A MESSAGE FROM THE MANAGING DIRECTOR Welcome to the 2022 ANC. A tenpin bowling tournament like no other before it, as we begin the exciting road to ensuring our sport will be ready to win gold at the Brisbane Olympics in 2032. The aim of this guide is to provide all players and officials with information that will help them to better understand the various events that comprise the ANC and to ensure they gain maximum enjoyment from their involvement. The 2022 ANC comprises of four competitions: • President’s Junior Interstate Shield • TBA Australian Junior Masters (including Under 14 Masters) • Walter Rachuig Trophy Tournament • TBA Australian Masters (including Classic Cup) I trust that this guide will help everyone, regardless of their role, to have a better understanding of the event and ensure that the 2022 ANC truly delivers on some exciting experiences for all involved. RULES and REGULATIONS All TBA Tournament Rules and Regulations will apply, unless in conflict with any rules and regulations outlined in this guide. Tournament Accreditation Number A22/0001. Any matters arising which are not covered in this guide will be determined by the STRIKE 3 Bowling (STRIKE 3) tournament team. These rules and associated information are based on the principle that unless it specifically states in this guide that something is allowed or permitted, it is to be assumed that it is not allowed or permitted. 3. 4. APPLICATION & ENTRY FORMS, CLOSING DATES & REFUNDS A. TBA AUSTRALIAN & JUNIOR MASTERS For entry forms to enter the TBA Australian Masters and/or the TBA Australian Junior Masters, please refer to Section C- Forms or go to www.strike3bowling.com.au. Entry confirmation will be emailed to all players once payment has been received. Entries close on 15 June 2022, unless full. Late entries will only be accepted at the discretion of STRIKE 3. Players who withdraw after this date or do not bowl in the event, will not be entitled to claim a refund. Confirmed refunds are only payable directly to the player who made the original payment. B. WALTER RACHUIG & PRESIDENT’S SHIELD For application forms to enter to the Walter Rachuig Trophy Tournament and/or the President’s Junior Interstate Shield, please refer to Section C- Forms or go to www.strike3bowling.com.au. Please see relevant sections below outlining the application process and closing dates. Team confirmation and player registration closes on 31 March 2022. Late applications will only be accepted at the discretion of STRIKE 3. Teams who withdraw after this date or do not bowl in their team event, will not be entitled to claim a refund. Confirmed refunds are only payable directly to the team who made the original payment. 5. COVID-19 RELATED LOCKDOWN REFUNDS In the instance of a COVID-19 related lockdown only, Master’s entrants and representative teams will be entitled to a full refund after the normal closing dates. This refund is only payable on the basis of Tasmania being closed to non-essential travel from the city/region where the individual and/or team resides on the days that the competition entered is being held. Confirmed refunds are only payable directly to the player and/or team who made the original payment. 6. ELECTRONIC DEVICES Apart from medical aids, no electronic earpieces, headphones or any other electronic device can be worn or used by players, whilst they are competing. 7. SMOKING AND CONSUMPTION OF ALCOHOL Will be prohibited during a session of continuous games. Smoking is not allowed inside the venue at any time. 8. MOBILE PHONES Competitors mobile phones must be on silent whilst competing, at all times. 9. CURRENCY AND PRIZE MONEY All prices and prize money in this document are expressed in Australian Dollars (AUD) and are inclusive of GST for tax purposes. 4|Page
10. 2022 ANC ZIP TAG All players, coaches and managers taking part in the 2022 ANC will receive a specially made zip tag for their bowling bag or backpack as a memento of the event. 11. SQUAD TIMES Please refer to the schedule of events for further information. Squads may be added, amended and/or deleted at any time, subject to entries, at the discretion of the STRIKE 3 tournament team. 12. 16. FUNCTIONS AND CATERING All presentation functions will be ticketed events. Tickets will be available from STRIKE 3 Bowling. For further information, pricing and the purchase of tickets, please email STRIKE 3 Bowling at ashlee@strike3bowling.com.au Catering for all teams and groups is available at Zone Bowling Moonah. For further information please contact the centre on (03) 6145 0450. Please Note: Outside catering or brought in food is not allowed at Zone Bowling Moonah. All breaches of this rule will be managed directly by centre management. 