CHALLENGE GAMES
• In relation to Challenge Games, Clubs are required to submit all requests using the new GAA
Online Challenge Match form which can only be submitted using your Official Club Secretary GAA
email Account.
✓ The form must be used for all challenge matches regardless of age-grade, code, level or where
your opponent is from.
✓ For challenge games involving two teams from within the County, it’s only necessary for one of
the teams involved to notify the Co. Board on the online system provided.
✓ For challenge games involving a Kerry Club playing a team from outside the county, in that
case both teams need to notify their respective Co. Boards.
✓ Ensure all challenge games are forwarded as it would be important in the current situation that
a record of all activity is available if required.
COACHES:
• All Coaches must have completed the Foundation Level coaching, Child Safeguarding 1 workshop
and have Garda Vetting clearance by the GAA.
FOIREANN:
• Foireann (Foireann.ie) is the GAA’s new online management system replacing Servasport (for
registration only). All members must be registered through this new system. Tutorial for use of
system can be found on the GAA website.TEAM SHEETS/FINALS:
• As per the Covid 19 Guidelines, Teams must submit a complete list of all players, (recommend
the use of the Official Team Sheet from the Foireann registration system) in duplicate, to the Referee
prior to the game. The list must clearly indicate the players that will start the game and also any
players that are available to come on as substitutes. It will not be necessary to give the players name
to the Referee for each substitution made. Players may come on and off any number of times
during a game, but only during a break in play and with the permission of the Referee.
• Clubs with two teams in a competition must submit their first 9 players for U-11 and first 12 players
for U-13 and U-15 (plus second 9 or 12 players for three teams) at least two days before the second-
round games.
• It’s recommended that Clubs use the Official Team Sheet produced from the Foireann registration
system. Team sheets to be signed by the Club secretary.
• For Finals, teams to submit team list idenfitying players, captain(s) and mentors at the latest four
days before Finals. Jersey numbers for Finals must correspond to the numbers printed on
programmes.
SUBMISSION OF RESULTS:
• The HOME TEAM must forward results for all U-13 County League competitions to the relevant
Co-ordinator by WhatsApp on completion of game. Referees to forward U-15 results via Servasport.
• Each team needs to nominate one of their mentors who would be responsible for sending results to
their Home-Club nominated contact person i.e. Club Secretary/P.R.O. for subsequent filing with the
Co-ordinator.
REFEREES:
• Referees to be appointed by the relevant committee in charge.
• All referees must have completed the Referees training, Child Safeguarding 1 workshop and be
Garda Vetted by the GAA.
• Clubs are to send a Referee to any game that they have been appointed to handle. If the appointed
Referee fails to turn up and a neutral Referee is not available, the travelling team shall appoint the
Referee.
• Clubs are obliged to find an alternative Referee if their own Club Referee is not available to do any
game allocated to them. They also are obliged to provide Referees regardless of whether they have
entered a team in the competition. Please do not phone the Co-ordinator or Coiste na nÓg Officers
to find a Referee.
• Clubs to forward the appointed U-15 County League Referees’ name and telephone number
by WhatsApp or email to C.C.C. Secretary, Mags Evans as soon as they are appointed or in
the event of a change prior to game.

• U-11 level for both Football & Hurling – Home Teams to provide Referee.
They are asked to give an opportunity to new young referees especially for U-11 & probably at
U-13 competitions.
• Clubs are obliged to pay their Referee €25 for each U-11 game and €30 for each U-13 and U-15
game that they are assigned to officiate at. Coiste na nÓg Chiarraí will refund the Clubs €20 for each
U-11 game and €25 for each U-13 game and U-15 game at the end of the season, provided that the
Referee’s Report have been returned as indicated on the next page.
• The format for Championship games, Féile games, League Semi-Finals and League Finals is
different, in that Coiste na nÓg Chiarraí will deal directly with the Referees, and they are paid directly
by Coiste na nÓg Chiarraí.REFEREE REPORT FORMS:
• Referee report forms will be emailed electronically to all Secretaries.
• Referees are to send completed reports by either email or WhatsApp to the C.C.C. Secretary,
Mags Evans (087-981 7484/ asstseccng.kerry@yahoo.com) along with legible screenshots of team
sheets.
