Under 13 Ballarat Intersport Junior Country Week – A.J. Martin Shield PLAYING CONDITIONS Hours First session: 10.00am – 12.30pm Lunch: 12.30pm – 1.00pm Second session: 1.00pm – 3.30pm Drinks/coaching break (4 mins) – Overs 10, 20 & 30 Overs 40 Pitch Type & Synthetic. 18m length – measured stump to stump. Length For simplicity of measurement, stumps can be brought in at each end to the 2 front crease lines (17.7m) Refer to Pitch Setup Document. Boundary 50m maximum – boundary measured from middle of the pitch Players Maximum 13 per match (11 bat/11 bowl & 11 field at any one time. Players can be interchanged throughout) Under 13 at 1st September 2020 Central Highlands players available for selection Bowling Bowlers do not change ends at the end of each over. Maximum 6 overs per bowler per match. Maximum 4 overs per spell. Minimum 30min break between spells. Wides as per the Laws of cricket will apply (not one-day wides) A bowler shall not be allowed to bowl fast, short pitched deliveries above shoulder height. A fast short pitched delivery is defined as a ball which passes above shoulder height of a batter standing upright at the crease. In the event of the bowler bowling a fast short pitched delivery above shoulder height, either Umpire shall call and signal no ball. (The above regulation is not a substitute for Law 41.7, which Umpires may apply at any time). [NEW] Any high full pitched ball (regardless of pace) which passes or would have passed above waist height of the batsmen standing upright at the crease shall be called & signalled No Ball by either Umpire. Where the overs for the second batting side are fewer than twenty (20), a minimum par score shall be calculated using the Duckworth Lewis method (see appendix), using 20 overs as the match duration. The side batting second may choose to chase the amended target until: the second batting side receives its entitlement of amended over or is dismissed in fewer overs. The winner shall be the side with the higher actual score and if the scores are equal the match shall be a tie. Rules Unless otherwise stated in the rules, the Laws of Cricket and the Bylaws of Cricket Victoria shall apply (see Cricket Victoria Handbook) 1. Lunch break to be taken at the completion of the 1st session regardless of time. 2. Compulsory closure. a. No official 2nd innings Page | 9
i. Where the team batting 2nd passes the score of the team batting 1st play shall continue until one of the following occurs: 1. The team batting 2nd is dismissed 2. The team batting 2nd receives it’s full allocation of overs b. Interruptions to Play i. Twenty overs (per innings) constitutes a match ii. Normal conditions shall apply if time lost is less than 30 minutes iii. Overs shall be reduced by 1 (per innings) for each full block of 7 minutes lost over the 30 minutes outlined above 1. ‘Maximum overs per spell’ and ‘minimum 30 min break between spells’ do not apply to spin bowlers. ‘Minimum 30 min break between spells’ applies to pace bowlers in the following situations: a. After ‘maximum overs per spell’ have been bowled consecutively b. After ‘maximum overs per spell’ have been bowled in 2 or more increments without 30 minutes break between these increments 2. U13 Coaches/Managers may stand next to the square leg umpire to assist the fielding team/ captain for the first three games of Junior Country Week. They may assist with field placing and bowling changes. The time taken to assist must not impede the playing of the game. They are encouraged to use this to guide the captain not captain themselves. If any coach is deemed to be hindering the flow of the game or affecting the concentration of the fielders or batters they will be asked to leave the field of play by the umpires. 3. Cricket Victoria’s Free Balls program to assist Associations supplying one new ball per innings. 4. Calculation of Score – Interrupted Matches In the event of a delayed start or interruption to play during the innings of the team batting first, the umpires shall insofar as possible, attempt to minimise the differences in time and overs available for each innings. The umpires shall advise both captains of the number of overs and of the allotted time calculated for each innings. In the event of a delayed start or interruption to play during the innings of the team batting first, the number of overs to be bowled in each innings shall be reduced by one over for each complete seven (7) minutes of total time lost during the first innings. If the aggregate time lost exceeds the allotted time for that innings, and 20 or more overs has already been bowled, compulsory closure shall occur immediately. If reduction calculation results in less than 20 overs the match shall be abandoned. In the event of an interruption to play which prevents the team batting second from receiving the same number of overs as the team batting first, the umpires shall reduce the number of overs to be faced in the second innings by one over for every three & one half (3.5) minutes of time lost. If reduction calculation results in less than 20 overs, the match shall be abandoned. This is unless the target score that would be applicable to the team Page | 10