17. PRESENTATION FUNCTIONS Presentation functions will be held for both team events as follows; • President’s Shield- Thursday 28 July 2022 Venue: Hyperdrive Go Kart Centre, 22 Mertonvale Circuit Kingston Time: 7.00pm Dress: Comfortable- Time to go racing! MERCHANDISE The 2022 ANC merchandise range will be available at Zone Bowling Moonah each day throughout the event. 19. YOUR PLAYER STORIES Be social and share your 2022 ANC experiences, thoughts, images and video clips in the lead up and during the event on Facebook & Instagram. SECTION B- TOURNAMENT RULES AND REGULATIONS 1. TBA AUSTRALIAN JUNIOR MASTERS A. ELIGIBILITY This tournament is open to all TBA members and all non-resident players who are a member of an IBF affiliated federation, in good standing, who are under 18 as at 1 January 2022. IBF affiliated federation members must show their proof of federation membership at check-in. There will be a male and female division and all rules apply to both divisions. B. BOWLING BALLS 1. All bowling balls used in this tournament must be within the specifications defined in chapter 6 of the TBA Rule Book. 2. Each Player will be permitted to register a maximum of four bowling balls for this tournament. 3. The completed bowling ball registration form must be lodged online prior to the first game of the tournament. No replacements or additions will be allowed once the bowling ball form has been lodged. 4. Only registered bowling balls for this tournament may be stored in the official ball paddock area provided by STRIKE 3. 5. An inspection of any players bowling balls may be performed at any time and location. A penalty at the full discretion of the STRIKE 3 Tournament Team may be applied to any infringement. 6. Players will need to submit a new form for each tournament played, even in the case of retaining the same four bowling balls from a previous tournament. C. QUALIFYING Qualifying is open to all eligible players, who will bowl eight games of qualifying in a single session in a male and females division. Multiple entries are not allowed. The top twelve male and female qualifiers, based on total pinfall, will compete in the Matchplay Finals. In the event of a tie for 12th place, a 9th & 10th frame playoff will be played until the tie is broken. D. MATCHPLAY FINALS All twelve players will complete eleven games in a matchplay format with wins, draws & losses determining the order. Two points will be awarded for a win, one for a draw and zero for a loss. Pinfall does not carry over. At the conclusion of the eleven matches, the top four male and female players will progress to the Knockout Finals. In the event of a tie for any position, total pinfall will be used to split the tie. If there is still a tie in the case of 1st to 4th place, a 9th & 10th frame playoff will be played until the tie is broken to determine the placing and order for the Knockout Finals. 8|Page
E. KNOCKOUT FINALS The 1st and 4th placed male and female players will play a single game match to determine the winner. The 2nd and 3rd placed male and female players will play a single game match to determine the winner. In the event of a tie in either match, a full game will be replayed to determine the winner. If there is a second tie, a Golden Strike will determine the winner with the highest placed bowler deciding whether to start or follow. Players will play one frame at a time, alternating lanes, until one player strikes in a frame when the other doesn't to determine the winner. The winners of both matches will play a single game match to determine the champion. In the event of a tie, a full game will be replayed to determine the champion. If there is a second tie, a Golden Strike will determine the champion with the first placed player deciding whether to start or follow. Players will play one frame at a time, alternating lanes, until one player strikes in a frame when the other doesn't to determine the champion. The highest placed loser from the Knockout Finals will finish 3rd with the other losing finalist finishing 4th. F. TBA AUSTRALIAN UNDER 14 JUNIOR MASTERS Open to all male and female players who are under 14 years of age, as at 1 January 2022. The highest placed male and female players at the conclusion of the TBA Australian Junior Masters will be crowned the TBA Australian Under 14 Junior Masters Champion. G. PROTESTS & RESULTS ENQUIRIES Only competing players directly involved with this event may lodge a protest or results enquiry in relation to this event. This must be lodged in writing (and signed) to the tournament team within sixty minutes of the completion of the final frame of the tournament. After this time, results will be considered as final and no further correspondence will be addressed by the tournament team. H. ENTRY FEE & ENTRY FORM • $290 including GST • Entry form is located under Forms at end of this Guide or can be downloaded from www.strike3bowling.com.au I. PRIZE MONEY (including GST) STRIKE 3 guarantee to pay equal prize money to males and females, regardless of any differences in final entry numbers. All prize money will be confirmed on 22 June 2022. 