• All referees’ reports to be emailed within 3 days of games. Reports pertaining to the issue of red
cards must be emailed the following day. Any issues arising from reports will be dealt with by the
C.C.C., therefore the referees may be required to submit paper copy of reports on request. Any club
who has a player sent off must seek clarification of the player’s status by contacting the Coiste na
nÓg C.C.C.. The player cannot play any further games until the case has been dealt with by the
C.C.C..
• Clubs are asked to advise their Referees to report all incidents of abusive language and abusive
behaviour so that the C.C.C. can deal with it properly.
VENUE
• First named team has home advantage and is responsible for providing a suitable and properly
presented venue.
• If pitch unplayable, home Clubs are expected to give at least 3 hours’ notice of any pitch problem.
If suitable alternative is not found, home team travels to the opposition. Failure to adhere to this may
mean loss of points.
• Last minute weather conditions may result in pitch problems and then the referee must decide if pitch
playable.
• In the event of a team not fulfilling a fixture (a) such team must travel to opponent’s venue in the
following season (not applicable where there is a new draw for the leagues) and (b) a fine may also
be imposed by the C.C.C..
JERSEYS
• In the event of colour clash of jerseys, if it’s a home venue the home team change jerseys, if it’s a
neutral venue both teams should change jerseys. In the case of amalgamated teams, the onus is
on the amalgamated team to change, irrespective of venue.
MOUTHGUARDS
• Referees have been directed to enforce the compulsory wearing of mouthguards for all Football and
Hurling matches. Players are also required to wear mouthguards during practice sessions.
Please ensure all Juvenile players have mouthguards for the coming year.
USE OF VIDEO:
• Requests from Clubs to video games must be submitted via email from the Club’s Coiste na nÓg
Secretary to Coiste na nÓg Chiarraí Secretary, Kathy McCarthy three days prior to the game in
question with answers to the following questions:
(please include both the questions and answers in the email)
1. What’s the purpose of the video?
2. Who has responsibility for video?
3. Where is it to be stored (by the club requesting same)?
4. Is the person recording the game Garda Vetted?
5. What is the name and contact details of person recording?
6. Would a copy be made available to the Coiste na nÓg board on request?
7. Was permission got from your opponent to video the game?
• Print and bring the approval email to game as proof of permission to record.SILENT ON THE SIDELINE:
The Silent on the Sideline will be effective for U-11 County Leagues in both Football and Hurling
competitions. Please note the following:
✓ Home Club responsible for the hosting of the game.
✓ Home Club responsible for directing supporters to the perimeter of the pitch.
✓ Home Club responsible for lining out the pitches.
✓ Where 2 games are on the one field the Centre Section is for the Team Management & Subs only.
✓ No pep talks in the dressing room before games.
✓ No interaction with opposition.
✓ Lead Coach to be identified with a Bib.
✓ Lead Coach the only person to interact with Children once game starts.
✓ 2 Silent sideline signs to be held up once game starts.
✓ Taken down at half time.
✓ 2 Silent sideline signs to be held up again once game resumes.
✓ Training to be done on the training field.
✓ Allow the Children to play.
✓ Please refer to: Maintaining appropriate behaviour in our work with children & young people.
CORRESPONDENCES:
• General correspondence from Clubs to the Board must be from the Coiste na nÓg Club Secretary
to the Coiste na nÓg Chiarraí Secretary, Kathy McCarthy (secretarycng.kerry@gaa.ie).
• Fixture queries must be addressed to the Co-ordinator in the first instance. For unresolved queries,
you can then contact the Coiste na nÓg Secretary, Kathy McCarthy via email.
CHURCHGATE COLLECTIONS:
• Clubs gets to keep the donations collected. Failure to carry out the Churchgate collection may result
in the appointed date be re-assigned to another organisation the following year. It is up to Clubs to
create the Coiste na nÓg Chiarraí sign for collections. If the date assigned does not fall on a mass
day, a request for change may be sent by email to Coiste na nÓg Secretary, Kathy McCarthy. There
is no guarantee that a re-arranged date can be accommodated.
MATCH REPORTS/SOCIAL MEDIA:
• If Clubs have been asked for a match report, please e-mail it to our Coiste na nÓg P.R.O.,
Damien McCarthy (pro.cng.kerry@gaa.ie). Any photos of teams and/or players are also welcome by
Damien for publication on the website/Facebook.