batting second having faced the minimum amount of overs indicated above, has been exceeded, in which case the team batting second would be declared the winners. The Central Highlands Region also has an Extreme Heat Guidelines relating to Inter-Association matches. In the event that a match is stopped due to heat, the same adverse weather calculations apply. The Duckworth Lewis Calculation method will apply (see appendix) Finals Rankings When determining rankings following the preliminary rounds the following measures shall be used: Points When Points are equal - Team Average (see below) o Total runs scored divided by total wickets lost = Batting Average o Total runs conceded divided by total wickets taken = Bowling Average o Batting Average divided by Bowling Average = Team Average Grampians CA, Grenville CA & Maryborough DCA Allowances Grampians CA, Grenville CA & Maryborough DCA are allowed up to 3 overage players at each age level, these players must apply to the Region Board/JCW Coordinator for approval. Overage players will be not eligible for votes, with the names of overage players to be circulated to the coaches of the opposition teams before the matches. Overage players retirement and over allocations: U13 – 30 runs & 4 overs U15 – 50 runs & 5 overs U17 – 60 runs & 6 overs If additional players are required for Grampians CA, Grenville CA or Maryborough DCA teams, other associations who have substantial numbers of players can also be utilised as top up players within these teams. Once a player has played with Grampians CA, Grenville CA or Maryborough DCA, this player will continue to be aligned with that Association in future years within JCW/KS competitions, even if they change clubs / Associations. *Grampians CA, Grenville CA and Maryborough DCA are provided these allowances due to the small number of teams in their junior competitions. Registration of Players A complete list of players and coaches/managers to be submitted to the Competition Coordinator no later than 7 days prior to the start of the competition (refer Player Registration Form). NOTE: Both home & away teams must register players on to MyCricket prior to each match. MyCricket Scorecard It is the responsibility of the Home team to score the match using the MyCricket Live Score app. If this is not possible, it is the responsibility of the Home team (including finals, first Page | 11
named team) to complete the full scorecard (i.e. both teams) on MyCricket at the completion of the day’s play by 7pm. Both Home & Away teams must register each player on MyCricket prior to the start of each match. Player of the Series One Coach from each team to award votes (3,2,1) to the best 3 players for the match. Voting slips are to be emailed or texted by 7pm of the night of the match to the Competition Coordinator. Talent Identification & Player Rankings ‘Series Performance Ratings’ are not required for the Under 13 JCW competition. Email Registration forms & Player of the Series voting forms, can all be emailed through to the Competition Coordinator (find contact details on page 3). Lunch Due to COVID, no communal food / drinks shall be supplied by associations. Players and officials shall either bring their own personal drinks / food or purchase at any available canteen / kiosk. Any food brought to the match should be in a sealed or pre-packaged container. Talent Identification & Player Rankings ‘Series Performance Ratings’ are to be forwarded to the Coaching and Talent Development Specialist, Shane Koop at the completion of the Junior Country Week/Junior Representative Program. Rename the document according to Association and age group eg. ‘ Walhalla DCA – Under 15 Male Ratings Complete the full Playing List (first tab) with all relevant information. Complete the Ratings (second tab). The instructions are written in the spreadsheet. Here is a summary: Each coach has 15 points to award to their team. 5 points for a ‘Gold’ player, 3 points for a ‘Silver’ player and 2 points for a ‘Bronze’ player. Please email your ratings to skoop@cricketvictoria.com.au with your respective Association coordinator cc’d in by: U15 Male ratings - Monday 18th January, 2021 - 5pm. Turf Wickets To minimise damage to turf wickets and squares, Junior Coord/Coaches please: Emphasise if possible for players to wear spikes. Coaches & Umpires to be aware for players to keep off the table area as much as possible. Coaches & Umpires to be aware to keep spectators off the table area during breaks (including lunch breaks). 1. ‘Maximum overs per spell’ and ‘minimum 30 min break between spells’ do not apply to spin bowlers. ‘Minimum 30 min break between spells’ applies to pace bowlers in the following situations: a. After ‘maximum overs per spell’ have been bowled consecutively b. After ‘maximum overs per spell’ have been bowled in 2 or more increments without 30 minutes break between these increments 2. Cricket Victoria’s Free Balls program to assist Associations supplying one new ball per innings 3. Calculation of Score – Interrupted Matches In the event of a delayed start or interruption to play during the innings of the team batting first, the umpires shall insofar as possible, attempt to minimise the differences in time and overs available for each innings. The umpires shall adviseboth captains of the number of overs and of the allotted time calculated for each innings. In the event of a delayed start or interruption to play during the innings of the team batting first, the number of overs to be bowled in each innings shall be reduced by one over for each complete seven (7) minutes of total time lost during the first innings. If the aggregate time lost exceeds the allotted time for that innings, and 20 or more overs has already been bowled, compulsory closure shall occur immediately. If reduction calculation results in less than 20 overs the match shall be abandoned. In the event of an interruption to play which prevents the team batting second from receiving the same number of overs as the team batting first, the umpires shall reduce the number of overs to be faced in the second innings by one over for every three & one half (3.5) minutes of time lost. If reduction calculation results in less than 20 overs, the match shall be abandoned. This is unless the target score that would be applicable to the team batting second having faced the minimum amount of overs indicated above, has been exceeded, in which case the team batting second would be declared the winners. The Central Highlands Region also has an Extreme Heat Guidelines relating to Inter-Association matches. In the event that a match is stopped due to heat, the same adverse weather calculations apply. The Duckworth Lewis Calculation method will apply (see appendix) Finals Rankings When determining rankings following the preliminary rounds the following measures shall be used: Points When Points are equal - Team Average (see below) o Total runs scored divided by total wickets lost = Batting Average o Total runs conceded divided by total wickets taken = Bowling Average o Batting Average divided by Bowling Average = Team Average Page | 27