2. TBA AUSTRALIAN MASTERS A. 3. WALTER RACHUIG TROPHY TOURNAMENT A. INTRODUCTION These rules, and the Tenpin Bowling Australia (TBA) rules that do not conflict with the Guide to the Event, will apply for the conduct and control of the Walter Rachuig Trophy Tournament and related matters. In the event of any state/territory/zone rule conflicting with these rules, then these rules will take precedence. B. ORIGIN The Walter Rachuig Trophy Tournament was established in December 1963, in recognition of the work performed by Walter A Rachuig, a Director of the American Bowling Congress, in guiding the establishment of the Australian National Sporting Organization during the period of February 1962 through until July 1963. C. PURPOSE The purpose of the Walter Rachuig Trophy Tournament is to determine annually the best state, territory, city, region, centre and/or country representative team of tenpin bowlers, each consisting of six players per team in both the male and female divisions. To foster, develop and advance a spirit of good sportsmanship, fellowship and gender equality along with promoting and maintaining a good relationship amongst the representative teams. D. VENUE The Walter Rachuig Trophy Tournament 2022 will be conducted from 3 to 6 August 2022 (during the 2022 ANC) at Zone Bowling Moonah, Hobart, Tasmania. E. CONTROL OF MATCHES STRIKE 3 will appoint the tournament team who will be responsible for all tournament preparations and conduct of the matches whilst in progress. F. SPONSORSHIP Team/s sponsorship is unrestricted, providing it meets national advertising guidelines and regulations. i.e., cigarette advertising is not allowed. G. PLAYER ELIGIBILITY 1. Must be a financial member of TBA, TBNZ or an IBF affiliated federation - in good standing. 2. If requested by STRIKE 3, must provide evidence of maintaining a minimum average of 180 for males and 160 for females in a recognised competition in the last three years. 3. Must be capable of conducting themselves in such a manner so as not to reflect discredit on TBA, STRIKE 3 Bowling (STRIKE 3), the team they are representing, or tenpin bowling. 4. Must be eighteen (18) years or above on the 1st January 2022. 12 | P a g e
H. STATES, TERRITORIES, CITIES, REGIONS & COUNTRIES TO BE REPRESENTED Participation in the Walter Rachuig Trophy Tournament will be open to one team of six males and/or one team of six females, representing the following twenty areas of Australia and New Zealand under a franchise system: • Australian Capital Territory- Territory Association Franchise • New South Wales- State Association Franchise • Northern New South Wales- Allocated Franchise • Sydney - Allocated Franchise • Northern Territory- Territory Association Franchise • Queensland- State Association Franchise • North Queensland- Allocated Franchise • Brisbane - Allocated Franchise • Gold Coast- Allocated Franchise • South Australia- State Association Franchise • Adelaide- Allocated Franchise • Tasmania- State Association Franchise • Hobart- Allocated Franchise • Victoria- State Association Franchise • Victoria Country- Allocated Franchise • Melbourne - Allocated Franchise • Western Australia- State Association Franchise • Perth- Allocated Franchise • TBA21- National Body Franchise • New Zealand- National Body Franchise 1. Any other teams that STRIKE 3 may from wish to invite post the franchise application closing date to ensure, to the best of its abilities, that twenty representative teams compete. 2. All teams must have a `nickname’. i.e. Queensland Strikers. The preferred `nickname’ must be included on the franchise application form. Any clashes of nicknames will be managed with the representative teams after 31 January 2022. 13 | P a g e
I. FRANCHISE APPLICATION SYSTEM AND APPROVAL 1. State and Territory Associations receive one franchise each automatically. Each state and territory association must advise STRIKE 3, using the franchise application form, which team/s they will submit to compete in the 2022 Walter Rachuig Trophy Tournament by 30 November 2021. Rule H. 1. will apply after the closing applications date. 2. TBA receives one franchise automatically for a TBA21 male and female team and retains selection priority on eligible players until 20 January 2022. 3. TBNZ receives one franchise automatically and must advise STRIKE 3, using the Franchise Application Form, which teams they will submit to compete in the 2022 Walter Rachuig Trophy Tournament by 30 November 2021. Any state or territory association, regional and/or city association, party, group, league, business, TBA affiliated bowling centre, country or individual can apply for an allocated franchise, but can only apply for a franchise allocated to their specific region of residence or office. 