• Clubs or any persons within Coiste na nÓg posting to social media should read and understood the
GAA’s Social Media Guidelines.FINES POLICY:
1. C.C.C. to liaise with Co-ordinators after the final round game of each competition to establish where
fines, if any, are applicable to Clubs:
a. Fines are as follows:
i. Results not submitted
ii. No show of referees
iii. Fixtures not fulfilled
iv. Withdrawal from competition
Results not submitted: €50 fine – subsequent offences: €100 fine
Home games not played: €100 fine
Away games not played: €150 fine
Withdrawal from competition: €200 fine
(Issued for any emails submitted to Coiste na nÓg after the fixtures are circulated to Clubs.)
No show of referees: €100 fine – subsequent offences: €150 fine
2. Fines are sent to Clubs directly following the final round of each competition. All fines incurred must
be paid prior to the conclusion date of the relevant competition.
3. Clubs to forward any queries (via email) in relation to the fines proposed to Coiste na nÓg Secretary
within three days of the receipt of the email.
4. All queries received will be forwarded to the C.C.C. for clarification. Any sequent response will be
referred back to the Clubs. In the event that the C.C.C. proposes for the fine to remain, the original
timeframe given for payment will apply.
5. Coiste na nÓg Treasurer to liaise with Coiste na nÓg Secretary and the C.C.C. on the proposal and
payment of fines incurred by Clubs. Any outstanding fines will be offset against any payments due
to Clubs from Coiste na nÓg Chiarraí.
Medals and payments due to Clubs will only be provided once all outstanding fines are paid by the
30th September 2021.
Cheques must be lodged and cleared before receiving medals & referee payments.
Outstanding fines at year end will remain in place and brought forward to the following year.
Fines will not be dealt with on the night of Coiste na nÓg AGM.
The C.C.C. may issue fines retrospectively during the year for any of the four above offences.

U-11 COUNTY FOOTBALL GO GAMES
Phase 1
Notes for Teams & Referees
U-11 games to be played on Thursday evenings.
Games to be run on the Go Games model of NON-COMPETITIVE with no scores kept or no medals
for the winners.
Recommended: that all players get to play for a minimum of 25 minutes in each game.
For U-11 Go Games, the home Club are to provide referees. They are asked to give an opportunity to
new young referees especially for U-11 & probably at U-13 competitions.
The Silent on the Sideline will be effective for all U-11 Go Games. Details for same are with the Club’s
Coiste na nÓg Secretary.
U-11 Go Games Rules:
✓ Games will be 25 minutes a half.
✓ Teams will be a max of 11 a side. B teams may play 9 a side or 10 a side.
✓ The number of substitutions is unlimited.
✓ Size 3 Smart Touch football to be used.
✓ Pitch dimensions to be 100 metres long approx. and 55 metres wide approx..
✓ Goalpost dimensions to be circa 4.5 metres x 2.2 metres.
✓ Dimensions of the small square are 1.2 metres from posts and 3 metres from the end line.
✓ Play is restricted to one-hop and one-solo.
✓ No foot dribble i.e. no more that two foot-touches along the ground.
✓ All Kick-Outs from the hand, from within the small square.
✓ Square Ball rule will apply but there are no penalties.
✓ “Mark” rule will not apply as Kick-Out are allowed to be taken off the hand.
✓ Advance Mark rule will not apply
✓ All 45s are to be taken off the ground from 36 metres.
✓ The player that is fouled must take the free kick.
✓ Sin Bin rule will apply
✓ For a sideline the player nearest where the ball goes out must take the kick.
✓ U-11 players may play U-13 but cannot play on a U-15 team.
✓ Girls can play in the U-11 Go Games.

FAIR PLAY RECOMMENDATIONS:
All players in their final year (11 years) to play for at least half the game.
Players that are two years younger than the Age-Limit not to be allowed play, if there are any players
older than them on the sideline. (This means that U-9 players could not play with the U-11 Team if any
10 year olds or 11 year olds are on the sideline).

U-13 COUNTY FOOTBALL LEAGUE
Phase 1
Notes for Teams & Referees
U-13 games to be played on Sunday evenings.
The top team in each division at the end of each phase to receive a set of medals.
U-13 County League Rules:
✓ Games to be 25 minutes a half.
✓ 15 a side games with the option of 13 and 11 a side to facilitate Clubs with smaller numbers.
✓ Unlimited Subs are allowed.
✓ Size 4 football to be used.
✓ Pitch dimensions:
❖ 15 a side: Goals on 13 metre lines, full width.