o Grampians CA, Grenville CA & Maryborough DCA Allowances Grampians CA, Grenville CA & Maryborough DCA are allowed up to 3 overage players at each age level, these players must apply to the Region Board/JCW Coordinator for approval. Overage players will be not eligible for votes, with the names of overage players to be circulated to the coaches of the opposition teams before the matches. Overage players retirement and over allocations: U13 – 30 runs & 4 overs U15 – 50 runs & 5 overs U17 – 60 runs & 6 overs If additional players are required for Grampians CA, Grenville CA or Maryborough DCA teams, other associations who have substantial numbers of players can also be utilised as top up players within these teams. Once a player has played with Grampians CA, Grenville CA or Maryborough DCA, this player will continue to be aligned with that Association in future years within JCW/KS competitions, even if they change clubs / Associations. *Grampians CA, Grenville CA and Maryborough DCA are provided these allowances due to the small number of teams in their junior competitions. Turf Wickets To minimise damage to turf wickets and squares, Junior Coord/Coaches please: Emphasise if possible for players to wear spikes. Once the competitions are underway only registered players may represent their associations. No players may be added to squads. Policies Australian Cricket Child Safety Framework The Central Highlands Region has officially endorsed and adopted the Australian Cricket Child Safety Framework. By doing so the Region aims to ensure that cricket creates a safe, fair and inclusive environment for all Children and Young People associated with the game. It is an expectation of the Framework that all Associations competing in the Central Highlands Region’s representative competitions abide by the following documents: Policy for Safeguarding Children and Young People Looking After Our Kids Code of Behaviour for Affiliated Associations Looking After Our Kids Code of Behaviour for Australian Cricket Personnel Victorian Country Cricket League (VCCL) - Member Protection Policy All associations affiliated with the Central Highlands Region and VCCL are subject to the VCCL Member Protection Policy. Part II – Preventative Action (pp. 4 – 8) of this policy outlines the screening requirements (including Police Check) for all personnel directly involved with the coaching/management of underage teams. A copy of the VCCL Member Protection Policy can be viewed via the VCCL website (http://country.cricketvictoria.com.au/bylaws.html). Play by the rules and within the Spirit of Cricket. 2. Never argue with an umpire. If you disagree, have your captain, coach or manager approach the umpire during a break or after the game. 3. Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in Cricket. 4. Work equally hard for yourself and your team mates. Your team’s performance will benefit and so will you. 5. Be a good sport. Applaud all good plays whether they are made by your team or the opposition. 6. Treat all participants in Cricket as you like to be treated. Do not bully or take unfair advantage of another competitor. 7. Cooperate with your coach, team mates and opponents. Without them there would be no competition. 8. Participate for your own enjoyment and benefit, not just to please parents and coaches. 9. Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. 10. Participate because you enjoy it, not just to please parents and coaches. 11. Participate fairly and safely. Page | 33
12. Do not engage in practises that affect sporting performance (alcohol, tobacco and drug use.) 13. Respect and acknowledge the contribution of those who create the opportunity for you to play. 14. Respect your coach and train and play to the best of your ability and develop your participation in accordance with the Spirit of Cricket. Coach Code of Behaviour 1. Operate within the rules and Spirit of Cricket and teach your players to do the same. 2. Remember that young people participate for pleasure and winning is only part of the fun. 3. Never ridicule or yell at a young player for making a mistake or not coming first. 4. Be reasonable in your demands on players’ time, energy and enthusiasm. 5. Avoid overplaying the talented players; all young players need and deserve equal time, attention and opportunities. 6. Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of all players. 7. Display control and respect to all those involved in Cricket. This includes opponents, coaches, umpires, administrators, parents and spectators. Encourage your players to do the same. 8. Show concern and caution toward sick and injured players. Follow the advice of a physician when determining whether an injured player is ready to recommence training or competition. 9. Obtain appropriate qualifications and keep up to date with the latest Cricket coaching practices and principles of growth and development of young people. Be honest and ensure that qualifications are not misrepresented. 10. Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. 