5. Successful franchise applicants will be advised no later than 21 February 2022 at which time they will need to sign a licence agreement with Strike 3 to be issued an invitation to compete in the event. On signing of the licence agreement, an invoice will be issued for payment no later than 31 March 2022. J. SELECTION OF TEAMS 1. Teams can be selected by the respective team management in any format or criteria they choose. 2. The roster of players for each male and female team in the Walter Rachuig Trophy Tournament must be six players. The actual playing line-up for any match will be five players drawn from the roster submitted. 3. A minimum of four players in each team must either be current residents of, or born in the state, territory or country, where the team is based. Up to two players in each team may be selected from any location providing they meet the player eligibility rules outlined in G. Player Eligibility. 4. Teams selected for the male division are allowed to select up to two female players. 5. Each franchise team must advise STRIKE 3 of the names and contact details, including email and mobile number, of their team members on the team registration form provided by 31 March 2022, unless a date extension is granted to the franchise by STRIKE 3 to enable a franchise to complete its selection process. K. TEAM UNIFORMS 1. All teams must submit their proposed shirt designs to STRIKE 3 for approval by 30 April 2022, to avoid colour clashes between the teams. Approval will not be unnecessarily withheld, providing clauses K. 5, 6 & 7 are met. 2. State & Territory Association teams, TBA and TBNZ teams retain first right to use their respective state and national colours in their entirety. Allocated franchise teams may use one only of these state colours in their shirt and uniform designs, representative of their region. Likewise, allocated franchise teams are encouraged to use colours that are not region connected to create greater variety in the team colours used. 3. All teams must have, and wear, a team jacket using the same or similar colours to the team shirt. Logo placements, as outlined in K. 5, 6 & 7, are not required. 4. All players must wear their approved team shirt whilst playing. Male teams may wear long pants or knee length shorts. Female teams may wear long or 3/4 pants, knee length shorts or skirts. All players in the team must wear the same uniform at the same time in terms of style and colours. i.e. if wearing shorts for example, all players must be wearing shorts and these must be the same colour and style. 14 | P a g e
5. The TBA logo must be visible on the left-hand sleeve of each team shirt, to be located 25mm above the end of the sleeve. The size of the logo should be a minimum of 110mm wide and 45mm high. 6. The STRIKE 3 Bowling logo must be visible on the right-hand front chest of each team shirt, to be located in line with the bottom of the front buttons/zip. The size of the logo should be a minimum of 80mm wide and 60mm high. 7. The 2022 ANC logo must be visible on the left-hand front chest of each team shirt, to be located in line with the bottom of the front buttons/zip. The size of the logo should be a minimum of 80mm wide and 60mm high. 8. Teams have the freedom to choose their own design and layout including the placements of sponsor logos. 9. Any team not complying with K. 5, 6 & 7 will be required to pay a $500 including GST fine to STRIKE 3 prior to taking part in the tournament. 10. Any team or player not complying with K. 4 will not be allowed to start the next match without rectifying the uniform breach. L. TOURNAMENT FORMAT 1. Teams will be opposed against each other for one complete round of nineteen matches (based on 20 teams) over a four-day period. Each match will be one full team game, and in the event of more than one team not being represented, STRIKE 3 will determine the number of matches to be played to provide a fair and balanced competition. 2. In the event that some franchises are not represented, and therefore it becomes necessary for the competition to have a bye, the team playing the bye will need to bowl a total score of 950 (or more) for the men’s division and 900 (or more) for the women’s division, for the team to win the match points. 3. Likewise, individuals in a team line-up will be required to bowl 190 (or more) for males and 180 (or more) for females in the match to win the individual match point. 