❖ 13 a side: Goals on 13 metre lines, narrow side-lines 10 metres on both sides.
❖ 11 a side: Goals on 20 metre lines, narrow side-lines 10 metres on both sides.
✓ Goalpost dimensions to be circa 4.5 metres x 2.2 metres.
✓ Play is restricted to one-hop and one-solo.
✓ No foot dribble i.e. no more that two foot-touches along the ground.
✓ All Kick-Outs from the hand and 13 metres from the end line.
✓ Square Ball rule will apply but there are no penalties.
✓ “Mark” rule will not apply as Kick-Out are allowed to be taken off the hand.
✓ Advance Mark rule will not apply.
✓ All 45s are taken from the ground.
✓ Sin Bin rule will apply.
✓ Five Goal Rule applies and includes any periods of extra-time, if played.
Any Clubs with two teams in a competition must submit their first-12 (plus second-12 for three teams)
at least two days before the second-round games.
Referees to be appointed by the relevant committee in charge.
❖ Club appointed to referee a game are obliged to pay the Referee €30 for each U-13 game.
❖ If the appointed Referee fails to turn up and a neutral Referee is not available, the travelling team
shall appoint the Referee.
First named team has home advantage. If pitch is unplayable home Clubs are expected to give at least
3 hours’ notice of any pitch problem. If suitable alternative is not found, home team travels to the
opposition. Last minute weather conditions may result in pitch problems and then the referee must
decide if pitch playable.
❖ In the event of a team not fulfilling a fixture (a) such team must travel to opponent’s venue in the
following season (not applicable where there is a new draw for the leagues) and (b) a fine may also
be imposed by the C.C.C..
As per the Covid 19 Guidelines, Teams must submit a complete list of all players (recommend the
use of the Official Team Sheet from the Foireann registration system), in duplicate, to the Referee prior
to the game. The list must clearly indicate the players that will start the game and also any players that
are available to come on as substitutes. It will not be necessary to give the players name to the Referee
for each substitution made. Players may come on and off any number of times during a game, but
only during a break in play and with the permission of the Referee.If a team has an issue about the eligibility of an opposing player, the Mentor should ask the Referee to
(a) take the player’s name (b) get the players signature and date of birth.
Players are required to wear mouthguards during all matches and practice sessions.
Fixture queries must be addressed to the Co-ordinator in the first instance. For unresolved queries you
can then contact the Coiste na nÓg Secretary, Kathy McCarthy via email.
The points cut-off for ranking of teams in the U-13 County League will be determined on the night of
the final round of the group stage of the competition, irrespective of whether there are any back games
to be played.
In the event of colour clash of jerseys, if it’s a home venue the home team change jerseys, if it’s a
neutral venue both teams should change jerseys. In the case of amalgamated teams, the onus is on
the amalgamated team to change, irrespective of venue.
Requests from Clubs to video games must be submitted via email from the Club’s Coiste na nÓg
Secretary to Coiste na nÓg Chiarraí Secretary, Kathy McCarthy three days prior to the game. Print
and bring the approval email to game as proof of permission to record.
No re-arrangements of games will be allowed after the times indicated in the underneath table for all
grades except in exceptional circumstances (see note below).
• Exceptional Circumstances:
✓ Death of a parent or sibling
✓ Death of a Senior Board Chairperson/Secretary or Coiste na nÓg Chairperson/Secretary
✓ Weather warnings (Orange and Red)
✓ Other exceptional circumstances at the discretion of and with prior approval of the C.C.C.
Age Grade/Code Fixture Day Deadline
U-13 Football Sunday Tuesday, 5pm
• Prior to the dates stated, any Club wishing to change a fixture must follow the six steps outlined
below for such a request to be considered:
1. Seek permission from the Co-ordinator
2. Agree change with opposition team
3. Agree new time with opposition team
4. Email the Co-ordinator, Coiste na nÓg’s Secretary and P.R.O.
(email addresses are on pages 3 and 4)
5. Notify the Referee
6. Re-arrange appointment of Referee for new fixture
FAIR PLAY RECOMMENDATIONS:
All players in their final year (13 years) to play for at least half the game.
Players that are two years younger than the Age-Limit not to be allowed play, if there are any players
older than them on the sideline. (This means that U-11 players could not play with the
U-13 Team if any 12 year olds or 13 year olds are on the sideline).

text or WhatsApp by 9pm on evening of game. Please ensure each Club designates a