11. Promote a climate of mutual support among your players. Encourage players to respect one another and to expect respect for their worth as individuals regardless of their level of play. 12. Encourage and facilitate players’ independence and responsibility for their own behaviour, performance, decisions and actions. 13. Determine, in consultation with the players, what information is confidential and respect that confidentiality. 14. Provide feedback to players in a caring sensitive manner to their needs. Avoid overly negative feedback. 15. Refrain from any form of personal abuse towards your players. This includes verbal, physical and emotional abuse. Be alert to any forms of abuse directed toward your players from other sources while they are in your care. (Abide by Community Cricket Member Protection By-law). 16. Refrain from any form of harassment towards your players. Treat all players fairly within the context of their sporting activities, regardless of gender, race, place of origin, athletic potential, colour, sexual orientation, religion, political beliefs, socio- economic status, and other condition. 17. Be acutely aware of the power that you as a coach develop with your players in the coaching relationship and avoid any sexual intimacy with players that could develop as a result. 18. Avoid situations with your players that could be construed as compromising. Any physical contact with a young person should be appropriate to the situation and necessary for the player’s skill development. 19. At all times use appropriate training methods which will benefit the players and avoid those which could be harmful. Ensure that the tasks, trainings, equipment and facilities are safe and suitable for age, experience, ability and physical and psychological conditions of the players. 20. Ensure the players time spent with you is a positive experience. All players are deserving of equal attention and opportunities. Provide training and game opportunities that ensure everyone has a reasonable chance to succeed and to improve/acquire skills and develop confidence. 21. Actively discourage the use of performance enhancing drugs, the use of alcohol and tobacco and illegal substance. (Abide by the Cricket Victoria Anti-Doping Policy). 22. Recognise individual differences in players and always think of the player’s long-term best interests. 23. Set challenges for each player which are both achievable and motivating. 24. Respect the fact that your goal as a coach for the player may not always be the same as that of the player. Aim for excellence based upon realistic goals and due consideration for the participant’s growth and development. 25. At all times act as a role model that promotes the positive aspects of sport and of Cricket by maintaining the highest standards of personal conduct and projecting a favourable image of Cricket and of coaching at all times. 26. Recognise your player’s rights to consult with other coaches and advisers. Cooperate fully with other specialists (eg. sports scientists, doctors, physiotherapists etc). 27. Do not exploit any coaching relationship or information gained through the VCCL’s Programs, to further personal, political, or business interests. 28. Encourage players and coaches to develop and maintain integrity in their relationship with others. Umpire Code of Behaviour 1. Compliment and encourage all participants. 2. Be consistent, objective and courteous when making decisions. 3. Condemn unsporting behaviour and promote respect for all opponents. 4. Emphasise the spirit of the game rather than the errors. 5. Be a good sport yourself- actions speak louder than words. 6. Keep up to date with the latest available resources for umpiring and the principles of growth and development of young people. 7. Remember, you set an example. Your behaviour and comments should be positive and supportive. 8. Place the safety and welfare of participants above all else. 9. Treat all players with respect at all times. 10. Accept responsibility for all actions taken. Exercise reasonable care to prevent injury by ensuring players play within the rules. players of illegal body movements, showing due diligence in detecting infringements and penalising rule breakers. 11. Umpires must be impartial and maintain integrity in their relationship with other umpires, players and coaches. 12. Avoid situations which may lead to a conflict of interest. 13. Value the individual in sport. Ensure the players have the opportunity for discussion with you after the match. 14. Encourage inclusively and access to all areas of officiating. Be a positive role model in behaviour and personal appearance by maintaining the highest standards of personal conduct and projecting a favourable image of Cricket and umpiring at all times. 16. Encourage and promote rule changes which will make participation more enjoyable. 21. Give all young people a ‘fair go’ regardless of their gender, ability, cultural background or religion. 22. Institute disciplinary procedures when necessary without fear or favour in accordance with the rules of the competition and the Spirit of Cricket. 23. Participate in ongoing training, be aware of rule changes, be a member of an Umpires Association wherever possible and promote the Spirit of Cricket. Parent/Guardian Code of Behaviour 1. Do not force an unwilling child to participate in Cricket. 2. Remember, children are involved in Cricket for their enjoyment, not yours. 3. Encourage your child to play by the rules at all times. 4. Focus on the child’s efforts and performance rather than winning or losing. 5. Never ridicule or yell at a child for making a mistake or losing a game. Positive comments are motivational. 6. Remember that children learn best by example. Appreciate good performances and skillful plays by all participants. 7. Support all efforts to remove verbal and physical abuse from sporting activities.