4. In the event that one or more of the nominated team members are unable to bowl prior to the commencement of, or during the actual tournament, such that five players are not available to play, the team can play with no less than four players and forfeit the point for the missing player. The team will remain eligible to win the match points. If there are less than four players available for the match, the team will forfeit the match and the opposing team will play a bye under the conditions of rule L. 2. 5. The team listed to start on the left-hand side lane of the pair, will list their order of players first. 6. Every player in each team must compete in a minimum of nine games in the tournament for the team to be eligible for a final result. The only exception to this rule is if a player retires hurt and cannot compete in the remainder of the event, which must be approved by the tournament team. 7. Practice lanes will be turned on and made available from the start of the current match for players not participating in the current match. The lanes will be turned off again at the conclusion of the last match being played. Players who are competing or have competed in the current match are not permitted to use the warm-up lanes at any time. M. POINTS SYSTEM Points will be awarded as follows: 1. Each team member will be matched against the opposing team member in the corresponding position in the line-up and the player achieving the highest total scratch score for the game will win one point for the team. In the event of an equal game score, the point will be equally shared. 2. A team member bowling unopposed in any match will play a bye under the conditions of rule L. 3. 3. The team’s total pinfall will be compared with the total pinfall of the opposing team and two points will be awarded to the team with the highest total pinfall. 4. N. BOWLING BALLS 1. All bowling balls used in this tournament must be within the specifications defined in chapter 6 of the TBA Rule Book. 2. Each Player will be permitted to register a maximum of four bowling balls for this tournament. 3. The completed bowling ball registration form must be lodged online prior to the first game of the tournament. No replacements or additions will be allowed once the bowling ball form has been lodged. 4. Only registered bowling balls for this tournament may be stored in the official ball paddock area provided by STRIKE 3. 5. An inspection of any players bowling balls may be performed at any time and location. A penalty at the full discretion of the STRIKE 3 Tournament Team may be applied to any infringement. 6. Players will need to submit a new form for each tournament played, even in the case of retaining the same four bowling balls from a previous tournament. O. AWARDING OF THE WALTER RACHUIG TROPHY & TRISH DATSON MEMORIAL SHIELD The Walter Rachuig Trophy and the Trish Datson Memorial Trophy will be presented to the champion teams immediately after the tournament. These trophies are perpetual trophies and remain the property of the TBA. The champion teams have the option to take the trophies back to their home region for local publicity purposes on the condition of satisfactory and safe return to STRIKE 3 within six months of the tournament’s completion. 1. Walter Rachuig Trophy Separate trophies will be awarded to the male and female teams who have the highest points total in their respective divisions. In the event of a points tie for 1st place, the tie will be broken by a one game playoff with the highest one game points total to decide the champion. If the tie still exists, total pinfall for that game will be used. If a points tie involves more than two teams, pinfall will decide the first two positions to play the one game playoff. All other tied positions on points will be decided by total pinfall. 2. Trish Datson Memorial Shield The overall winner will be determined by adding the total points from the male division to the total points in the female division. In the event of a points tie for 1st place, the tie will be broken by a two-game playoff (one male & one female) with the highest combined points total to decide the champion. If the tie still exists, total pinfall for that two games will be used. If a points tie involves more than two teams, pinfall will decide the first two positions to play the two-game playoff. All other tied positions on points will be decided by total pinfall. P. MEDALLIONS Gold, Silver and Bronze medallions will be presented to each player, coach and manager only in both divisions of the Walter Rachuig Trophy Tournament and the Trish Datson Memorial Shield. 16 | P a g e
