday. The success of the Traffic Management Plan is heavily dependent of the success of the Media Plan. The message has to be conveyed to all that there is no vehicular access to Centre Park Road, The Marina, Maryville and Monahan’s Road for the day. Though this is not entirely correct as there will be a 1-way system maintained down Centre Park Road across the Link Road and out Monahan’s Road to facilitate residents, local businesses, sporting groups, and disabled match ticket holders). 2. INNER GARDA CORDON The Traffic Management Plan has to make special arrangements for businesses, sporting groups and residents within the inner cordon C.A.B. FORD Motors There has to be room allocated for employees of C.A.B. to park in the “Marquee” car park from 7.30 am on Tuesday morning for 50 vehicles and for these vehicles to leave by 4.45 pm. C.A.B. motors customers on Tuesday the 25th of Sept are to be facilitated in a one way in and one way out system off the Blackrock Road via Park Avenue to their premises. Tedcastles Fuels Yard Top Oil have been advised not to have any deliveries between 12pm and 7pm. Birchgrove/Maryville/Ardfoyle/Park Ave Residents Access for motorists residing in Birchgrove, Maryville, Ardfoyle and Park Avenue is by the production of a valid driving licence with their current address as is required by Section 59(2) of the Road Traffic Act 2010 for anyone driving on public roads. Residents to be advised to expect delays and avoid vehicular movements between 12:00 hrs – 15:15 hrs and 16:30 hrs – 19:00hrs. Emergency access will be maintained at all times. 4. Clanrickard Estate / Boreenmanna Road access residents only. Crab Lane / Boreenmanna Road access residents only. TICKET COLLECTION Match goers to be advised to approach the ticket collection office at the Marquee Office via Centre Park Road only. 5. EMERGENCY ROUTES PRIMARY The primary Emergency route is Monerea Terrace to Victoria Road Roundabout to Monahan’s Road to the South Western side sterile barrier entrance to Páirc Uí Chaoimh. SEE SCHEDULE 7 SECONDARY The secondary Emergency Route is Boreenmanna Road, Churchyard Lane, Blackrock Road, Maryville to the South Western side sterile barriered entrance to Páirc Uí Chaoimh. SEE SCHEDULE 8 TERTIARY Eastward along the Marina to Blackrock Village. 6. BUS EIREANN Details of the Bus Eireann Shuttle Bus Service to Stadium Bus Eireann are to provide a Shuttle Bus system one way to the grounds only. DEPART LAPPS QUAY from 12:45 hr start and finish at 15:00 These Shuttle Buses can travel to the stadium and return via the emergency route along Monerea Terrace to Lapps Quay. A Garda is to be allocated to assist the shuttle buses out onto Clontarf Bridge and a second Garda at Sutton’s Coal yard entrance allocated to prevent vehicles from parking at the turning point at Sutton’s front entrance. DEPART PARK & RIDE from 12:00 hrs –Drop off point on Egilinton St next to City Hall – every 10 mins KENT RAIL STATION Bus Eireann in conjunction with information from Irish Rail will provide a service from Kent Station to the match grounds at Páirc Uí Chaoimh. There will be no return shuttle bus and match attendees will have to walk back to Kent Train Station or take 202 Bus from the Blackrock Road. An Garda Síochána LIAM MILLER TRIBUTE MATCH Traffic Operation Order Mahon Point will provide 400 Free Car Parking Spaces at the Ice Rink Venue and from there the patrons have several options 1. they can walk a short distance to take the 202 Bus at the Mahon Point Omniplex Bus Stop to the stop on the Blackrock Road by the Temple Inn 5 minutes’ walk from the grounds. 2. They can walk across the road from Mahon Point Shopping Centre and by the Traffic Lights past the CSPCA Animal Clinic they can access the Blackrock Amenity Walk railway line which will bring pedestrians out at the stadium. 3. Alternatively, they can walk across the Road from the Mahon Shopping Centre and get the 215 or 219 from outside Johnson & Perrot’s Garage and walk from the Churchyard Lane stop 10 minutes to the grounds. Match attendees exiting the stadium (except on River Lee/ Marina side) will be directed via VMS signage back up Maryville to a supplemented 202 Route City bound route on the Blackrock Road. A Bus Eireann Inspector with Gardaí to decide when the crowds have sufficiently cleared the Blackrock Road before these buses depart. Buses may return from the City via the South Ring Road and Mahon Point if the Bus Inspector has waiting passengers on the Blackrock Road. 7. IRISH RAIL Irish Rail will provide details of their services to and from Cork City to Bus Eireann and the Gardaí. They will also provide information regarding Irish Rail car parks available to their users on the routes to Cork City. This information will be disseminated via social media by the Garda Media Liaison and by Irish Rail’s own social media presence. There is free parking at Midleton –Carrigtwohill – Glounthane – Little Island Train stations Customer Contact Number 1-850-366222 (09:00 to 17:00 Mon to Fri). www.irishrail.ie 8. PARKING Locations for Disabled Parking Message to be sent to each issued match disabled ticket holder that they have to approach the match via Centre Park Road from Cork City Centre. An Garda Síochána LIAM MILLER TRIBUTE MATCH Traffic Operation Order Drop off Points for Taxi’s Taxis are to drop off at a designated area on the Victoria Road just before Marina Walk unless they are wheel chair taxi. Taxis may not be allowed down Centre Park Road when the volume of pedestrians is too large. Designated Coach Parking Cork City Council Roads and Transportation to advise the National Transport Authority that all Large Public Service Vehicles are to set down and pick up on the Boreenmanna Road near the Maxol service Station. 9. STEWARDING OF ESTATES Estates around the ground should be stewarded by private security as per GAA Plans for capacity crowds at Páirc Uí Chaoimh. Stewarding activity will be supported by mobile Garda personnel as required. 10. VARIABLE MESSAGE SIGNS SEE SCHEDULE A VMS Signs from 18th of Sept until 25th of Sept 2018 on approach roads. One week before warning of delays on the 25th of Sept 2018 SEE SCHEDULE B 25th Sept 2018 the Day of the Tribute Match. SEE SCHEDULE C Post - Match signs to cater for fans egressing the venue be moved from Schedule 2 Locations. 11. BARRIERS SEE SCHEDULE NO. D Section 21 Criminal Justice (Public Order) Act 1994 Order to restrict access by members of the public to be made by Superintendent John Quilter. BOTTLE CHECKS Will be completed by lanes at the following locations Marina - Slip to stadium Bridge near C.A.B. entrance to the Eastern end of the stadium Either side of the Barriered Emergency entrance to the stadium [Plaza Entrance] 14. River Rescue Mallow Serach & Rescue will be provide boats for emergency cover on the river Lee from 12 pm to 7 pm. River Rescue should cover egress of patrons along Kennedy Quay and the Blackrock end of the Marina after the area around the stadium is cleared after the tribute match. River Rescue Units to take possession of a Lee Rowing club key access to the floating river pontoon from them before Monday 24th of Sept to allow access to the river rescue to the pontoon to land any casualties.