Q. TROPHIES The following individual trophies will be awarded: 1. Walter Rachuig Trophy All-Star Team Following each Walter Rachuig Trophy Tournament, an "All Star Team" will be announced in both divisions. Selection shall be as follows; • The top five male point scorers shall be the male team. • The top five female point scorers shall be the female team. In the event of a tie for the last available position in the All-Star Team: • The player who has played fewer games during the event will be included in the All-Star Team. • Should the tie still remain, the player with the higher average will be included in the All-Star Team. 2. Walter Rachuig Trophy Sportsperson’s Award Voting forms will be distributed to team managers at the beginning of the final day of play. Voting is on a preferential voting system where (3) is the first preference. Only one form per team can be filled in, relevant to your division, and voting forms must be returned to the tournament room by the commencement of the last game of the tournament. Any forms received after this time will not be included in the total votes. Voting for players withing your own team is not allowed, as is voting for players in the other division of the tournament. The player in each division who receives the most votes will be declared the winner of the award in that division. A tie for points will be decided by the number of “3”s received and if still equal, the number of “2”s. Winners of the male and female Sportsperson’s Awards will be announced at the presentation dinner. R. PROTESTS & RESULTS ENQUIRIES Only competing players, coaches and/or managers directly involved with this event may lodge a protest or results enquiry in relation to this event. This must be lodged in writing (and signed) to the tournament team within sixty minutes of the completion of the final frame of the tournament. After this time, results will be considered as final and no further correspondence will be addressed by the tournament team. S. Yes, we encourage those groups with suitable structures and resources in place to apply for as many franchises as they feel they need to ensure their elite players have ample opportunities to participate in the ANC. • Q- Does a franchise have to supply a male and female team? No, but preference will be given to groups who can enter both teams. • Q- Will some franchises have priority over others when selecting players? No, aside from the TBA teams. Players can choose to represent whichever franchise they feel will give them the best experiences • Q- Do selected players need to participate in any other events to be eligible to play in the tournament? There is no requirement from STRIKE 3 to take part in any other event, but franchise holders can determine what they require from each player in order to represent them in the tournament. • Q- Can players nominate for more than one franchise within their state or territory and then choose which one they wish to play for before the closing date? Yes, players can consider their options before choosing a franchise to ensure that they will get the most out of their ANC experience. • Q- Do players have to also participate in the TBA Australian Masters? No, this event is separate to Walter Rachuig and is totally optional for all players. 4. PRESIDENTS JUNIOR INTERSTATE SHIELD A. INTRODUCTION These rules, and the Tenpin Bowling Australia (TBA) rules that do not conflict with the Guide to the Event, will apply for the conduct and control of the Presidents Junior Interstate Shield and related matters. In the event of any state/territory/zone rule conflicting with these rules, then these rules will take precedence. B. ORIGIN The Presidents Junior Interstate Shield was established by the National Tenpin Bowling Organisation in May 1974. C. PURPOSE The purpose of the Presidents Junior Interstate Shield is to determine annually the best state, territory, city, region, centre and/or country representative team of tenpin bowlers, each consisting of six players per team in both the male and female divisions. To foster, develop and advance a spirit of good sportsmanship, fellowship and gender equality along with promoting and maintaining a good relationship amongst the representative teams. D. VENUE The Presidents Junior Interstate Shield 2022 will be conducted from 25 to 28 July 2022 (during the 2022 ANC) at Zone Bowling Moonah, Hobart, Tasmania. E. CONTROL OF MATCHES STRIKE 3 will appoint the tournament team who will be responsible for all tournament preparations and conduct of the matches whilst in progress. F. SPONSORSHIP Team/s sponsorship is unrestricted, providing it meets national advertising guidelines and regulations. i.e., cigarette advertising is not allowed. G. PLAYER ELIGIBILITY 1. Must be a financial member of TBA, TBNZ or an IBF affiliated federation- in good standing. 2. If requested by STRIKE 3, must provide evidence of maintaining a minimum average of 150 for males and 130 for females in a recognised competition in the last year. 3. Must be capable of conducting themselves in such a manner so as not to reflect discredit on TBA, STRIKE 3 Bowling (STRIKE 3), the team they are representing, or tenpin bowling. 4.
